Sun Prairie Stronger Together: A guide to reopening City of Sun Prairie, Wisconsin Last updated: June 2, 2020
Background Throughout the COVID-19 crisis, city staff have embraced their mission and continued to operate and deliver essential services to the community. Now, the City is expanding that strategy by making preparations for a phased reopening of its facilities to the public. Following the Wisconsin Supreme Court’s decision to invalidate the statewide Safer at Home order on May 13, 2020, Public Health Madison & Dane County issued a local Dane County order that incorporated elements of the Safer at Home order through Tuesday, May 26, 2020. On May 18, 2020, Public Health Madison & Dane County released the Forward Dane plan outlining the phased reopening of Dane County during the COVID-19 pandemic. Local Implementation Sun Prairie's reopening strategy was initially drafted to complement the Governor's Badger Bounce Back plan. Forward Dane continues to take a phased approach to reopening, allowing the Sun Prairie Stronger Together plan to remain in alignment with the county. The goals of Forward Dane are to: • Reduce the number of people who contract COVID-19 • Reduce the number of people who die from COVID-19 The health and safety of our community and staff remain our top priority and we remain committed to opening our facilities and resuming programming when it is safe to do so. Throughout the reopening strategy, we will continue to follow guidance from our public health partners at Public Health Madison & Dane County, Department of Health Services and CDC. Why a Phased Approach Public Health Madison & Dane County and the City of Sun Prairie recognize that certain areas and activities are inherently more prone to the transmission of COVID-19. A phased approach minimizes the risk of exposure to the greatest extent possible to support a safe and successful reopening strategy. Sun Prairie’s approach to reopening is broken into three phases. Each phase is designed to have flexibility in the case of relapse and to ensure metrics and mitigation measures are met prior to moving to a new phase. Phases and the activities listed in each phase will remain fluid and subject to change to ensure we remain responsive to the ever-changing dynamics related to COVID-19 and will follow the direction of public health. We will update our plan as new guidelines and information evolves. The City of Sun Prairie’s decision about when to move to the next phase will be informed by the benchmarks used in the Forward Dane plan of a phased reopening which can be accessed here: https://publichealthmdc.com/documents/Forward_Dane.pdf. Per the Forward Dane plan, the following data metrics will be assessed to move through reopening phases: • If all metrics are at least yellow, move to Phase 1. • Assess at 14 days after implementation of Phase 1. o If more than half of metrics are green and epidemiology criteria are not red, move to Phase 2. o If criteria are not met after 14 days, assess regularly until criteria are met. • Assess at 14 days after implementation of Phase 2. o If more than half the metrics in Dane County are green, and no metrics in Dane County or the Southern Region are red, move to Phase 3. o If criteria are not met after 14 days, assess regularly until criteria are met. • Continue in Phase 3 until widespread protections are available. • Data snapshot and Forward Dane data can be accessed here: https://publichealthmdc.com/coronavirus/data. General Guidelines We need your help to ensure our phased reopening strategy is successful. Please help us and each other by continuing to follow these general guidelines throughout all phases: • Practice physical distancing, try to maintain 6 feet of distance whenever possible. • Per the CDC recommendation, wear a face covering, if you are able, when in public settings where other physical distancing measures are difficult to maintain. • Practice proper handwashing. Wash your hands with soap and water for 20 seconds. • Cover your cough or sneeze with a tissue or into an elbow. • Regularly clean and disinfect high-touch objects and surfaces. • Stay home when sick. You will be able to continue accessing city services online throughout the phases. Should you choose to do business at a city facility upon its reopening, please be assured the following mitigation measures will be in place prior to the reopening of city facilities: • Plexiglass dividers will be present at all public facing counters. • Social distancing measures will be in place to limit the number of people in facilities. • Hand sanitizer will be available at all locations. • City staff have increased the frequency of cleaning and disinfecting high touch objects and surfaces. • City staff are being encouraged to wear face coverings throughout the reopening strategy. • Flexible schedules and remote work to maintain social distancing measures for staff. With the best interest of community health in mind, the reopening of specific activities, programming and facilities as outlined in this plan are subject to change. Phased Reopening Plan Prepare for Safe Reopen During this phase, low contact recreational activities are open to the public. This includes tennis, and pickle ball courts for singles play. The dog park will reopen to the public. Contact or team sports are only allowed with household members. See posted signage for rules of play. City facilities remain closed to the public and accessible online at: https://cityofsunprairie.com/covid19. Phase 1 Phase 1 of the City’s reopening will take place when Public Health Madison & Dane County has announced we have reached the metrics to move into Phase 1 of the Forward Dane plan. Indoor mass gatherings of up to 50 people will be allowed in public venues and 50 people maximum are allowed in outdoor mass gatherings. City meetings will continue to meet virtually. All public courts and fields are open. Physical distancing between individuals not from the same household or living unit must be maintained at all times. No group play is allowed. During this phase, city hall will open to the public to conduct business with the Clerk’s Office. The police department windows at Station 1 and Station 2 will also be open to conduct business. All other city services, including Building Inspection and Planning will remain accessible online at: https://cityofsunprairie.com/covid19.
