All show strings & exhibitor groups wanting to be tied in the same area must complete the stalling
request form available at livestockexpo.org by October 18, no exceptions.

You may purchase additional tie space at $30 per 3’ tie space. This tie space is based on availability.

The amount of space granted will be based on number of head delivered. D o no t enter extra
animals to scratch them and expect to have that space.

•   Strings/exhibitor groups 1-5 head are allowed to purchase up to 3 additional tie spaces.

             WEDNESDAY, NOVEMBER 10, 2021

8:00 A.M. ALL CATTLE MUST BE OUT OF BARNGENERAL RULES — DAIRY
CATTLE DEPARTMENT

    1.   ALL ENTRIES MUST BE MADE IN NAME SHOWN ON REGISTRATION CERTIFICATE. EACH ANIMAL
         SHOULD BE ENTERED ON AN ENTRY FORM OR OVER THE INTERNET. NOTE: It is recommended
         that exhibitor and breeder be defined as follows: “Where a herd is registered in the names of
         different members of a family, residing on one farm, and when the herd is one unit, all entries
         may be considered as a single exhibitor for Premier Exhibitor, Premier Breeder, Dairy Herd,
         Junior Best Three Females, Breeder’s Get-of-Sire, State Herd, and Best Three Female Classes.
         An animal owned by any person in the ‘Herd Unit’ may be substituted for one owned by any
         other person in the ‘Herd Unit.’”

Animals owned in partnership or by syndicate may be shown in the name of the partnership or
    syndicate only, except that at time of entry a determination shall be made that such animals will
    be shown in the name of one partner or syndicate member, and the animals must be shown the
    same way in the group classes, as they are in the open single classes.

    Applications for entries in the cattle department must be filled in on the proper forms or internet,
    giving the name of the recorded owner, animal’s name, number, and date of birth, and the name
    and number of the sire and dam of the animal to be exhibited. GROUP CLASS ENTRIES WILL BE
    MADE AT THE TIME PAPERS ARE CHECKED IN THE BARN.

    2.    Each exhibitor will be required to present certificate of registration for his/her entries when
          called upon by the superintendent in charge.

    3.    All entries must be animals recorded in the American or foreign herd books for the particular
          breed to which they belong.

    4.    Showmanship classes: The age of the junior exhibitor is determined by January 1 of the current
          year. The animal used in showmanship must have been shown in the individual classes by the
          same exhibitor.

    5.    The drinking of alcohol by minors is prohibited per ABC guidelines and KEC policy.

    6.    The North American International Livestock Exposition will provide large, portable containers
          for disposal of manure and trash. These vehicles will be parked at various locations
          throughout livestock buildings at all times. When receptacles are full, they will be replaced by
          other receptacles. The area where receptacles sit should be clear at all times; no bedding or
          manure is to be heaped into this area at any time. Manure and trash must be put into the
          above containers for removal.

    7.    All exhibitors are limited to winning two premiums and two ribbons in each class and only one
          premium in group classes. Exception: Get-of-Sire where gets are by two different sires, and
          Produce-of-Dam where produce is from two different dams.

    8.    Protests (See NAILE General Rules and Regulations, Rules #23 and #24).

    9.    The Dairy Department Staff must check the exhibits competing for premiums in each ring, and
          so mark the entry book that it will show animals exhibited in each ring, as well as which
          animals were awarded premiums.

    10. The Exposition Management would appreciate the courtesy of all cattle exhibitors to remove
          all female cattle from the barns when they freshen and not return these animals to exhibition
          barns until they are thoroughly clean. This is only fair to the public and other exhibitors in that
          it removes any possible nuisance.

    11.   Sub stitutio ns: Substitutions are allowed in the same class with the same recorded owner or
          herd unit. In addition, two open substitutions (out of class) will be allowed per herd unit of the
          same breed. Once an animal has been substituted in either the Junior or Open Shows, the
          original animal entered shall be eliminated from any further competition.

    12.   Any entries received after October 19 will not be accepted regardless of postmark. To enter
          both the open and junior shows, you must pay the junior and open entry fees. If you exhibit in
          the Junior Show and did not enter the Open Show but wish to exhibit in the Open Show, you
          may enter the Open Show by paying a $200 entry fee within one hour of the completion of
          your breed’s Junior Show.

    13.   Red & White Dairy Cattle are eligible to enter and compete in only one breed classification
          regardless of if the animal is registered with one or more breed associations or registries.
          Animals must be exhibited as entered on original entry form. Switching between breeds will
          not be allowed. Animals must be shown in the same breed for both the Open and Junior Dairy

Show.

    14. Health Regulations (See NAILE General Rules and Regulations).

    15.   ALL ANIMALS MUST BE RECORDED IN THE OWNER’S NAME PRIOR TO THE OPEN SHOW.
          TRANSFERS OF ANIMALS MUST BE COMPLETED BY AT LEAST ONE HOUR PRIOR TO THE OPEN
          BREED SHOW. ALL JUNIOR OWNED ANIMALS MUST FOLLOW REGISTRATION AND TRANSFER
          REQUIREMENTS PERTAINING TO DATES IN THE RULES OF THE VARIOUS JUNIOR SHOWS.

    16.   Any dairy cattle sale animals can be entered in the open show after their breed sale (within
          one hour) in the name of the new recorded owner only. The normal entry fee of $35.00 will be
          required. They must remain until the other show cattle are released if they are shown.

    17.   O nly o ne (1) ha nd ler p er a nima l will b e a llo wed in the ring fo r the O p en Sho w.

    18.   The moving of stall assignments by exhibitors is no t allowed. Violators will be subject to
          further action by NAILE staff.

    19.   All animals in production classes are subject to ultrasound testing and milk sample testing.
          The testing is pursuant to Kentucky Law KRS 246, dealing with unethical practices used in
          regard to livestock and the criminal penalties involved. In order to maintain the integrity of the
          exhibition and presentation of dairy animals, the NAILE will continue a testing program at this
          year’s Exposition. Animals may be required to be ultrasounded and milk samples taken if
          deemed necessary by show officials. Failure to follow the request of show officials may cause
          disqualification of all of the exhibitor’s entries.

    21.   N o b a rb ed o r p ro ng ed ha lters a re a llo wed .

    22. Dairy animals must have a permanent identification, and this permanent identification must
          match the animal identification on the animal health papers. All D a iry C a ttle must ha ve a
          U SD A- a p p ro ved p remise 840 EID ta g .

    23. W a ter Ta nks — Cattle are to be watered in the exhibitor’s stall area only.

    24. B ed d ing — Storage of large quantities of feed and bedding in the building will no t be
          permitted. Extra feed and bedding must be kept in your trucks and trailers in the assigned
          parking area. Truckloads of sand, sawdust, shavings, or tan bark will not be permitted to
          dump in bulk in the barn. Baled shavings or wood chips and straw will be permitted and will be
          available from the official feed supplier or can be brought from home for your entries only.

    Large bales are permitted for first bedding, but thereafter must be stored in a trailer. No KEC
    employees are permitted to move large bales. A one-day supply of hay or straw may be brought
    into the barn each day.

    25. N AILE Milko ut Pro c ed ures

          a. The call for a milkout can be a breed association rule, a judge’s request, the Ethics
             Committee request, or a NAILE management request.

          b. The announcement for a milkout must be made while the cows are still in the show ring.

          c.   The cows must be escorted from the show ring to the milking parlor by a representative
               selected by the breed association. Any identification problems on a cow will be resolved
               by a breed association representative.

          d. All cows must be taken directly to the KEC milking parlor and checked by the official
             veterinarian. The use of an individual’s portable milker must take place in the milking parlor

or location designated by KEC.

        e.   The procedures for sampling the milk will be supervised by the Kentucky Milk Safety
             inspectors. The NAILE official veterinarian will be responsible for witnessing the milkout of
             each cow and can inspect the milk and udders before, during, and after the milkout.

        f.   When cows are returned to the show ring, they must be escorted directly from the milking
             parlor to the show ring. The NAILE official veterinarian will be available if the judge
             requests a consultation.

        g. The only provision for photographs will be those taken in the show ring during the award
           presentations.

        h.   The definition of a milkout would be the removal of all milk in the udder comparable to the
             normal daily management practices of a dairy cow.

        i.   All violators of the PDCA show ring code of ethics (see pages 14-16) will follow the
             guidelines stated in the PDCA Enforcement Procedures previously listed. A Milk Safety
             inspector will be available for assistance if requested.

        j.   *The Jersey Jug Milkout will follow the American Jersey Cattle Association Milkout rules.

SPECIAL AWARDS – DAIRY CATTLE DEPARTMENT

On Saturday, November 6 at 5:00 p.m. a Supreme Champion Cow and Heifer will be selected from all
Breed Champions. $2,000.00 and a banner will be awarded to the Supreme Champion Cow of the
Junior Show, and $500.00 and a banner will be awarded to the Supreme Champion Heifer. Reserve
Supreme Heifer will receive a large rosette and $250.00. The Reserve Supreme Cow will receive a
large rosette and $500.00.

(Sponsored by Kentucky Farm Bureau)
At the completion of the final Open Dairy Breed Show, on Tuesday, November 9, a Supreme
Champion Cow will be selected from all Breed Champions. $2,000.00 and a banner will be awarded
to the Supreme Champion Cow of the Open Show. The Reserve Supreme Cow will receive a large
rosette and $500.00. Supreme Champion Heifer will receive a banner and will be awarded $500. The
Reserve Supreme Heifer will receive a large rosette and $250.

Special prizes will be awarded in the dairy department to the herdsman or caretaker in charge of
livestock exhibits. A committee appointed by the management will make inspections during the week
to determine those who, in their judgment, make the best record for the period of the show, taking
into consideration the following points:

     1.   Neatness and attractiveness of exhibit, bedding, signs, etc. ...... 30

Awards for Dairy: First Place award for each breed presented by North American International
Livestock Exposition.

The following Premier Exhibitor Award and Premier Breeder Award will be given for each breed.

Premier Exhib ito r Awa rd
This award is to be made to the exhibitor winning the most points on no more than six animals owned
and exhibited by himself/herself in the open single classes. No more than one of the six is to be bulls.
(There is no limit on the number exhibited, but the award is automatically figured on the top six
animals winning the most points.) – Banner

This award is to be made to the breeder on no more than six animals winning the most points in open
single class, including animals bred by him/her but exhibited by others. No more than one of the six is

In case of a tie on the points system, the exhibitor or breeder winning the most money on the same
animals will be awarded the prize. In case of partnership animals, the person who enters the exhibits
will receive the points; however, if the animal is entered in a partnership name, then the partnership
will receive the total points.

It is recommended that in each of the milking cow classes the judge selects the 1st and 2nd best
uddered cows in each class. This selection shall be made on the basis of udder alone, and a milkout
will be at the discretion of the judge. It is recommended that the two cows in each class be given
special recognition just prior to the final placing of their respective class. The best uddered cows from
each of the classes will not compete for an overall best udder award of the show.

Sta te H erd C la ss – fo r Reg ula r, Reg io na l, a nd N a tio na l B reed Sho ws
(unless otherwise specified)

A State Herd shall consist of six animals from one state as follows:
•   Two females, two years old or over
•   Two females, under two years of age
•   Two other females, any age, or one bull and one female, any age

The six animals in the State Herd must be owned by not less than three exhibitors from one state, with
no exhibitor furnishing more than three animals. All animals in which a breeder owns a partnership
interest will be counted in the three which he/she is allowed. All animals from a herd or farm,
regardless of ownership, shall be counted in the three head allowed by one exhibitor.

Animals owned by state institutions will be allowed to show in the state herd class, but all institutions
in a state will be considered as one exhibitor and allowed to show not more than three head in a
state herd group.

Garland Bastin served as the NAILE General Superintendent for 27 years, from the show’s founding
until his death in 2000. He was an individual with the highest integrity who truly loved young people.
He believed that exhibitors of animals at livestock shows should at all times deport themselves with
honesty and good sportsmanship. Their conduct in this competitive environment should reflect the
highest standards of honor and dignity. The NAILE Executive Committee is proud to offer a $1,000
scholarship in memory of this extraordinary man.

Scholarship Rules:
•   To be eligible you must be a high school senior during the current school year.
•   To be eligible you must exhibit at least one animal in the NAILE Junior Dairy Show in the year that
    you apply for the award.
•   To be eligible you must be available for the award presentation during the NAILE Junior Supreme
    Dairy Show.

The application will be judged by a panel of livestock industry professionals. Judges’ decision is final.
The application will be judged on the following basis:

•   35% — Academic and achievements
•   30% — Involvement with dairy cattle
•   35% — Essay

Payment of the scholarship will be made upon proof of acceptance for enrollment in a college or
other institute of higher learning. Payment will be made directly to the recipient. The scholarship is only
available for payment within a 24-month period after it has been presented.

Application Process:
Complete the application form and essay. Essay and all attachments must be typewritten/word
processed.
•   Submit an official high school transcript.
•   Submit a letter of recommendation from one of the following:
       – 4-H Agent

        –   FFA Advisor or other high school teacher

Request an application form from the NAILE office. Your application must be postmarked no later
than September 30 of the current year.

THE PUREBRED DAIRY CATTLE ASSOCIATION SHOW RING CODE OF
ETHICS
(adopted by PDCA May 5, 2015)

The showing of registered dairy cattle stimulates and sustains interest in the breeding of registered
dairy cattle. It is also an important part of the promotion, merchandising, and breeding program of
many breeders. For these reasons, the Purebred Dairy Cattle Association (PDCA) believes that it is in
the best interest of all breeders of registered dairy cattle to maintain a reputation of integrity in dairy
cattle shows and to present a wholesome and progressive image of dairy cattle in the show ring.

PDCA endorses this Show Ring Code of Ethics for all dairy breed shows and pledges its full
cooperative support for its enforcement to show management, show judges, and the national breed
associations.

The application of this Code of Ethics provides for absolute responsibility for an animal’s condition by
an owner, exhibitor, fitter, or participant whether or not he or she was actually instrumental in or had
actual knowledge of the treatment of the animal in contravention of this Code of Ethics. Dairy cattle
exhibitors shall, at all times, deport themselves with honesty and good sportsmanship.

It is recognized that there are certain practices in the proper care and management of dairy cattle
that are necessary in the course of moving dairy cattle to and between shows that are advisable to
keep them in a sound, healthy state so they might be presented in the show ring in a natural, normal
condition. At all times, exhibition livestock shall be treated in a humane manner and in accordance
with dairy quality assurance practices so as to protect the health, safety, and welfare of the livestock
and the consuming public. No person shall present for exhibition or exhibit an animal which he or she
knows, or has reason to suspect, is affected with or has been exposed to a dangerously contagious
or infectious disease, or illegal or non-approved use of drugs, medication, prohibited substance,
and/or residue.

The position of the Purebred Dairy Cattle Association is that all animals presented for exhibition shall
be in their natural conformation and structure, free of any alteration or modification by injection or
internal or external administration of any substance or by any involvement in unethical fitting.

G ro o ming a nd Prep a ra tio n
Dairy cattle exhibitions are conducted under standards for evaluating conformation established by
the PDCA Unified Score Card (1994), with specific breed characteristics taken into consideration by
the show judge. In this connection, animals will be groomed and prepared for the judge’s evaluation
in order to display the animal’s natural contour, conformation, performance, and mobility. Specifically:
      1. Changing the natural color of the animal is prohibited. However, external applications of
          cosmetics that affect only appearance may be used, including by way of example hoof
          polishes and false switches.

     2.   The maximum allowable length of naturally growing hair anywhere on the topline is not to
          exceed 1”. (See Holstein rules concerning hair length.) Exhibitors will be required to comply
          with this rule before the animal is allowed to enter the ring.

     3.   Addition of foreign objects, including but not limited to hair or hair substitutes, cloth, or fiber,
          to change the natural contour or appearance of the animal’s body is prohibited.

     4.   Externally sealing the teat end with a preparation that does not harm the animal’s skin is
          permissible. Natural teat placement will be given preference over artificially positioned teats.

These practices are violations of the Code of Ethics and will be reported to show management and
may be reported to the respective national breed associations:
      1. Misrepresenting the age and/or milking status of the animal for the class in which it is shown.

     2.   Treating the animal, particularly the udder, internally or externally:

a. with an irritant or counter-irritant,

          b. using a device to artificially create or enhance the udder crease,

          c. using other substances as detected by testing that cause changes in the udder to
          artificially improve the conformation.

          d. plugging of teat canal with foreign substances.

     3.   Surgical or unethical insertion of any matter under the skin or into body cavities, performed
          to change the natural contour or appearance of the animal’s body (e.g., administration of
          fluid via a stomach tube or other similar apparatus to fill the rumen), though not to preclude
          practices required or involved in normal management.

     4.   Criticizing or interfering with the judge, show management, or other exhibitors while in the
          show ring or other conduct detrimental to the breed or the show.

     5.   Challenging, threatening, or interfering with an ethics committee appointed by show
          management to monitor the animals on exhibit on the show grounds.

Exhib ito r Resp o nsib ility
The act of entering an animal in a livestock show is the giving of consent by the owner, exhibitor, fitter,
and/or absolutely responsible person (hereinafter referred to as “Exhibitor”) for show management to
obtain any specimens of urine, saliva, blood, milk, or other substances from the animal to be used in
testing. Materials may also be collected by ultrasound and photographic methods and by direct
examination of the animal.

The act of entering an animal in a livestock show is the giving of consent by the owner, exhibitor, fitter,
and/or absolutely responsible person (the “Exhibitor”) to have disciplinary action for violation of this
Show Ring Code of Ethics taken by show management, the state in which the show occurs, and/or
the national dairy breed association without recourse.

Sho w Ethic s C o mmittee
Each show should have an Ethics Committee. The makeup of this committee should include official
breed representatives, representative(s) of show management (e.g., dairy cattle show superintendent,
General Manager), the official show veterinarian, and Extension representative.

The Ethics Committee will be responsible for monitoring violations of the Show Ring Code of Ethics.
The Ethics Committee will investigate the report of any violation and determine the accuracy of the
allegation. The Ethics Committee will have the authority to inspect animals and related material to
determine if violations have occurred.

Vio la tio ns: Rep o rting a nd Investig a tio n
Complaints of alleged violations can be reported to the breed superintendent, the show
superintendent, show management, and/or the Ethics Committee.

Before an Animal Is Shown
   If the Ethics Committee suspects that a violation of the Show Ring Code of Ethics will occur if the
   animal is shown, and that violation is reasonably well established before the animal is shown, the
   Ethics Committee will submit a report to show management.

    Show management will discuss the violation with the Exhibitor:
     1. If, at the Exhibitor’s discretion, the animal in question is not shown, no violation will have
        occurred.

     2.   If the Exhibitor wishes to challenge that a violation occurred, he/she/they will have
          opportunity to appeal to the Ethics Committee. If its decision is not changed, the Exhibitor
          will be denied opportunity to exhibit the animal in question.

During and After an Animal Is Shown

All animals are subject to examination during judging. The judge and Ethics Committee are
    instructed to examine the top five (5) animals in each class closely for violations of the Show Ring
    Code of Ethics. When a violation may have occurred, a milkout may be called for. This call may be
    by breed association rule, or by request of an authorized representative of the national breed
    association, the judge, the Ethics Committee, or show management.

    If an animal is exhibited and a violation of the Show Ring Code of Ethics is subsequently
    suspected, investigated, and determined to have occurred, the violation will be reported to the
    Ethics Committee and show management for action. The Exhibitor will be notified of the violation,
    with the supporting evidence, and is invited to defend or explain the allegations.

    Violations are subject to the disciplinary provisions of show management, the state in which the
    show occurs, and the national dairy breed association. Sanctions may include any one, or
    combination of the following:

    •   forfeiture or return of awards, prizes, premiums, or proceeds;
    •   written letter of reprimand to the owner, exhibitor, fitter, and/or absolutely responsible person
        (the “Exhibitor”);
    •   disqualification of the exhibition livestock from an exhibition;
    •   disqualification of the Exhibitor from the show;
    •   publication of offense.

    Disqualification may include any or all shows and classes and may be for any number of years.

1986, February 1988, February 1989, February 1992, February 1993, November 1995, April 2002; April 2004.

The North American International Livestock Exposition Board has approved the above code provided
it is enforced by a committee, including official show veterinarian, and provided the rules are enforced
in such a manner they do not preclude normal, needed veterinary care.

The North American International Livestock Exposition will have a milking parlor for the convenience of
the dairy exhibitors, and everyone is welcome to use it. Any exhibitor wishing to bring a portable
milking stand for their own use must also bring milk cans.

Milking Parlor Rules

     1.   ALL milk from each exhibitor’s cattle will be tested for the presence of antibiotics at each
          milking.

     2.   All bulk tanks will be tested for antibiotics prior to delivery to a processing plant. Tanks of milk
          found to contain antibiotics shall be disposed of.

     4.   The North American International Livestock Exposition Executive Committee may bar repeat
          or chronic violators from participating in the Exposition.
