Ontario Nurses’ Association Weekly Media Scan & Media Release Summary October 11 to 15, 2021 ONA coverage: • Seven ONA RNs from AbleLiving, a not-for-profit in-home and support organization for people with severe disabilities requiring round-the-clock care, are being forced to give money back to the Ford government (ONA/Yahoo!.com, Oct. 13, 2021). The Treasury Board has informed ONA and AbleLiving that it is denying an exemption from its wage-cap legislation, Bill 124, requested by both parties. Said ONA President Vicki McKenna, RN, “How the Ford government thinks that collecting these funds back from these hard-working nurses will save the Ontario budget is completely beyond me." • Nearly two years into the COVID-19 pandemic, health-care workers are leaving the industry in “record numbers” putting added pressure on those left behind (CityTV, October 14, 2021). ONA President Vicki McKenna says Ontario hospitals have anywhere from 18 to 22 per cent vacancy rates in registered nurses, with many more RNs considering retirement. “Pre-COVID, when we surveyed them, they were telling us, you know, work a little longer, just not sure, but, you know, planning retirement but not right away. That story is turned upside down now. They are retiring. Our mid-career nurses are saying, boy, if things don't improve and there isn't more staff, I don't know how long I continue -- I can continue.” Nurses and health- care workers need better pay and working conditions to improve recruitment and retention. Nursing coverage: • Unvaccinated nurses in Quebec were already facing suspension without pay, and now the province's nurses order says their licences will also be suspended. The Ordre des infirmieres et infirmiers du Quebec said Monday it will suspend the working licenses of its members who are not adequately vaccinated against COVID- 19 starting Friday (Canadian Press, Oct. 11, 2021). • The Quebec government has set a deadline of Friday for all health-care workers in the province to be adequately vaccinated against COVID-19 (CBC News, Oct. 13, 2021). Those who aren't will be suspended without pay, and on Monday the Quebec Order of Nurses said they will also see their licences suspended. According to the order, 4,338 nurses aren't yet fully vaccinated. There are also more than 5,000 nurses whose vaccination status the order is still trying to verify. Thousands of other unvaccinated health-care workers are also facing suspension Friday. In total the province says 22,446 health care workers still aren't adequately vaccinated. Some of the nurses who are not yet vaccinated question those numbers, as well as the claims of scientific experts about the safety of COVID-19 vaccines. For others, the 1
issue is one of having the freedom to exercise personal choice. And some of them are already making contingency plans. • In the Toronto Star, emergency physicians honour their skilled nurse colleagues during National Emergency Nurses Week and call on the Ontario government to address the nursing crisis (October 12, 2021). “It is not a mystery why nurses are leaving. They are overworked, face brutal working conditions, and a decade of wage suppression has been locked in even further by Bill H-124… The Ontario government’s solution to the nursing shortage is to train more nurses rather than stemming the tide of experienced nurses leaving. The saying ‘a nurse is a nurse is a nurse’ is patently false. Veteran nurses are not replaceable with new graduates, who need mentorship to become the skilled nurses of the future.” They write that the government must invest in nursing and “stop calling nurses heroes and start treating them like human beings.” • A nursing externship program at South Bruce-Grey Health Centre (SBGHC) is being hailed as a success (The Walkerton Herald Times, October 15, 2021). The six nursing students who participated in the program said they would recommend it and that it made them more likely to return to the hospital for work. Two fourth-year students who participated now work full-time at SBGHC, while another participant has applied to do her final preceptorship at the hospital. COVID-19 coverage: • Canada's chief public health officer, Dr. Theresa Tam, says measures introduced to stem the worst of the spread in Saskatchewan and Alberta appear to be working (Canadian Press, Oct. 8, 2021). But while she is encouraged that more people there are choosing to get vaccinated, she said, “you still cannot rely on the vaccinations alone at this point.” Nationally, Tam said, cases have started levelling off as more people get vaccinated and after public health measures were reintroduced in August and September to slow transmission. • As the deadline to be fully vaccinated against COVID-19 quickly approaches, 54 staff members at Chatham-Kent Health Alliance hospitals risk having their jobs terminated (Ridgetown Independent News, Oct. 8, 2021). CKHA President and CEO Lori Marshall reported on October 4 a total of 54 of the roughly 1,300 staff at the Chatham and Wallaceburg sites are still hesitant about getting the shot. She noted seven have a medical exemption and will need to get tested twice a week, 44 have declined the shot, and 10 refuse to provide their vaccination status. • Cinemas, theatres, spectator sports venues and several other spaces in Ontario where proof of COVID-19 vaccination is required can open at full capacity this weekend (Canadian Press, Oct. 8, 2021). The Ontario government said Friday the decision was based on high vaccination levels, stable public health indicators and the vaccine certificate requirements that took effect last month. • A science advisory group says overall confidence in COVID-19 vaccines among Ontarians has remained relatively stable. In a brief released late Friday, the Ontario COVID-19 Science Advisory Table says confidence in COVID-19 vaccines has remained within the range of 72 per cent to 76 per cent (Canadian Press, Oct. 9, 2021). 2
• Hundreds of Ontario workers in hospitals and long-term care could be off the job in the coming weeks because they did not get vaccinated against COVID-19, further complicating what advocates call a ``perfect storm'' of staff shortages (Canadian Press, Oct. 10, 2021). SEIU Healthcare President Sharleen Stewart says staffing levels are already at a critical point due to low wages, lack of full-time jobs and poor working conditions – all predating the pandemic – and vaccine mandates will compound the problems. • For the first time this school year, an entire high school in Etobicoke has been shut down by Toronto Public Health following a COVID-19 outbreak. All students at Silverthorn Collegiate Institute on Mill Road have been dismissed from in-person classes and activities, the health unit announced Monday night (Globe and Mail, Toronto Star, Oct. 11, 2021). This means the entire school will learn remotely for the time being, according to the Toronto District School Board. • The Toronto Transit Commission is considering bringing back retirees to help fill any labour shortages as an Oct. 30 deadline for employees to disclose their vaccination status draws closer (Toronto Star, Oct. 11, 2021). Ontario employers are having problems staffing up as vaccine mandates come into force. The province’s health sector is also bracing for even worse staff shortages as a deadline for long-term care employees to get vaccinated comes up next month. • Medical practitioners should receive some clarity next week on how to handle patients who have not received a COVID vaccine as the provincial governing body for the sector aims to introduce a policy addressing the matter (New Brunswick Telegraph-Journal, Oct. 11, 2021). The College of Physicians and Surgeons of New Brunswick wants to ensure those who have not been vaccinated are receiving the standard level of care. • Given erratic messaging on COVID-19, it is no wonder the public in both Canada and the US is confused, skeptical and frustrated, says former Brian Mulroney Chief of Staff Derek Burney, who served as ambassador to the US from 1989-1993 (National Post, Oct. 12, 2021). COVID is stimulating more fear than common sense and is aggravated by fatigue, uncertainty and a craving for a return to normalcy. Vaccines were seen initially as a miracle cure with efficacy rates over 90 per cent, but with the highly contagious delta variant, there is less certainty around efficacy, which raises concerns for future variants. • The remote B.C. community of Maaqtusiis, home to the Ahousaht Nation, has been in lockdown for two weeks because of COVID-19. The schools have been closed, non-essential travel to and from the community has been prohibited, and families have been asked not to mingle with other households. Unlike many Indigenous communities in B.C. where vaccination rates are below the provincial average, the Ahousaht enthusiastically welcomed a team of public-health nurses who arrived with the Moderna vaccine on Jan. 6. The outbreak adds to growing concerns that the protective benefits of the vaccines may be waning (Globe and Mail, Oct. 10, 2021). • Health care systems across the country are scrambling to avoid disruptions in service ahead of mandatory vaccination deadlines, as tens of thousands of workers in the sector remain unvaccinated despite the threat of unpaid leave (Canadian Press, Oct. 9, 2021). The likelihood of large numbers of workers being suspended as soon as Oct. 15 – when Quebec’s policy comes into effect – has providers staring 3
down the prospect of major staffing gaps in hospitals and long-term care homes amidst a fourth wave of COVID-19, and on top of existing labour shortages made worse by pandemic burnout. • Deadline day has arrived for staff at a number of privately run long-term care and retirement homes in Canada to be fully vaccinated. The coalition of privately run homes, operated by Chartwell, Extendicare, Responsive Group, Revera, and Sienna, announced in August that COVID-19 vaccinations would be mandatory for staff across the country (CityPulse News/Canadian Press, Oct. 12, 2021). Any staff not fully vaccinated by the Oct. 12 deadline will be placed on an unpaid leave of absence. Full vaccination is also required for all new hires, students and agency personnel, across each organization. The group says they don’t expect the new policy to impact staffing levels. “The safety of our residents in long-term care and retirement homes, who trust us to provide the care and services they need, is paramount,” the group said in the statement. • A Toronto long-term care home has placed 79 staff members on unpaid, indefinite leave as a part of their required COVID-19 immunization policy. Copernicus Lodge on Roncesvalles Avenue says when the policy was announced on Sept. 10, there were 111 unvaccinated staff. Since then 32 have received their first doses and the rest have been placed on leave (CityPulse News, Oct. 8, 2021). • The majority of respondents in a newly released Canada-wide survey say they are concerned about the spread of COVID-19 in schools and want children and staff to wear masks. The survey by the Canadian Hub for Applied and Social Research at the University of Saskatchewan was done by phone between Sept. 3 and Sept. 28. It asked 1,000 people about any worries in sending kids to school and their thoughts on what public health orders should be in place (Canadian Press, Oct. 12, 2021). • Quebec health-care workers have an extra 30 days to get vaccinated before they will be suspended without pay (CBC, October 14, 2021). Critics, including vaccinated workers, call the move “weak” and say the health ministry has lost any leverage it had dealing with vaccine holdouts. Health Minister Christian Dubé says the province’s health system can’t afford to lose between 14,000 and 22,000 workers. The head of Quebec’s nurses’ association says the new Nov. 15 deadline must be final or the government risks losing the public’s trust. • Long-term care home operators want entry-level “resident support assistants” to become permanent fixtures in facilities (Toronto Star, October 14, 2021). The position was created and approved by a “temporary” order in March 2020, part of the Emergency Order and Civil Protection Act. Donna Duncan, the CEO of the Ontario Long-Term Care Association (OLTCA), says the assistants are “not doing direct (hands-on) care.” The OLTCA has made 50 recommendations for changes to the 2007 Long-Term Care Homes Act. Advantage Ontario, which represents not-for- profit, municipal and charitable homes, says resident support workers are a “great option that many homes have used during the pandemic to help improve the quality of care” and that “their role should continue.” Critics of the role question the value of “watering down” the skill level of workers in homes where residents are becoming sicker and more frail. • Several Ontario hospitals, including Toronto’s University Health Network (UHN), are enacting mandatory vaccine policies for visitors (The Canadian Press, October 13, 4
2021). A UHN spokesperson says the hospital network cares for some of Ontario’s most immune-compromised and immune-suppressed people and they want to do everything they can to protect them. • Cornwall Community Hospital is putting hundreds of surgeries on hold, as rising COVID-19 numbers force operating room closures (CBC, October 14, 2021). Officials say only life-threatening cancer cases and other high-priority surgeries will go ahead in the coming weeks. The city has some of the highest positivity rates and lowest vaccination rates in Ontario. • The Ontario government’s plan for lifting more COVID-19 restrictions will be released next week (CBC, October 13, 2021). Easing of pandemic measures will include ending capacity limits in all locations where proof-of-vaccination requirements are in place. • Ontario health officials want the province’s doctors to begin seeing patients in person again, rather than virtually (CBC, October 13, 2021). In a letter sent to physicians on Wednesday, Chief Medical Officer of Health Dr. Kieran Moore, assistant deputy health minister Patrick Dicerni and College of Physicians and Surgeons CEO Nancy Whitemore, say they've increasingly been hearing complaints about offices not providing in-person care. They add that there are limits to virtual care and that there are many patients for whom “the standard of care cannot be met in a solely virtual care environment.” Some hospitals have reported surges in the number of patients with relatively minor illnesses, which are negatively impacting wait times. Specialists have reported receiving referrals for patients who haven’t first had physical exams to determine if they actually need to see a specialist. • While the U.S. land border with Canada will reopen to non-essential travel in early November, some Canadians with mixed vaccine doses aren’t sure if they will be in the clear (CBC, October 14, 2021). The U.S. will require foreign travellers entering via land or air to be fully vaccinated, but the U.S. Centers for Disease Control (CDC) don’t recognize mixed COVID-19 vaccine doses yet. The CDC says guidance and information regarding travel requirements will be finalized later this month. • A standardized vaccine passport for Canadian travellers is expected “within weeks” (Toronto Star, October 13, 2021). This timing aligns with the federal government’s new requirement for travellers on plane, interprovincial trains and some maritime vessels, to be fully vaccinated as of Oct. 30. • Premier Doug Ford has asked hospital administrators for input on a potential vaccine mandate for all Ontario health-care workers (CP24, October 15, 2021). In a letter sent to CEOs and industry stakeholders, Ford acknowledged that some groups have pushed for a province-wide mandate but said that any decision “will need to balance the risk” of COVID-19 with the risk of “further exacerbating health human resourcing challenges.” Hospital administrators have until Oct. 19 to respond. • Private long-term care provider Extendicare has ended its contract with the Saskatchewan government, after the province’s deadliest COVID-19 outbreak occurred in one of its homes (The Canadian Press, October 14, 2021). The Saskatchewan Health Authority says the government and Extendicare “came to a mutual agreement to end the contract.” The health authority will take over operations of five long-term care homes previously run by Extendicare. A COVID-19 outbreak at Parkside Extendicare in Regina saw 194 of 198 residents become infected, with 39 5
deaths. Over 130 staff members at the home were also infected with COVID-19. An independent investigation found staff and residents did not wear masks despite a masking order and that 27 per cent of staff reported working while symptomatic, with some saying they faced harassment if they asked to stay home due to illness. • Ontarians will be able to download their vaccine certificate QR codes over the next three days (CBC, October 15, 2021). The staggered rollout, which divides access based on birth month, should ensure a “smooth user experience.” The vaccine verification app for businesses, Verify Ontario, went live on Thursday. Using the app, businesses and organizations will be able to scan vaccine certificate QR codes to verify their patrons’ vaccine statuses. • Toronto’s University Health Network, which runs Canada’s largest organ transplant centre, has decided patients must be fully vaccinated against COVID-19 before being put on a wait list for a solid organ transplant (Toronto Star, October 15, 2021). Officials say the policy, the first of its kind to be implemented in Canada, is needed to ensure donated organs go to recipients with the best chance of survival. • Ontario’s chief medical officer, Dr. Kieran Moore, says the province will have a “phased exit” from its vaccine passport system sometime in 2022 (Toronto Star, October 14, 2021). Speaking on Thursday, Moore also said the province will be “slow, gradual and cautious” in lifting capacity limits in restaurants and gyms, as it waits to see if there is a spike in cases from Thanksgiving gatherings. Industry coverage: • Three hospitals in the London region are getting a $7.1-million boost from the provincial government for critical upgrades and repairs through the Health Infrastructure Renewal Fund (London Free Press, Oct. 8, 2021). The Chatham-Kent Health Alliance is set to receive more than $1.9 million and Strathroy Middlesex General Hospital is getting more than $970,000 that will go toward upgrading its elevator service. • Long-term care homes in Grey-Bruce will receive almost $3 million in new funding so that staffing can be increased to support more direct care time for residents (Dundalk Herald, Oct. 8, 2021). This funding will increase the daily average to three hours, per resident per day by the end of this fiscal year, from two hours and 45 minutes. The funding province-wide is up to $270 million. • Residents should feel at home, respected, and safe in long-term care but the current reality doesn’t come close, says a survey that will inform new national standards of care. The survey was conducted by the National Institute on Aging on behalf of the Health Standards Organization. It will shape the national standards that are being refreshed at the behest of the federal government (Canadian Press, Oct. 11, 2021). Of the survey’s 16,093 responses, 67.3 per cent did not feel that long-term care homes in Canada provide safe, reliable, and high-quality care. • As the deadline for all employees in the City of Toronto to be fully protected from COVID-19 passes, a patchwork of penalties means the public may not know that key front-line workers are vaccinated (Toronto Star/Granthala.com, Oct. 13, 2021). While Torontonians may feel reassured by the city’s tough stance – thousands of employees face vaccinations or suspensions and then dismissals – a Toronto police 6
officer leaning into vehicle should not face such an ultimatum. Meanwhile, drivers of TTC vehicles without vaccination face only possible penalties. The fate of those vaccination holdouts is unclear due to staff shortages and fears of transit service disruptions as a result. • Nursing homes in New Brunswick have been hit hard by the fourth wave of COVID- 19, driven by surging infections in the province not seen since the pandemic began (Globe and Mail, Oct. 13, 2021). The coronavirus has torn through a dozen homes since mid-September. Nine are still battling outbreaks, including the 118-bed Drew Nursing Home in southeastern New Brunswick, where eight of the 29 residents who tested positive have died. Until last month, not a single resident or staff member in the vast majority of the province’s 71 homes had fallen ill with COVID-19. • Canadian scientists say there isn’t yet enough evidence that healthy adults need a COVID-19 booster shot and that rolling out third vaccine doses too quickly will do more harm than good (Canadian Press, Oct. 13, 2021). The issue of third doses has become more heated in recent weeks as new research shows that protection against COVID-19 infection starts to slip in some vaccinated individuals over time. In light of the new evidence, Canada’s National Advisory Committee on Immunization now recommends that immunocompromised adults and seniors living in long-term care settings receive a third dose of a COVID-19 vaccine to ensure they have better protection. • All but two COVID-19 cases at a shuttered Etobicoke secondary school appear to have resulted from student-to-student transmission and it is possible that some were contracted during school events, Toronto’s top doctor says (CP24, Oct. 12, 2021). All 773 students at Silverthorn Collegiate Institute near Bunhamthorpe Road and Mill Road have been switched to online learning after Toronto Public Health declared an outbreak at the school on Monday evening. • Several Ontario hospitals have placed staff on unpaid leave or terminated them due to mandatory COVID-19 vaccination policies, but they say the numbers are relatively low and won't affect patient care (Canadian Press, Oct. 12, 2021). A spokesman for Cambridge Memorial Hospital said 51 staff members who either haven't been vaccinated or won't share their status have been placed on leave. • Toronto’s Centre for Addiction and Mental Health (CAMH) will be hosting a number of COVID-19 vaccination clinics catering to the Black community in an effort to address vaccine hesitancy (CP24, Oct. 8, 2021). • The United States is reopening its land border to fully vaccinated Canadians in early November. US Secretary of Homeland Security Alejandro Mayorkas announced the development in a news release Wednesday, saying it was based on guidance from the U.S. Centers for Disease Control and Prevention. The changes will also apply to ferry crossings, he said. (Globe and Mail, Oct. 13, 2021) • About 18,000 Waterloo students need to be vaccinated against HPV and Hepatitis B, as the region’s public health unit struggles to get through a pandemic-related backlog (CBC, October 13, 2021). The health unit is more than a year behind on standard vaccinations. Program administrators say the region’s COVID-19 response monopolized public-health resources. Mass catch-up clinics for students will begin in November. 7
• Canadian Blood Services will allow some gay and bisexual men to donate blood plasma in two test cities: Calgary, Alberta and London, Ontario (CBC, October 13, 2021). This is the first time the agency is opening donations to gay and bisexual men, after years of criticism over their discriminatory policy. • Waterloo-Dufferin-Guelph Public Health is reporting its first confirmed case of the flu since April 2020 (CBC, October 14, 2021). Dr. Nicola Mercer, the region’s medical officer of health, says people should expect to see more cases this fall and winter. Mercer urges residents to get their flu shots to avoid overwhelming the health system as they continue fighting the pandemic. A “crucial” medical interpreter program serving Waterloo and Wellington regions will be cut at the end of the month (CBC, October 15, 2021). The program, funded by the Ontario government, offered in-person, virtual and telephone interpretation services to clients of 119 of health-care providers. Advocates for the program say it is needed more than ever, due to an influx of Afghan refugees entering Canada Labour coverage: • More than 24,000 nurses and other health-care workers at Kaiser Permanente in California and Oregon have overwhelmingly authorized a strike, threatening to walk out over pay and working conditions strained by the coronavirus pandemic (Canadian Press/Associated Press, Oct. 12, 2021). Kaiser, one of the nation's largest health care providers, has proposed a two-tiered wage and benefits system that would give newer employees lower pay and fewer health protections. The unions want Kaiser to abandon that plan. They also want 4% raises for each the next three years and a commitment to hire more nurses to relieve staffing shortages. Kaiser has offered 1% a year, with additional lump sums, and says it must reduce labor costs to remain competitive. Political coverage: • Doug Ford's government has not yet signed a deal with Ottawa on child care in part because of a "money" disagreement, says a senior Ontario official (CBC News, Oct. 12, 2021). According to the source, who was not allowed to speak publicly on the matter, the Trudeau government is ready to offer around $10 billion over five years to Canada's most populous province, so that it can create $10-a-day child-care spaces by 2026. The federal Liberals have already concluded agreements with seven provinces and one territory: British Columbia, Saskatchewan, Manitoba, Quebec, Nova Scotia, Prince Edward Island, Newfoundland and the Yukon. • A member of the Conservative Party of Canada’s national council has been suspended, after leading an online petition to trigger an early review of Erin O’Toole’s leadership (The Canadian Press, October 14, 2021). Bert Chen launched the petition hours after O’Toole’s election defeat on Sept. 20. Party president Rob Batherson says Chen’s suspension of up to 60 days follows complaints about his conduct. The party’s next national convention isn’t until 2023. • The Prime Minister’s Office has announced Parliament will return on Nov. 22, with a focus on COVID-19 vaccinations and paid sick leave (CBC, October 15, 2021). Cabinet will be sworn in on Oct. 26. 8
Registered nurses forced to give back money to Ford government, says ONA Wednesday, October 13, 2021 (Binbrook, Ontario) – Seven dedicated registered nurses who work tirelessly at AbleLiving, a not-for-profit in-home and support organization for people with severe disabilities that require round-the-clock care, are being forced to give money back to the Ford government. “In an unsympathetic move, the Treasury Board has informed ONA and AbleLiving that it is denying an exemption from its wage-cap legislation, Bill 124, that both parties jointly requested,” says ONA President Vicki McKenna, RN. “What is most distressing is that our members must now have to pay back money to the government because of this ruling. How the Ford government thinks that collecting these funds back from these hard-working nurses will save the Ontario budget is completely beyond me.” Registered nurses at AbleLiving treat the most disadvantaged adults who have very complex care issues and require 24-hour care. Nearly all of the RNs have turned over within the past five years, making recruiting and retaining qualified staff next to impossible. In fact, the employer has acknowledged their challenging work, and freely negotiated with ONA a two-per-cent wage increase for the nurses. Yet, because of Bill 124, these nurses must now give back money freely negotiated to recognize their value, McKenna notes. “Nursing in Ontario is cracking, and with the government being heavy-handed with pushing Bill 124 on nurses, it will continue to break until it completely shatters. This wage suppression legislation is extremely detrimental to recruitment and retention across the province. We are hearing daily of nurses leaving the profession because of disrespect. Nurses like those who work at AbleLiving must be treated fairly and Bill 124 is not fair in the least,” adds McKenna. “AbleLiving registered nurses should not have to pay back the Ford government, and their workplace should be exempted from Bill 124, as both the employer and ONA had originally requested. It’s time for Premier Ford to honour these nurses, recognize their worth and do the right thing,” says McKenna. ONA is the union representing more than 68,000 registered nurses and health- care professionals, as well as 18,000 nursing student affiliates, providing care in hospitals, long-term care facilities, public health, the community, clinics and industry. - 30 - 9
Supreme Court of Canada rules: A 15-year pursuit for fairness and equity for nursing home registered nurses concludes in ONA’s favour TORONTO, October 15, 2021 – The Ontario Nurses’ Association (ONA) is celebrating a momentous Supreme Court of Canada decision following a 15-year-long battle to maintain pay equity rights for registered nurses (RNs) working in private nursing homes. A decision released on October 14, 2021 by the Supreme Court of Canada (SCC) – the highest court in the country – dismissed the for-profit Nursing Homes’ and the Attorney-General of Ontario’s application for appeal to the SCC. The Ontario Court of Appeal decision stands, which notes that RNs in for-profit nursing homes have the right to be compared to the Homes for the Aged nurses and a male comparator for pay equity maintenance. “This is a huge victory for ONA,” ONA President Vicki McKenna, RN, says. “We have never backed down on this case, and our persistence and energy to fight for pay equity have paid off.
