WCO – Safe framework of standars The World Customs Organization (WCO) has developed a strategy called SAFE Framework of standards, to secure the flow of goods through the supply chain and AEOs, in order not to disrupt the flow of operations and to facilitate legitimate trade between countries. Standard 3 of the WCO SAFE is looking at the non- intrusive-inspection (NII) equipment, particularly X-ray or gamma ray equipment, in order to help meet their objectives by increasing efficiency in Customs controls. 10/07/2017 www.flytechnologies.eu 2
Benefit for AEOs AEO is the Authorized A reduced data set for cargo release; Economic Operators who meet criteria specified by Expedited processing and release of shipments; the Customs, that should reasonably expect to participate in simplified Minimum number of cargo security physical inspections; and rapid release procedures on the Reduction of certain fees or charges in good standing; provision of minimum information. Benefit for ports The equipment requires a large capital outlay and the process of introducing it, from conception through to operation, impacts on both control and Then, witch intelligence sectors and may entail benefits for changes to Departmental ports? infrastructure and procedures. 10/07/2017 www.flytechnologies.eu 4
Public-private-partnership, a business case The presentation characterizes a preliminary cost-benefit analysis to qualify a real business case of a PPP, between a private investor and a port authority. The case is centered around the provision of a set of new scanner to one medium see or land-port Target is 100% shipment inspections on ports by 2024, through a dual inspection model and a constant return of investment with positive cash flow Improvement of the total supply chain security and port area security 10/07/2017 www.flytechnologies.eu 5
