SRBX GOVERNMENT AFFAIRS CALIFORNIA’S IS ALREADY HERE By Damon Conklin, SRBX Director of Government Affairs A s if the COVID-19 epidemic, economic malaise, disrupted schooling and wildfires weren’t enough, California now finds itself heading for a drought... a big drought. Newsom and the Legislature are enjoying a $20 billion state budget surplus and if congress can pass President Biden’s infrastructure plan (currently pegged at $111 billion for waterworks), there will potentially be a cascade of tax dollars to fund water infrastructural projects. However, legislative leaders are avoiding dams as they are seen to be too costly and controversial - opting to focus on major ground water replenishment projects, including a $500 million proposal for erecting new water tanks or hooking up to larger water systems; and a bill to spend $785 million on repairing leaky canals and sunken roads (SB 559). Some legislators are focusing their efforts not on water conservation, but rather to prohibit any residential or commercial construction in either Very High Fire Severity Zones or a State Responsibility Area (SB 55), 5 | SRB-Xtra!
