Transaction Fee Transaction fee: All the participating Bidder s who submit the bids have to pay an amount @ 0.03% of their final bid value online with a cap of Rs.10,000/- for quoted value of purchase up to Rs.50 crores and Rs.25000/- if the purchase value is above Rs.50 crores & service tax applicable @ 15% as levied by Govt. of India on transaction fee through online in favour of MD, TSTS. The amount payable to TSTS is non refundable. Corpus Fund: Successful Bidder has to pay an amount of 0.04% on quoted value through demand draft in favour of ‘The Managing Director, TSTS, Hyderabad’ towards corpus fund at the time of concluding agreement. 12. The participating Bidder s in the tender should register themselves free of cost on e-procurement platform in the website https://tender.telangana.gov.in platform 2. Bidder s can log-in to e-procurement platform in Secure mode only by signing with the Digital certificates. 3. The Bidder s who are desirous of participating in e-procurement shall submit their technical bids, price bids as per the standard formats available at the e-market place. 4. The Bidder s should scan and upload the respective documents in Pre Qualification and Technical bid documentation as detailed at Section E & G of the RFP including EMD. The Bidder s shall sign on all the statements, documents certificates uploaded by them, owning responsibility for their correctness/ authenticity. 5. The rates should be quoted in online only. 6. All the quoted price is in Indian Rupees only. 15. Other conditions 1.After uploading the documents, the copies of the uploaded statements, certificates, documents, original Demand Drafts in respect of Bid Security (except the Price bid/ offer/ break-up of taxes) are to be submitted by the Bidder to the O/o The Managing Director, TSTS, BRKR Bhavan, Hyderabad as and when required. Failure to furnish any of the uploaded documents, certificates, will entitled in rejection of the bid. The TSTS shall not hold any risk on account of postal delay. Similarly, if any of the certificates, documents, etc., furnished by the Bidder are found to be false/ fabricated/ bogus, the Bidder will be disqualified, blacklisted, action will be initiated as deemed fit and the Bid Security will be forfeited. 2. TSTS will not hold any risk and responsibility regulating non-visibility of the scanned and uploaded documents. 3. The Documents that are uploaded online on e-market place will only be considered for Bid Evaluation. 4. Important Notice to Contractors, Suppliers and Department users (i)In the endeavor to bring total automation of processes in e- Procurement, the Govt. has issued orders vide G.O.Ms.No.13 dated 05.07.2006 permitting integration of electronic Payment Gateway of ICICI/ HDFC/ Axis Banks with e-Procurement platform, which provides a facility to participating suppliers/ contractors to electronically pay the transaction fee online using their credit cards. The Bidder shall have sufficient technical expertise, relevant experience and requisite infrastructure to develop / install the Solution. d. Bidder shall include among other things, objectives of the Bidder, the proposed management structure, contribution of each constituent, role and responsibility of each constituents covering all aspects of the planning and successful execution of the work, the commitment of the constituents to the joint and several liability for due performance. e. Deviation from this shall be treated as termination of contract and shall attract the liability as specified in the Tender. f. An applicant shall not have conflict of interest that may affect the bidding process or the Bidder (the “Conflict of Interest”). Any applicant found to have a Conflict of Interest shall be disqualified. g. Sub Contracting & Consortium bids are not allowed. h. Baseless allegations against officials/other vendor shall not be entertained and a stern disciplinary action against such agencies will be initiated by the evaluation committee. Introduction & Scope of Work The Telangana Open School Society, Hyderabad (hereinafter referred to as (TOSS) offers Intermediate and SSC Courses. The Society conducts Intermediate, SSC and OBE examinations in the State. The Intermediate& SSC(TOSS) Public Examinations (hereinafter referred to as I(TOSS)PE and SSC(TOSS) Public Examinations (hereinafter referred to as SSC(TOS)PE are conducted twice in a year in the month of October, (supplementary) and in the month of March/April (annual exams). Presently there are about 935 Accredited Institutions are affiliated to the Society. About 1,00,000 and 45,000 students appear for annual and supplementary examinations respectively. STADIUM, E-GATE, BASHEERBAGH, Hyderabad - 500 001. Consumables, space and power supply shall be made available by the Society free of cost. The required OMR-cum-ICR scanners have to be arranged by the Identified Agency at his own cost along with other equipment viz., Servers, PCs, Modems, Printers, UPS, etc., The required software and manpower for data processing, generation of various reports in the formats prescribed by the TOSS, preparation of such reports and results have to be ensured by the Identified Agency. Detailed Scope of Work: 3.1. Scope of the Project: The total scope of the work for Intermediate, SSC & OBE Public Examinations, April/May 2017and Oct/Nov, 2017 conducted by the TOSS is as follows: Branch June,2021 October/Nov, 2021 Exams Intermediate All works from the receipt of the All works from the receipt the & SSC admission data from the T. Purification of Admission Data and examination data obtained from T. Online /AP. Online /Mee Seva. ii. Data Processing for conduct of examinations and iii. Results Preparation. iv. Generation and printing of statistical data and reports in the prescribed proformas as required by the Director, TOSS/Government in addition of supply of general statistics. v. Examination fee particulars data processing and arriving at student/college/district/state wise reports of demand, collection and balance statements. vi. Submission of Hard & Soft copies of AI wise ENRs of failed candidates for OBE, SSC & Intermediate (TOSS) Public Examinations, October, 2018 &April/May 2019. 3.2 The Identified Agency should possess the required Software for stage-wise processing all the relevant Inputs duly incorporating the guidelines, rules and regulations etc., so as to give the outputs as desired by the Society, right from the initial stage to preparation of results. 3.3 Data Processing: The data processing consists of Data Entry / Scanning and other activities explained in this document. The Identified Agency should arrange the required equipment for scanning of OMR sheets and Control Bundle Slips viz., Servers, Scanners, PCs along with the Printers, Modems, UPS etc., However, secured Office area, Power supply, Peripherals and Consumables etc., will be provided by the TOSS. The Identified Agency should ensure the following: i. The software possessed by the Identified Agency should have built in data validation checks, like range checks, combination checks etc. The software should guard against pit falls which are possible in the large data processing job like examination results processing. ii. Data entry and verification of data as specified by the TOSS from time to time. iii. Printing of at least 3 checklists until data is proved to be accurate and approved by the TELANGANA Open School Society. iv. Updation of corrections from time to time as prescribed by the TOSS. v. Scanning of OMR Bar coded sheets of Theory / Practical Exams and Control Bundle Slips. vi. Handing over to TOSS backup of complete Server data including source code in different electronic media before starting the project work and also the final data backup after completion of the project. vii. Maintenance of updated data in the Server, Identified Agency is completely responsible for 100% data Security and data Maintenance. The firm is solely responsible for any marks tampering and marks leak-out in result preparation. Page 10 of 83

The Identified Agency invariably should supply backup CDs /DVDs after completion of every stage as per the directions of the Director, Telangana Open School from time to time. 3.4 Results Preparation: The Identified Agency should ensure the following with regard to preparation of Results: i. Generation of various output reports at different stages as prescribed by the TOSS. ii. Maintenance of strict input and output controls and keeping track of all the input data with batch numbers and output reports generated with dates and total number of records. iii. Preparation and hosting of admission data, NRs, results in the official website maintained by the NIC. The input for the search should be Admission No./Hall Ticket Number/AI/Examination Center/Name or DOB of the candidate or guidelines given by TOSS. iv. The Identified Agency shall store and host data through the official website at NIC. v. TOSS will instruct the Identified Agency either to process the student application forms by online or scanning with OMR scanners. The Identified Agency must have web servers and high speed internet connectivity with all secured network including firewall protection, antivirus protection. Identified Agency should have the infrastructure to host the web application software for receiving online application forms and other services on their servers. The software should be audited by the third party agency empanelled with IT & C Department. vi. Verification of the students image data manually received online and error message should be uploaded to the server. A separate phase of activity to be monitored for uploading the proper photos and signature images by the AI school/Jr. College authorities. vii. Verification of the student details with the validation rules given by TOSS and the error message should be uploaded to the server. A separate phase of activity to be monitored for uploading the proper photos and signature images by the AI school/Jr. College authorities. 3.5 Maintenance and updating of TOSS website at NIC server: a) TELANGANA Open School has got an official website at the NIC server. Passed candidates data of all the previous years is to be hosted for verification and authenticity of the certificates by various recruiting agencies. Data of Accredited Institutions, Syllabus, model question papers, examination time table, notifications, NRs for fee payment, results. Admission data, various formats etc., are to be kept from time to time as per the needs of the Society. b) The Identified Agency is required to update the data as per the corrections made by the TOSS in the certificates issued by the TOSS from time to time to keep the data updated frequently at least once in first week of every month. DATA PROCESSING METHODOLOGY, TECHNICAL STEPS INVOLVED AND QUANTUM OF WORK 4.1 Data Processing Methodology: In this sub-section the Data Processing methodology is broadly outlined indicating the volume of work involved at various stages. 4.1.1.A.(i) Admission Data purification: i. For the academic year 2017-18 the admission work was entrusted to the T. Online /AP. Online /Meeseva. They are collecting admission data online in three phases a. without fine - first schedule b. with fine - second schedule c. with fine - third schedule After completion of the admission schedule the entire admission data (soft copy)will be handed over to the Identified Agency . Steps involved in Data Processing: i. The admission data so received from the T. Online/AP. Online /Meeseva shall be purified before processing for the exams. ii. The AI wise admission list shall be hosted online in the official website at the NIC. iii. In respect of candidates whose photos/signatures are not properly captured, the Principals/Head Masters of the AIs may enabled to upload the correct/missing photos/signatures through online. iv. For correction of data, the DEOs may be enabled to correct the data through online during the period stipulated by the TOSS. v. Finally, the entire admission data is to be screened and checklists are to be given for correction in bio-data fields, DOB etc,. vi. AI wise PH check lists are to be supplied for checking and correction in the data base accordingly. vii. AI wise TOC check lists are to be supplied for checking and correction in the data base accordingly. viii. AI wise Duplicate records check lists are to be supplied for checking and correction in the data base accordingly. ix. AI wise duplicated Admission number check list are to be supplied for checking and correction in the data base is to be carried out accordingly. x. Any other checklist as desired by the Director for purification of data and correction in the data base accordingly. xi. By repeated process the data must be made error free. Page 12 of 83

State/District wise/ Institution wise no. of candidates admitted. b. State/District wise/ Institution wise number of TOC candidate enrolled. c. State/District wise/ Institution wise number of PH candidate enrolled. d. State/District wise/ Institution wise Age group wise admission. e. State/District wise/ Institution wise gender/Caste wise admission f. State/District wise/ Institution wise/Qualifying examination wise number of candidates enrolled (number of candidates passed in SSC/TOSS/NIOS/ CBSE/ICS etc.) g. State/District wise/ Institution wise/ Year of Qualifying examination wise number of candidates enrolled. h. State/District wise/ Institution wise number of candidates enrolled in Science / Commerce/Humanities/Vocational subjects. i. State/District wise/ Institution wise number of candidates enrolled for sixth (additional) subject. j. Any other reports as required by the DIRECTOR, TOSS/Government from time to time. k. After purification of the data, host institution wise data permanently in the official website and shall be made available for browsing with the help of AI Code/AI name/Admission No/Name of the candidate/ DOB of the candidate. All these activities are to be carried out through the official website at NIC. Necessary manpower required for this purpose should be provided by the Identified Agency for the project. 4.1.1.A.(ii) Pre-examination work: The Identified Agency should undertake the work relating to Pre-examination work soon after obtaining the online admission/examination data and purify the data and adapt it suitable to the data structure of TOSS. 4.1.1.A.(iii) Steps involved: 1) Basing on the purified online enrollment / examination data, preparation of center wise Extracted Nominal Rolls with provision for viewing the bio-data particulars of the candidate including the photo and signature of the candidate. Three types of ENRs are to be prepared a. Regular ENR b. Supplementary ENR c. With held/added candidates ENR 2) For all the above three ENRs, for updating examination fee, separate NRs are to be hosted. a. Regular ENR-examination fee updating b. Supplementary ENR-examination fee updating c. With held/added candidates ENR-examination fee updating Page 13 of 83

Regular EXAMINATION FEE PAID NR b. Supplementary EXAMINATION FEE PAID NR c. With held/added candidates EXAMINATION FEE PAID NR 4) Examination fee and other fees payable by each candidate updated online is to be generated by default along with total number of theory papers + practical papers offered by the candidate. 5) In case the fee payment work is taken up by the ‘MeeSeva’, ensure generation of candidates wise fee payment receipt with details of subjects opted and total amount paid by the candidate. 6) The total amount of examination fee payable by the candidates of an institution shall be displayed at the end along with number of candidates paid exam fee, total no. of theory subjects and total no. of practical Papers/subjects. 7) Total demand of the examination fee to be paid by candidate and the institution (for the candidates updated through that institution) is to be generated by default. Provision shall be given to enter candidate wise journal number and payment details/Mee Seva Center, date of payment, journal number, and amount paid. 8) Monitoring/Control panels are to be provided to all the District Educational officers and to the Director with instant display of institution wise/ district wise/ date wise number of candidates updated examination fee paid NR amount of examination fee paid status. 9) Provision shall be created to generate institution wise REPORTS OF EXAMINATION FEE PAID LIST/ EXAMINATION FEE NOT PAID LIST/ TOC /PH along with fee paid particulars. Provision shall be created to generate institution wise reports separately for the above three categories. a. Examination fee paid list b. Examination fee not paid list c. TOC list d. PH list. 10) After completion of examination fee payment schedule, AI wise, paper code wise, no. count of candidates paid examination fee shall made available online for the AIs to get print out of the report. 11) After confirmation, institution wise examination fee paid NR data shall be made available to the institutions for corrections under the approval of the notified authorities. 12) Provision shall be made to collect and update the data online in respect of mismatch photos/Photos not uploaded properly/signatures etc. Page 14 of 83
Selection of Agency for Pre & Post Examination Work for SSC, Intermediate & OBE Exams conducted by the Telangana Open School Society (TOSS) 13) At the district level, after confirmation of the fee paid lists by the competent authority, AI wise number of candidate paid fee, the details of payments are to be displayed by default instantly. 14) The above process shall be repeated separately for a) Examination fee paid without fine; b) Examination fee paid with fine of Rs.25/- c) Examination fee paid with fine of Rs.50/-; d) Examination fee paid under Tatkal scheme. 15) After confirmation of the examination fee paid lists by the competent authority, provision shall be given for corrections for certain specified period. After that, the list shall be kept in the official web site for information to all the institutions/candidates. 16) At the state level, after confirmation of the fee paid lists by the competent authority, District wise/AI wise number of candidate paid fee, the details of payments are to be displayed by default instantly. 17) From the fee paid lists, supply AI wise serious error lists 2 to 3 times till the data is error free. 18) Jumbling: The candidates belonging to the school of a zone to be jumbled within the same zone as per the stipulated guidelines that will be prescribed by the Society. After completion of jumbling process Roll Numbers have to be generated for candidates. And then center-wise and school wise Nominal Rolls have to be generated. While doing so different logics need to be developed grouping the examination zones in to 5-6 groups of similarity. 19) Generation of Roll Numbers for both regular and supplementary candidates in a jumbled method as per the directions issued by TOSS. 20) Printing of Nominal Rolls centre and AI / college wise on pre-printed three part Stationery. 21) The centre Nominal Rolls will have jumbled Roll Numbers of the candidates with continuous Roll number in ascending order. 22) Printing of nominal rolls centre wise with jumbling of various AIs / colleges with continuous Roll Numbers. 23) Printing of nominal rolls AI/School/college wise indicating center wise allotment of them in a zone. This report is useful for seating arrangement for conduct of examination at the centre. 25) Summary of Roll Numbers assigned in each centre is to be printed in multiple copies (15) for supply of them to various camps. 26) Constitution of theory examination Centres / Zones will be done by the office of Telangana Open School Society in numerical codes. The firm has to make data entry of the names of the AIs / colleges and centres and prepare AI / College / Centre master. The checklist for this centre master will be corrected twice or thrice depending on the number of corrections in order to make error free data. However, the firm has to take all precautions to prepare them without any mistakes in the 1st stage itself. 27) For the April/May annual examinations the work starts from 4.1.A(i). For the December supplementary examinations the work commences from 4.1.A(ii) 4.1.1B. The Identified Agency has to ensure clarity of the photo print on the hall tickets, if necessary by using high end printers. The Identified Agency should take responsibility for posting the Hall Tickets of Theory and Practical Examination in the Official Web Site at NIC by developing necessary Software for the purpose of get printed the Hall Tickets by the Candidates. The above steps are to be conducted for all the categories. 4.1.5 Processing of Question Papers requirement: It is essential to print question paper requirement centre wise for each day of examination showing subject-wise and medium-wise, number of question papers required and number of sealed question paper packets required to be supplied by the confidential printer. These statements should be printed on the pre-printed stationery. The work shall be completed within the stipulated time. D-form is generated centre wise/ day wise/subject wise showing all the Roll Numbers registered for each subject on that day of examination. Page 17 of 83

Computer should generate the question papers extracting the questions from the Question Bank and applying the rules laid by the Society. In all 10 different sets of question papers are generated for 5days of practical examination Forenoon and Afternoon sessions. These 10 different sets should be printed for all the practical examinations centres. 4.1.10 Appointment of Examiners: Approximately 10,000 Junior Lecturers and Principals/School Assistants/ Head Masters are serving in a total of 942 study centers in the State. The Identified Agency should computerize the bio-data of these teachers like name, date of birth, subject, years of experience in the present post, history of appointment of examiner ship, photo & signature, etc. using OMR cum ICR Forms /online capturing. The record should be updated every year for taking care of new appointments, recruitments, transfers, etc. In case of new appointments, certain examiners bio-data should be captured through online. Depending on the qualifications and previous experience, computer will appoint the Chief Examiners, Scrutinizers camp wise. The Identified Agency should print the appointment orders individually for each examiner on pre- printed stationery for both theory & practical showing the post, venue and date of reporting with photo, signature, etc., of the Examiner. Number of appointments will be more than 4,000 for each examination. The appointment list also should be printed for each college and each camp on three-part stationery. 4.1.11 Post-Examination work: Clean copies of Nominal Rolls (CNRs) are sent to the colleges / Centres before the examination and the Chief Superintendents will affect the additions, deletions, and corrections in the CNR which are sent to them. The additions, corrections and deletions data received from the centres should be entered, check-listed, verified and NR files are to be updated for. Generally CNR updation is done twice / thrice to accommodate last minute data sent by the Centres. 4.1.12 Old Regd. No. versus New Regd. Nos: Page 18 of 83

Nos. versus new Regd. Nos. This list is generated with previous Regd. No. month / year of the candidates basing on the extraction from NR file. The correction if any should be check-listed, verified and the NR file should be updated. 4.1.13 Old marks Processing: Along with the Extracted Nominal Rolls, the pass marks obtained in the earlier examination are extracted and maintained in result processing data file. The Identified Agency will supply the old marks wanting printout of added candidates other than 4 previous examinations. For these added candidates, a printout is to be supplied college wise showing all the particulars like Name, Regd. Nos. month & year subject codes not offered etc., Society will supply the old pass marks from previous T-sheets of these candidates and furnish them on the computerized printout. For all CNR added candidates, Society will supply the old marks in separate formats. The data should be entered, check listed and verified for 100% accuracy in all respects. 4.1.14 Practical Examination marks processing: Usually, practical are conducted before/after the theory examination. The practical marks awarded OMR sheets which are received from the Centres / Colleges should be scanned or entered, check listed. Checklists will be verified and to purify the data 100% accurate. The Practical data file should be kept ready for posting on the main file. Regarding scanning of A4 Practical OMR sheets Award lists separate instructions will be issued by TOSS. At this stage, Identified Agency should highlight the missing marks and discrepancy in furnishing the practical marks. All the manual errors should be eliminated and corrected. 4.1.16 (a) Generation of OMR bar coded number and supply of CDs: The Identified Agency should generate OMR data, centre-wise, day-wise, Roll number- wise of the candidates as per the instructions of the TOSS and supply the same in CDs for printing of OMR sheets with variable data. (b) Scanning of OMR bar coded sheets: Page 19 of 83

The necessary high power scanning machines, hardware and manpower required for this purpose should be provided by the Identified Agency . A minimum of 3 (SSC)+3 (INTER)=6 scanners and One stand by scanner should be installed. (c) OMR Scanners and Scanning Software : The scanner should be high volume production scanner capable of running in 3 shifts in a day and capable of handling at least 20,000 OMR sheets per shift. The scanner should be able to scan 5500 OMR sheets / hour. The scanners should be able to scan documents of maximum of 12 inches length & 9 inches width. The scanners should also accept a Wide Variety of thickness of documents (80 to 120 GSM). The Scanners should be able to scan the circles as given in the OMR sheet and should be able to convert the same into defined numeric characters. The Scanners should be able to scan Barcodes of varied formats and should be able to convert the same into numeric characters. The Scanners should be able to generate and print unique codes (endorsement numbers) on the forms scanned. It should be possible to define various threshold levels for the recognition of marked circles on the OMR form. The scanners should be able to perform under the following Environmental conditions Temperature : 15-45 degrees Celsius Relative Humidity : 15 to 76 % Interior Accessibility : Single front door access to entire paper path, Simple cleaning and jam clearance. Scanner diagnostics : It should be possible to diagnose the problem if any, using a host PC, so that problems related to scanning are Diagnosed and Sorted out fast. Scanner spare parts : Spare parts for the scanners should be provided, so that the scanner parts can be corrected / replaced at any point of time during the period of execution of the project. The OMR forms will be stored at normal room temperature and humidity or in similar environmental conditions as the Scanners. The Scanners should be able to scan such documents. Page 20 of 83

The scanner software should have tools to extract and generate the ASCII data of the recognized and converted data from the forms and this should be stored as files and these files should be handed over to TOSS on CDs. The scanning software must have tools to generate automatic statistics of the performance of the data capture system at the desired levels. The Identified Agency has to press to service as many scanners3+3=6) and One stand by scanner as required to complete the scanning work for SSC and Intermediate in a span of three days. (d) Computers: One PC should be provided for each scanner to handle the scanner software and to generate various reports as needed. The PCs should have the following minimum configuration. Minimum Specifications:- Core i3 or above processor, minimum 2 GB RAM, 350 GB Hard Disk, , LAN card. (e) Server: High end PC/ Work Station with, Minimum 8 GB RAM, 500 GB Hard Disk with Windows 2000 / 2003 Server OS and Anti-Virus should be provided as server to pool up the scanned OMR data. The Identified Agency shall install minimum 3+3=6 Nos. along with One stand by Scanners for March/April and 2+1=3 Nos. for October/Nov Examinations and it should be able to arrange for additional scanners if Society desires. 4.1.17 Supply of Mismatch Reports: After scanning is completed to the extent received from the spot valuation camps, the Agency should supply the mismatch checklist report day wise, camp wise for all the scanned data for verification. This will highlight the missing marks and discrepancy in posting the marks in the Part-III of OMR sheets by the examiner. At this stage all the errors are eliminated and rectified. The entire scanned data file should be kept ready without any errors with 100% accuracy. 4.1.18 Supply of CD with Scanned Data: After the scanning of OMR sheets, and updation of corrections, the Identified Agency should supply the scanned data in CDs everyday and should be handed over to the Director, TOS. Later, all the scanned OMR data is to be decoded by the Identified Agency and the current marks will be kept ready for posting. 4.1.19 Blank bar code sheets used/Scanning part-I OMR Sheets: Page 21 of 83

No., Paper Code, used Blank OMR sheets serial number shall be check listed and updated if any corrections. The part-I OMR Sheets in respect of “ABSENTEE” Candidates received from Exam Center shall be Scanned and Center wise District wise Count be provided to TOSS and the ABSENTEE cases file shall be kept ready for posting. 4.1.20 Posting of marks: The error free current marks, old marks and practical marks are to be posted on the master file. This is a large processing job. Every care should be taken to ensure marks are correctly posted against each candidate and against each paper code. Any error committed in posting of marks will have devastating effect on entire results process. The Identified Agency should take full responsibility for accuracy/confidentialaity at this stage. 4.1.21 First Marks Wanting Message (MW): After all the marks are posted against each candidate, marks wanting and discrepancy statement is to be printed. At this stage, the Identified Agency has to see the entire data file item by item and highlight the missing marks and discrepancy in feeding the marks. In this, the manual errors are eliminated and corrected. The firm should take care in sending and receiving Marks Wanting Indents / Replies from the Spot Valuation Camps through online. 4.1.22 Replies to First Marks Wanting Message: The replies to first marks wanting are given by the Society in the form of Replies to marks wanting -- current marks Replies to marks wanting -- old marks The replies are to be entered, verified and corrected until it is 100% error free and to be posted on the NR Master file. 4.1.23 Second Marks Wanting Message: After replies to first marks wanting are posted, the discrepancy and second marks wanting report is again printed. The process of screening the file is repeated here once again to highlight any errors and missing marks. The updated reports are to be generated at each stage. 4.1.24 Replies to Second Marks Wanting (MW): The replies to second marks wanting will be given by the Society as was done for First Marks Wanting replies. 4.1.25 Second Marks Wanting Replies Updation Report: The replies to second marks wanting report are to be posted and updated report is to be generated to ensure the postings. Similarly, withheld Roll Numbers will be provided. The Identified Agency should enter them carefully and give checklists for verification. 4.1.27(i)Application of validation rules: In declaring the results, validation rules shall be applied as directed by the TOSS 4.1.27(ii)Application of validation rules for PH: Application of validation rules for Blind, Deaf, Deaf and dumb, and Dyslexia candidates in declaration of results. 4.1.28 Final Marks Wanting Cases Report: Based on the clean NR master file, the final MW cases report should be supplied for starting T- sheets processing. 4.1.29 Validation & Sample T-Sheet Printing: Before going for TR printing, a sample T-Sheet in respect of one selected college from each district is to be printed applying all the validation rules. This sample T-Sheet checked by the Society thoroughly before giving the clearance for Final T-Sheet printing. Society will give sample colleges list for Printing of sample T-Registers 4.1.30 Validation and Tabulation Register printing: After getting approval from the Society, the entire NR master file is to be validated applying the validation rules carefully. Tabulation Register is to be printed after validating the file and it is kept as the permanent record in the Society. Tabulation Register is the reference for only future correspondence and verification etc., TR printing should be taken up immediately after result declaration. The Identified Agency should develop such a Software Programme that the entire TR details should reflect immediately if a candidate’s Roll No., Month & Year entered. 4.1.31 All the provisions contained in the software shall be in accordance to the norms/rules/ guidelines prescribed in the prospectus of the TOSS. 4.1.32 All the works shall be carried out within the time schedule prescribed by the Director, TOSS from time to time. Failure to adhere to the prescribed time schedule attracts penal provisions. Page 23 of 83

Press list shows Roll Numbers of successful candidates along with Grade secured by the candidates, will be shown in brackets beside Regd. No. 3 copies of press list are required for releasing the result to press (Media). 4.1.34 Results on CDs: 1) The results should be copied into CDs for supplying them to the media. 2) Supply of results data candidate wise / subject wise marks and photo of the candidate for hosting the results on internet. 3) The Identified Agency should take responsibility for putting the results of TOSS in the official website at NIC by developing necessary software. 4.1.35 (i) Printing of Marks memos for Passed & Failed candidates: All the failed and passed candidates Marks Memos should be printed with photograph and signature of the candidates. For Blind, Deaf, Deaf and dumb and Dyslexia Physically Handicapped candidates, the disability is to be indicated in the memos of marks. 4.1.35 (ii) Printing of Migration cum Transfer Certificates for Passed candidates: All the passed candidate’s Migration cum Transfer Certificates should be printed in the pre- printed stationery supplied by O/o TOSS. 4.1.36 T-Sheet Updating: The T-Registers are to be updated which are effected on account of Recounting/ solved withheld cases and marks wanting cases etc., within three months after publication of results. 4.1.37 Printing of Pass Certificates: All the successful candidates will be given pass certificates within three months after Publication of results. The Identified Agency should supply Pass Certificates data of all the successful candidates in CDs with variable data along with photograph and Signature of the candidate. Volume: About 40,000 Inter and 40,000 SSC Pass Certificate should be printed for Main examination and 20,000 Inter and 20,000 SSC Pass Certificates for Supplementary. OBE formal III Class 20,000 and formal V Class 15,000 Pass Certificates to be Supplied. Page 24 of 83

Data of failed candidates are extracted from the T-Sheet file and supply the ENRs for conduct of Supplementary examinations in the month of October, 2017 in the pre-printed computer stationery supplied by this office along with soft copy to hand over to the next processing agency. 4.1.40 Bulk Question paper requirement data for supplementary exams of October, 2018 & Main exams of Mar/April, 2019: For supplementary & main Examinations, the Bulk question paper requirement data should be printed and supplied Subject wise/Question Paper code wise / medium wise. 4.1.41 Statistics: Giving various statistical statements from school/college to state level. School/College-wise: 1) AI /College wise T.R. 2) Subject-wise pass percentage comparing with state average with highest. District-wise: 1) District-wise total no. of candidates appeared and passed boys/girls separately. 2) District-wise, Combination-wise no of candidates appeared and passed boys / girls separately. 3) Merit list of 100 candidates in each group. 4) Category-wise merit list of 100 candidates community-wise. 5) District wise no. of candidates appeared / passed / pass Percentage / boys / girls separately. 6) District wise SC / ST / BC / OC / Women / PH / Minority who obtained first 20 ranks 7) Age group wise Below20, 20-25, 25-30,30-35,35-40,40-45,45-50,50-55,55-60,65-70 above 70 years age. 8) Performance of evaluation of college pass percentage college-wise (Regular + supplementary separately)Govt./Aided/Private unaided colleges/AIs. 4.1.42 Performance Evaluation of Colleges: a) Pass percentage of college for Govt./Aided/Incentive and Private unaided AIs/ colleges/ District-wise and for the state. b) Performance of AIs/colleges in urban and rural areas.
