1. INTRODUCTION Welcome to the 2021-2022 artistic swimming season! And welcome to the ‘new normal’. There is no denying that the COVID-19 pandemic put us through the ringer last season, but it also empowered our sport, our athletes, our coaches, and our volunteers to recognize that, together, we can overcome the biggest hurdles and come out the other side stronger, more resilient, and ready to tackle the next challenges before us. As we return to more traditional training environments and competition schedules, we will embrace learnings from the last year and adapt our sport delivery system to be more equitable and inclusive, to focus on fundamental skills development, and to foster safe and welcoming spaces for all participants. The 2021-2022 Technical Package lays out this intent highlighting the provincial rules, criteria, and procedures that guide our competitions, programs, and events for the upcoming season. As with each season, we have also tried to compile the substantial information contained in this document in a digestible way. We hope that this serves as your reference guide for the new season with relevant information easily accessible. We would be remiss if we did not acknowledge the support, collaboration, and contribution of the Technical Leaders Working Group who have been instrumental in working with our technical staff to establish program delivery parameters that will best serve the needs of our sport and athletes. This group was created in response to the pandemic and continues to play a key role in our development pathway. We encourage all coaches and officials to read this Technical Package in detail. We will complete a review of key sections during the Annual Summit to ensure coaches and officials are clear on their understanding and interpretation of the content. As always, the Technical Package will be updated throughout the season as appropriate. Outstanding Information and/or Missing Details There are NO proposed amendments to the Canada Artistic Swimming (CAS) Rulebook for 2021-2022, except that all rules that went into effect in response to the pandemic will now be rescinded. Upon release of the CAS 2021- 2022 Rulebook, BC Artistic Swimming will update this document and finalize details related for national stream activities as appropriate. Areas that are awaiting decisions or more detailed information from Canada Artistic Swimming or BC Artistic Swimming are identified throughout this document in bold red italics. Additionally, changes that have been made since the previous version are also indicated in bold red italics. As information in these areas is available, BCAS will update the Technical Package and distribute updated information. Interpreting the Rules Per the CAS Rulebook, “the purpose of each rule is to ensure that all competitors have an equal opportunity to achieve success. In applying and interpreting the rules or when confronted by a novel situation not covered by the rules, every effort should be made to apply this principle”. Not all rules are outlined in this document. If a rule is not mentioned here, BCAS aligns with CAS rules. *** BCAS rules for Provincial Stream events that differ from the CAS Rulebook can be found in Section 4. *** We look forward to being back on deck in 2021-2022 and to seeing our athletes, coaches and clubs flourish in the new normal! 2. SUMMARY OF CHANGES TO THE TECHNICAL PACKAGE Click on the hyperlink for some rule change to go directly to the corresponding page in the Technical Package. Return of Rules 4.3 & 4.4.1 - Qualifying Events for the 2021-2022 Season Rationale: COVID-19 restrictions are lifting which means that PS & NS Provincial Qualifier are once again the qualifying event for Provincial Championships. The PS Routine Meet is now Training Meet #3 for PS athlete and includes a Compulsory Half Figure Event Rationale: To leverage the benefits realized in creating a third training meet for PS athlete and to align with pre- COVID TM#2 which was a compulsory half figure event. All Training Meets to be a Hybrid Virtual/In-Person Event Rationale: To maximize opportunities for all athletes/clubs to participate. LTAD Requirements to Return to Pre-COVID Skills but now Online Submission only Rationale: COVID-19 restrictions are lifting which means that all LTAD skills will return to pre-COVID standards. BC Summer Games Information Added Rationale: 2022 is a BCSG year and relevant information is included in the Technical Package. Basic Skills Mandatory for CSI-Carded Athletes at TM #1 & TM #2 Rationale: To align with CSI-Pacific standards and Enhanced Excellence Funding requirements, BCAS is now monitoring all CSI-carded athletes to track progress over time. Collecting this data will allow BCAS and its funders to perform a gap analysis to determine the strengths and weaknesses of our HP athletes and to create targeted skills development programs. Reimbursement of Basic Skill Fee for CSI-Carded Athletes Rationale: As the Basic Skills monitoring is now mandatory for CSI-carded athletes, for the 2021-22 season, BCAS will reimburse fees through its enhanced excellence funds to support HP athlete monitoring. Appendices Revised to a Simple 1 Page Document per Age Group Rationale: Ease of use! A printable version of each 1-page appendices is also available on our website. If discrepancies occur between this document and the 1-page appendices, the Technical Package version prevails. Penalty & Fine Chart Added to Appendices Rationale: A user-friendly and simplified access to all penalties outlined in the CAS Rulebook and BCAS Technical Package. Masters Age Calculation Clarified to Align with FINA Rationale: Previous Technical Packages had conflicting information which has now been fixed to align with FINA rules. Non-FINA Position Descriptions & Guiding Scales Added to Land Skills Appendix Rationale: To better define the positions that are referred to in land skills that are not described in the FINA manual. Like the FINA manual, these positions will occur in bold in the description of the skills. Update to Section 4.7 – Judge Feedback for Routines Rationale: In consultation with the BC Officials Committee, minor changes have been made to better reflect what is actually occurring in the time frame given at each event. Limited Competitive Feedback Events Added to Training Meet #3 Rationale: If a specific region does not host a Fun Meet, Training Meet #3 provides that same opportunity for Limited Competitive athletes to have a simulated competition. Training Meet #1 Cancelled Rationale: Due to facility restrictions and in response to the discussion that took place during our Competition Contingency Planning meeting on September 21, 2021, Training Meet 1 will be cancelled. 3. NEW DOMESTIC RULE CHANGES *** This section will be updated as CAS informs the provinces of any changes to the 2021-2022 season. *** Junior and Senior athletes do not need to enter a Technical routine (solo, duet and team) to be eligible to enter the corresponding Free routine at 2022 National Competitions (Qualifier & Nationals) Rationale: With the uncertainty regarding training time in pools across the country in 2021/2022, this gives clubs more flexibility to adjust their programming in a way that will maximize athlete engagement, depending on their particular circumstance. Please note that, because of the importance of technical skills, CAS still highly recommends for clubs to select the technical routine when only able to enter one routine, even though this will not be enforced by rule for the 2022 competition season. Technical elements remain a national priority and could be taken into account in the 2022 national team selection process, so those aiming to participate in the process should keep this in mind. ***As noted in an email sent out on September 24th 2021, BCAS will implement the same rule for the 2021-2022 season for all NS Provincial Events. RECREATION STREAM The Recreation Stream (Rec) refers to programming for athletes registered in recreation programs and includes AquaGO! and Masters’ Rec. In accordance with the CAS definition, youth Rec athletes do not compete at any level, meaning they do not participate in competitions in which their scores are ranked against each other for awards. Recreation athletes may participate in Regional or Club Fun Meets, or Watershows. Fun Meets include some judging components in a feedback format but no formal marks or ranking, thus aligning with the CAS rules. Youth Rec athletes wishing to compete in a provincial competition must upgrade their registration status to Limited Competitive after which they can register to compete in Limited Competitive events at the Mable Moran Provincial Championships. Please refer to section 4.3. Masters’ Rec athletes may compete at the Masters’ Recreation Provincial Championships. There is no qualifying pathway for the Masters’ Recreation Provincial Championships. LIMITED COMPETITIVE STREAM Limited Competitive (LC) is a registration stream for youth Recreation athletes who would like to compete in a provincial competition. The LC Provincial Championships is a provincial competition that provides a ranking of the competing athletes in a traditional competition environment. Participating Rec athletes must upgrade their registration status to Limited Competitive prior to registering for the LC Provincial Championships. The LC Provincial Championship events takes place during the Mable Moran Provincial Championships. There is no qualifying pathway for the LC Provincial Championships. LC athletes are encouraged to also participate in Regional – Island, Interior and Lower Mainland – or Club Fun Meets, or Watershows, or Training Meet #3. PROVINCIAL STREAM The Provincial Stream (PS) Provincial Qualifier (Mable Moran) is the qualifying competition of the PS Provincial Championships (Jean Peters). Athletes wishing to attend PS Provincial Championships MUST register for and compete in the PS Provincial Qualifier. Athletes or clubs who do not register for and compete in the PS Provincial Qualifier will NOT be eligible to attend the PS Provincial Championships. See Provincial Qualification Procedures, regarding the withdrawal protocol, should an athlete be unable to participate in a competition. NATIONAL STREAM NATIONAL STREAM PROVINCIAL QUALIFIER The National Stream (NS) Provincial Qualifier is the qualifying competition of the NS Provincial Championships. Athletes wishing to attend NS Provincial Championships MUST register for and compete in the NS Provincial Qualifier. Athletes or clubs who do not register for and compete in the NS Provincial Qualifier will NOT be eligible to attend the NS Provincial Championships. See Provincial Qualification Procedures, regarding the withdrawal protocol, should an athlete be unable to participate in a competition. NATIONAL STREAM PROVINCIAL CHAMPIONSHIPS The NS Provincial Championships is a qualifying competition of the Canadian Artistic Swimming National Qualifier. Any National Stream athlete or team in the 13-15, Junior, or Senior age categories wishing to attend the National Qualifier MUST be registered in NS Provincial Championships AND meet the following conditions: 4.5.2.1. Athletes competing in the Solo and Duet events must fall within Canadian Artistic Swimming Qualifier quotas to compete at the Canadian Artistic Swimming Qualifier. Provincial quotas are determined by Canada Artistic Swimming and limit participation to the top ranked solos and duets. Note: It is not a requirement of BC Artistic Swimming to fill the quotas. 4.5.2.2. The quota for team events is OPEN, however, the Chief Referee, in consultation with the High Performance Director, will determine team selections for attendance at the National Qualifier. 4.5.2.3. Notwithstanding 4.5.2.2, an incomplete routine at NS Provincial Championships will not be approved to attend a national or out-of-province competition. PROVINCIAL STREAM ELIGIBILITY An athlete registered and competing in National Stream events for the season is ineligible to compete in any provincial stream events that season. NS ATHLETES COMPETITING AT JEAN PETERS INVITATIONAL 4.5.4.1. ELIGIBILITY Any BC registered National Stream athlete who does not qualify for or attend Canadian National Championships is eligible to compete in the National Stream events at the Jean Peters Invitational. 4.5.4.2. COMPETITION RULES The Jean Peters Invitational Technical Package outlines the competition rules. In such cases as the technical package does not reference a rule, by default, BCAS follows the CAS Rulebook. BCAS encourages competitors to review the entire package, in detail, with particular emphasis on time limits & figures (i.e., different endings). 4.5.4.3. REGISTRATION DEADLINE The deadline for BC’s National Stream entries to the Jean Peters is outlined in the Jean Peters Invitational Technical Package. 4.5.4.4. EVENT CATEGORIES NS athletes who participate in the Jean Peters Invitational will compete in the National Stream/Invitational events against other eligible NS athletes and out-of-province competitors. COMPETITIVE YOUTH ATHLETES RETURNING TO LIMITED COMPETITIVE STREAM Youth athletes who have competed in the Provincial Stream may return to the Limited Competitive Stream the following season with the following stipulations: • The first season they are back in the Limited Competitive Stream, they will not be included in the figure results; however, they WILL be allowed to compete as an exhibition swimmer. • If a returning athlete competes on a team, the team will NOT be exhibition. • The second season back to the Limited Competitive Stream, athletes will be allowed to compete openly. ATHLETES UNABLE TO COMPETE IN A QUALIFYING EVENT BYES Any request for a bye from a qualifying competition must be submitted in accordance with the Provincial Qualification Procedures. WITHDRAWAL DURING A COMPETITION The Chief Referee shall be informed if there are any changes in the listed members of the routine no later than one hour before the event. As the referee receives the scratch(es), the scratch sheet will be updated. Please note that for various FINA sanctioned competitions (e.g., National & International events) the rule states “two hours” prior. The figure scores for the routine shall be recalculated if there is a change. Please refer to Appendix R for penalties and fines for failing to comply. COACH CERTIFICATION POLICY To be eligible to be on deck during provincial or national competitions, coaches must meet the standards outlined in the BCAS Coach Certification Policy that aligns with CAS’s Coach Registration & Certification Policy. BC CRIMINAL RECORD REVIEW PROGRAM All coaches must have a valid criminal record check in accordance with the BC Artistic Swimming Screening Program. MUSIC Routine music must be professionally recorded and adhere to the specifications established in the 2017-2021 FINA Manual. Music must be uploaded to the designated BC Artistic Swimming Drobox at least two weeks prior to competition and submitted in the following format: • Solos & Duets: Club Name– Event – AG – Athlete Name • Team, Combos & Highlight: Club Name– Event – AG – Coach Name Club coaches who require access to the club’s Dropbox folder must contact the Sport Services Coordinator. RELIGIOUS AND/OR MEDICAL ADORNMENTS Requests for religious or medical alert adornments (only) to be worn during competitions must be addressed to the Chief Referee in advance of the competition at ssc@bcartisticswimming.ca. Religious or medical alert adornments (e.g., Medic Alert or Sikh Kara bracelets) may be worn under the following conditions: • it must be only one bracelet, • must not be more than one-centimeter wide; and • it must have a smooth surface with no sharp or protruding edges that could potentially injure a swimmer. The Chief Referee shall inspect any bracelet prior to the swimmer entering the pool to ensure the criteria are met. All inspections will take place prior to the start of each competition/meet and the decision of the Chief Referee will be for the duration of the competition/meet. If the bracelet does not meet the conditions outlined above, the Chief Referee has the authority to require a bracelet to be secured into position or covered to minimize the risk of injury, as needed. TATTOOS Tattoos do not need to be covered up during BC Artistic Swimming sanctioned events; however, if a tattoo is deemed offensive by the Chief Referee, the athlete may be asked to cover it up. AWARDS Awards will be given for athletes/routines that place 1-6 at provincial qualifier and provincial championship events. Medals will be given at Provincial Championships for athletes/routines placing 1-3. PENALTIES & FINES BC Artistic Swimming adheres to all formal processes for penalties written in the Officials Handbook, the CAS Rulebook and BC Artistic Swimming Technical Package. All penalties and descriptions can be found in the CAS Rulebook. Please refer to Appendix R to review all CAS penalties & fines and the differences within BC events. PENALTY APPLICATIONS AND PROTESTS If a penalty is applied, coaches will have 1 hour to file a protest with BC Artistic Swimming from the time the results are distributed by email and/or the time stamped on the posted results, whichever occurs first. Note: Canada Artistic Swimming’s time allowance to file a protest is 30 minutes. Refer to the CAS Rulebook for more information on their penalty and protest procedures. If travelling to a competition outside of the province, be sure to check their provincial rules. Please note: In B.C, • During event registration, the club registrar must submit the email address for all coaches who are to receive event results. • All posted results will include a time-stamp indicating the exact time that the results were posted • Coaches will have 1 hour to lodge a protest from the time the results have be emailed and/or posted • Procedure for lodging and consideration of a protest will follow CAS rules LONG TERM ATHLETE DEVELOPMENT BC Artistic Swimming is committed to aligning with provincial and national LTAD implementation standards while ensuring compatibility with the provincial competitive structure and our varying athlete development pathways. Please refer to Appendix Q for more information regarding the LTAD implementation. PRE-COMPETITION INFORMATION ORDER OF SWIM The draw for order of swim will be distributed to the registered coaches no later than 72 hours prior to the start of the figure event in the form of an electronic copy of the Meet Program. INFORMATION EMAIL The Sport Services Coordinator, in consultation with the Chief Referee, will email out information pertaining to the competition in advance of the start of the competition. This information may include, but is not limited to, the following: • Facility rules (i.e., areas for gelling, footwear policy, etc.) • Managing scratches • Reminders of etiquette • Figure panel location VIDEO SUBMISSION GUIDELINES See Appendix B of the Provincial Qualification Procedures. 5. PROVINCIAL COMPETITION EVENTS FIGURES FIGURE RE-STARTS Figure re-starts are not permitted at AG13-15 and above (PS & NS) – a zero will be given for any incorrect figure performance. Please note: In B.C, a score of zero will NOT be automatically given to athletes in AAS, Rec, Novice, 11-12, and 10 & Under. Athletes will be allowed to redo the figure with a -2.0 penalty after the first re-start attempt or a zero if performed incorrectly a second time. Athletes in these age groups who intend to compete outside of BC must verify the provincial rules in effect for the competition. ABSENT FIGURE SWIMMER Throughout this section, extraordinary circumstances beyond the control of the swimmer shall be considered. See Appendix R (Penalties & Fines Chart) for more information on swimmer absences at a figure event. 5.1.2.1. MISSING A FIGURE See Appendix R for all penalties regarding figures FIGURE DRAW The draw for the figure groups will be communicated one week before the figure event of the competition and posted on the BC Artistic Swimming Website. Note: Training Meet basic position and/or basic transition draws will occur two weeks prior to the video submission deadline. ROUTINES JUDGE FEEDBACK FOR ROUTINES The purpose of the feedback session is for the officials to provide feedback to the coach(es) to support the athlete moving forward and improving their performance. It is important to note that is an evolving process that we will continue to develop with each in-person event to get it to be the best it can be! • Occurs immediately following each event/group of events after a brief discussion by the judge panels. • Only the coach listed on the routine can attend the feedback session unless they are warming up another competitor. If the listed coach(es) is unable to attend the feedback session, one designated club coach can attend on their behalf. • If you were unable to receive all of the feedback in the allotted 10-minutes, reach out to the Sport Services Coordinator who will put you in touch with the official(s). PROTOCOL 1. Each panel will have a brief meeting to review comments prior to heading to the designated zone to speak to coaches. Head Judge on each panel will signal the Chief Referee that they are ready for the feedback session to begin. 2. Each panel will head to the designated feedback session area to begin the 10-minute feedback session 3. Feedback Process a. Introductions – All parties introduce themselves • This is where a coach can ask permission to record the feedback session. b. Head Judge to ask coach the event number, competitor number and specific questions they may have about the routine. c. Head judge to facilitate the conversation – each judge to provide the best part of a routine and an area for improvement. Judges will do their best not to repeat any comments already mentioned and will express agreement for other comments as necessary. d. Head judge will ask the coach if any clarification is needed. FEEDBACK SESSION ETIQUETTE 5.2.3.1. OFFICIALS • Listen attentively to all comments. • Respect comments made by colleagues. • Refrain from repeating comments. • Head judge will ensure equitable time is allotted between all coaches present for the session. 5.2.3.2. MIXED ABILITY DUET AND/OR MIXED ABILITY TEAM EVENTS & COMPOSITION Athletes participating in the Mixed Ability Duet and/or Mixed Ability Team events: • will compete in their respective age and level-appropriate figure events, • come together to swim a duet or team event in a Mixed Ability age category based on the average age of the athletes, provided at least one member of the team is a registered Adaptive Artistic Swimming athlete, and • athletes are also eligible to compete in events within their chronological age category or other categories within the limitations of CAS or provincial rules and regulations provided at least one athlete is different than the Mixed Ability Duet and Team. 5.2.5.2. NON-MIXED ABILITY CATEGORIES A team that competes with an Adaptive Artistic Swimming athlete in non-Mixed Ability categories is not permitted to compete in the Mixed Ability category unless a different Adaptive Artistic Swimming athlete is included on the roster. CALCULATING AVERAGES FOR MASTERS ROUTINE COMPOSITION Per the FINA Masters Rules, the average age of the competitors in a routine shall be determined by adding the ages of the actual swimmers, dividing by the number of swimmers (not including the reserves) and dropping any resulting fraction or decimal. (For example, if the average age of a Team is 49.833, they would swim in the 35-49 age group). 5.2.7.2. EXCEPTIONS TO LC & PS TEAM COMPOSITION RULE If a club is unable to form a team composed of four or more athletes due to extenuating circumstances, BC Artistic Swimming may allow a team of three to enter the competition. A letter from the club clearly identifying the rationale for the inability to form a complete team must be submitted to BC Artistic Swimming at least 48 hours prior to the respective competition’s registration deadline. Upon approval by a panel consisting of no less than two of the following BC Artistic Swimming representatives: Chief Referee, Sport Development Director, Executive Director or Sport Services Coordinator, a team of 3 athletes will be permitted to compete in the respective team event. If permission is granted for a provincial qualification event, it will also extend to the applicable provincial championship. Such permissions are only valid for the season in which they are granted and will not carry over to future seasons. BC SUMMER GAMES The BC Summer Games are an amateur sporting event held every two years in the province of British Columbia. The 2022 BC Summer Games will be held in Prince George from July 21st -24th 2022. 5.3.1.1. TRIALS BC Summer Games trials occur at Mable Moran Championships on BC Summer Games years as a SEPARATE figure event. Registration in that event is mandatory for any athletes wishing to be considered for the 2022 BC Summer Games. 5.3.1.2. TRIALS CRITERIA Figures: 1. Ariana (2.2) 2. Rio with 180° Spin (3.1) 3. If a rule is not mentioned, please refer to the BC Artistic Swimming Technical Package and/or CAS Rulebook. OUT OF PROVINCE COMPETITIONS SANCTIONING PROCEDURES i. Coaches/clubs are required to complete and submit BC Artistic Swimming’s “Competition Sanctioning Request Form” for permission to attend an out-of-province competition. The form can be found on our website. ii. All requests to participate in an out-of-province competition will be submitted to the Sport Development Director (PS & Masters) or High Performance Director (NS) for review and approval. iii. The routines must be competed in their entirety at an age and level-appropriate BC Artistic Swimming sanctioned competition and within the same competitive season prior to the request being considered. iv. Approval to participate in an out-of-province competition must be granted before the club can register for the competition. It is strongly recommended that approval be secured prior to paying registration fees and making travel plans, as there is no guarantee the request will be approved. DENIED SANCTION REQUEST i. No sanctioning will be granted to Provincial Stream athletes when the competition conflicts with BC Artistic Swimming’s competition schedule. ii. No sanctioning will be granted to club athletes/team athletes when a provincial team is attending the same event Note: a club may bid for the same competition as a provincial team as long as it is in a different age group than the provincial team. (i.e., a request would be considered for a 13-15 team if BC Artistic Swimming is sending an 11-12 provincial team to the same competition). INTERNATIONAL COMPETITIONS Information regarding International Bids and bidding procedures are available on Canada Artistic Swimming’s website. All bids must follow the CAS procedures. All clubs attending an International Competition must submit an International Report to Canada Artistic Swimming and BC Artistic Swimming upon their return. 20. APPENDIX O – BASIC SKILLS This is a mandatory event at Training Meet #1 and Training Meet #2 for all CSI-Carded Athletes and part of LTAD testing (see Appendix Q). Body Boost Each athlete will perform (3) consecutive head up body boosts facing the panel of judges - no arms, followed immediately by (3) consecutive body boosts with double arms above the head. Eggbeater Each athlete will perform the following sequence two times: one time facing front, one time facing sideways (right side towards the judges) Approximately 0:20 seconds of eggbeater consisting of: o 0:05 seconds eggbeater with arms on the surface and o 0:05 seconds eggbeater with two arms up. Vertical Position Each athlete will perform a maximum height vertical double leg position holding for 0:10 seconds. (The 2017- 2021 FINA Artistic Swimming Manual for Judges, Coaches and Referees will be used AS the height standard reference). 21. APPENDIX P – LAND EVENT DESCRIPTIONS All land events will be submitted by video and judged by virtual means. Although these positions and transitions are not specifically described in the FINA Manual, all land skills that mimic a FINA position or transition will be judged using the FINA manual (e.g., Split Position in land skills will be judged using the Split Position described in the FINA manual) IMPORTANT NOTES 1. Diagrams are a guide only. If there is discrepancy between a diagram and a written description, the written version shall prevail. 2. Unless otherwise specified, arm/hand positions and actions are optional. 3. When "rapid" or "rapidly" is used in a description, it shall apply specifically to the tempo of the transition in which it is included, and not to the entire skill. 4. The head always follows the alignment of the spine. 5. Maximal height is desirable for jumping actions. Height is evaluated based on the distance between the ground and the lowest body parts. 6. Land skills are executed in a stationary position (no movement side to side or front to back). 7. In Vertical positions, judges are looking for alignment of ear, shoulder joint, hip joint and ankle bone 8. In a Split position, judges are looking for vertical alignment of head, shoulder and hip joints; and horizontal alignment of hip and shoulder joints with the two horizontal lines ‘square’ and parallel to one another. 9. For timed positions or number of repetitions, any deviation from the required amount will be recognized in the execution score. 10.
