Roles and Powers of Community Boards The Community Board has already been delegated the task of co-ordinating rural reserves and hall committees. It also has a major input into the development of Council’s Long Term Plan. The Community Board’s prime objective is to be the interface between Council and the ratepayers and public of the Ward. Role of Community Boards The role of a Community Board is to (Section 52 Local Government Act 2002 [LGA]): (a) Represent and act as an advocate for the interests of the community. (b) Consider and report on all matters referred to it by the territorial authority, or any other matter of interest or concern to the community board. (c) Maintain an overview of services provided by the territorial authority within the community. (d) Prepare an annual submission to the territorial authority for expenditure within the community. (e) Communicate with community organisations and special interest groups within the community. (f) Undertake any other responsibilities that are delegated to it by the territorial authority. Powers of Community Boards A Community Board shall perform such functions and duties and exercise such powers as are delegated to it by Council from time to time. Powers of Community Boards (Section 53 – LGA): 1 A community board has the powers that are: (a) Delegated to it by the relevant territorial authority in accordance with Clause 43 of Schedule 7 of the LGA. (b) Prescribed by the Order in Council constituting its community. 2 The powers of a Community Board prescribed by Order in Council expire at the close of six years after the Order comes into force. 3 Despite subsection (1), a community board may not: (a) Acquire, hold or dispose of property. (b) Appoint, suspend or remove staff. Powers Delegated to the Community Board by Council • The co-ordination of rural reserves and hall committees. • To allocate the approved budget for the following activities in the area: Footpaths programme; Parks and Reserves discretionary spend; Public information signage. • To approve: Temporary road closures for events (subject to administrative imperatives); Street names; Parades, collections and special uses of the roads; Changes to speed restrictions on local roads (subject to NZTA rules); Road closures.

5 Report to: Waimarino-Waiouru Community Board Meeting Date: 4 February 2021 Subject: Making and Attesting of Declarations Purpose of Report 1.1 The purpose of this report is for John Chapman and Kay Henare to each make and attest a declaration as a member of the Waimarino-Waiouru Community Board. Significance and Engagement 2.1 This report does not trigger the Significance and Engagement Policy. Discussion 3.1 Clause 14 of Schedule 7 to the Local Government Act 2002 requires that a person may not act as a Member of a local authority until that person has made an oral declaration and a written version of the declaration has been attested. 3.2 Clause 14 of Schedule 7 of the Local Government Act 2002 reads as follows: “14. Declaration by member— (1) A person may not act as a member of a local authority until— (a) that person has, at a meeting of the local authority following the election of that person, made an oral declaration in the form set out in subclause (3); and (b) a written version of the declaration has been attested as provided under subclause (2). (2) The written declaration must be signed by the member and witnessed by— (a) the chairperson; or (b) the mayor; or (c) a member of the local authority; or (d) the chief executive of the local authority; or (e) in the absence of the chief executive, some other officer appointed by the chief executive. 8 Report to: Waimarino-Waiouru Community Board Meeting Date: 4 February 2021 Subject: Public Forum: Temporary Suspension and Reinstatement of Standing Orders Purpose of Report 1.1 The purpose of this Report is to enable the Board to temporarily suspend Standing Orders in their entirety to allow Members and the Public to address the Board. Significance and Engagement 2.1 There is nothing in this Report that triggers the Significance and Engagement Policy. Public Forum Guidelines 3.1 The Community Board has adopted the following Public Forum Guidelines: (a) Five minutes speaking time will apply to each speaker or group. (b) Members of the public wishing to speak must advise the Community Board of the reasons and subject he/she wishes to address the Board a minimum of two clear working days prior to the meeting. (c) The Chair may refuse applications which are repetitious or offensive and may terminate a speaker in progress where the subject matter is disrespectful or offensive. (d) There are not to be criticisms of individual Board members or individual staff members. (e) The Public Forums are designed for people to speak about matters of interest to them to the Community Board. It is not intended that people should be questioning Board members on these occasions. Cr Nottage updated members on the recent destruction of signs in the area and also praised the new operator of the food waste truck. Cr Hinch thanked members for allowing her to remain on the Waimarino-Waiouru Community Board. Cr Hoeta: o Reminded the public that the destruction of signs are a cost to the community. o Informed members of the public of the regular buses and shuttles that will be running for Mardi Gras on the weekend. o Congratulated Janelle on her new position as Councilor and reminded the public about the by-election process that will be commencing shortly. o Spoke of the food waste bins and great response from the public. Mayor Cameron updated the Board on funding for the Northern Explorer. Hotter expressed his concern with the dumping of rubbish on roadsides. Relevant staff spoke to the report and answered Members’ questions on a number of items. Key items discussed: The installation of an electronic sign at the northern end of Raetihi. NZTA will be notified of WWCB’s support for this. R1 – Mangateitei Railway Over Bridge R2 – Pavement Rehabilitation R8 – Speed limits – Raetihi, Ohakune and Waiouru C1 – Re-pile Ohakune Railway Station C7 – Raetihi Holiday Park Ablution Block C11 – Raetihi Cemetery Extension C13 – Waiouru Playground C16 – Accessible Walkway 2020/21 C19 – Pipiriki Playground Speed limit heading off Mountain Road and into the Junction. This can be a dangerous area and the installation of jutter bars or a slowdown sign should be investigated. 13 Report to: Waimarino-Waiouru Community Board Meeting Date: 4 February 2021 Subject: Temporary Road Closure – Raetihi Christmas Carnival 2020 Purpose of Report 1.1 The purpose of this report is to retrospectively approve the road closure application for the Raetihi Christmas Carnival 2020. Significance and Engagement, Social Impact 2.1 SIGNIFICANCE This report does not trigger the Significance and Engagement Policy. 2.2 SOCIAL IMPACT This report does not trigger the Social Policy. Background 3.1 An application was received on 29 October 2020 from Raetihi Promotions Charitable Trust for the Temporary Road Closure of Seddon Street between Ward and Duncan Street, Raetihi between 9.00am and 3.00pm on Saturday 12 December for the Raetihi Christmas Carnival and Parade 2020. 3.2 The Traffic Management Plan was submitted and approved. 3.3 Police and Waka Kotahi New Zealand Transport Agency approved the proposed closures. 3.4 The proposed closure was advertised in the Ruapehu Bulletin on Wednesday 4 November 2020 and posted on the Council Facebook page on the same date. 3.5 Any person affected by the closure had until 4pm on Friday 20 November 2020 to lodge their notice of objection to the Council, in writing. No objections were received. 3.6 The final road closure information was advertised in the Ruapehu Bulletin on Wednesday 9 December 2020. Discussion 4.1 The timing of the road closure application and the last Waimarino Waiouru Community Board (WWCB) meeting of the year (held at the beginning of November), along with staff members being out of the office meant that staff were unable to get a report to the WWCB for approval. 4.2 Governance Meeting Officer Liana Mua sent an email to the WWCB regarding the proposed road closure on the 24 November 2020, asking members to provide feedback and advise whether they were/were not in support of the temporary road closure.
14 4.3 There were no issues advised. 4.4 The Raetihi Christmas Carnival road closure went ahead as planned. 4.5 We will work with community groups running well known events to remind them to submit applications with appropriate lead times to try and prevent this from happening in the future. 15 Report to: Waimarino-Waiouru Community Board Meeting Date: 4 February 2021 Subject: Heritage Buildings Purpose of Report 1.1 The purpose of this report is to inform members on what buildings, places and trees have been identified as having heritage status worthy of protection through the Ruapehu District Plan. Significance and Engagement, Social Impact 2.1 SIGNIFICANCE This report does not trigger the Significance and Engagement Policy. Background 3.1 A list of buildings, sites and trees with heritage value and considered worthy of protection was compiled for the current District Plan approximately 10 years ago. The current buildings and trees are set out in the attached tables. 3.2 If an elected member or any member of the public is aware of buildings or places worthy of consideration as having heritage values that should be protected, these can be assessed for heritage status and protection. Discussion 4.1 Heritage New Zealand, Pouhere Taonga, is always willing to provide advice and guidance on the heritage value (or not) of buildings. Trees require a specialist arborist assessment and places or sites require extensive knowledge, verified as true and correct, about the history of that place. 4.2 Trees on private property with heritage protection can be problematic as owners of properties change throughout the life of trees. As a result, at the last District Plan review only trees on Council land were considered for protection. Trees not protected in the District Plan rules that are on Council land, require a resolution to approve removal from the relevant Community Board or Taumarunui/Ohura Ward Committee unless they are to be removed due to disease or severe damage to infrastructure from tree roots. 4.3 If it transpires that a building, tree or place is identified as worthy of protection because of heritage values, a minor District Plan change could be considered. It needs to be remembered that just because something is old, it is not necessarily worthy of heritage protection.

UM 13 22 Ohakune –Horopito Various - Please see Road Reserve A By 1906 the northern railhead had reached Raurimu, and the southern Old Coach Road District Plan Maps railhead had reached Turangarere. The mountainous terrain between these two points caused logistical difficulties for those constructing the railway line, and work was temporarily halted. To allow passengers travelling between Auckland and Wellington to cross the 39 km gap between the two railheads, the government upgraded a bridle track that John Rochfort had mapped out while surveying the NIMT route in the 1880s. Constructed to accommodate heavy coach traffic, and to withstand the extreme weather conditions of the Ruapehu region, the road was continuously paved with a layer of hand-carved, tightly fitted setts. Cobb & Co coaches were used on the road to transport train passengers over the 'rail gap'. This practice continued until 1908, when the NIMT was officially completed. After 1908 part of the road was asphalted, and now forms part of State Highway 4. However, an alternative route was developed between Horopito and Ohakune, and

RM B2 7575 116 Manganui o te Ao Manganui SD RM A2 132 Tangiwai Scenic Beside State Highway 49 Railway Reserve A The Tangiwai Disaster, the worst railway accident in New Zealand's Reserve between Ohakune and history, occurred on Christmas Eve 1953. Waiouru A lahar caused by the collapse of the walls containing the crater-lake on Mt Ruapehu. This lahar reached Tangiwai in the form of a dense wave of water, sand and boulders, which weaken a pillar of the rail- bridge over the river. Five minutes later, when the Wellington-to- Auckland Express train attempted to cross the bridge, its locomotive and six front carriages were plunged into the flooded Whangaehu River, causing the bridge to collapse The lives of 151 people were lost as a result. On the tenth anniversary of the disaster a memorial ceremony was held at Tangiwai. A small white cross was erected at the site for the occasion. In response to the need for a permanent focal point for grief, the Tangiwai Memorial obelisk was erected in place of the cross in 1989. The obelisk was designed by the New Zealand Master Monumental Masons Association Inc and erected by Anderson Memorials, Wanganui.
