Stats NZ Output Plan 2017/18 About this plan Stats NZ Output Plan 2017/18 . These commitments are focused on delivering the priorities agreed with the Minister of Statistics and will be measured through the achievement of milestones and targets. It is a key accountability document for Stats NZ. activities with milestones and performance measures (appropriation measures) This output plan is publically available on our website and will be one of the documents we report against in our 2017/18 Annual Report. A number of internal plans, focused on achieving our 2017/18 results outlined in this document, support this plan, including the 2017/18 Organisational Plan. Plan overview Scope The information in this output plan is consistent with Vote Statistics Estimates of Appropriations 2017/18 (Appendix 1) and Vote Statistics Strategic Intentions 2016-20 (incorporated into the 2015/16 Annual Report). The term of this plan is one year, from 1 July 2017 to 30 June 2018, and includes: Key initiatives related to the Ministerial priorities and any monitoring milestone agreed with central agencies Outputs purchased by the Minister of Statistics through parliamentary appropriation . Statutory independence of the Government Statistician The Government Statistician is accountable to the Minister of Statistics for the delivery of outputs specified in this plan. Section 15 of the Statistics Act 1975 gives the Government Statistician sole responsibility for: Deciding the procedures and methods employed in providing the statistics produced, or to be produced, by Stats NZ Deciding the extent, form, and timing of publishing those statistics. This statutory independence includes any decisions to not publish particular statistics on the grounds of their inadequacy for the purpose they would be used for. Notwithstanding this statutory independence, the Government Statistician, as Chief Executive of Stats NZ, is responsible to the Minister of Statistics for carrying out the function and duties of Stats NZ, for tendering advice to the Minister, and the general conduct, and efficient, effective, economical management of the activities of the Department, as set out in the State Sector Act 1988. 4
Stats NZ Output Plan 2017/18 Procedures for amendment This output plan may be amended by the Government Statistician and the Minister of Statistics at any time during its term. The form and timing of publications specified here may be amended should the Government Statistician decide to exercise her statutory independence in those matters, as described above. Each amendment shall be documented in a report to the Minister of Statistics and changes in statistical releases (http://www.stats.govt.nz/about_us/news_and_events/release-calendar.aspx). Reporting The Government Statistician will report to the Minister of Statistics on performance against this output plan through a quarterly strategic monitoring report. This report will contain: Performance measurement information collected against the measures and initiatives in this plan Progress against any performance measures agreed with central agencies. Each quarterly strategic monitoring report will be given to the Minister of Statistics within one nd. If there is any significant failure to achieve the agreed performance standards, the Government Statistician will provide, in the quarterly strategic monitoring report, an explanation of the failure, and a description of corrective action undertaken or proposed. Output delivery performance against this plan is monitored by the Office of the Auditor-General as an assurance that output categories have been delivered as set out in Vote Statistics Estimates of Appropriations 2017/18. However, performance against this plan itself will not be audited. Stats NZ Output Plan 2017/18 Stats NZ at a glance Overview of the Vote Statistics and appropriations Each year, the government purchases the delivery of three key things from Stats NZ: Release of official statistics Census Data services for the nation (eg. IDI). In 2017/18, the Minister of Statistics is responsible for appropriations in Vote Statistics covering the following: A total of nearly $52 million for the delivery of data and statistical information services relating to business and the economy A total of nearly $49 million for the 2018 Census of Population and Dwellings A total of just under $42 million for the delivery of data and statistical information services relating to population, environment, household economics, social conditions, and the labour market A total of just under $28 million for system leadership for data and analytics across the public sector, oversight of the Integrated Data Infrastructure (IDI), statistical and data management advice and the operation of access channels A total of $10 million for departmental capital expenditure A total of nearly $4 million for Services to Other Agencies including lead agency in the Christchurch and Wellington co-location of Crown Agencies A total of nearly $2 million for the Data Futures Partnership to lead the development of innovative solutions to data-use problems in New Zealand. Overview of the Stats NZ strategic direction Our current strategic direction was first fully articulated in our 2016-20 Four Year Plan and is reflected in our 2016-20 Strategic Intentions, presented with our 2015/16 Annual Report. It describes our journey of who we want to be, and how we are going to get there. 6
Stats NZ Output Plan 2017/18 Overview of delivery and accountability details in this plan Two mechanisms are used in this plan to track Stats NZ performance against delivery of critical statistics, Census and data services. The first are enduring performance framework measures linked to the delivery of value, our roles and core offerings in the strategic direction. All of the measures in our appropriations are reflected in this plan. The second are key activities to achieve annual results. Milestones are provided for each key activity and will be reported against in the quarterly report to the Minister. The plan is organised by Ministers Priorities, and all measures and activities are associated with one priority. An overview of the key activities and results is provided on the following page. 7

Stats NZ Output Plan 2017/18 Ministerial priorities, key activities and measures This section outlines the activities and measures that form the content of the output plan. Quarterly reporting will report against milestones and targets identified in the following tables for each of the Ministerial priorities. Priority 1: leadership and stewardship Play a leadership and stewardship role as the centre of government excellence in the New Zealand data ecosystem Description The intention of this priority is to provide enduring cohesion to the public data ecosystem. Stats NZ will steward and help key public sector data assets now and for the future. We will provide leadership by collaborating and partnering across the system, drawing on existing networks of data stewards and expertise, to anticipate needs for and facilitate development of a responsive and sustainable data system. Barriers will be removed and transaction costs associated with data and analytics reduced, ensuring others can deliver. We will support existing initiatives and help scale them for system use and impact. When this priority is achieved, Stats NZ will have helped realise the potential of public sector data, enabling it to be used to improve outcomes for New Zealand. As Government Chief Data Steward, the Stats NZ Chief Executive has responsibility for the provision of data architecture, including technical data standards, and infrastructure across the government data system, with a priority focus on the economic and natural resource sectors. Stats NZ Output Plan 2017/18 Priority 2: Customer centricity, partnership and intermediaries Relates to Min : Enable customers, including decision-makers, to maximise the value of existing data Partner and work with the private and non-government sector to explore opportunities to create additional value from data, and improve service delivery Description This priority is about Stats NZ being customer centric in order to meet the needs of our customers. We want to create an environment where we are continually engaged with our customers, partners, stakeholders and suppliers and understand their context. This will create customer-defined statistical relevance, focused on the maintenance and prioritisation of statistics for critical decision- making. We will utilise outside in and co-design approaches to develop and deliver our services. When we have achieved this priority, involving customers at all stages of design, delivery and development will be the norm. We will have a clear entranceway for customers and will be agile and adaptive to new customer needs and opportunities, delivering on what we know customers want. Our key activities are either in response to customer demand, or designed to improve our customer centricity. Stats NZ Output Plan 2017/18 Priority 3: Data Focus Experiment, test, and adopt innovative ways in which data is derived, collected, analysed, provided, and communicated to improve effectiveness and efficiency. Description This priority is about data accessibility and management to support the delivery of our data services core offering and to benefit the data ecosystem. When this priority is delivered, data will be perceived as a strategic asset rather than as a disposable commodity. Increasingly, we will work copies of slightly different versions of data sets. The achievement of this priority will enable us to realise our strategic delivery model, unleashing data at any stage of the model and enabling a tenfold increase in the value of data across the data ecosystem by 2030. Stats NZ Output Plan 2017/18 Priority 4: Organisational efficiency and effectiveness Ensure Stats NZ is positioned to enable New Zealand to unleash the power of data to change lives Description This strategic priority focuses on continually refreshing and redesigning the way we work to deliver the best possible data outcomes to the data ecosystem and New Zealand. When we have achieved this priority, our processes will be best practice. We will use technology as an enabler for what we do and will sustainable financial management. We will have people with the right capabilities in the right roles for what we need to do. Our physical environment will support our culture and how we want to work. Stats NZ Output Plan 2017/18 Appendix 1: Description of Vote Statistics 2017/18 Appropriations Overview of the Vote The Minister of Statistics is responsible for appropriations in Vote Statistics for the 2017/18 financial year covering the following: A total of nearly $52 million for the delivery of data and statistical information services relating to business and the economy. A total of nearly $49 million for the 2018 Census of Population and Dwellings. A total of just under $42 million for the delivery of data and statistical information services relating to population, environment, household economics, social conditions, and the labour market. A total of just under $28 million for system leadership for data and analytics across the public sector, oversight of the Integrated Data Infrastructure (IDI), statistical and data management advice and the operation of access channels. A total of nearly $2 million for the Data Futures Partnership to lead the development of innovative solutions to data-use problems in New Zealand. 2018 Census of Population and Dwellings (M67) This appropriation is limited to conducting the 2018 Census, and the administration and management of the on-going census programme, as required under the Statistics Act 1975. Commences: 01 July 2014 Expires: 30 June 2019 This appropriation is intended to achieve the management and conduct of New Zealand's 2018 Census of Population and Dwellings. Data Futures Partnership (M67) This appropriation is limited to enabling the activities of the Data Futures Partnership. This appropriation is intended to achieve the continued support of the independent, cross-sector Data Futures Partnership to ensure New Zealand's data is used effectively to create social and economic value for all New Zealanders. 16
Stats NZ Output Plan 2017/18 Services to Other Agencies RDA (M67) This appropriation is limited to the provision of services by Statistics New Zealand to other agencies, where those services are not within the scope of another departmental output expense appropriation in Vote Statistics. This appropriation is intended to achieve the provision of shared services with other government agencies for the efficient and effective management of the Crown estate, such as the provision of shared accommodation in Christchurch and Wellington. Statistics New Zealand - Capital Expenditure PLA (M67) This appropriation is limited to the purchase or development of assets by and for the use of the Statistics New Zealand, as authorised by section 24(1) of the Public Finance Act 1989. This appropriation is intended to invest in the renewal, upgrade and redesign of assets that support the delivery of Statistics New Zealand's services. This also includes the delivery of the 2018 Census. Official Statistics (M67) The overarching purpose of this appropriation is to ensure the availability and promoting the use of the highest priority data and official statistical information to add value to decision making. Economic and Business Data and Statistical Information Services This category is limited to the delivery of data and statistical information services relating to business and the economy. Population, Social and Labour Market Data and Statistical Information Services This category is limited to delivery of data and statistical information services relating to the population, environment, household economics, social conditions, and the labour market. Stewardship of Government Data and Statistical Activities This category is limited to coordination of statistical and data services for government, through leadership of the OSS, oversight of the IDI, liaison with partners and customers, provision of ministerial services, statistical and data management advice, and the operation of access channels. This appropriation is intended to achieve the outcome of empowering decision makers by adding value to New Zealand's most important data. 17
