1. Introduction This report summarises community consultation on the draft concept plan for development at Stanley Street Reserve, Glengowrie. The playground at the reserve was installed in 1995 and facilities include a multistation playground, slide, swings, seesaw, a tennis court, picnic tables, a barbeque and seating. Stanley Street Reserve playground has reached its useful life expectancy and is in need of an upgrade. Lighting across all reserves will be audited in the new financial year. A program to change to LED lights and plans to add additional lighting will be considered following the audit. 2. Consultation Program Engagement occurred to inform community members of the draft concept plan for Stanley Street Reserve and to seek their feedback on the design. The consultation survey was open for 3 weeks from 29 April 2020 to 20 May 2020. The survey was made available online at makingmarion.com.au/stanley-street-reserve Residents were informed about the survey in the following ways: • Flyer - A hard copy postcard was delivered to approximately 840 households within roughly 400m2 radius of the reserve outlining the period of consultation. • Onsite sign - An onsite sign was installed at the reserve promoting the Making Marion link and consultation deadline. • Social Media - Social media posts were placed on the City of Marion Facebook page. The details are: o An unpaid post went out on 11 May reaching approximately 9,222 people with 116 likes, 71 comments and 10 shares. o A paid post went out on 14 May at a cost of $92 to reach those located within 1km of the reserve (this is the smallest size to select). Reaching approximately 6,500 people. This paid promotion was a necessary step to aid consultation awareness and uptake due to coronavirus restrictions (Covid-19). • Onsite consultation was not held due to mandatory Federal government health restrictions for the coronavirus (Covid-19). Increased social media measures were used, including paid promotion, to ensure awareness whilst following strict public gathering measures. 3. Consultation Overview Residents were invited to provide feedback on the draft concept plan for Stanley Street Reserve through the online survey and quick poll tools via Making Marion. In total, during this 3-week consultation period Council received: • 51 electronic votes via the Making Marion quick poll • 60 electronic responses to the Making Marion survey • 2 emails via the generic Council email addresses (ElectronicMail@marion.sa.gov.au and Council@marion.sa.gov.au). Both have been noted. A full summary of all responses to each survey question, poll results and customer event feedback is provided within this report. Responses have been listed as worded by the respondent. For privacy reasons, respondents’ details have not been included. Page | 2
4. Consultation Findings Overall, the draft concept plan for Stanley Street Reserve received positive comments and constructive feedback. In summary: • A total of 560 visits were recorded to the project’s Making Marion web page where residents could access the Draft Concept Plan and postcard. Engagement tools included the quick poll system and the survey tool. • 51 responses to the quick poll were received. • 60 responses to the survey were received. • Please see below for the results of this survey. A hard copy of the survey can be found in Attachment 1. 5. Summary of feedback received Refer to Attachment 3 for a summary of the feedback received. The table attached identifies some of the concerns and items raised regarding the playground upgrade and how the feedback was considered when finalising the concept design. Quick Poll Results Summary of results: A significant majority of residents (90%) are in support of the concept plan. The feedback is positive and shows enthusiasm about the design being constructed. Those unsure or unsatisfied with the plan mostly represent respondents with children in younger age groups. This has been mitigated with younger playground options being catered to in the revised final design. Other elements indicate the need for an education piece to residents of what is achievable within neighbourhood playground service levels and budgets. Resolutions on equipment and facility requests are detailed in the design response table. Page | 3
SURVEY RESULTS Q1 What do you intend to use the upgraded reserve for? Summary of results: Most residents (51 people) plan to use the playground. Two-thirds of the respondents (35 people) intend to use the site for kick about games and nature play. Half of the respondents (28 people) plan to use the reserve for picnics, along with general recreation and exercise (27 people). Dog walking received the lowest number of votes (19 people) 3 on 3 basketball (20 people), and relaxation/being amongst nature (22 people). Overall, people place the most value on playground use for this reserve. Many indicate a preference for green open space for kick about games. Picnic facilities will allow residents to extend their stay. Page | 4
Q2. Other • If outdoor exercise equipment were installed would be used on our walks in the neighbourhood (sic). • Soccer goals pleaseeeee (sic) • Note this park was always great for younger children ;the proposed scheme seems to change this ,I have grandchildren noted below and live 3 blocks away • Taking the grandchildren to play • Public toilet Fenced in play equipment for younger kids • Kids very excited about the basketball court • Tenis, (sic) BBQ • May consider joining tennis club, and use of the reserve facilities will make membership more attractive Summary of results: These comments reference some grandchildren who would use the site. Examples of other sports facilities include tennis courts, soccer goals, outdoor exercise equipment and basketball. Toilets, fencing and a barbeque facilities were mentioned. Page | 5
Q3 If you have young children, what are their age groups? Summary of results: Children aged 0-3 years old (27 children) are the biggest demographic for this reserve. Half of the residents have children aged 3-5 years old (25 children) and 5-12 years old (22 children). Children aged 12 and over are the lowest age group demographic for this site. This reserve reflects a strong need for baby and toddler equipment. The second-largest site users will be kids of primary school age. The equipment selected must meet this need. Page | 6
Q4. Help us design a custom play piece. Select your top 3 favourite items for the play structure. 1 = Favourite play element. 3 = 3rd best play element Summary of results: A tunnel slide is the most popular play piece. A climbing net and an open slide are the next most popular items. The least preferred play pieces are a talk tube and a fireman’s pole. Q5. Other • The talk tube may get blocked by sand or rubbish as I have seen in other playgrounds • Nature play • A ninja warrior type of playground equipment is popular with my grandchildren,climbing,swings,challenges all on softfall (sic) • Flying fox • In keeping with nature play, colours to be reflective of this • A seesaw or an in-ground trampoline. • Tunnels under a mount (sic) of grass • Would absolutely love a bmx track!! • 2 sets of swings. 2 baby swings side by side. A lot of parents have a toddler and a baby. Both need baby seat. • Set in ground mini trampolines • flying fox = 3 • Swings - single ones • Sandpits • Sand and water area like Angus Neill Reserver – (sic)ground level trampolines (like glenelg foreshore) - pump bike track for kids younger than 6 - fenced in • please to stop kids/dogs leaving the park (sic) Comments summary: Swings, sandpits and nature play are some of the suggestions presented. A flying fox and BMX track, whilst they are great ideas, are untenable from a cost model point of view for neighbourhood level playgrounds. It appears talk tubes can be blocked which should be monitored at other sites. Fencing options could be investigated. The final design will consider where elements of sand and nature play can be incorporated. A swing has been included in the current design. Page | 7
Q6. Tell us what type of swing you prefer. Summary of results: A majority of residents (54.5%) prefer a traditional swing. The remainder (45.5%) have voted for a standard basket swing. Page | 8
Q7. Tell us what type of spinner you prefer. Summary of results: Most residents prefer the carousel (62.3%) with a third (37.7%) choosing the mushroom as the favourite spinner play element. Page | 9
Q8. Are you happy for the existing wooden post and rail boundary to be removed and replaced with a garden bed? (Corner of Rosslyn Street and Livingstone Street). Summary of results: An overwhelming majority (78%) of residents want the wooden post fence removed in place of a garden bed. A tenth (8.5%) would not like it removed, the rest are unsure (13.6%). Q9. Do you support installing a community notice board at the reserve? Summary of results: A large majority (76.3%) of residents support the addition of a community notice board at the reserve. Of the remaining quarter, most vote no (16.9%) followed by unsure (6.8%) Page | 11
Q10. Overall, how satisfied are you with the proposed design? Summary of results: Most residents (91.6%) are supportive of the proposed design. This figure is a combined total of very satisfied (33.3%) and satisfied (58.3%). Less than a tenth are dissatisfied (6.7%) and very dissatisfied (1.7%). Young age groups for play equipment and additional sports equipment beyond the existing budget account for this dissatisfaction. Both items have been addressed in the design response table. Q11. Please tell us why? • Looks like it caters for different age group which is wonderful for grandchildren • Tunnel slide needs to be functional/decent height and not twisted so children do not bang into the side Needs to suit all ages Lots of climbing • Need an upgrade but believe some outdoor exercise equipment similar to what City of Cockburn Perth WA has installed. This has been a long time coming! My kids are now 6 & 8 we cannot wait to have a new playground that can offer so much more than the current one! Page | 12
• With the increase of residents in the immediate area, the Reserve is well overdue for an upgrade which will suit all residents/families for many years to come. Bath Street reserve is enjoyable as it also has tennis courts and play equipment but also maintains a nice enclosed lawn area in which owners can allow pets to run around and play also. • As a mother of 2 young children the nature play elements and interactive equipment would be very beneficial. • Great upgrade! Very much overdue! • I would love to have a park this good so close. • It is not clear enough,( at that scale it is hard to read)be careful going too close to those large gums,they drop branches, the bike racks are in a silly spot • I love the range of activities it will offer - basketball, tennis, soccer and cricket! Plus a playground. Also - shade is definitely needed - the playground at the moment gets way too hot in the summer and the slide faces west so is burning hot in the summer afternoons and is unusable. I see placement of the shade at the moment will help with this but ideally any slide should face East so it only gets morning sun. • Very excited about the proposed design! • It will be an improvement on what is there, with a combination of nature play and traditional playground equipment. Kids are excited about prospect of a bee hotel. • Toilets would be very useful and make the reserve be used to the full because people don’t have to stay for a short time and rush home • Generally looks good overall, just don't like the mushroom spinner as it will exclude quite a few children. • Great to have access from Johnstone Street, particularly if you need to get a pram in there. • It's good, but needs more for small children and maybe needs some form of separating the equipment for older kids(eg the 3x3 basketball and climbing wall) from that more suited to smaller children. The noticeboard I fear will be open to damage/graffiti etc by vandals who do tend to visit the area. • I think it looks great and because I live across the road, I will be there most days. • Please replace the existing footpath that runs along side the tennis court between the north and south sections of the park. 2 Could you provide a walking circuit around all four sides of the southern section of the park please Could you please ensure this is a dog friendly park with secure fencing so small dogs can be allowed off leash. • Key elements for all ages. I would like to see a netball goal & AFL to support an Australian play space. I appreciate there may not be space for AFL goals but something for Marion to consider (young child size) • The play equipment looks good on the whole, but there should be plans to include a toilet. Young children aren't able to stay for long at sites without a toilet, and this is always mentioned in playground reviews and blogs. Not having them will put a lot of people off. Also, have the rules for dog walkers been considered? Could dogs be restricted to the Southern side so they're not near the kids on the play equipment? • The existing playground is the only playground in my local area (5044Glengowrie) that is suitable for young toddlers. It is safe for my children to play unassisted. I am concerned that the new designs are again aimed at older children (6+). This is such a pity as having such a nice age appropriate park so local to my family was one of the selling points for buying/living in Glengowrie. Also, is this playground gated? With young toddlers aged 1.5-3 this is super important that the play space is safe not only from children running out onto the road, but also to stop dogs/off leash animals from coming into the play space • A toddler play area would be great. Something they can climb on without needing parents help to get up on to it. Not too high off the ground but still challenging enough for them to practice new skills • It looks great. Although a bike track of some sort would be a real treat! • The playground and surrounding area really needs an upgrade. We greatly support the proposal. • Ground supposed to be installed with soft materials to protect children’s safety, rather than rough mulch. More nature wooden play should be installed. Current playground has no shade anytime of the day, playground should have sun protection covered. • It would be good to have proper fencing around the playground at least similar to what is there already. Don’t think the carousel would be popular would rather the mini trampolines. • The equipment chosen is mainly for younger children I would like to see older children catered for as well. Some adventure equipment and gym items for grown ups to use for exercise. Maybe a small skate bowl as well. • Would prefer singular swings so that 2 children can use that don’t necessarily know each other. Basket swings are in lots of playgrounds in Marion not sure why. Also a range of equipment to suit a wider age range. • There seems to be a good mix of equipment for different age groups and maximizing the footprint of the site for additional spaces to encourage nature and imaginative play. Good to see a shade sail is proposed. I know the hexagonal equipment is a concept but looks fantastic and a bit different. • Provides a lot of variety of activities areas for all ages to use. Like the idea of a lawned area.Indigenous native plantings at different heights, to attract the smaller birds and animals etc. • Many nature components involved, different sections for different play • Love the nature play. • Impressive upgrade of the northern section, although I feel there is opportunity for adult-related fitness infrastructure also. I think the southern half could be more usable, subject to some changes (discussed below). • I think that the proposal could be improved by making the parking area the length of a vehicle rather than that which it is currently as it takes up a lot of area to no benefit. Reducing the depth (from road to front of parking area) would not decrease the number of vehicles that could be accommodated and the extra area could be incorporated into the play Page | 13
area - either as open area or seating or some other usage which would benefit families more than a bare area where vehicles drive through. • New play equipment and better use of the space • This is awesome and kids will love it, the only thing that Would make it better is an an Additional BBQ/cover that has sight of the playground. Need to be able to cook and watch smaller kids- Tennis courts block this. More then happy for the older kids to be out of sight playing in the open space. Public toilet would also be great. • The tennis courts should be available to city of marion residents not just members of the Stanley street tennis club. I do not think child safety has been taken fully into account. Large gim tree branches have fallen many times over the years and it is only a matter of time before a child is hurt as a result. • I reside at (details withheld) which borders the park. I am concerned by the noise of the 3 on 3 basketball court. • I am concerned at the suggestion of placing trees next to our house. We rely upon the sun coming in from the western side to warm our house and provide sunlight to our main living areas. I would ask that no trees are placed along the boundary of our house and the "trees" be kept to low level shrubs or other greenery that does not exceed our fence line. I am also against the placement of any "bee hotel" near our fence line. • I wonder if there will no longer be clear access for dog walkers between Livingstone and Stanley streets. Also wonder if the addition of a soccer goal, mean the grass area would be off limits to dogs as this is now a play area. • Cute. And nice for animals • While satisfied with the design elements, this is the only reserve in walking distance to many locals, however it's predominantly taken up by a tennis court that is locked. Why not incorporate this valuable space in the redesign? Comments summary: There is positive feedback and excitement about this playground and reserve upgrade. Respondents have indicated ages of children who would access the playground, specifically ages 8 and younger. This upgrade will provide benefit to young families and grandparents minding their grandchildren. Nature play has been mentioned more than once. There have been suggestions around the sports facilities including the tennis and basketball courts. Specifics around sports, play and facility equipment have been resolved in the design feedback table. Q12. Do you have any other comments about the upgrade at Stanley Street Reserve? If so, please list these in the comments box below. • Pleased it is happening as very close to home and great spot that is underutilised. • Smooth path incorporated around entire park for scooters/bikes • Make sure slide is not a bright colour that attracts sun as can get extremely hot in summer. Very excited to see the end result! • Great design! • Great to see shade structures incorporated in new design * Great to see irrigated lawn area on northern side (Stanley St end) but also believe irrigated lawn also needs to be on southern side near proposed cricket pitch instead of mowed weeds. * Having family members allergic to bees, recommend Community Notice Board and bee hotel be separate from each other * believe fence should be installed on southern end of Reserve to ensure young children and/or pets can remain within Reserve especially as picnic area is on southern side of tennis courts. • As a Livingstone street resident with 2 young children, I'm very pleased to see this reserve getting upgraded. My children really like elements of the Jervois Street Reserve. • Could you please think about adding a single bar and would you please be able to put 2 goals in like a soccer pitch type area. You could use pavement for the floor and make a small pitch. WOULD LOVE THAT!!! • Lots of very young children use it as it is one of the last playgrounds for young kids, but be wary of those big gums, they drop branches • We also take our dog there at the moment and so do many others so I would want it to remain a dog friendly place with dog bags, a bubbler with dog water station at the bottom and a bin provided for rubbishy and dog bags. Also - if you are offering a bbq, soccer and cricket in the southern end of the reserve grass really needs to be laid down. At the moment, it’s only weeds that looks like grass in the winter but is very dry and unwelcoming in the summer. • I think it would also benefit from small sand pit area. • If possible, some more bench seating around the playground would be good. • Toilets... ESSENTIAL! • Nothing further, just that's it well overdue and looking forward to taking the kids there once it's completed! • Can't wait, we like to go there for dog walks as we can take the dog and kids can play while supervised. • It would be good to put a path beside the tennis courts through to the Livingstone/Rosslyn st corner. This would make it much easier for mums with prams to access the playground and families to get to the BBQ area. • i think definitely go through with every idea that has been listed because it will look really good. • Notice board - good if managed otherwise it could become irrelevant. Shade is great as the existing space is very hot in summer Swings - children need to learn to swing so traditional enables this. Option of bucket and strap seat would cater for younger children. • Currently the grass on the Southern side is quite rough and often high near the trees. If the soccer goal is put in it would be great if this turf was either replaced with something softer or maintained to keep it nice for ball games. The Appleby Road Reserve in Morphettville is really popular with my kids and a lot of families in the area. Could that play equipment be the model for this playground? Thanks for seeking feedback. It's great to see this upgrade happening soon. • Please consider: A) fence the children's playground area from the road on Stanley street side - plan says existing fence but is unclear as to if this will be kept. B) no dogs in play areas C) more age appropriate design for younger toddlers - please make at least one slide available for younger children to be able to access on their own. The existing playground is perfect for young toddlers to get acess to the slides - it is the only playground in the local area where this is possible so please keep it this way! • It would be good if there were toilets • There are lot of kids who play basketball for local clubs South and Sturt in the area, so this will be a great asset!! • Having a bbq area near the play equipment would allow for kids to play while parents can cook the food and watch. • Would love some toddler friendly elements including a slide that a toddler can climb up to on their own. We frequent the Hazelmere Road playground which is not very toddler friendly. Would be great to have a playground close by which is toddler friendly. • We live in Stanley St and my 8 year old daughter has used the playground since she was a baby. All she asks please is for the new playground to have Monkey Bars Thank you • Can you please fully fence it, as a mother with young kids it's very stressful when they seperate and run off and it's unfenced, there are hardly any fenced play grounds down south (plenty in northern suburbs). It makes it an easier, safer experience • Please put a a fence around the playground area. • This is brilliant development of an underutilized (for the space available) reserve. As a family we look forward to seeing it come to life. rubbish in the bin at the Stanley Street section of the park. Very close to 50 Stanley Street property. This bin constantly stinks. People are placing inside and around the bin dog poo, nappies, old fishing bait etc. Why cannot people be responsible for their own rubbish. No recycling available. Concerned that the play equipment is not very high, so that children cannot look into local properties. • Sandpit, shaded play area- the must, would be nice to have some garden beds for community people to come and grow herbs and veggies, like they have on Bower street. I would volunteer to take care of it. We live on Rellum st and use this park every day, so we are very happy to hear that council will make it way more useful happy looking place, because at the moment it is sad looking playground. Thank you. Renata Hilterbrand • Notes - opted for tunnel slide as open slides get hot and wet. Also put monkey bars at number 1 as it’s our daughters favourite thing to do. However, not many playgrounds have them low enough for her to reach without help from an adult (she’s 5). The newly developed apex park in west beach has monkey bars at the perfect height for younger children as well as older ones and we would love to request the same for Stanley St pls! • If possible, it would be great that BBQ area would have 2 hot plates instead of one, just in case bigger family or circle of friends get together and that could be also covered under one roof. • Adequate shade area is essential to enjoy the park in summer and to be protected from the elements. No metal slides please; too hot in summer. Fenced in playground is preferable to ensure little children (who don’t listen to parents) are kept safe from cars. • Can the slide please be accessible for all abilities and ages. Perhaps a ramp or steps instead of a climbing net/ladder. Can’t wait! • The bike rack seems to be placed an inconvenient distance from the park entry gates. I would think the bike rack would be better placed immediately west of the northern park entry gate. - I would encourage incorporating some adult- fitness infrastructure within the park (northern or southern side). – Has provision been made for bins and dog-poo bags? - Is there opportunity for a 'hit' wall (similar to that at Rajah Reserve)...it would be good if it could be used from outside the tennis courts (if the courts remain closed to the public - see below), but acknowledge due to limited space and safety, it may only be used by persons within the courts. - I think there should be some form of fencing (low, visually-permeable) adjacent Livingstone/Rosslyn Street, particularly if ball-sports are to be encouraged. There is a risk balls could enter the road and cause a hazard to motorists. - To make the southern half more usable, I suggest a couple of the larger trees should be removed. Controversial, I know :)...but the trees limit the growth of grass below, and if ball-sports are to be encouraged in this area, to be usable, grass should be of good quality. - Is irrigation already installed, and if so, will be maintained? OR if there is currently no irrigation, will the southern half be irrigated? – It would be great if the shelter/picnic table could be bigger, to accommodate more persons. The space being created will certainly encourage families to host children's birthdays here (a good thing), but the shelter has limited capacity. - It would be great for the community if the Stanley Street Tennis facilities were open to the public, not a select few. I appreciate this may be outside the scope of the project, but it really is an injustice the courts are not available to all. (Given, I'm sure, the Council's rate-payers have contributed significantly to re-surfacing, fencing and the like over the years). Thank you for the opportunity to provide feedback. • We are happy with an upgraded park and playground, we request it is fenced in. Please see comments in J for additional ideas. • I think speed humps should be placed on Stanley street near the park. Cars often speed past there and this is dangerous for children. I also believe the present gum trees are dangerous to both the children and cars parked in the aloted car park. The trees also look like they are interfering with the electricity and internet cables. Also, during the current Covid-19 park closure, there was a sign on the tennis courts indicating they were community courts, however there is always a lock on the gate. This means they are not community courts at all and are only usable by people with a key. • I am very happy about the upgrade but as a resident in Hardy Avenue I am concerned about the continual traffic of cars speeding through from diagonal road to morphett road Could that be looked into as the playground will attract more children. Regards Debbie • What drainage will be placed to mitigate the existing pooling of water between the tennis court and our fence line at (details withheld) during rain events? Water pools and stagnates along that pathway after rain events. Putting more concrete in the park will only contribute to this pooling at this low level area. • Other than my small concerns, I welcome the upgrade fully. Comments summary: There is a theme of excitement about this playground and reserve upgrade. Additional facility and sports equipment requests should be considered. Recommend providing the design response table on the website prior to construction to show residents the reasoning behind each request along with the final design. Page | 16

It extended half way up the pitch on each side. I provide this information as I note you plan a cricket pitch ! I was inaugural Chairman of the Association and I am still involved with the Tennis Club executive serving as President from time to time and now Hon Audutor. At 94 I am pleased to see the resurgence of young families in the surrounding area who are enjoying the facilities. Many Mothers and Carers visit the playground with babes in prams and tiny tots and older children. In discussions with them over recent years they are concerned about playground security and lack of a shaded place where they can sit with the babes and monitor the older children playing. For on occasions they have to chase the younger one's who run onto the eastern driveway and under the chain or run to the Livingstone Street end. Some 2 years ago I met with a deputation from Council and in consultation we agreed that an eastern boundary fence be extended from Stanley Street to the north/eastern intersection with the Tennis court surround. ( with a person acce3ss gate to the playground at the Tennis court end and a larger access gate for the lawnmower at a nominated point along the fence. In addition a covered pergola with Table and bench sheets to be built on Northern side of the club house. Attached to club house extending northward.
