PONY CLUB QUEENSLAND STATE EQUITATION AND SHOW JUMPING CHAMPIONSHIPS 2020 Proudly Hosted by SEQ Zone 2 Pony Clubs Inc. It is with the greatest of pleasure that, on behalf of Zone 2 Pony Clubs and the Organising Committee, we extend an invitation to all competitors, families & friends to join us at Beaudesert Show Grounds in September for the 2020 PCQ State Jumping Equitation and Showjumping Championships. Zone 2 consists of 13 Clubs – Beaudesert, Cedar Creek, Fassifern, Greenbank, Jimboomba, Logan Village, Mudgeeraba, Nerang, Oxenford, Rathdowney, Southport, Tallebudgera and Tamborine. We have excellent facilities at Beaudesert incorporating large grass arenas, stables, yards and beautiful shaded camping areas! The Show Grounds are in the heart of town making it an easy walk to local shops and restaurants. Beaudesert Show Grounds are situated in the beautiful Scenic Rim region located just an hour’s drive from both Brisbane and the Gold Coast. We hope if you are coming to compete, you can stay a few days and enjoy our town and surrounding areas. These events would not be possible without the amazing support of our volunteers and sponsors. We thank you in advance for all your valuable support. We look forward to offering a warm welcome to everyone in September 2020. Club Secretaries are to apply to PCQ giving the size required within two weeks of the fixture. Perpetual Trophies remain the property of PCQ and are to be returned following presentation of awards. Winner’s names are engraved each year on the trophies which are displayed in the PCQ office. Page | 6
PONY CLUB QUEENSLAND STATE EQUITATION AND SHOW JUMPING CHAMPIONSHIPS 2020 STABLING/YARDS: $25.00 per horse per night to be paid with your entry fee. Cost includes sawdust/shavings Yards/Stables only available for competition horses Yards/Stables MUST be clean of all manure and shavings prior to departure. Manure and shavings are to be put in designated areas only. Yards will be allocated to you on your arrival and a stable plan will be posted at the secretary’s office. ANYONE MOVING YARDS OR HORSES WITHOUT THE PERMISSION OF THE STABLING MANAGER WILL BE REQUIRED TO LEAVE THE GROUNDS AND MAY BE ELIMINATED FROM THE COMPETITION. Yard/Stable Bond – A bond of $500.00 will be charged per Zone. The yard/stable bond will be invoiced to each Zone after close of nominations and is payable by direct deposit prior to competition commencing. Yards will be inspected at the end of the event. A $50.00 fee will be deducted from the bond refund for every unclean yard. CAMPING: $25.00 per site per night. To be paid with your entry fee via Omnisports. DOGS: No Dogs Allowed. Camp Fires: Campfires are NOT permitted. Campsites MUST be clean prior to departure. TEAM MANAGERS MEETINGS: EQUITATION 5.00pm Sunday 21st September SHOWJUMPING 6.00pm Tuesday 22nd September BIOSECURITY/COVID‐19: A quarantine area will be identified on the stable plans and at the Secretary’s office. Horse Health Declaration Form and COVID Attendance Log attached herein must be handed in on arrival. One form per property/owner or person in charge of horse/s. This event will be run in conjunction with Queensland State Government COVID‐19 Guidelines. Do Not attend if you are unwell or showing flu like symptoms. Do Not attend if you have returned from overseas or a known COVID‐19 hot spot within 14 days of the event commencing. Do Not attend if you have come into contact with a person who has been diagnosed with COVID‐19 14 days prior to the event commencing All participants, spectators, officials and organisers must sign in via the Participant Register or the QR Code upon arrival at the venue. All participants, spectators, officials and organisers must sign out if leaving the venue. Participants, spectators, officials and organisers must sign in each time they re‐enter the venue. In the case of a Biosecurity or COVID lock down, the responsibility and expenses incurred at this event, will rest with the owners of animals and or participants. Page | 7
PONY CLUB QUEENSLAND STATE EQUITATION AND SHOW JUMPING CHAMPIONSHIPS 2020 GENERAL INFORMATION SAFETY: Whilst an official gear check will be carried out, the safety of rider’s gear is ultimately the responsibility of the competitor and their parent / guardian. HELPERS: Riders will be required to provide helpers throughout the event. Jobs will be available via SignUp (www.signup.com) after the draw has been posted. If you do not register to complete a job one will be allocated to you. Failure to complete your job will result in elimination from the event. One event = 1 Job, two events = 2 jobs Example: 1 rider competing in both Showjumping and Equitation = 2 nominations therefore 2 jobs to be completed. BANNERS: Zones are requested to bring their banners. PHOTOGRAPHY: Official photographers will be Oz Shots Photography STOCK INSPECTORS: For those of you who have to return through tick‐free zones, it is your responsibility to make all necessary arrangements. SWABBING: There may be random swabbing at this event. RULES: All competitions will run according to PCQ rules. It is not feasible to print all the rules and regulations pertaining to a competition on a schedule. Team Managers and Competitors are expected to be familiar with all applicable rules of PCQ. BACK NUMBERS: The Zone Team Manager will be responsible for the collection and return of back numbers. Back numbers not returned at the end of competition will be billed to Zones at $100/bib. ORDER OF START: Competitors will ride in the order of the draw. A provisional draw will be posted on PCQ website. Scratching’s will be advised at the Team Managers Meeting. Riders must be prepared to ride earlier if there are scratching’s. Start times will be announced over the PA on the day of competition. ENTRY FORMS: Incorrect or misleading information will incur elimination. Please make sure all relevant sections are filled out correctly or nominations will not be accepted. AGE OF RIDER: RIDER’S AGE WILL BE AS AT FIRST DAY OF COMPETITION for specific event. AGE OF HORSE: Horse must be a minimum age of 4 years. Page | 8
PONY CLUB QUEENSLAND STATE EQUITATION AND SHOW JUMPING CHAMPIONSHIPS 2020 FIXTURE: Shall be defined as one programme held on one or more days by one Organising Committee. The one horse/one rider rule will apply. Riders may change horses between Equitation and Showjumping. ZONE TEAM MANAGER: Each Zone will appoint a Team Manager and notify the organising committee of their name and contact details as soon as they have been appointed. His/her duties shall be: a) Responsibility for all team members whilst at the event. b) Inspect uniforms and gear of competitors before they report to gear steward, and attend gear check with competitor. c) Arrange with the team to walk the course d) Collect merchandise for the team. e) For Showjumping attend age & fitness check with team. Unmounted inspection will be in zone order. f) Responsible for lodging of protests, which must be made in writing within one hour of the incident or of results being posted accompanied with a $50 fee. g) Responsible for the back numbers and their return (back numbers not returned at the end of competition will be billed to the Zone at $100/bib) h) Assemble teams for presentation, ensure that all competitors are mounted and present at presentation i) Submit and collect performance cards (Queensland Horses). j) Ensure that Zone pencilling and other duties are fulfilled. Jobs will be available via SignUp for all competitors to register. Zone secretaries should furnish team managers with a complete list of team members, scratching, etc. prior to departure for the Championships. Team members should also be advised of the name of their Team Manager Team Managers to wear identifying badge at all times and must attend all Team Managers meetings. Team Managers may have assistants but any protests must come through the Team Manager DRAW: The final copy of the draw will be displayed on the morning of the competition at the secretary’s office and the event Facebook Page, after Team Managers have been given scratchings. Copies of the program including draw will be available for purchase at the secretary’s office ‐ $5 per copy. PRESENTATION: It is the Team Manager’s responsibility to assemble all competitors for presentation of awards at the conclusion of a State fixture. All riders are required to stay for the presentation, mounted and in full uniform, ribbon winners or not for the final parade. An unmounted assembly may be organized at the discretion of the Organising Body in extenuating circumstances. Request for special permission to leave MUST be made in writing by the Zone Team Manager and may be granted by the Judge in Chief and the Chief Steward in exceptional circumstances. Presentation of ribbons day 1 of Jumping Equitation competition may take place at the conclusion of Day 1 at the discretion of the Organising Body, the Judge in Chief and the Chief Steward. All Zones are requested to bring their Zone Banners. Presentation of Showjumping ribbons will be awarded at the end of each class in the ring. Page | 9
PONY CLUB QUEENSLAND STATE EQUITATION AND SHOW JUMPING CHAMPIONSHIPS 2020 EXERCISE: Competitors may only exercise their horses in the area provided. Horses may be schooled or exercised only by the nominated rider on the day of the competition. Horses may be lunged by the nominated rider, a parent or club instructor, in the designated area. Riders disregarding this rule could incur disqualification from the event. Competitors must not ride on or near any part of the official courses prior to the competition. Horses must be correctly saddled, and the competitor must wear a helmet, riding boots and competition number whilst exercising their horse. (Helmets to be Equestrian Helmets rated at PCQ standards as stands AS/NZ 3838 (AU) and ARB HS 2010; PAS 015 (UK); ASTM F1163 or (USA); VGI (Europe), EN 1384 only for helmets of manufacture date up to and including 2015.) DIVISION OF CLASSES: Jumping Equitation: If numbers in any class are insufficient, classes may be combined. Groups of over 30 riders but less than 40 riders may be divided into two groups, but will be divided if numbers exceed 40. If there are less than 3 riders in any group the riders do not form part of a team (Zone or State). If numbers in any class are insufficient, classes will be combined according to the rules for combining classes. Showjumping: There is no division of classes. If numbers in any class are insufficient, classes may be combined. SCORING: Points are awarded 10 points to 1 point descending to 10th place for each round. The overall placings are determined by these points: Please refer to the 2020 PCQ Equitation and Showjumping Rule Book and the 2020 PCQ Scoring Handbook for further information. TEAMS: Riders in all groups will be included in the State and Zone Teams. Refer to scoring handbook for more detailed method of scoring for teams in each discipline. ENTRY QUALIFICATIONS In order to compete at a State Championship, Horse & Rider combinations must, in the 12 months following the previous State Event qualify. For comprehensive information on Qualifying Criteria for State Events refer to: https://ponyclubqld.com.au/wp‐content/uploads/2019/05/2019‐Qualifying‐Criteria‐for‐State‐Events.pdf For Showjumping horse/rider combinations must compete at the highest height at which they have qualified. For riders moving up an age group in Jumping Equitation qualifying rounds gained in previous age group is accepted as a qualifying round/s.(Sept.2016) Where a 12 & Under rider will move to 13 & over competition after the close of nomination, he/she will be allowed to ride HC (taking part in all second rounds as applicable) in the new grade for up to 3 months preceding turning 13 years to gain experience at the new level prior to the State Event. State Championship online nominations will have provision to show where 4Q’s were obtained. All Queensland riders under 26yrs must have their horse registered & produce the card at all competitions to ensure they will be competing in the correct group. Nominations that do not have Registration Number entered and do not have performance card on the day will compete HC whether rider/horse combination qualifies has no bearing on their places on the day. If a combination has not had sufficient opportunities to qualify for the 2020 State Event the Zone Chief Instructor in conjunction with the Club Chief Instructor may endorse the nomination. Page | 10
PONY CLUB QUEENSLAND STATE EQUITATION AND SHOW JUMPING CHAMPIONSHIPS 2020 It is the responsibility of the Club Chief instructor to ensure that mounts are fit and meet the required standard and that riders are capable of State Championship competition. Be sure to complete all details of these qualifications criteria on the nomination form. ADDITIONAL QUALIFYING CRITERIA WHICH APPLIES TO ALL DISCIPLINES: 1. To count as a Qualifying Event, Zone Championships must be run in the same format as a State Event and have been applied for and approved by the relevant PCQ Sub‐Committee. 2. To attend a State Championship, all riders 13 years & over are required to hold a minimum “C” Proficiency Certificate or Level C Instructor’s certificate. 3. All riders under 13 years are required to hold a minimum “D” Certificate. Proof of the Certificate will be required with the nomination. 4. All riders nominating must have attended at least TWO musters (rallies) in the past twelve months at their club or previous club in the case of transfers or club where they are attending as an ‘honorary’ member because of school or work commitments. 5. After close of nominations Zones will be forwarded nominations to confirm qualifying criteria have been met, including proficiency certificates and rally attendance, and the nomination is also endorsed by the Zone Chief Instructor and Club Chief Instructor. EXTENUATING CIRCUMSTANCES On a case by case basis, where there are genuine extenuating circumstances for non‐ qualifying, rider may apply to a Zone Committee made up of Zone Chief Instructor, Zone President and/or Secretary plus the discipline delegate to the PCQ Sub‐Committee. This committee will consider, agree and recommend whether or not the rider/horse combination is of sufficient standard to compete. INJURED HORSE OR SUBSTITUTION Refer Extenuating Circumstances above. The same Zone Committee – being satisfied that the horse originally qualified and nominated is unable to compete – would approve any substitution of horse after due consideration and agreement on whether such horse is of sufficient standard to compete in its nominated group. DISCLAIMER OF LIABILITY Neither the organising Committee nor the PCQ accepts any liability for any accident, damage, injury or illness to horses, owners, riders, and ground spectators or any other person or property whatsoever RESERVATION OF RIGHTS The organising committee reserves the right to: a) Cancel any class or event b) Divide any class c) Alter the advertised times d) Refuse any entry, with or without stating the reason e) Transfer competitors between sections of a class f) Combine classes if less than 3 competitors PROTESTS Should be lodged in writing by Team Manager within 30 minutes of the results being posted or the incident and should be accompanied by a $50.00 fee which will be refundable only if the protest is upheld RULES 1. All competitions will be run in accordance with PCQ rules. Team Managers and Competitors are expected to be familiar with all applicable rules of PCQ. 2. Competitors may exercise their horses in the approved area provided. Horses may be schooled or exercised only by their nominated rider on the day of the competition. Competitors must NOT ride on or near any part of the Official Course prior to competition. Riders disregarding this rule will incur disqualification from theevent. Page | 11

Horses must be correctly saddled and competitors must wear equestrian helmets of an approved standard and riding boots at all times when mounted. REFUND OF ENTRY FEES Entry fees will be refunded if the Organising Secretary is advised before the start of the competition, such advice of withdrawal being accompanied by either a Veterinary Certificate for the horse or a Medical certificate for the rider, 10% of the entry fee may be retained to cover administration COVID refunds less an administration fee will be offered should the event be cancelled due to COVID restrictions and or Government directions. AGE & FITNESS TEST To be conducted on the afternoon prior to commencement of Showjumping and the morning of commencement of Showjumping. Time & location to be advised at the Team Managers meeting. Competitors are to be appropriately attired with boots & helmet. Coombe Family trophy for best presented and trot up Zone Team. Horses must have four year old teeth in wear, bridled, with no rugs or boots. Unmounted inspection will be in Zone order. CHECKLIST: Before nominating via Omni‐Sport please ensure you have checked and completed all requirements below. Qualifying Events – Details to be included when nominating via Omni‐Sport Proficiency Certificates – Details to be included when nominating via Omni‐Sport Nominations will not be accepted after the close of entries. PLEASE NOTE: Horse Health Declarations and must be handed in on arrival at the gate. All visitors MUST sign in upon arrival in accordance with COVID requirements. Entry will not be allowed to the grounds without these forms completed in full.
