Introduction The coronavirus (COVID-19) pandemic has instigated an ongoing and intensive period of change to the education landscape. Ofqual recognises that some learners taking vocational and technical qualifications (VTQs) have experienced lost teaching and training time as a result of the coronavirus (COVID-19) pandemic, and that appropriate arrangements need to be put in place to mitigate the impact of this disruption and respond to any ongoing or future public health measures. Ofqual consulted on proposals to permit awarding organisations to adjust their qualifications and assessments, which took account of the different ways in which the qualifications are used ranging from those taken alongside, or instead of general qualifications, to those used to signal occupational competency. On 7th September 2020, Ofqual confirmed that the proposed arrangements will be implemented in full. On 12th October 2020, Ofqual published the Extended Extraordinary Regulatory Framework (EERF), on which they recently consulted to put the arrangements into effect. The Extended ERF sets out the regulatory arrangements and statutory guidance (https://www.gov.uk/government/organisations/ ofqual) VTCT is committed to supporting centres and their learners throughout this time by recognising the varying needs and the array of different restrictions that may be enforced on centres and their learners as a result of local or national lockdowns. Our website www.vtct.org.uk contains the latest information and guidance aligned with the latest UK Government, Regulatory and World Health Organisation (WHO) official advice. Teaching, learning and assessment guidance The COVID-19 pandemic has resulted in disruption of education and training since March 2020. Many learners have experienced interruption to, or a lack of, teaching, learning and assessment since that date. It is likely a number of public health restrictions will continue to impact on education and cause further disruption for the academic year 2020-2021. With this in mind, VTCT encourages centres to take a proactive approach and implement positive steps to support the teaching, learning and assessment of VTCT qualifications. A list of preventative measure include: • Keep up to date with VTCT communications. Disseminate information to all members of the teaching, learning and assessment team • Register learners in a timely manner • Track learners’ progress and achievement • Update learner Record of Assessment book/e-portfolio and/or equivalent to support banked teaching, learning and assessment • Bank assessments • Complete Internal Quality Assurance (IQA) documentation across all elements of the qualification
Adaptation principles and approach VTCT’s vocationally related qualifications contain both theoretical and practical elements. The purpose of these qualifications is to support progression into employment or further/higher education. The content is typically delivered in a classroom, salon or realistic working environment (RWE). VTCT has identified there are no adaptations required to the teaching and learning for these qualifications due to the existing embedded flexibility, for example remote delivery of theory topics. However, VTCT recognises public health restrictions may continue either locally or nationally during the rest of the academic year 2020-2021 and will continue to monitor the situation and provide any additional guidance to centres and their learners. Adaptation principles VTCT recognises the varying needs of our centres and the array of different national/localised lockdowns, therefore, a one-size fits all approach is not suitable. VTCT has identified a toolkit of adaptations per sector to support learners during the academic year 2020-2021. Adaptations applied to VTCT vocationally related qualifications must: • Maintain the qualifications rigour, validity and reliability • Ensure learners are competent and safe to practise • Meet the health and safety requirements of the qualification • Ensure learners adhere to COVID-19 government guidelines • Neither advantage nor disadvantage the learners • Demonstrate competence EERF Centre Guidance - Hairdressing and Beauty - VRQ 05
The table below provides an overview of the range of adaptations that a centre can implement. To support this change, VTCT has implemented additional procedures and processes to ensure all equality considerations have been addressed. Centres will submit an application to VTCT requesting approval to implement remote invigilation for the external theory examinations. The application will require centres to demonstrate that they have ensured that all learners have access to technology to support the online platforms/systems and that no learner will be disadvantaged due to their socio-economic circumstances or geographical location. Centres will also be required to demonstrate that any adaptations implemented will accommodate all learners and not impact on any access arrangements that a learner may be eligible for.
External theory examinations evidenced through other methods Where it creates an unnecessary risk to invigilate under formal assessment conditions the knowledge should be evidenced through one of the following methods: • projects • assignments • case studies • reflective accounts • oral/written questioning • other forms of evidence Reduction of the number of practical observations VTCT has reduced the number of practical observations required within each unit of a qualification. However a minimum requirement of repeatable performances over a number of observations remains to maintain the reliability of the assessments. Centres are encouraged to cluster assessments to maximise coverage of the range requirements. Client requirements VTCT’s vocationally related qualifications already permit flexibilities regarding client types. In accordance with public health guidelines learners can utilise their household/educational bubbles and are able to carry out treatments/services on clients previously used. Holistic assessment VTCT recommends that centres utilise holistic assessment opportunities and cross-reference evidence previously achieved to other units within the qualification. Reception and retail Where reception and retail facilities create an unnecessary risk for the safe distancing of clients, learners and assessors due to COVID-19 restrictions, simulation or other forms of evidence are acceptable. Remote internal and external quality assurance VTCT permits the use of remote quality assurance activities. External quality assurance is likely to continue to take place remotely, although physical centre visits may be applicable by arrangement with the centre. VTCT’s e-portfolio system and file transfer platforms will support centres to submit evidence for external quality assurance activities. EERF Centre Guidance - Hairdressing and Beauty - VRQ 07
List of qualifications VTCT has identified vocationally related qualifications (VRQs) that are appropriate for the implementation of adaptations. This guidance document is specifically to support centres in the adaptations for the qualifications indicated below. VTCT has introduced a suite of COVID-19 Infection Prevention qualifications. Those qualifications highlighted within the following tables now have COVID-19 Infection Prevention prerequisites. Beauty, Nails and Spa Therapy Knowledge outcomes Learners are required to achieve 100% of the knowledge and understanding outcomes as listed in the Record of Assessment book or specification for each qualification. The knowledge and understanding outcomes required are highlighted within each Record of Assessment book. The highlighted text type indicates which criteria may be achieved through projects, assignments, case studies, reflective accounts, oral/written questioning and/or other forms of evidence and which criteria is covered within an external examination. Where possible the external examinations should be sat in line with VTCT Instructions for Conducting Examinations. Where lockdown restrictions apply and it is not possible to conduct the external examination as normal, centres can apply to VTCT for approval to carry out remote invigilation. Practical observations VTCT’s vocationally related qualifications require learners to demonstrate 100% achievement of the practical observation outcomes and range statements as outlined in each unit of the qualification specification. The number of practical observations and clients is not fixed. VTCT permits centres to cluster practical observations. However, learners must meet all of the requirements of the unit learning outcomes and assessment criteria. This approach will limit close proximity and timescales associated with providing treatments/services during the assessment procedure. Centres must ensure the following: • learners have the necessary tools, equipment and materials to carry out the practical observations • that all treatments/services adhere to Government guidelines and local and national lockdowns • learners have completed the relevant COVID-19 Infection Prevention prerequisite qualification prior to undertaking practical observations • learners are appropriately equipped with PPE as outlined in the Government guidelines Centre onsite practical observation Where there are no local and national restrictions and centres are able to carry out treatments and service within the centre, centres should consider the following: • social distancing • staggering of treatments and services • number of learners in the RWE • byelaws, legislation or local authority requirements including risk assessments. Standardisation and quality assurance Your centre will have an internal quality assurer (IQA) whose role is to check assessments and evidence is valid and reliable. In addition, it is their responsibility to ensure adaptations are clearly documented and sampled. A VTCT external quality assurer (EQA) will monitor the internal quality assurance process, ensuring adaptations have been applied correctly and will sample and quality check assessments and the evidence gathered. VTCT applies a risk based strategy for centre monitoring activities.

It allows the assessor to ask the learner questions in relation to the following: • The period of learning, development and continuous assessment • Coverage of the Standard • Personal development and reflection • The candidate’s best examples of, competence etc. The Professional Discussion provides the basis for the assessor to make a final decision in regards to competence. Witness Statement Form Witness Statements Witness Statement Form A witness statement is used to provide a written record of learner performance against VTCT learning outcomes and assessment criteria. Someone other than the assessor of the qualification may complete it. This may be an assessor of a different qualification or unit, a work placement supervisor, a technician, a learning resources manager or anyone else who has witnessed the performance of the learner against given assessment criteria. It can be someone who does not have direct knowledge of the qualification, unit or evidence requirements as a whole, but who is able to make a judgement about the performance of the learner in the given situation. The quality of a witness statement enables the assessor to judge the standard and validity of performance against the learning outcomes and assessment criteria. A witness statement is a source of evidence and does not confer an assessment decision.
