I would like to remind everyone during changing weather seasons to allow for extra travel time and to be mindful of weather warnings. These past few months have seen several new business openings in the Town of Greece, new services for residents brought to Greece Town Hall, updates to the Town website, community member recognitions, and much more! We have been busy here in Greece as we have already begun planning for all of the 2019 events and activities. Check out the rest of this newsletter and be on the lookout for additional details on our Shredding Event, Memorial Day Parade and Ceremony, Jerry J. Helfer Food Truck Rodeo, Summer Concert Series, and more! As always, I enjoy hearing feedback from residents about programming and other Town-related matters. A message from Councilman Michael Barry, Jr. Dear Neighbor, I hope you had a wonderful and joyous holiday season, and that you have had a great start to 2019. As always, we had an active and vibrant winter at Town Hall with all of the great events hosted here, but on behalf of Supervisor Reilich and my fellow Town Board members, we are anxious to welcome spring…and the warmer weather! Over the past few months at the Town Hall Campus, our Town celebrated the various holiday seasons at events such as our Halloween Trunk or Treat and the Christmas Tree Lighting and Family Christmas Party. We also celebrated the Senior Halloween, Thanksgiving and Christmas parties at the Greece Community and Senior Center. Speaking of 2 those events, our staff at the Greece Community and Senior Center who put on those events and celebrations bring our community together throughout the year, and they never disappoint with their offerings. Led by Director Pete O’Brien, the staff at our Greece Community and Senior Center are always creating new ways and new activities to engage our community’s families at the Town Hall Campus, and I can’t wait to see what they have planned for the spring and summer months! As I have written in previous editions of these newsletters, the Town of Greece is blessed to be served by all of the hard-working and dedicated individuals on the various Town staffs. I am proud, yet again, to say our Greece Police Department (led by Chief Pat Phelan) remains steadfast and ready to assist our residents at a moment’s notice. This winter, Chief Phelan’s leadership and cooperation with other law enforcement agencies as well as with the Greece Central School District prevented what could have been a deadly ordeal in our state. He and everyone involved throughout that ordeal deserve our thanks and admiration. The officers in our Greece Police Department are well-trained, experienced protectors who remain ever-ready to keep our Town and entire community safe throughout the year, and for that, I am grateful. I am also grateful for our Department of Public Works led by Commissioner Kirk Morris as it continues to provide a quality of life in our Town that is second to none. As seen time and again throughout the cold winter months, our DPW staff all work around the clock to help our residents through what can be very difficult situations. This year’s January snowstorm put our DPW staff to the test (once again), and once again, they prevailed. The compliment that I often hear during the winter months from people is “You know you’re in Greece, when you drive in from another town and the snow is off the roads!” Our DPW staff has earned that compliment for as long as I have served on Town Board, and I know they will continue to do so. As always, the teamwork between the Town’s government, employees and its residents is what makes our community a great place to live, work and raise a family. I appreciate hearing any concerns or issues you may have in making Greece even better. A message from Councilman William Murphy Dear Neighbor, Happy New Year 2019, I hope everyone is doing well and keeping up with your New Year Resolutions. Winter has finally struck, and we need to prepare for the season ahead. A tip that will help when you travel this winter: please make up an emergency kit for your car with a snow brush, flashlight, extra battery for your cell phone or reliable charger, blanket and jumper cables or jump box. The Town’s Department of Public Works employees have already been out treating our roads and 2 plowing so you will have safe travels throughout the Town. Over the last few months the Town has had a lot going on. I was honored to attend grand openings at Malt + Ember located at the Greece Ridge Center Mall and Lattimore Physical Therapy at its new location on Long Pond Road. We also had several events at the Greece Community and Senior Center such as the Senior Thanksgiving Party and Senior Christmas Party. At Town Hall we held the Holiday Tree Lighting and Family Christmas Party which was a great event for parents and children with games and music. As the temperature dropped the Ice Skating Rink at Town Hall was open for the season, weather permitting. In other news from the Town, the Supervisor and Town Clerk announced that the Clerk’s Office will have E-Z Passes available for Town residents to purchase. I would also like to remind all Greece residents that every Thursday you can come to Town Hall and turn in your passport applications. As for me, I have been very busy handling constituents’ quality-of-life issues that affect them and their neighborhood. A message from Councilman Joshua Jensen Dear Neighbor, In usual Town of Greece fashion we have had a very interesting winter weather season so far. Thankfully our unpredictable forecasts have not stopped residents from enjoying all the Town of Greece has to offer this winter. Firstly, I want to thank Chief Patrick Phelan and the Greece Police Department for their tireless work keeping our community safe every day. As a lifelong resident of our great Town, I am proud that we have 2 such first-class law enforcement professionals keeping our streets and families safe. I also want to recognize the great work of Commissioner of Public Works Kirk Morris and everyone at the Department of Public Works for their hard work keeping our streets and sidewalks plowed this season. Over the past few months, many exciting things have happened in the Town of Greece. At our Town Board meeting in January we recognized members of the Boy Scouts who achieved the rank of Eagle Scout. Additionally, we were honored to recognize for the first time a local Girl Scout who deservedly earned the Gold Award. Congratulations Karlee Auld on earning this award and thank you for your dedication to our community! In the spirit of the season, the Town hosted our annual Holiday Tree Lighting Ceremony and Family Christmas Party at the Community and Senior Center. Hundreds of residents from across the Town came together for a performance by the University of Rochester YellowJackets, the official tree lighting and the arrival of Santa who came to greet all the children and families in attendance! It was recently announced that funds are still available for the 2018 Greece Residential Improvement Program (GRIP), which began August 1, 2018 and runs until July 31, 2019. This ongoing housing improvement program allows the Town to help income-eligible homeowners repair and revitalize their homes. The GRIP program provides grants for up to $4,800 to approximately 30 low- and moderate-income Town residents for rehabilitation of single-family, owner-occupied homes. A message from Councilwoman Diana Christodaro Dear Neighbor, Once again, the Town Supervisor, my fellow Board Members and myself, voted to approve a Town budget that reduces your property tax rate while continuing to deliver vital services to the residents of this community. This is the 4th straight year that the Town tax rate has decreased. By building on prior successes of developing new revenue streams to finding cost-saving in many areas, the Supervisor and Town staff presented a budget that we are all proud of. In the upcoming year, look for new recreation programs at our Community and Senior Center, improvements to our park facilities and continued support of public safety. 2 Hundreds came out to join us in our annual Holiday Tree Lighting event. The celebration took place under the pavilion and included music from the University of Rochester YellowJackets as well as a visit from Santa. The Greece Public Library distributed over 500 books to children that were present enjoying the crafts, games and the popular inflatable snow globe after the tree lighting ceremony. This was a great evening for families to take time out from a busy holiday season to enjoy some family time. The Town Board and I are always proud to recognize the young men who have achieved the rank of Eagle Scout. Not a month goes by that we haven’t acknowledged their hard work and dedication at a Town Board Meeting. In December, we acknowledged our first Girl Scout, Karlee Auld, who achieved the gold award ranking status. Congratulations again, Karlee! I recently had the privilege of spending an evening with a young Girl Scout troop in the community. It was great to speak with these young girls who are working on their local government badge. They had some excellent questions about what a councilwoman means and my role in Town government. Assisting them with this badge reminded me of the days when my girls were Girl Councilwoman Diana Christodaro and members of Scouts. I thoroughly enjoyed spending time with them. Thank you to everyone who participated in the Town of Greece Giving Tree Project this year! This project provided an opportunity for community members to help families in need during the holiday season by donating specific items that were listed on the tree “Ornament Tags.” At the conclusion of the project, the donated items were given to Mission Share Outreach of Greece, NY, which is a collaborative effort of 13 local churches that serve those in need year-round. “I have witnessed time and again how truly caring the Greece Community is. A message from Chief Patrick Phelan “With great power comes great responsibility.” This quote has been attributed to several people over the course of history. Regardless of who said it first, it is a very true statement. Social media is a wonderful tool. It can be used to keep in touch with family and old friends far away. It can be used to share moments of joy, success, and accomplishment with those we love. Social media can be used by organizations to communicate information with large audiences quickly. Social media has become a way of life today and is used by everyone from our grandparents to our children. Social media is also a powerful tool, and with great power comes great responsibility. Policing in the age of social media is very challenging. Information travels fast. Sometimes that information is true, sometimes it is not true, sometimes it is partially true. When using a social media platform you are responsible for what you post. That is a great responsibility. Posting information about public safety that is not confirmed can be irresponsible. A rumor is a rumor, whether it is around the water cooler or on Facebook. In the past, if a citizen had a concern about public 10 safety, they would call the police and let us investigate. Today, we post the public safety rumor on social media and call it a day. Posting rumors about public safety matters is the modern-day equivalent of yelling “fire” in a crowded movie house. Please be responsible with the material that you post on social media. We were also recently reminded of the social media dangers faced by our children. Parents have a tremendous challenge protecting our children from the many pitfalls of social media and electronic communication. It is important to talk to our children about the dangers of social media and help them to make good decisions. Consider what age to start letting your children use social media and placing some simple parameters on the use of social media. For instance, show mom or dad what you intend to post before you post it and get permission, especially if it is an image. Kids can still make a bad decision even with the world’s greatest parenting, but if we put forth the effort we maximize the odds of our children making good decisions. As I write this, Officer Gatson is completing the classroom portion of the police academy and is almost ready to start field training. You will see her on the streets soon. Finally, as always, please remember to lock your car doors, sheds, and garages. A locked door is more effective than any security camera. Make it part of your routine to lock up before you go to bed at night. Greece Police Mission Statement We will strive to be highly motivated, highly trained, and highly competent. COMMUNITY RECOGNITIONS “Since I took office, Karlee Auld is the first young woman I have had the honor of recognizing for achieving Gold Award in her local Girl Scout Troop. Very few complete all of the requirements needed to achieve this status, as it involves a great deal of planning and effort towards a community project. Karlee achieved Gold Award for her efforts towards a project to create care packages to send to troops overseas and to also educate elementary children on the jobs that soldiers perform. Thank you, Karlee, for your dedication towards such a worthy project. The Town of Greece is proud of all you have accomplished!”— Supervisor Bill Reilich “Congratulations to Timothy Morris of Troop Number 48 on his recent achievement of Eagle Scout Ranking. In order to complete his Eagle Scout project, Tim gathered a team of volunteers to design and build a GaGa Pit on the grounds of Northstar Christian Academy. GaGa Ball is a physical activity that incorporates agility, dodging, jumping, and striking. Thank you for your efforts towards a project that will be enjoyed by all students at Northstar Christian Academy!” — Supervisor Bill Reilich “Congratulations to Bailey Sykes of Troop Number 195 on his recent achievement of Eagle Scout Ranking. Bailey installed 3 cedar benches in the Natural Burial section of Ascension Garden Cemetery, which was a project that took over 250 hours to complete. A Butterfly Release Event in honor of First Responders was being held the day the benches were installed, and the people in attendance were able to enjoy the benches after the event. Thank you for your dedication to a project that will be enjoyed by all who visit 11 their loved ones at the cemetery!” — Supervisor Bill Reilich “I had the privilege of presenting proclamations and medals to 2 brothers who recently achieved the rank of Eagle Scout in Troop Number 92. Liam Ewell attained Eagle Scout Ranking through his efforts in building 8 convertible picnic tables which fold into benches for Ogden Presbyterian Church in Spencerport, New York. Liam worked with a trustee from the church who was a retired Kodak Engineer to detail the plan. He also raised over $1,500 to purchase the needed materials and lead a group of Scouts and adults in the assembly process. Quinn Ewell attained Eagle Scout Ranking through a project he completed at the Monroe County Seneca Park Zoo through making significant improvements to the area between the parking lot and the converted rail trail leading to the Zoo. In order to complete this project, Quinn removed the abandoned cement railway poles, over 100’ of chain link fencing and steel supports, all trash throughout the area, and contacted multiple contractors in the community to cut the steel and cement poles into moveable sections for the removal. This intensive project spanned 16 months due to the multiple work phases.” — Supervisor Bill Reilich “Congratulations to Jacob Biel of Scout Troop Number 197 on his achievement of Eagle Scout Ranking through his efforts in repairing the fences and replenishing new mulch on the playground at Frisbee Hill Park in the Town of Greece. Congratulations to Alexander DeHoney of Scout Troop Number 48 on his achievement of Eagle Scout Ranking through a project in constructing eight library book returns to be placed in the Greece Middle and High Schools. Congratulations to Deven Ebertz of Scout Troop Number 195 on his achievement of Eagle Scout Ranking through his hard work in constructing an “Armed Services Commemorative Commons” at the main entrance of Greece Arcadia High School which is dedicated to the alumni who have served our country.” — Supervisor Bill Reilich

Did You Know? 13 In 2016, Gordian Group reached out to the Town of Greece with a proposal for the Town to sponsor a bid for Job Order Contracting. It was a new approach to small construction projects that might need to get done quickly and without a lot of hassle. The idea was to pre-bid labor and materials such that any project could be pieced together using prices from a job catalog created from the bid. Seeing the potential for solving one of the most cumbersome procedures any town can face when handling construction projects, Supervisor Reilich worked with Gordian Group to not only sponsor bids within Monroe County, but to sponsor the bid across all of New York State, except areas that are not part of our community district and whose uniform contracts are separate. This is the same practice that has normally been used when municipalities use the NYS Bid List for purchases. What ezIQC does is to establish cost catalogues for virtually any labor or materials that might be needed for a modest construction job. This can be simple jobs like replacing a boiler, installing a roof, or more complex jobs like bridge rehabilitation. The Town sponsored the bids in 17 regions across the state, though initially a lot of the set-up time was necessary for uses of all projects factored in. This required a bit of work by the Town Clerk, but factored into the price is a 1% administrative fee for the Town’s involvement in the bid. Jobs can be started and completed very quickly, and often at a lower net cost than if the job were bid out conventionally. Below are some examples of jobs that utilized the bidding process: Albany County needed renovations for their mental health facility. They bid it out under the old method and the bids came in over $100,000, well beyond their budget. They turned to ezIQC rather than rebid. After meeting with Gordian and the contractor, the project was cost out at just under $38,000. Major savings in money and time. Irondequoit needed to renovate its cabins at Camp Eastman. The project had to be completed between summer camp and the annual Oktoberfest. Not only was the window to complete the task short, but the job was not as simple as it may seem. Using ezIQC, any issues discovered were handled under the cost catalogues as the prices were pre-bid and firm. There was no issue of rebid or seeking authorization. Turning to Greece’s ezIQC was a wise decision by Irondequoit. The job was completed in a timely manner with no disruption to any event. Job needed, job done. All told, to date more than $800,000 in work has been engaged. That 1% fee has brought in over $8,000 in revenue. This is another way we think outside the box when it comes to saving taxpayer money. And that’s just the start. The program is accelerating in its use. As more municipalities become aware of the availability of the program, the Town stands to gain more revenue. Given the current trend, we expect to more than exceed this amount in 2019 and hope that it will double in each of the next few years.
Department of Public Works 2019 Brush Collection and “Give-Back” Programs Brush Collection Instructions and Schedule The Town offers residential brush collection on a year-round basis, and will follow the schedule shown on the accompanying map. Trees, brush, and stumps generated from lot clearing and commercial enterprises will not be picked up. The Town also permits residents to dispose of their residential brush at the Yard Waste Management Facility, 635 Flynn Rd, Monday-Friday 8:00 AM – 3:00 PM; Saturday-Sunday, 8:30 AM – 3:00 PM. When putting out brush for collection, please follow the following procedures:: Please have all brush at curbside by Monday morning of your scheduled week. This will help ensure that your brush will be picked up during your scheduled week. • Cut all brush, limbs, or trees to a length no greater than 4'. • Tree stumps “may” be picked up if they are reasonably free of dirt and rocks. • Do not mix any metal, rocks, dirt, lumber, concrete, or foreign debris in with the brush. • Do not pile brush under overhead wires of any kind and keep all brush piles away from telephone poles, fire hydrants, guide wires, low tree limbs, plants, and 14 guiderails. • Do not place yard debris and/or brush in, or near, waterways and ponds. • Place the material parallel to the road neatly and uniformly so as not to block the road, sidewalk, or another property. • Do not place yard debris in plastic bags. Wood Chip/Compost Material “Give-Back” Program Greece residents may obtain compost and/or wood chips in one of two ways. Both materials are available free of charge in unlimited quantities and can be picked up at the Town of Greece Transfer Station, 635 Flynn Road, Monday-Friday from 8:00 AM – 3:00 PM, Saturday and Sundays from 8:30 AM – 3:00 PM. In addition, Town DPW employees will deliver both materials to our residents. The cost per delivery is $50 per load. This delivery price, which is below market value, helps with fuel, equipment, and labor costs. Again, residents may pick up these materials at the transfer station for free. If you would like to have these materials delivered to your home, please complete the form found on our website (www.greeceny.gov) and bring it with your payment to the Town Clerk’s Office located in the Service Mall entrance of Greece Town Hall, One Vince Tofany Boulevard. Or, you may mail in your form and payment (check only) to the Clerk’s Office.

Special guests Rochester-based A Capella group U of R YellowJackets joined us for the ceremony portion of the event and treated the crowd a fantastic performance. After the ceremony, children had a chance to visit Santa and receive a treat from him: a Christmas ornament filled with candy! The Community Center was filled with fun activities for families, including face painting, a giant inflatable snow-globe, games, Rockin’ Rick DJ, crafts, free books from the Library, free coffee from Starbucks, cotton candy, and hot chocolate!
