CELI Research Insights Voting Rights Groups Crowding January 2022 Overview In light of recent developments surrounding the proposed Freedom to Vote Act, the John Lewis Voting Rights Act, and potential Electoral Count Act of 1887 reform, the Yale Chief Executive Leadership Institute identified 188 active, independent advocacy organizations working to advance voting rights issues at the national, state, and local levels. In the pages that follow, a detailed analysis is presented of each group’s registration, fundraising, tax and staffing records, which revealed that half (95 of 188) of these organizations were established in the last five years, and of those new groups, more than a quarter (26 of 95) were established in the last year alone. Although the 188 groups in total spent in excess of $300 million in the last year, over half have either budgets of less than $1 million or staffs of less than five full-time individuals. While the dedication and service of these voting rights advocates are commendable, their sheer number raises urgent questions about whether credible, legitimate expert voices are getting crowded out amid divergent messages. Nevertheless, CEO commitment towards protecting the right to vote remains as strong as ever with 80% maintaining their halt on corporate donations to “Objectors” in Congress who failed in their duty to confirm the certified 2022 Electoral College vote. We have heard from many CEOs, government affairs professionals, and policymakers that they, as well as their boards, are confused by competing and often contradictory appeals from dozens of advocacy groups each week. Aggressive fundraising and territorial battles have been cited. Several of these groups reinforce each other but not all, and many direct their considerable resources and firepower toward the same senators and CEOs – neglecting to engage top leaders other key stakeholders such as the clergy, trade unions, pension funds, professional associations, employee forums, campus voices, and institutional investors. The comprehensive list of 188 current voting rights advocacy groups compiled by the Yale Chief Executive Leadership Institute is incorporated below, followed by listings of all the groups founded after 2016 as well as all the groups founded after 2020. The appendix contains an abbreviated summary of engagement, longevity, staffing, fundraising, and spending for each of the 188 organizations as an accompaniment to this month’s CELI Research Insights. CELI Research Insights Voting Rights Groups Crowding January 2022 Recommendations According to a recent Morning Consult/Politico survey taken between January 8-9, 37% of all voters support a change to the Senate’s filibuster rules, while 27% are undecided and 36% are opposed, which represents a drop-off from the 45% of all voters who supported a change to the Senate’s filibuster rules in the Morning Consult/Politico survey taken between June 4-7, 2021. Nevertheless, the same January Morning Consult/Politico survey found that a majority of voters continue to strongly back clarifying succession rules by reforming the Electoral Count Act of 1887, with 55% of voters in support, 25% undecided, and 20% opposed. Clearly the window of opportunity for action has not passed - but it is rapidly closing. Although many of the 188 organizations describe themselves differently, they are all focused on one or more of five primary priorities: 1) federal legislation - including the Freedom to Vote Act and the John Lewis Voting Rights Act as well as repairing the troubled 1887 Electoral Count Act on presidential succession which is gaining significant bi-partisan support; 2) state level efforts to stop or reverse restrictive voting laws; 3) voter education; 4) voter registration; and 5) voter turnout. Thus, despite messaging density, the reality is these groups have more in common than divides them. Such talented, devoted advocates could better harness their resources and clarify their voices by considering some options such as those which follow. First, a consortia of leading voting rights groups might attempt a crisp list of the specific dangers at hand and counterpoints to the arguments of their opponents. In the late 1990s, we moderated a series of forums with leading cancer-fighting organizations as part of the National Dialogue on Cancer, co-chaired by the late President George H.W. Bush and Senator Dianne Feinstein, which forged a clearer consensus of common priorities between conflicting agendas such as basic research, applied research, better informing care providers on state-of-the-art development, improving equal access to quality care, and managing exposure to environmental carcinogens. Much of the shared messaging might endorse and leverage the crisp, point-counterpoint legal explanations of the expert Brennen Center for Justice. Second, such activists might consider a division of labor to enlist key stakeholder groups. Leaders of the highly engaged Concerned Black Clergy of Greater Atlanta told me in a recent forum that they were disappointed that clergy from other parts of the country had not more actively joined the voting rights movement, despite great latent support within the ranks. Similar outreach to trade unions, college campuses, professional associations, and sports leagues may build the groundswell of support needed to enlist other traditional influencers of social change. Third, the influential voices of pension funds and institutional investors, who collectively control more than 80 percent of US public equity, would certainly focus the attention of CEOs and leaders across sectors. Their voice as owners have effectively brought attention to other ESG concerns such as climate change responses as well as improved boardroom diversity. © 2022 Chief Executive Leadership Institute. CELI Research Insights Voting Rights Groups Crowding January 2022 Fourth, some have suggested a peer scoring across activist groups to rate those most credible in the eyes of their peers to merit general support, based upon their efficient operations and effectiveness in delivering results. Of course, this could trigger political tensions, lobbying, reciprocal endorsements, and concerns over the lack of knowledge of each other’s operations. The successful, objective third-party non-profit ratings model of ImpactMatters and Charity Navigator might be considered. Finally, given the convergent goals, financial needs, and even look-alike organizational names, a consolidation of organizations is past due. An orderly process of mergers between overlapping advocacy groups with convergent missions could amplify messages and reduce the inbox confusion of many target audiences. With the impressive, dedicated talent and considerable firepower among those working on voting rights, a more unified approach would fortify the collective action of these fractious groups. © 2022 Chief Executive Leadership Institute.
