Pineview Lane & Oakview Lane Improvements
Plans for a road improvement project along Pineview Lane, Co.
Rd. 121, and Oakview Lane are currently being developed by City
staff. The City of Dayton is partnering with Hennepin County and
Three Rivers Park District to complete these improvements. This
project will include reconstruction of Pineview Lane between Co.
Rd. 121 (south end) and South Diamond Lake Road (north end).
A roundabout will be constructed at the intersection of Co. Rd. 121
and Pineview Lane.

Road improvements along the Oakview Lane loop directly east
of Pineview Lane will be completed to improve the pavement
surface. The project includes roadway improvements, storm sewer
construction, and trail connection/improvements. There will be a
trail constructed along the west side of Pineview Lane. The trail will
connect to the City’s trail along South Diamond Lake Road to the
trail system within Elm Creek Park to the south of the intersection of
Pineview Lane and Co. Rd. 121.

Significant traffic impacts can be expected during the summer of
2020 as the project is being constructed. This project is anticipated to
start in spring 2020, with substantial completion in fall 2020. Please
stay tuned to the City’s website for road closure information. Project
updates will be located on our City website under Announcements.
If you have additonal questions, please feel free to contact City Hall
at (763) 427-4589.

us get to this point. This was a big team effort
on this important regional asset. Construction

Fall 2021. Construction will occur at the same
time as the I-94 overlay project between Maple
Grove and Rogers. Check the City’s website
regularly for updates on the interchange
construction under Announcements.

Park Construction Updates
River Hills Park Dayton, MN

The City will be constructing several park and trail projects this year. A new park will be
constructed in the River Hills neighborhood. Property and playground equipment were
provided by M/I Homes. The park will feature pickleball courts, a half basketball court and a
playground for all ages with open space and trails. There will be a connection from River Hills
Park to Stephens Farm via an underpass at Dayton River Road. The underpass will connect
to a new trail being built by Three Rivers Park District. This trail will extend along the north
side of Dayton River Road and connect Cloquet Overlook Park to Stephens Farm as the first
leg of the West Mississippi Regional Trail. Work will also commence on the first phase of the
Stephens Farm Park improvement. Amenities will include a patio overlook space, landscaping
and retaining walls, a concrete overlook along the river, concrete sidewalk connections, an
extended aggregate driveway and parking lot. Three trail connections will also be constructed
                Plan D9846L1
to provide a local connection into Elm Creek Park Reserve. These connections will be at Jonquil Lane and Co. Rd. 121, through the
new roundabout at Pineview Lane and Co. Rd. 121, and a trail connection at Rush Creek Pkwy and Co. Rd. 121.

Hydrant Flushing - Week of April 13th, 2020
The semi-annual water main flushing program will begin the week of April 13th, 2020. The
process of flushing the water system may result in low water pressure, cloudy or discolored
water during the days the system is being flushed. The discolored water is not dangerous
to your health. Please be aware of the water quality while doing laundry or other tasks that
                                           require rust-free water.

Flushing fire hydrants and water mains provide several benefits to the water users of our
systems including improving water quality and verifying operation for maintenance or repair.
For questions or concerns, please do not hesitate to contact Public Works at (763) 427-
3224. As a reminder, street sweeping will begin the week of April 6th.

Smart Irrigation Controllers - Water Conservation for Dayton Residents
The City has been exploring ways to conserve water. As a part of this initiative, staff has been awarded a grant to implement a
responsible irrigation program. The City will provide residents with a smart controller for their irrigation systems at a discounted rate.
The unit will be installed by a City appointed irrigation installer and training will be given at the time of installation. There will be a sign
up form on the City website in the near future. Interested residents will be asked to complete the form and return to City Hall along
with a $100 deposit. There will be a limited number of these units available and will be distributed by applications received until all of
the controllers are distributed. If you would like additional information, please email Martin Farrell at mfarrell@cityofdaytonmn.com.

What Requires a Building Permit?
Spring is a busy time of year for
                                     home improvement projects and
                                     construction! Permits and inspections
are required by the State for many
                                     home improvements projects including:
                                     decks, additions, remodels and
                                     accessory structures over 200 square
feet. Over the counter permits are also
                                     required for small improvements such
as windows, roofing, residing, or water
heaters. Please contact Metro West Inspection Services (763) 479-1720 for
any MN State Building Code questions. In addition to building code, the City
has requirements that determine where improvements can be located on
your property. Zoning code provides regulations related to setbacks, and
sizes of improvements allowed in any given zoning district. Please contact
the City Planning and Zoning Department (763) 712-3221 for any zoning
code related questions. Recent changes to the City Fee Schedule have
simplified some fee structures. Decks are now a flat fee of $260 and a $1
state surcharge. Accessory buildings now have fees depending on size of the
building. The City also hopes to incentivize remodels and improvements to
older homes. Recent changes to the reduced fee schedule have introduced
a 25% reduction to permit and plan review fees for additions, remodels,
and basement finishes to homes which are 20 years or older. If you have
questions regarding any fees, or where permit applications are located on
our website, please contact the front desk at City Hall at (763) 427-4589.
