Seva Setu Programme : A Sensitive Approach by the Decisive State Government Citizens occupy a central position in democracy. Ensuring the welfare of people is the basic function of an ideal democracy. At its core, any democracy exists to address the concerns and problems faced by its citizens, and to provide solutions. Gujarat has strived to address the people’s problems and concerns through various schemes, programmes and initiatives. Programmes such as Lok Darbar, Swagat, Swagat Online, ‘Apno Taluko Vibrant Taluko’, Seva Setu, Jan Seva Kendra and Garib Kalyan Mela along with various community service centers are some of the major initiatives for good governance to address the concerns of common people. Chief Minister Vijaybhai Rupani has given further impetus to this entire initiative by introducing his vision : Gujarat on Fast Track. This is an effective goal-oriented initiative by the Gujarat government, for speedy decision making for people living even in the remotest parts of Gujarat and to provide them with on-the-spot solutions to their queries. Under the dynamic guidance of CM Vijaybhai Rupani, the government has created a dedicated programme, wherein it will reach out to the citizen to meet their requirements, rather than people reaching out to the government. A multifaceted ‘Seva Setu’ programme is launched in 18,000 villages and all the Municipalities and Municipal Corporations of the state, by reaching out at their doorstep to provide various services. At the Taluka level, Seva Setu camps are being organized in a village that is centrally located within a cluster of 8-10 villages. A committee of 13 officers led by the Prant Officer supervises the programme in each cluster of villages. In this goal oriented programme implemented to provide on the spot delivery of services, applications are registered between 9 am to 1 pm and are processed between 11 am to 2 pm. Services for the registered applications are provided on the same day between 3 pm to 5 pm. 5
Extraordinary Achievements through “Seva Setu” • Through ‘Seva Setu’, more than 33.76 lakh citizen have reaped benefits of the programme in just 118 days. (from November 5, 2016 to February 28, 2017) • This includes over 27,28,904 beneficiaries from rural areas of the state. • In a span of merely 92 days (from December 1, 2016 to February 28, 2017), 6,67,673 beneficiaries from various municipalities and municipal corporations have been brought under the purview of ‘Seva Setu’. 7
Seva Setu Programme: Government at your doorstep • Seva Setu is an unique initiative of the government of Gujarat to reach out to its citizens at their doorstep and ensure timely redressal of their requirements, problems and queries in a smooth and citizen-friendly manner. This programme was inaugurated by Chief Minister Vijaybhai Rupani on the auspicious day of Labh Pancham and has since been effectively implemented. à Seva Setu has become a bridge that ensures efficient delivery of services to the poor at their doorstep; à Decisions are taken by facilitating citizens to ensure accrual of benefits to each and every citizen; à On the spot solutions, on the same day, without delay; à Covers more than 18,000 villages and 170 cities and town; A Seva Setu camp is organized among a cluster of 8-10 villages under the supervision of the Sub Divisional Officer and 12 other committee members that include: 1. Issues under taken for prompt disposal under Seva Setu programme at the Village Level • Applications related to Income, Caste, Creamy Layer, Domicile certificate etc. • Applications related to Ration Card. • Applications related to filing of names in Aadhar Card. • Registration of the beneficiaries of Maa Amrutam Yojana and Vaatsalya Card and issuing ID cards. • Applications related to the schemes of various government departments like Agriculture, Animal Husbandry, Co-operative sector, Rural Development, Panchayat, Social Welfare, and Tribal. • Benefits for Senior Citizens, Physically challenged and widows. • Applications related to the scholarships for students. • Applications related to land measurements and other land related matters. • Applications related to opening of Savings Account in the banks under the Pradhan Mantri Jandhan Yojana. • Application related to registration of Digital Locker. • There is no registration fee for Seva Setu, but if there is any legal requirement for a fee the applicant is liable to pay the same. • Awareness about the various methods of E-Payment for a Cashless Economy through presentations is also taken up during these camps. 11

Seva Setu : a Grand success in rural areas The highest number of applications for the Seva Setu Programme has been received from Banaskantha, Dahod, Panchmahal, Bharuch and Narmada districts out of which more than 99% have been resolved successfully. If we look at the tribal district of Chhota Udaipur and Porbandar 100% of the applications received were resolved successfully. Similarly, more than 99% resolution of the applications received from the districts of Amreli, Junagadh and Anand were resolved. Seva Setu : a grand success in urban areas There was huge response in urban areas like Surat, Rajkot, Bhavnagar, Surendranagar and Ahmedabad during the camps of “Seva Setu”. In the applications received from the urban areas like Panchmahal, Gir-Somnath, Morbi, Botad, Arvalli, Dahod, Chhota Udaipur and Navsari, there was 100% disposal. Pragati Setu : Quick resolution of the collective issues • Under the visionary leadership of Chief Minister Vijaybhai Rupani, the implementation of “Pragati Setu” Programme was started across the state to solve collective issues. • Pragati Setu is held under the supervision of the District Collector on Fridays or Saturdays from 10AM onwards; in this programme, Prant(consisting of one or two talukas) is taken as a unit. • Pragati Setu is an effective process of providing quick and on the spot solutions to the development issues affecting the community. • A certain time limit is decided to resolve issues received through this Programme in consultation with concerned officials • No government fee is charged for any service offered at the Pragati Setu except the charges for any legal procedures. • The citizens are also informed about the methods of E-Transaction under the Programme. • The “Pragati Setu” Programme was initiated on 5/11/2016 and it received a total of 40913 applications and 22851 applications The on the spot disposal rate is 70.51%. They narrated… A sense of fulfillment among the rural and urban citizens owing to the effective and goal oriented programmes of Seva Setu and Pragati Setu Odakiya Girdharbhai (Gordaka) “My name was not there in the Ration card. I applied for it in a Seva Setu camp at the counter of Civil Supply Department. I got my name added by 4 p.m. on the same day by the Mamalatdar of Gadhada.’’ Ranjanben Vadolia (Samar, Kutiyana) “After filling up a form at the Help Centre of the Seva Setu Programme held at the Primary School, we were able to get the barcoded Ration card separated from the Ration card. We were issued a new card on the spot. The entire process was completed in no time.” Dayaben Thakor (Ravindra, Patan) “The Revenue Depratment of the Government of Gujarat provided me the Senior Citizen Certificate in just one day after I filed an application for the same at the Seva Setu camp organized at the village of Kureja.” Bhemabhai Raval (Kureja, Haarij) “I was able to obtain my annual income certificate on the spot, in just a day, due to Seva Setu Programme that was organized by the district administration. Got the document in just one go without any hassle. I convey my sincere gratitude to the Hon’ble Chief Minister, Shri Vijaybhai Rupani.” 21
Kaalubhai Solakia (Gordaka) “I needed to modify my name in the Ration card. It was done without any charges through the Seva Setu Programme organized in our village. Several other services were provided through this programme and there was huge positive response by one and all for this programme.” Rajubhai Modha (Kotda, Kutiana) “Medical reports were prepared by the Government after conducting medical checkups of the people as a part of the Seva Setu Programme. Necessary medications were also provided in the camp itself. I came to know from my medical report that I had been suffering from B.P. and diabetes. By obtaining the necessary medicines at the place itself, I am now on way to recovery. Singabhai N. Vasava (Ambli Dam, Mandvi) “We are a family of farm laborers. After filling the application in the Seva Setu Programme, I was able to get my health card right away. We got an aid of Rs. 2 lakhs from the State Government for taking care of unwell members of our family. This Government is, indeed, for the welfare of the poor.” Lalitaben Bhemabhai Baria (Piplod, Dahod) “To obtain Maa-Amrutam card, I would have had to go all the way till Baria or the district office. I was issued Maa-Amrutam card on the spot itself near my village, under the Seva Setu Programme.
