INTRODUCTION AND BACKGROUND 3 5th (G-CET) report on COVID-19 reveals the national government communication performance on the Coronavirus Disease 2019 (COVID-19) pandemic from 01 April to 30 June 2021 (91 days of lockdown levels 1, 2, 3 & 4). 30/32 national departments submitted their inputs. Other spheres of government (Provincial & Local) will be included as the G-CET unfolds. Analysis is based on two parts: Platform Use (Part A), and Platform Performance (Part B). 23 Findings Against rising weekly infections, a weekly average of more than 995 communication outputs was observed. There was also an average of 50% Departments using all identified platforms. While appreciating target-setting on several indicators, a significant number of achievements were against zero targets. Though budget constraints resulted in poor marketing and advertising performance, departments creatively used other marketing and advertising platforms outside the scope of the G-CET. Five (33%) platforms/functions (YouTube, Media Briefings, Opinion Piece, Marketing and Advertising – TV/Radio) had less than 50% of Departments using them for information dissemination. Low output levels in some departments is partly attributed to a shift-away from communicating COVID-19 as a priority campaign. Research confirms that COVID-19 messages (particularly on vaccination) have had a favourable impact on the ground. G-CET Report on Covid 19 _ 01 APR to 30 JUN 2021
Recommendations 24 To ensure consistency or sustained communication output and impact; Departments need to plan against previous performance. Benchmarking/target- setting on performance will help improve output performance. Though all platforms should be maximised, there’s a specific need for heightened communication on social media, media engagement and community outreach for increased public awareness and buy-in. While communication budget should always be allocated at 1 to 5% of the overall departmental budget, departments should continue to creatively seek alternative platforms for maximum impact. Elaborately infusing COVID-19 messages in other departmental communication campaigns/activities will enhance COVID-19 messaging impact. Sustained government research will assist in determining communication impact and intervention. This report be presented at Fosad and Cabinet.
