Forum and Advocacy • RRWA/RWQCB Quarterly Meeting—September 7 update − October RWQCB meeting o Andy and RRWA Vice Chair presenting o SSU will be presenting Rising WATERS − Long term R3MP funding strategies − RR Confluence o Supervisor Hopkins office facilitating watershed-wide branding initiative. Committee includes Water Board, both counties, Conservation Works, and volunteers. − LID vegetation needs to be maintained during curtailment orders • Regional Water Board meeting—August 19 update − Written comments for pathogen TMDL accepted until September 22 − Hearing for readoption scheduled for December

Items of Interest • Climate Resilience Budget Trailer Bills SB155 and SB170 passed September 9, 2021 − Both long and complex − A few preliminary take-aways from a very quick review: o $3.7B package, $440M for this fiscal year o $25M allocated for local and regional adaptation planning this year o $225M allocated for grants and local/regional adaptation planning and implementation in years 2 & 3

Items of Interest • Grant opportunities − Applications under the Drought Resiliency Projects (DRP) funding opportunity are due on October 5, 2021 o Funding Group I: up to $500k; Funding Group II: up to $2m o 50% cost-share required o Projects that protect against drought. Projects do not need to save water. Grant will not cover rebates. o Access the funding opportunity by searching grants.gov for funding number R22AS00020. − Applications under the Water and Energy Efficiency Grants (WEEG) funding opportunity are due on November 3, 2021 o $300k - $1M/project o 50% cost-share required o New focus on climate change, renewable energy, indoor water efficiency, small points for disadvantaged defined as any community with an MHI less than 100% of the state MHI. o Access this funding opportunity by searching grants.gov for opportunity number R22AS00023.

Items of Interest • Grant opportunities − Applications under the Environmental Water Resources Projects (EWRP) funding opportunity are due on December 9, 2021 o Up to $2M/project o 25% cost-share required o Primary purpose of the project must be to benefit plant and animal species, fish/wildlife habitat, riparian areas, and ecosystems supported by rivers, streams, and other water sources. o Access this funding opportunity by searching grants.gov for opportunity number R22AS00026. − Prop. 68 San Francisco Bay Area Conservancy Program Climate Adaptation Funds accepting pre-proposals on a rolling basis o $5.7m available (up to $1m/project) o No match required o Project planning and design is eligible o Projects that use natural infrastructure and provide multiple benefits will be prioritized − Applications under USFWS National Fish Passage Program funding opportunity are due December 31, 2021 o $15.3m available ($2m/project) o 50% cost-share required o Projects to restore fish passage such as dam removal, road culverts (installation/replacement), bridges, water diversions, installation of fishways

Items of Interest • Funding program updates − Hazard Mitigation Grant Program (HMGP) o $3.46b added on August 8 o To be eligible, project must be covered in a local Hazard Mitigation Plan − IRWM Round 2 Implementation Grant o Applications will be due either March or September 2022 depending on IRWM region − California Infrastructure Funding o State budget includes $5.1 billion over the next 4 years to the state’s “water resilience and drought preparedness and response” o Includes $85m for groundwater cleanup and water recycling projects

Items of Interest • Letters of Support for WIPPES Act (HR 4602) • AB 818 (Bloom) passed off the Senate Floor with a 39-0 vote on 8/30, and the Assembly Floor in concurrence with a 76-0 vote on 9/1. − RRWA signed on to a letter requesting Governor Newsom sign AB 818 into law • Sonoma Water’s Water and Energy Education program is ready for the return to in-person learning! − Teachers and districts to provide in class, on campus (outdoors), field trips, or virtual lessons. − 2021/2022 brochure was mailed to every teacher in service areas. − Two new programs to highlight this month: o Drought education and resources o A Call to Action
