CURRENT SITUATION State of Alaska Case Count Valdez Case Count NOTE: Valdez COVID-19 Case Count table is updated in real time. There is often a data delay before our local cases are reflected on the DHSS Response Hub. Active Valdez Health Mandates Mandate 003: Mask Mandate Active until January 6, 2021 unless rescinded/extended Valdez COVID-19 Testing Remains available by appointment only. Rapid & state lab testing. Locations: PVMC, Valdez Medical Clinic, & The Alfa Doc. Trends in active cases: DOWN. Recent trends indicate that daily new cases are on the decline; test percent positivity is also declining. The Valdez current case count is 0 (zero) active cases. Last Valdez case reported was 12/16/2020. Public Messaging Themes: Wearing cloth face coverings. Physical distancing. Hand/surface hygiene. Keep your bubble small. Avoid gatherings. Bolster resiliency. Importance of getting tested to slow spread. Understanding of contact tracing, quarantine, and isolation. Kindness, compassion, & mental health. Avoiding complacency. Community Areas of Concerns: (1) Vaccinations, (2) Economic impacts of COVID-19, (3) testing, (4) local mask mandate, and (5) active school year.
COVID-19 VACCINE UPDATE Allocation & Eligibility • Pfizer BioNTech and Moderna vaccines approved under Emergency Use Authorization by FDA. • Eligibility and allocation for vaccine determined by the state and federal government. Local officials do not make eligibility or allocation decisions. • Valdez is allocated a set amount of vaccine each month based on the overall statewide allocation numbers and our local population. • Orders are then placed for vaccine based on this allocation as different phases/tiers roll out statewide. Phase 1A – Tiers 1, 2, & 3 (Healthcare/medical workers & Long term care residents) • Tiers 1 & 2 eligible December 15th – Vaccinations ongoing with some receiving second doses this week. • Tier 3 eligible January 4th – Vaccinations started this week. Phase 1B – Tier 1 (Alaskan elders 65+) • Eligible for vaccine starting January 11th. Phase 1B – Tier 2 (Front line essential workers who are over age 50 & those living/working in congregate settings) • Timeline TBD Note: Military members, Department of Veterans Affairs, and Valdez Native Tribe members receive vaccination thru a separate federal or Indian Health Service allocation. These allocations may differ in timing of eligibility from the state allocation phases and tiers. Making Vaccine Appointments in Valdez • Available by appointment only (closed - public or private - POD structure). • Open only to those eligible above. • Must make appointments online thru covidvax.Alaska.gov (PrepMod program) *or* by phone thru the DHSS Public Health Nurse at 907.835.4612. • Must remain at appointment for 15-30 minutes for required observation. • Will make second dose appointment when receiving first dose. Unified Command Vaccine Task Force (medical community, public health, city staff, VNT, local pharmacists, and others) are working together to coordinate vaccine distribution thru closed public/private PODs, including coordinating cold vaccine storage for community partners who need assistance. Marketing Matching Grant Program – Now accepting applications. Due 01/15/2021. Applications available on the City website or at City Hall. Also distributed to business community. A variety of advertising options are eligible under the grant. Matching grant up to $5,000 per business. Community Event Mitigation Plans – “City of Valdez Considerations for Event Organization and COVID-19 Mitigation Plans” guide now available for spring and summer event planning. Located on the City website or by request to the city events coordinator. No cost plan review/support. COVID Conscious Business Program Expansion – Ongoing outreach effort. Businesses must participate to be eligible for grant programs, which is increasing participation. Collaboration with VCVB for Milepost Content – Valdez content complete and sent to Milepost editors. • Lunch & Learn – Partnership with SBDC. Events start in 2021. March 2021 session will include social media training session for businesses provided by Thompson & Co. • Travel Incentive Program – Development in progress. On track for rollout in April 2021. • Marketing Efforts for 2021 - Thompson & Co quarterly videos using existing COV b-roll for digital placement, shoot/produce new videos highlighting different Valdez attractions, as well as marketing/strategy consulting.

PLAN FOR ESCALATING & DE-ESCALATING MANDATES • IMT has a plan for guiding recommendations. • Conditions-based criteria for escalating/de-escalating mandates, with time-based criteria for reviewing conditions. • Will consider both current cases and upward/downward trends in cases. • Will consider impact on local healthcare system capacity. • Will address when (under what conditions) IMT considers making recommendations. City Council decides what to implement regarding mandates.
