Previously operating as DND Air Base. History History of Canadian Forces Base Portage la Prairie: Originally opened in July 1942, as No. 14 Elementary Flying Training School on 28 October 1940, a part of the British Commonwealth Air Training Plan. The post-war expansion of the RCAF resulted in RCAF Station Portage la Prairie being re-activated on 15 September 1952. No. 2 Advanced Flying School (No. 2 AFS) was established to train RCAF and NATO pilots. Several other flight schools followed over the succeeding decades. As a result of the unification, the station was renamed CFB Portage la Prairie in 1966. In the late 1980s, DND budget reductions lead to the contracting out of flight training to civilian agencies. As a result, CFB Portage la Prairie closed in August 1992. It reopened as Southport Aerospace on September 1, where 3CFFTS continues to conduct flight training under contract with KF Aerospace. 2
Southport Corporate History: Southport was established as a non-profit organization in 1992 to manage the assets of the former Canadian Forces Base Portage la Prairie, which was originally established in 1940 as a training base for military pilots. After the transition from CFB Portage to Southport occurred, military pilot training continued through the 3 Canadian Forces Flight Training School which was being administered by Bombardier until 2005, when it was succeeded by Allied Wings until present. Over the past number of years, Southport has focused on the provision of military flight training facilities, as well as the development of other education and training programs. As a property management and development company, Southport has diversified its tenant base to include health administration (Southern Health–Santé Sud), education and training (Stevenson Aviation, Assiniboine Community College, Accelerated Christian Education Canada), manufacturing (Airport Technologies Inc.), addictions counseling (Addictions Foundation of Manitoba) childcare (Portage Day Care Centre), food services (Sawmill Tea + Coffee Co.) and support services for the military flight contract (Canadian Base Operators, Kelowna Flightcraft, Allied Wings). Land The Southport lands have been analyzed in a systematic approach and the methodology used to conduct the land-use and development studies were based on a four-step process: 1. Project initiation, background review and site familiarization 2. Future airport operational requirements and protections 3. Analysis, assessments and constraints of existing and potential land use. This included the current and future infrastructure and facilities requirements as well as environmental and zoning issues 4. Recommended airport development/upgrade All commercial land at Southport is subdivided. Total Land: 607 hectares includes airport, residential properties, recreational infrastructure and facilities and all other assets. There is great opportunity for growth. Airside: There are 80 hectares of airside space available. A vast majority of the airside land is already serviced and ready to be built on immediately. 5
Infrastructure Southport has land-use plans to provide a rational means of making decision on future development through a careful assessment of the existing and future requirements and infrastructure. Southport is responsible for all roads and infrastructure on site and capital investments are continuous to keep the site modern and maintained. Recent Major Infrastructure Investments: In recent years, kilometers of land drainage, water and sewer pipes on site were replaced by new piping installed along the new Musketeer Road. These new service lines eliminate a large portion of service lines that were in use since Southport’s original days. In addition, Yellowquill Street was completely rebuilt with new sewer, water and land drainage Planned Major Infrastructure Investments: A site-wide walking path is to be developed in the next 3 years. This includes upgrades to current paths, creating new paths and installing directional and distance signs. The complete site will be accessible by designated walking paths, promoting a healthy lifestyle. Continuation of residential road repairs is planned for the coming years as well. Facilities Airport Southport boasts a 24/7 public use airport with four well maintained runways capable of supporting both VFR and IFR operations down to Cat 1 precision approach limits. Aircraft of various sizes are able to land at Southport. There are also two aprons, including the newly reconstructed Apron I. Other facilities include three helipads, multiple navigational guidance systems, and runway lighting. Please see the Canada Flight Supplement for more details. KF Aerospace – Defence Programs is the primary user of the airport, where Royal Canadian Air Force (RCAF) pilots are trained. RCAF students are trained on the C90 King Air, Grob G 120, 412 Griffin, and 206 Jet Ranger. Transport Canada Approval: Southport Airport (Portage/Southport CYPG) is owned by Southport with a Transport Canada approved air traffic control tower operated by Mid-West ATC Canada LTD. Recent Major Airport Investments: Southport continues to invest in our airport each year through ongoing capital projects. Some of our most recent projects include: • Drainage around Apron 1B was improved in 2016 • Airfield Lighting Control System (ALCS) was replaced in 2016 • The Instrument Landing System (ILS) was replaced in 2015 • Apron I reconstruction in 2014, which included 11 acres of asphalt paving • Upgrades were made to the field electrical centre in 2014 Planned Major Airport Investments: Planned projects for Southport`s airfield include: • Replacement of wind socks, airfield signage and various equipment in 2017 • Rehabilitation of Runway 13L-13R in 2018 • Rehabilitation of Runway 02-20 in 2020 Airport Events: Southport is a member of Unmanned Systems Canada (USC) and hosted their UAV Student competition in 2012, 2014 and 2016. We also partnered with USC to host a Precision Agriculture Workshop with a focus on UAV usage in the agricultural sector. Southport’s airport also receives visits from other types of aircraft, such as the CH-147F Chinook, CH-149 Cormorant, and CC-144 Challenger. Southport has experience hosting airshows in the past, drawing crowds from all over Manitoba. Commercial Facilities: The Flightline Building is situated on the airfield with direct flightline access. This building features over 1500 square meters of space ideal for companies seeking that airside corporate address. There is vacant land beside the Flightline Building that would be ideal for future development. Commercial Space and Educational Facilities: Southport has prime office space available for lease in existing buildings. These facilities can be customized to accommodate specific requirements, and facilitate various operational classroom or office space needs. Storage Space: There are 5 storage bays ranging from 70-100 square meters, with secure individual access cold storage. Recent Major Commercial Investments: The Flightline Building has had several upgrades including anew roof in 2016 and upgraded paint and carpet. Planned Major Commercial Investments: A new hangar (2021) and dining facility (2023) are scheduled to be constructed. Commercial Development Opportunities: Southport offers low taxes and utility costs, access to airport services, short or long-term leases, and easy access to major transportation routes and the USA. 7
Accommodation Facilities: Southport has accommodations on site for both short and long term stays. Barker Building The Barker Building features 52 spacious suites. Each has separate living, dining and kitchen area, a private bedroom with a double bed, full bathroom, televisions, access to internet and storage area. The building itself boasts wifi access, parking with electricity, and common sitting areas and laundry facilities on each floor. There is a large gathering area on the main floor, which is great for large groups. As the rooms are suite-style, they are comfortable for both short and longer stays. Mynarski House Mynarski House is an affordable housing facility for students who are attending various programs on-site. Extensive renovations have been done to enhance and improve the rooms. Each room features electronic card access, upgraded furniture, new private washrooms, flat screen TV, cable and wifi. Recreational Facilities: Recreation facilities at Southport include the newly renovated Central Plains RecPlex, outdoor recreation, a golf course, and a bowling alley. Central Plains RecPlex The newly renovated (opened in 2016) Central Plains RecPlex features a 9m rock climbing wall, full-sized gymnasium, weights and machines, cardio equipment and a 110 metre indoor track. The welcome centre also features a healthy food kiosk and daycare. Southport bowling alley is also on site. Various classes and groups use the facility, and a wide range of memberships are available. Outdoor Recreation With plenty of greenspace, outdoor recreation is prominent at Southport. Our grounds feature baseball diamonds, a soccer field, an outdoor track, walking paths, a play structure, and a 9-hole golf course. Conference Facilities: Southport is a truly unique venue for conferences and retreats of all purposes. Southport offers a variety of sizes of rooms appropriate for anything from a small training session to a large workshop. Residential Housing Facilities: Southport offers 188 units ranging from two to four bedroom units. Interior and exterior renovations are made on an ongoing basis. Recent Major Residential Investments: 72 residential units have been upgraded in the last four years of the residential housing unit upgrade program. In 2005, KF Aerospace (formerly Kelowna Flightcraft) was awarded the Contracted Flying Training and Support Services contract. As the prime contractor of a team of top Canadian aerospace companies, KF Aerospace has established a turnkey operation at the Southport Airport with new facilities, training devices and courseware to satisfy the training requirements of the RCAF. They operate four fleets of aircraft: the Grob G120A for Primary and Basic training, the C-90B King Air for Advanced Multi-Engine training and the B206 Jet Ranger and B412 CF Griffon to support Advanced Rotary Wing Training. KF Aerospace and its partners provide all the ground school and simulator instruction, flight instruction on the Grob G120A and all of the support services for the program. A first-class aviation training program not only features the very best in aircraft and equipment, but also takes full advantage of the latest advances in simulators and flight training course-ware. 9
At the CFTS Training Centre this includes a wide range of sophisticated training support facilities in classrooms and briefing rooms, and on student laptops, where cutting edge graphics allow the student to visualize and fully understand the various flight maneuvers and lesson plans long before they ever set foot in an aircraft. Maintaining a high serviceability rate is key to ensuring that there are enough aircraft and helicopters to support the daily training program. The two aircraft maintenance organizations, KF Aerospace Maintenance & Engineering and Canadian Helicopters Limited, have a full complement of skilled and experienced aircraft technicians who continually achieve 99% availability rates. Two hangars provide over 78,000 sq ft of space to prove snag repair, regular and heavy maintenance on all of the fleets, as well as nightly storage. The KF aerospace team operators provide airfield maintenance and snow & ice control with a fleet of modern heavy vehicles and an exceptional team of experience operators. They are dedicated to maintaining the airfield in the best condition to support flying operations. Canadian Base Operators maintain all of the airfield navigational equipment (NBD, VOR ILS) as well as perform cyclic inspections and upgrades on equipment. KF Aerospace is Southport’s anchor tenant that embraces the military heritage here at Southport and puts Southport on the map as they train 80% of Royal Canadian Air Force pilots. They use a number of our facilities on site, including; Hangar 1 and Hangar 2 are both used for maintenance and storage, the Hilly Brown Building is where the ground school training takes place and the majority of KF Aerospace staff are located, the Alan McLeod Building is the students residence, Voyageur Place is where the Officer’s Mess is located and all the students and instructors are fed, Barker Building is available for students and instructors to stay as well, and the Airside Maintenance Building is where Canadian Base Operators is located. Red River College - Stevenson Aviation Red River College Stevenson Aviation Campus operates its Aircraft Maintenance Engineer apprenticeship training program out of Hangar 4 here at Southport. The 2,200 square meter campus is well equipped with a wide selection of training aircraft, including a Cessna Citation II jet, as well as repair shops and classrooms. Manitoba is home to the third largest aerospace sector in Canada – and Red River College’s Stevenson Campus is an active partner, training their workforce to participate in all aspects of the aviation and aerospace sector. Their graduates are found throughout industry – overhauling aircraft engines, maintaining aircraft, building components, or in management positions such as Directors of Maintenance and Quality Assurance. This program is one of a kind in Canada, offering an apprenticeship learning atmosphere. Employers sent their employees to Southport from across Canada to learn the hands on training they need to become certified Aircraft Maintenance Engineers (AMEs). RRC Stevenson students take advantage of the Mynarksi House for accommodations, food services at Voyageur Place, and our recreational facilities. 10
Airport Technologies Inc. (ATI) Airport Technologies Inc. is a local Canadian company that specializes in the restoration and refurbishment of airport maintenance equipment. It has now grown into manufacturing their own designs out of the plant at Southport, in addition to being a Re-Life specialist for airport runway snowblowers and runway sweepers. ATI manufactures the best “purpose-built” airport plow vehicle in the world; the Snow Mauler, as well as a high speed airport snowblower, the Snow Wolf. ATI has products at airports across Canada and in the US: Their Canadian customers include: Winnipeg International Airport, the Department of National Defence (Halifax, Greenwood, Bagotville, Trenton, Winnipeg, Cold Lake, Comox), Serco Facilities Management (Goose Bay, Labrador), Saskatoon John D Diefenbaker International Airport, Regina International Airport, KF Aerospace – Defence Programs (Southport 3CFFTS Flying Training), Cranbrook Airport, Brandon Airport, Edmonton City Centre Airport, Nanaimo Airport, and Abbotsford Airport. Their US customers include Dulles International Airport, Dupage Airport, Pittsburgh Allegheny Airport, Reagan National Airport, Chicago O’Hare Airport and Cherry Capital Airport in Traverse City Michigan. ATI is located on the east side of Southport in a building that has undergone recent construction to include a large overhead crane. ATI has been located at Southport for 11 years, where they have seen a lot of success throughout the years. Assiniboine Community College (ACC) ACC Practical Nursing Program - Assiniboine Community College (ACC) operates two Practical Nursing Programs out of the Southport campus; a 2-year rotating program and a 2-year Aboriginal program. The programs use an interactive blended learning and classroom environment, with simulated clinical settings using the latest lab equipment. The Practical Nursing program provides students with an opportunity to make a difference in the health care profession. ACC provides rotating sites in rural areas of Manitoba. Rotating Practical Nursing Programs are currently being offered in Dauphin (starting in September, 2017), Southport (starting again in September, 2016) and Melita (starting in January, 2017). In addition, the Aboriginal Practical Nursing Program at Southport is one of if its kind in Manitoba. ACC uses the Southport Building office, classroom and laboratory space. The Mynarski House is the student accommodation building. Students also use the Central Plains RecPlex when they need a break from studying. ACC has had a lot of success with both programs at Southport. These programs are great for the local economy and produces local nurses that will ideally stay and work in the Portage region. The Portage la Prairie and Area EMS The Portage la Prairie and Area EMS has 5 ambulances stationed at the Groundside Maintenance Building here at Southport. In 2014, the Southern Health-Santé Sud – EMS Garage lease was expanded to accommodate the Regional Mobile Critical Care Unit. The ambulances and Critical Care unit all service the Portage la Prairie region. 11
Southern Health - Santé Sud (ACC) Southern Health–Santé Sud offers a wide range of health care opportunities to its more than 5,600 employees who collaborate to deliver a full continuum of programs, services and community health. Southport Bowling Alley Southport Bowling Alley is a 5-pin bowling alley located in the basement of Central Plains RecPlex with 6 lanes, automatic pinsetters and a snack bar. The lanes are available for both casual bowling and league play. Southport Golf Club The Southport Golf Club is a well-appointed 9 hole course featuring a driving range, pro shop, and fully licensed club house, uniquely situated at the end of Southport’s airfield. Additionally, the club offers golf lessons and golf club fitting, repairs, and re-gripping. Accelerated Christian Education (ACE) Accelerated Christian Education (ACE) is a faith-based home schooling curriculum managed out of Southport. ACE promotes education across the country through individualization, academic excellence, character building, and traditional values. ACE provides schooling for kids from Kindergarten to Grade 12. Graduation ceremonies are held at Southport every spring in their newly renovated gymnasium. ACE is the only tenant at Southport that owns their own building. They have made extensive renovations to the building throughout the years and continue to make it a better place for kids to learn! 12
Portage Day Care Centre Portage Day Care operates a licensed 28-space childcare facility for children aged 18 months to 5 years old inside the Central Plains RecPlex. The location is convenient for families living, working, or studying at Southport. Portage Day Care has experience operating other facilities in the Portage la Prairie community and ensures quality childcare is provided to your children. The newly renovated facility includes amenities such as play and nap areas, and a gated outdoor play space. Addictions Foundation Manitoba (AFM) Addictions Foundation Manitoba (AFM) opened its first Youth Residential treatment Facility (now called the Compass Program) in Southport. This 14-bed facility provides residential treatment for youth ages 13-17, who are referred from across the province. This program helps to address current gaps in service for Manitoba youth and their families. The programs are designed to help teens look at their involvement with alcohol, drugs or gambling to see if it is affecting their life in a negative way. They will have the opportunity to meet counselors who understand youth issues and the potential effects of alcohol, drugs or gambling on young people’s lives. The program offers safety, confidentiality, respect, and openness. AFM occupies the northeast wing of the Southport Building. Renovations were done to create a safe and comfortable setting for the youth. The AFM program utilizes the Central Plains RecPlex, walking paths, and outdoor facilities, which are great for the youth to build confidence, find new hobbies, and interact with others. Nutri-Pea Limited Nutri-Pea Limited is a privately owned company specializing in the manufacture of food ingredients derived from Canadian Yellow Peas. Since its inception in 1997, the company has become the only manufacturer of pea ingredients of its kind in North America and delivers meaningful benefits to food companies worldwide. The company retains a HACCP and ISO 9001:2000 accredited production facility in Portage la Prairie, Manitoba (located in the Industrial Park). This wet milling/extraction facility incorporates the company’s ongoing quality focus and valued-added approach. Operations in this facility are dedicated solely to solvent-free processing of yellow peas, thereby maintaining a status of GMO-free, gluten-free and an overall low incidence of allergenicty in its finished products. Nutri-Pea uses the Warehouse Building for storage. 13
Sawmill Tea + Coffee Co. Sawmill Tea + Coffee Co. operates a food kiosk in the Welcome Centre of the newly renovated Central Plains RecPlex. Their menu offers a wide range of healthy food options and refreshing beverages. Sawmill Tea + Coffee Co. is operated by Visions of Independence, a non-profit organization that offers an individualized approach to community living for people with intellectual disabilities, which includes equal employment opportunities. The food kiosk provides approximately 15 jobs and offers training opportunities to build food service, cash handling, and customer service skills. The food kiosk is based on the business model of the existing locations of Sawmill Tea + Coffee Co., which Prairie Partners Inc. opened five years ago in Boissevain, MB. Due to its success they decided to open a second location in the International Peace Gardens a few years later. Now, Visions of Independence will operate the third location in the Central Plains RecPlex. Location Attributes Located in the centre of Manitoba, just 5 kilometers south of Portage la Prairie, Southport offers residents quiet country living just minutes from the city of Portage, and only a short 60-minute drive from Winnipeg, the province’s capital. Southport is 70 minutes or 88 kilometers to the Winnipeg James Armstrong Richardson International Airport. The Faculty of Mechanical Engineering has a strong aerospace option. Mechanical engineers can also study manufacturing engineering courses, or choose to specialize in the aerospace option, where courses include aerodynamics, propulsion systems, avionics, aircraft performance, and aerospace materials. • Southport is a 4-hour drive (240 miles) to the Minot, North Dakota US Airforce Base. Minot AFB is the home of two major wings: the 5th Bomb Wing and 91st Missile Wing, both of the Global Strike Command (AFGSC) • Southport is a 3-hour drive (181 miles) to the Grand Forks, North Dakota Airforce Base in the US. Grand Forks AFB is the home of the Air Mobility Command’s (AMC) 319th Air Base Wing (319 ABW). The 319 ABW is organized into two distinct groups: Mission Support and Medical.
