UEFA WOMEN’S EURO 2022 MILTON KEYNES COMMUNITY HERITAGE ENGAGEMENT CONSULTANT – JOB DESCRIPTION Introduction In July 2022, England will stage the UEFA Women’s EURO. It will use the inspiration and reach of football to deliver long-lasting social and cultural changes, particularly for women and girls. Starting 6 July, the tournament will last 26 days, during which time there will be 31 matches, played by 16 national teams, in nine Host Cities including Milton Keynes, watched live by 750,000 people. Group Matches will be taking place in Milton Keynes on 9th, 13th and 17th July 2022 with one of the Semi-Finals on 28th July 2022. Responding to a request from Host Cities and working in close partnership with local authority culture teams and their partners, including Milton Keynes Council (MKC), The FA seeks to shape a national high-profile cultural programme for the WEURO. It will add to a spectacular tournament and support local legacies. This is the first time The FA has led a culture programme. Working with UK Sport, it is keen to see how the WEURO cultural programme can provide a pilot opportunity and from it, share learnings for future major UK sports events delivered across multiple cities. Host Cities see an aligned cultural programme as an opportunity to deliver a step change for their cities and communities, particularly women and girls. It will support post-pandemic recovery: attracting inward investment; boosting visitor economy; supporting a weakened creative sector; repopulating public spaces; rebuilding confidence to attend/participate in events. A national arts and heritage programme will support local sporting and cultural ambitions and skill development. Successful applications to Arts Council England and to National Lottery Heritage Fund will support work in every Host City. This will include, thanks to National Lottery Heritage Fund (NHLF) and Lottery Players, indoor and outdoor heritage exhibitions, creative responses to heritage, archives and libraries programme, schools and online resources in each Host City. We are now looking to hire a Community Heritage Engagement Consultant (CHEC) to support the delivery of the Women’s EURO heritage programme in Milton Keynes. Milton Keynes Council is looking for an experienced freelance consultant with significant experience in delivering projects which promote real opportunities for community engagement and participation. Our vision is to ensure that the Women’s 2022 Euros (WEURO) heritage programme reaches, engages and support grassroots community groups and individuals across MK. This part-time role will report to the Culture Team, principally the Heritage and International Partnerships Officer and the Creative and Cultural Manager, 1
whilst also working with officers from Sports Development, the MK Dons teams at Stadium: MK and at clubs across Milton Keynes. The role will be principally focused on the delivery of: • A contemporary collecting programme working with the Living Archive MK, MK Museum, clubs, communities, fans, and retired/current footballers to identify and collect items and stories to be included in a WEURO themed exhibition and/or deposited at our MK Museum and Living Archive MK partner venues, • Supporting the development of outdoor heritage exhibition displays, content/creative commission and supporting activities. • An oral history programme that will enhance local archives, populate national and local web resources and provide content to promote and enrich the wider heritage strand. • Support a national photographic competition on a local level. • Support the Open University (OU) in the development and delivery their talks programme, provisionally entitled ‘Courage Calls to Courage Everywhere’ – exploring the relationship between, women, football and political emancipation. Summary of role This role will have a specific responsibility for: • Work with Living Archive MK, researching and recruiting participants from local and/or footballing communities capturing their stories for oral history programme and identifying and securing objects to display as part of a local and national curated exhibition and/or artist commission. • Deliver a series of inclusive workshops and training days ensuring participation and personal development for young people/ the community throughout the exhibition/heritage programme. • To work closely with The FA’s Creative Producer and appointed Football Historian to develop, design and deliver local content for the proposed outdoor heritage exhibition. • Ensure that the heritage programme cross pollinates and feeds into the wider cultural programme delivered in partnership with the WEURO host cities, as well as the specific MK local cultural programme. • Work with volunteers to extend and support project reach, ensuring that existing partnerships, networks and resources are used to maximum benefit. • Ensure that young people to actively engaged in the heritage project. • Ensure that MK specific content in respect of oral histories; bespoke archival content and other information is fed into the relevant FA parties, ensuring that The FA’s Creative Producer is informed of all developments. • Support the promotion of the heritage programme and wider cultural programme, working closely with Milton Keynes Council, the FA and partner marketing and communication teams. • Working with participants to ensure they are aware of the opportunities to take part in the tournament, as well as experience all aspects of the cultural programme. Where necessary organising transport and access provision to support this – budget allowing. 2
• To work closely with all creative professionals and service providers to produce excellent project outputs, ensuring that National Lottery Heritage Fund guidelines are adhered to at all times. • To support and feed into a robust and inclusive evaluation of the project. • To support the MKC Culture Team with the day-to-day management operations in terms of project administration. Key Areas of Responsibility Project delivery • Devise and deliver inclusive engagement and audience development opportunities to support the key outputs which are: o Community Contemporary Collecting Programme, o Input into an Outdoor exhibition programme to be held in Station Square, Milton Keynes, a key Gateway for arrivals to the city, o Further archive ‘factoids’ material profiled around Milton Keynes, o Ensuring Archiving the tournament at local level, o A Major Talks Programme led by the Open University, o Support and capture for the archive legacy the local elements to a National Photography competition. • Work with MKC and project partners to undertake the efficient delivery of WEURO heritage programme activities to ensure that they achieve the strategic aims and objectives on time and on budget. • To support MKC with the coordination and management of contractors and suppliers as required. • Feed local content and contributions on behalf of Milton Keynes as a host city into the national programme. • Support the evaluation of the heritage programme. Supply information to the FA for NLHF evaluation. • Ensure events and programmes are delivered safely working to MKC Health and Safety and Safeguarding policies and procedures. • Champion excellence and ensure that the WEURO heritage programme is both accessible and of the highest quality. Actively seek to implement the MKC Equal Opportunity Policies with the objective to promote diversity, inclusion and equality of opportunity in relation to the duties of the post. Community group • Devise and deliver a programme for the community group which leads them to understand the value of collections, build narratives through curation, and delivers (with professional support) a small-scale co-curated contemporary collecting project with archive and social legacy objectives. • Ensure participants derive maximum benefit from the project including training, volunteering and mentoring opportunities. • Identify community members’ training needs and devise and deliver appropriate opportunities linked to the above outputs and outcomes. 3
Advocacy • Raise awareness of the project amongst key decision makers and the heritage sector. • Represent the project at launches and receptions where required. • Solve any problems efficiently and creatively, particularly where there is a public- relations or public-safety dimension. • Strengthen and develop strategic relationships across the cultural and sporting sectors in Milton Keynes. • Support the promotion of final outputs locally and nationally. The list of responsibilities is not exhaustive, the Consultant may be required to perform duties outside of this as operationally required and at the discretion of MKC. The post is vital to broadening the reach of the WEURO heritage programme and will include working in off-site in a variety of locations. Person Specification - Knowledge, Experience and Skills Experience • Demonstrable outreach, participation and project leadership and organisational managerial competencies. • Post qualification experience at a senior level in the management of community heritage, exhibition and collections. • Experience leading excellent projects in community settings. • Experience in leading workshop and training programmes. • Demonstratable interest in and knowledge of user or visitor needs in modern heritage exhibition settings. • Demonstratable ability to use time effectively and work efficiently under pressure. • Experience of working with diverse teams and with a range of partners. Skills and knowledge • Educated to degree level or equivalent, or demonstrable relevant experience. • Ability to prioritise duties and activities at a senior level. • Ability to hit the ground running, working to tight deadlines with quick turnarounds. • Strong people skills with an inclusive style and experience of effectively managing staff, volunteers and external stakeholder relationships. • Vision and flair with an understanding of innovation and the ability to communicate, engage and encourage multiple and varied stakeholders. • Diplomatic and sensitive to the needs of individual organisations, community groups, artists, archivists. Able to lead and involve them without “directing” them. • An ability and wish to share knowledge in effective and sympathetic ways. • Ability to think big and be ambitious, alongside the ability to manage detail. • Good networker with instinctive understanding of the value of partnership working. • Strong communication and presentation skills. • Excellent project and event management skills within a heritage/museum context. • Budgeting and financial management skills. 4
• Experience of monitoring and reporting back on projects. • Enthusiasm for sport, arts and heritage. Desirable Criteria: • Understanding of local government structures and practices. • Experience working within large institutions or sporting tournaments. • Awareness / knowledge of Milton Keynes and/or women’s football. • Awareness / knowledge of football culture. • Demonstratable ability to work effectively with people of very different backgrounds. • Confidence with office manual and IT systems. • Understanding of brand and reputation management. • Experience acting as a mentor. • Interest in creative approaches to researching social history. • Hold an in-date DBS certificate. A fee of £15,000 is available for 40 days work, including all travel and expenses. Selection Process The selection process is outlined below. To ensure that submissions are evaluated on a consistent basis it is essential that the required information for assessment is submitted and in the required format and length. Failure to meet either requirement may lead to the submission being rejected. Submissions will be evaluated against the criteria listed with their relevant weightings, the information supplied will be evaluated and points given to each element using the scoring system as illustrated. From the submissions a shortlist will be made, and these will be invited for interview. Interviews will take place on Tuesday 8th February 2022.
