Welcome from School Sport Australia School Sport Australia President’s Welcome On behalf of the Board of School Sport Australia, I welcome all students, teachers, team officials and parents to the 2018 School Sport Australia 10 – 12 Years Track and Field Championships. Established in 1981, School Sport Australia is responsible for the development and promotion of school sport in Australia. Each year school sport representative opportunities are provided for over 6,000 students. State and Territory school sport bodies work collaboratively and have accepted responsibility for implementing School Sport Australia programs, assisting in policy development and providing, through their individual state/territory networks, the maximum number of opportunities for students to participate in the broadest possible range of sporting activities. School sport is offered at district, regional, state and interstate level and each year, hundreds of thousands of Australian students are provided with participation opportunities. Approved international programs are features of the national school sport calendar. International competitions planned during 2018 include Hockey, Netball and Water Polo, plus schools and individuals will represent School Sport Australia at the International School Sport Federation Cross Country competition. Interstate sporting competitions provide opportunities for students to participate in sport at the highest level. These Championships are an integral part of the School Sport Australia program, not only for their sporting benefits, but also for the immense educational, cultural and social benefits they provide for the participants. I extend to all students my best wishes in their pursuit of selection for their State or Territory team and wish them an enjoyable and rewarding experience as they pursue their personal goals in this particular sporting endeavour. Representing a State or Territory is an achievement of which you can feel very proud. I hope that all competitors, team officials, organisers and supporters associated with this Championship derive satisfaction and fulfilment from their involvement. In closing, I wish to acknowledge and thank School Sport Victoria, Athletics Victoria, the Championship officials and all of the officials from the competing States and Territories for their contribution in ensuring the success of the Championship. Welcome from School Sport Victoria It is a great honour for School Sport Victoria to host the School Sport Australia Track and Field Championships. On behalf of School Sport Victoria I would like to take this opportunity to extend my congratulations to all students who have qualified to represent their State or Territory in this competition. The strong commitment to sport, physical activity, and to the development of our youth, is the reason why students from across Australia will compete in Victoria as part of this championship. As team members it is your talent, dedication and commitment that brought you here. Now you have a chance to become true representatives of your family, your school and your State or Territory. The honour is determined not by whether you win, but by how you compete Character counts far more than trophies. It is Victoria’s privilege to host such a prestigious event and I am grateful to the Organising Committee for their expertise and time in the planning to ensure SSV run a quality event. I would also like to acknowledge the coaches, managers and officials, as well as staff from each state or territory in their School Sport units, for their cooperation and professional attitude towards the staging of this event. It is the efforts of these people across the country that have contributed in raising the overall standard of school sports competitions. The aims of School Sport Australia, which SSV will foster during this event, are to ensure that students develop athletically, socially and educationally from their involvement in school sport. Remembering this, I hope that all participants will enjoy themselves and achieve the team and personal goals you have set yourselves. I am sure that we will witness performances of the highest quality over the course of this championship where everyone involved both on and off the competition arena will at all times compete or participate in the spirit of sportsmanship and fair play as well as take the opportunity to come closer to each other. Welcome from the National Secretary Congratulations to all students on your selection to represent your State/Territory at the 2018 School Sport Australia 12 and Under Track & Field Championship in Melbourne, Victoria. School Sport Victoria are our hosts for 2018 and they have put together a wonderful program of athletics and educational experiences that I’m sure will be enjoyed by everyone. Our Championship is more than just an athletic competition – it is an educational, cultural and sporting experience to be enjoyed by everyone. Thank you to the Local Organising Committee for the work done so far to make, what I’m sure will be, a successful Championship. You will be competing at one of my favourite ‘classrooms’, Lakeside Stadium – the home of Nitro Athletics. A special thank you to the Team Managers and Coaches for the work you have put in to preparing and nurturing your teams for this Championship. I know the athletes value your assistance and experience that helps make the Championship a unique and successful experience. Welcome from Athletics Victoria Hello Everyone and Welcome to Melbourne, Victoria for the 2019 School Sport Australia Track and Field Championships. Athletics Victoria is part of the local organising committee and we are incredibly proud to have the opportunity to host so many competitors, coaches, school representatives, family and friends. We encourage everyone to participate fairly and to enjoy this event. To our Officials we wish you well and hope that you enjoy this experience, and also thank you for your continued commitment to our sport. On behalf of Athletics Victoria we wish everyone a great event and hope you have fun. Welcome from the City of Port Phillip On behalf of the City of Port Phillip, I’d like to extend a very warm welcome to you all, and our congratulations on reaching the 2018 School Sport Australia 10-12 Years Track and Field National Championship. Many young people in Port Phillip are passionate about participating in sport and we are delighted that your efforts will provide further inspiration. Port Phillip is home to 17 schools, attended by more than 8,050 students. The school environment provides an important avenue for young people to participate in sport and recreation activities through “play” and more formal events such as inter-school competition, swimming and sport carnivals. There are also 122 sport and recreation clubs within the Port Phillip region. The City of Port Phillip directly manages more than 40 of these clubs, across 18 different sports and 34 different sports fields, ovals, courts and greens. Parks Victoria manages a further 32 clubs and the spaces within Albert Park where you will be competing. We also encourage youth participation by developing sports fields, pavilions and courts and assisting local groups to offer services to the community, from fitness training and swimming lessons to paddle boarding and kite surfing in the Bay. As a strong supporter of sport and recreation, we commend School Sport Australia’s fantastic work in developing and promoting school sport across Australia as this encourages young students to keep fit and live a healthy lifestyle. It’s wonderful to have some many talented young athletes making their way here from all over the country and I hope you will make lasting friendships as you share your passion for athletics in Port Phillip . Educational Day – MCG & National Museum: Education Day excursion is scheduled to go to the MCG/National Sports Museum, including bus transport leaving Lakeside stadium to arrive at the MCG by 1pm for lunch outside Gate 3. Students will explore the inner sanctum of the MCG, walk on the hallowed arena and experience where legends play by taking a guided MCG tour! They will also gain an insight into Melbourne's sporting culture while exploring one of the world's most iconic stadiums and go behind the scenes of the 'G. In the National Museum students can marvel at more than 3000 objects covering every conceivable sport as well as engage with interactives and enjoy presentations from virtual sportspersons and all of these activities are curriculum focused. Team Officials will have responsibility for the care of students at the conclusion of the tours which will finish outside the National Sports Museum at the MCG and students can be picked up via Jolimont Terrace and Jolimont St at the bus turning circle pick up and drop off point. Please note you cannot park here. Competition Position Statement School Sport Australia strongly supports competition as a major part of its programs but acknowledges it exists in many forms. School Sport Australia believes; • Competition’s main aim is to develop the collective spirit of unity, cooperation and friendship, in a fun, positively structured environment. • A positive environment, if structured correctly, will result in the most desirable outcomes. • The focus in competition should be on the individual/team participation rather than the end result. • Competition should be used as a motivator to encourage children to strive for improvements in their personal performance. • Children and young adults learn to compete in sport if they have continued support and encouragement of their family, coach and peer group, regardless of the outcome of the game. • Competition can help children and young adults appreciate effort and excellence in themselves, their team mates and their opponents. • Competition should be healthy, winning should be important, losing may be rewarding, but only if kept in their proper perspective. • Organised sport can have a special significance in the lives of children and young adults, as it offers new experiences, challenges, improved skills, a sense of achievement and enjoyment.

Rules and Guidelines Current at February 2018 Track & Field Championships RULES AND GUIDELINES Section A – Championship Overview A - 1. These Rules and Guidelines should be read in conjunction with the School Sport Australia General Policy. A - 2. The Championships shall be conducted under the rules as used by the International Association of Athletic Federations (IAAF) and the International Paralympic Committee (IPC) with the exception of the following or as stated elsewhere in these Rules and Guidelines: A - 2.1. IAAF Rule 181.8 Ties – part (d) will not be enforced. A - 2.2. IAAF Rule 144.4 (a) and IPC Rule 7.4 (a) Assistance to Athletes is varied as follows: Communication with athletes is permitted by official Team Officials provided they located in the area reserved for this purpose. A - 2.3. IAAF Rule 146 and IPC Rule 4.2.2 Jury of Appeal – see G - 1 below. A - 2.4. IAAF Rule 161 and IPC Rule 16 Starting Blocks – see Rule B - 3.9 below A - 2.5. IAAF Rules 162.6 and 162.7 and IPC Rules 17.6 and 17.7 False Starts – this is replaced by Rule B - 3.10 below. A - 2.6. IAAF Rules 163.8 to 163.13, 184.10 to 184.12 and IPC Rules 18.11 to 18.16, 27.5 and 27.6 Wind Gauge – see Rule B - 3.8 below. A - 2.7. IAAF Rules 181.1 and 181.4 – Vertical Jumps are varied as per Rule B - 3.19.4 and B - 3.19.5 below. A - 2.8. IAAF Rules 142.3 and 180.6 and IPC Rules 5.2 and 24.6 Order of Competition shall not be enforced. However, in throws and horizontal jumps, a competitor must complete all attempts before the scheduled starting time of the next event or forfeit those attempts. This may be varied by the relevant Referee and/or Competition Manager - see also Rule B - 3.11.1 below. A - 3. The Championships shall be conducted in accordance with current Memorandum of Understandings between School Sport Australia and Athletics Australia, Little Athletics Australia and the Australian Paralympic Committee.
A - 4. Team Size A - 4.1. Multi Class Athletes will nominate as per their peers (ie there is no team size limit) A - 4.3. Multi Class Athletes may compete in able body events for which they qualify through the same selection process as able body athletes A - 4.4. For the purposes of these Championships, Multi Class and Able Body events are considered the same event. Therefore, Multi Class Athletes cannot compete in an Able Body and a Multi Class event of the same distance or type A - 4.5. Each member State/Territory is responsible for the selection of their team providing they comply with the relevant rules within the School Sport Australia Track and Field Rules and Guidelines A - 4.6. Competitors must compete in their own age group only eg a ten year old cannot compete in an eleven year old age group. This shall not apply to Open Age events and Relay Day events. A - 5. Age Dispensation There is no age dispensation allowance in the 10 - 12 Years Track & Field Championships. A - 6. Mixed Gender Events No mixed gender events shall be conducted on Medal Event Days of the Championships. A - 7. Entries A - 7.1. Each State/Territory will be required to submit their entries on the prescribed format issued by the National Secretary A - 7.2. Entries for Days 1, 2 and 3 must be received no later than three (3) weeks prior to the commencement of competition or a date as agreed by the National secretary and the Host State
A - 7.3. Entries for Relay Day must be received no later than the end of competition on Day 2 of the Championships A - 7.4. Names for all Track Relay runners (4x100m, Medley, 4x200m, 8x80m, 8x100m) must be included as part of the entries in running order. A - 7.5. Performances must accompany all entries (except Relay Day entries) from competing states/territories for heat draws and seeding purposes. A - 7.6. All events will be offered irrespective of the number of entries received. A - 8. Withdrawals, Substitutions and Additions A - 8.1. Forms shall be made available for distribution at the Pre-Event Meeting. A - 8.2. The deadline for withdrawals, substitutions and additions shall be advised by the National Secretary in conjunction with the Host State A - 9. Supervision A - 9.1. All states and territories MUST supervise their athletes during all activities on the warm up day and in the warm up area until athletes enter the call room. Parents are forbidden to be on the field of play during warm up day and competition, or in the warm up area or call room. It is the responsibility of all team officials to make sure this rule is enforced. A - 9.2. Only team officials appointed by the relevant State/Territory School Sports Association are permitted in the warm up area. A - 9.3. Access Passes to be allocated to teams on request. They are to be used when teams need the assistance parent helpers to access the Warm Up area. The National Secretary to provide passes for requesting teams at the Pre Championships Meeting. Amended March, 2017 A - 10. Failure to Participate A - 10.1. As per IAAF Rules 142.4 and IPC Rule 5.3 (a). A - 10.2. An athlete shall be excluded from participation in all further events (including other events in which he is simultaneously participating) in the competition, including relays, in cases where: A - 10.2.1. An athlete qualified in a preliminary round of an event for further participation in that event but failed to participate further A - 10.2.2. An athlete failed to compete honestly with a bona fide effort. The relevant referee will decide on this and corresponding reference must be made in the official results. This does not apply to individual events in Combined Events. A - 10.3. A medical certificate, provided by the appointed medical /first aid providers at the Championships, may be accepted as sufficient reason to accept that the athlete became unable to compete after competing in a previous round, but will be able to compete in further events (except Combined Events individual events) on a subsequent day of competition. A - 10.4. Note: IAAF 142.4.(a) and IPC Rule 5.3 (a) does not apply to this competition. Added March, 2017
