Understanding An -Black Racism Federal Black Employee Caucus (FBEC) - Resource Guide (texte français suit) Federal Black Employee Caucus FBEC supports efforts at the na onal, regional, and local levels to address issues faced by Black federal public servants. FBEC’s two objec ves are to: ● Collect disaggregated employment equity data to be er understand where Black federal public servants are employed and what’s happening to them. ● Support the mental health of Black employees by working together to reduce harassment and discrimina on in the workplace. An -Black Racism The term ‘An -Black Racism’ was first expressed by Dr. Akua Benjamin, a Ryerson Social Work Professor. The term highlights the unique nature of systemic racism on Black Canadians. An -Black racism is prejudice, a tudes, beliefs, stereotyping or discrimina on that is directed at people of African descent and is rooted in their unique history and experience of enslavement and coloniza on. Currently, an -Black racism is deeply embedded in Canadian ins tu ons, policies and prac ces. Addressing An -Black Racism There are at least three interrelated steps each person can take in addressing An -Black Racism. ● Acknowledging that an -Black Racism exists in Canada is a necessary first step in addressing its implica ons and outcomes. Whether we benefit from it, internalize it, or struggle against it, an -Black racism harms, as well as shape our thinking and ac ons. ● Educa ng oneself and/ or others about by becoming aware of the gaps in your knowledge of the Black Canadian experience. As knowledge gaps are iden fied, take the responsibility to begin filling them. ● Speaking up and/or ac ng against an -Black racism is too o en le to people of African descent. The failure to speak up and/or act against an -Black Racism only serves to maintain or strengthen an -Black Racism. More people must be willing to speak up and do their part of the heavy li ing. Resources There are a vast array of resources available for addressing the complexi es of an -Black Racism. How and when to use these resources is dependent on an individual and/or organiza ons’ level of knowledge, learning objec ves, willingness and capacity to act against an -Black Racism. FBEC can assist with assessing needs and recommending learning or ac on plans. The resource recommenda ons in this document are not an exhaus ve inventory of an -Black Racism resources. Former residents, their descendants and some of the decision makers speak out and, with the help of archival photographs and films, tell the story of that painful reloca on. ● Remembering Black Loyalists, Black Communi es in Nova Sco a This virtual exhibit is based on the physical exhibit of the same tle produced by the History Sec on of the Nova Sco a Museum in 1999–2000. That exhibit was one of the products of the project Remembering Black Loyalists, Black Communi es. ● Underground Railroad – Historica Founda on* The acclaimed Historica Minutes (and specifically, the Underground Railroad) are one-minute movies that portray exci ng and important stories from Canada's past. ● Virtual Museum of Canada – On the Road North – Black Canada and the Journey to Freedom* The Virtual Museum of Canada (VMC) uncovers the history of Black Canadians and their contribu ons to the establishment of Canada. Comprendre le racisme envers les Noirs Caucus des employés fédéraux noirs (CEFN) - Guide de ressources Caucus des employés fédéraux noirs Le Caucus des employés fédéraux noirs (CEFN) appuie les efforts déployés au niveau na onal, régional et local pour remédier aux enjeux auxquels font face les fonc onnaires fédéraux noirs. Les deux objec fs du CEFN consistent à : ● recueillir des données ven lées sur l’équité en ma ère d’emploi pour mieux comprendre où travaillent les employés fédéraux noirs et leur situa on; ● soutenir la santé mentale des employés noirs en travaillant ensemble afin de réduire le harcèlement et la discrimina on en milieu de travail. Racisme envers les Noirs Le terme « racisme envers les Noirs » a été formulé pour la première fois par Akua Benjamin, professeure de travail social à l’Université Ryerson. Ce terme fait ressor r la nature par culière du racisme systémique à l’égard des Canadiens noirs. Il s’agit de préjugés, d’a tudes, de croyances, de stéréotypes ou de discrimina on à l’égard des personnes d’ascendance africaine qui trouvent leur origine dans l’histoire et l’expérience uniques de l’esclavage et de la colonisa on. Le racisme envers les Noirs est actuellement profondément enraciné dans les ins tu ons, les poli ques et les pra ques canadiennes. Lu er contre le racisme envers les Noirs Chaque personne peut prendre au moins trois mesures interdépendantes pour lu er contre le racisme envers les Noirs. ● Reconnaître que le racisme envers les Noirs existe au Canada – il s’agit de la première étape de l’examen de ses répercussions et de ses conséquences. Le racisme envers les Noirs nuit à nos percep ons et à nos ac ons et les façonne, peu importe si on en re profit, on l’intériorise ou on le combat. ● S’informer et/ou sensibiliser les autres en prenant conscience des lacunes dans les connaissances del’expérience des Canadiens noirs. À mesure que vous repérez des lacunes dans vos connaissances, prenez la responsabilité de commencer à les combler. ● Trop souvent, on laisse les personnes d’ascendance africaine briser le silence et/ou agir contre le racisme envers les Noirs. En ne brisant pas le silence et/ou en n’agissant pas contre le racisme envers les Noirs, on ne fait que maintenir ou renforcer le racisme envers les Noirs. Plus de gens doivent avoir la volonté de briser le silence et de déployer de grands efforts. Ressources De nombreuses ressources sont offertes pour tenir compte des complexités de la lu e contre le racisme envers les Noirs. La manière et le moment d’u liser ces ressources dépendent du niveau de connaissances d’un individu et/ou d’une organisa on, de ses objec fs d’appren ssage et de sa volonté/capacité à agir contre le racisme envers les Noirs. Le CEFN peut aider à déterminer les besoins et à recommander des plans d’appren ssage/d’ac on. Les recommanda ons de ressources figurant dans le présent document ne cons tuent pas une liste exhaus ve des ressources en ma ère de lu e contre le racisme envers les Noirs. Le CEFN est résolu à déployer de grands efforts. Nous comblerons aussi les lacunes au fur et à mesure que nous en apprendrons davantage. Page 8 of 12
