Page 1 of 6 Town Board Meeting – April 20, 2021 Posted April 15, 2021 at 4 p.m. at the Town of Russell Garage, Town Clerk’s Office and Town website. Due to the COVID-19 pandemic and public health emergency, meeting attendance was allowed via alternative means and the public given access through Microsoft Teams software which allows video or telephone participation. In person attendance was limited to 25 people in total. The meeting was called to order by Chairman Paul “Rocky” Tribovich at 7:45 p.m. at the Town Community Center. Present were Supervisors Jeff Benton, Don Sullivan and Larry Meierotto and Mark Bugher via telephone speaker phone. Clerk/Treasurer David L. Good and Deputy Clerk Judy Meierotto were also present. Three members of the public were present in person. It appeared that one member of the public was monitoring the meeting remotely. The Pledge of Allegiance was recited. Approval of the Agenda – A motion was made by Sullivan and seconded by Meierotto to approve the agenda as presented. The motion carried. Public Input – Tribovich called for public input. Rob Halvorson asked for more information about the replacing of the boat ramp dock at Little Sand Bay. Tribovich provided background on the project. Approval of the Minutes of the March 9, 2021, March 23, 2021 and April 13, 2021 meetings – A motion was made by Meierotto and seconded by Benton to approve the minutes. The motion carried. OLD BUSINESS Discuss issues related to the Replacement of the LSB Boat Ramp Dock – Discussion followed about the current dock. A proposal from Nelson Construction was reviewed. The Clerk was able to publish the notice of Board action on the dock replacement in time for this meeting. A motion was made by Bugher and seconded by Sullivan to approve two different projects; Dock replacement for $21,130 and $2,630 for additional pilings if needed and $5,670 for a shore ramp. The motion carried by a roll call vote of 5-0-0. Dredging of the LSB Harbor – Tribovich has been in discussions with the NPS about this matter. There is a concern that the harbor entrance will not accommodate a tug and barge for the boat ramp dock replacement. The NPS is not able to contract for the dredging per our MOA due to COVID and personnel changes. The NPS can pay $2,500 towards the dredging if the Town does the work. A motion was made by Meierotto and seconded by Benton for the Town to do the dredging necessary at Little and Bay Harbor. The motion carried by a roll call vote of 5-0-0. Judy Meierotto was concerned about boat ramp access during this project. Discussion followed and it was felt the boaters will be able to get boats in and out. Disposal of current boat ramp docks – This will be discussed further at the May Board Meeting. NEW BUSINESS None.

Discussion followed about the susposed failure of s Compton Road culvert near Way Points driveway. Nothing could be identified but discussion about the failed culvert at the Compton Road and State HWY 13 was held. CORRSEPONDENCE Incoming 1. Bid is to specify date crushing is to be completed. The site is prepared. Crusher will need the capability to eject sand if needed. For additional information and site inspection, contact Rocky Tribovich, Chairman Town of Russell at (715) 209-4809. Bids are due to the Town of Russell by 4 p.m. on May 10, 2021 at 35900 State Highway 13; Bayfield, WI 54814. The Town Board will be meeting and reviewing bids and possibly selecting a provider at 7 p.m. on Tuesday, May 11, 2021. Towns, municipalities and tribe in Bayfield County may apply for this community wellness grant. GRANT DESCRIPTION PROJECT DESCRIPTION: A community wellness initiative that promotes the health infrastructure of Bayfield County, its residents and visitors. PURPOSE: Provide the community with assistance to create the opportunity for a better place to live by supporting infrastructure for physical activity, promoting health and wellness. GRANT DETAILS Key information about the 2021 Bayfield County Health Infrastructure Grant includes: Applications due May 28, 2021. Cost sharing of 50% from Bayfield County with local communities.
Up to $5,000 per project for cost-sharing. Minimum of $1,000 request for grants. Up to $20,000 of funds available county-wide. Grant funds may only be used for materials, equipment and contractual costs. Community may include donations of equipment, materials, parts, labor, and time in 50% cost-sharing. (Labor contributions up to $10/hour.) Approved grant expenses will be reimbursed upon project completion. Any funds awarded must not be used to replace (supplant) funds that have already been appropriated for the project. Projects must be completed by June 24, 2022. A brief final summary report due by July 15, 2022, or two weeks after completion of project. CRITERIA FOR SELECTION Criteria used for selection of grant projects include: Projects must create an opportunity for physical activity and/or promotion of healthy living. Special preference will be given to projects that promote health and wellness for persons of all ages. Projects must focus on improving wellness opportunities in Bayfield County. Project proposals will be accepted from towns, cities, village or tribe located within Bayfield County. Community groups may work through these government entities. Project proposals must demonstrate local commitment in the form of two letters of support from community members or organizations. Selection of projects will be determined by the Health Infrastructure Committee. Grant recipients will be announced by June 4, 2021. SUGGESTIONS FOR PROJECT PROPOSALS Below are suggestions for projects for the 2021 Bayfield County Health Infrastructure Grant. Improvements or outdoor exercise systems along hiking trails Walking path development Playground equipment or interactive outdoor exercise equipment Sidewalks or other walking paths Community gardens Safety enhancements in parks or at swimming beaches Basketball, volleyball, pickleball or tennis courts Skateboard or wheel parks Other proposed projects are welcome

We're hoping to get together for a site visit at Little Sand Bay with you, the board, Judy Meierotto and someone from the road crew, if possible, before the field season to exchange updates and enhance coordination. There are a lot of upcoming projects, including the Hokenson dock, Little Sand Bay Marina and Little Sand Bay site planning. Confirmation of Board of Review and open meeting notices. 4. Select a Chairperson for Board of Review. 5. Select a Vice-Chairperson for Board of Review. 6. Verify that a member has met the mandatory training requirements. 7. Verify that the Town has an ordinance for the confidentiality of income and expense information provided to the assessor under state law (sec. 70.47(7)(af). 8. Review of new laws. 9. Adoption of amendment to the procedure for sworn telephone testimony and sworn written testimony. 10. Adoption of policy regarding the procedure for waiver of Board of Review hearing requests. 11. Filing and summary of Annual Assessment Report by Assessor's Office. 12. Receipt of the Assessment Roll by clerk from the Assessor. 13. Receive the Assessment roll and sworn statements from the clerk. 14. Review the Assessment Roll and Perform Statutory Duties: a. Examine the roll. b. Correct description or calculation errors, add omitted property. eliminate double assessed property. 15. Discussion/Action-Certify all corrections of error under state law (sec. 70.43, Wis. Stats.). 16. Discussion/Action -Verify with the assessor that open book changes are included in the assessment roll. 17. During the first two hours, consideration of: a. Waivers of the required 48-hour notice of intent to file an objection when there is good cause. b. Requests for waiver of the BOR hearing allowing the property owner an appeal directly to circuit court. c. Requests to testify by telephone or submit sworn written statement, subpoena requests, and act on any other legally allowed/required Board of Review matters. 18. Review Notices of Intent to File Objection. 19. Proceed to hear objections, if any and if proper notice/waivers given unless scheduled for another date. 20.
