ELECTION BASICS Canada is divided into 338 “electoral districts.” Between 60,000 and 120,000 electors live in each electoral district. These electors elect one member of Parliament for their district In a general election, all 338 electoral districts have elections. In between general elections, if there is a vacancy in a district, a by-election is held to elect a new member of Parliament
The person who runs the election in each electoral district is known as a returning officer (RO). The RO divides their electoral district into ordinary polling divisions. Between 300 and 500 electors live in each polling division. Those electors can only vote at a specific polling station. For advance polls, polling divisions are grouped together into advance polling districts. Each advance polling district includes many ordinary polling divisions. The RO determines the places where electors will go to vote. They find places for advance polls and ordinary polls that are easy to get to for as many electors as possible. These locations are called polling places. Polling places include churches, school gymnasiums, community centres and other buildings. In many cases, a polling place—the building—has more than one polling station, which is the table where the elector votes. This makes it easier for the RO to organize staff to work on polling days.

HOW POLLING PLACES WORK THE SUPERVISOR Supervisors oversee the voting process. They make sure that voting desks and registration desks are set up, and that voting is done properly and as easily and efficiently as possible. They support and oversee the work of DROs and they ensure that the registration desk is functioning as it should. Supervisors also oversee the running of the polling place. Working with one or more information officers, supervisors make sure the polling place is set up properly, that electors can easily access the voting room, that candidates’ representatives and other visitors are served properly and are following the rules. Supervisors ensure all health and safety measures are being taken, they prevent problems and solve them quickly. Ask your supervisor for help when you need it, and be prepared for a supervisor to help make sure you are doing everything properly.
INFORMATION OFFICER While the poll is open, information officers direct electors from the entrance of the building to the voting room. IOs facilitate health and safety measures at the poll. They offer masks and sanitizer to everyone entering the polling place. They may gather information for contact tracing if it’s required locally. An IO regularly sanitizes surfaces in the voting room and elsewhere. As electors enter the voting room, an IO asks if an elector has ID and a voter card, and - based on the answer - directs each elector to the appropriate service desk. Inside the voting room, an IO regularly collects some of the documents produced at voting desks, to be sent back to the office. On election day an IO gives sequence number sheets to candidates’ representatives. On election day after voting is finished, most IOs are assigned to a voting desk to assist the DRO with counting the ballots.
REGISTRATION OFFICER Registration officers sit at the registration desk. With support and guidance from a supervisor, they work out the situation of electors who come to the desk. Usually electors are directed to the registration desk by the information officer because they didn’t bring a voter card and a piece of ID with their name on it. Some electors just need to be directed to their correct voting desk, others need extra steps before they are ready to vote. Some of those extra steps can be completed at the registration desk. On election day, after voting hours, registration officers are usually assigned to a voting desk to assist the DRO with counting the ballots. A well-run registration desk saves time for electors and relieves some of the pressure on DROs.
DEPUTY RETURNING OFFICER Each voting desk is run by a deputy returning officer (DRO). The DRO administers the vote with oversight from a supervisor. The DRO is responsible for the ballots assigned to them by the returning officer. The DRO signs for those ballots. They always know where all those ballots are, and keep them secure at all times. The DRO issues a ballot to an elector after they are satisfied that the elector is eligible and ready to vote at their desk. The DRO uses a flowchart in the guidebook to help work out each elector’s situation before deciding what to do next. Occasionally an extra form or certificate is needed depending on the elector’s situation. Some of them would have been completed at the registration desk, others are completed by the DRO.
These forms and certificates are collected from the voting desk throughout the day and returned to the office each night – usually by the supervisor. The DRO keeps a record – on the DRO’s list of electors - of the steps taken for each elector who requests a ballot at their voting desk. They use the Events Log to record information about the voting desk. Between voting days the DRO keeps sensitive materials securely with them, bringing them back the following day, unless the returning officer has made other plans. On election day, after voting hours, the DRO sorts the ballots, counts the votes for each candidate and records the results of voting at their voting desk. Usually the supervisor calls the results into the office. NOTES AND QUESTIONS:
WHAT’S IMPORTANT HEALTH AND SAFETY Health and safety has always been important at polling places. The pandemic means there are more things to do, but polling places can still be healthy and safe places to vote and to work. ACTIVITY Read the COVID-19 Guide for more information about health and safety. In general, if you see something that may be a risk to health and safety, do something to reduce the risk. You might be able to solve a problem, or you might need to let someone else know about it so that they can solve it. Slipping and tripping hazards are both quite common. They are usually easy to address before anyone gets hurt. Other hazards may not be as common and you may not be able to solve them yourself. Make a list of things you can do to Make a list of things you can do to keep yourself safe and healthy keep other people safe and healthy
NEUTRALITY It’s important that the polling place remain neutral. That means that the polling place should not be associated with any of the candidates or parties. You should not wear or display any party colours or political messages. When you serve electors, you are helping them to vote, but you should never do anything that could affect who they vote for. Electors can wear colours or buttons, but they should otherwise remain neutral. ACTIVITY Take a look at your wardrobe. Plan your neutral outfit(s) for polling days. ACCESSIBILITY It is important that everyone be able to access the voting place and services within it. Many people will be able to do so without assistance, but some might need extra help. It is important that you provide any help that the elector asks for, though there are some voting process rules that you must follow at the same time. ACTIVITY Find and read the various situations described under “Helping Electors” in the guidebook.
PRIVACY It’s important that you protect personal information. When you work, you will use the list of electors, containing electors’ names, addresses and years of birth. Electors will also show you their ID. ACTIVITY Review the tips at the beginning of the During Voting Hours section of your guidebook. Which tip is helping to protect personal information? SECRECY OF THE VOTE It is important that only the elector knows who they voted for. Many of the procedures include steps designed to make sure that no one can find out who an elector voted for. ACTIVITY In your guidebook, review the procedures called, How do I check a returned ballot and, If the elector makes a mistake with their ballot. Which steps will help you make sure no one else knows who the elector voted for?
BILINGUAL SERVICE It is important that an elector be served in the official language of their choice. If you are bilingual, use whichever language the elector uses. If you are not bilingual, there are still some things you can do. ACTIVITY In your guidebook, find the procedure called, Elector wants to be served in French. Make a note of any questions you have so that you can ask your training officer.
GETTING READY IMPORTANT NOTE As you review sections in the guidebook, you will see many references to documents and other materials you will use. Only some of them are actually shown in this workbook and/or guidebook. If you have your poll materials, you can look at the real thing. However, be very careful not to lose any items, and remember that you are responsible for keeping the materials secure. Do not allow anyone else to handle them. Prepare the self-study materials at the back of this workbook: 1 Cut out the ballots on pages 65-70 2 Tear out the list documents on pages 59-62. Staple the two pages together 3 Tear out all the other forms and certificates on pages 51-58 ACTIVITY Review the following sections in your guidebook. • Get ready the night before • Set up the polling station on the first day of voting • What should be on my desk to serve electors?
POLLING STATION, POLLING DIVISIONS AND THE LIST OF ELECTORS 1. Your Polling Station Number will be written at the top right of your List of Electors. Find the Polling Station number on the sample from the back of this workbook and write it on this ballot box : 2. Review the four pages of the list of electors: • Voting Summary (p. 59). This page is completed at the end of voting • List of Electors (p. 60). This section includes all electors who are already registered to vote at your polling station • List of Entries (p. 61). This section is where you will add electors who register just before voting • Poll Key (p. 62). This section can help you find an elector’s polling division number This list of electors is very small. The real one will have many pages. number of the Advance Poll District ANSWERS: 1. The polling station number is 201. Advance polling stations have a 600 number – the
3. Each elector lives in a polling division. Each polling division has a number. On the List of Electors (p. 60) you’ll see each elector’s polling division number in the column labelled ‘PD No’. All the electors on this list have the same polling division number. That’s usually true for ordinary polls. At advance polls this column will show different polling division numbers. Write the polling division number of all those electors in the area in the middle of this map. 4. Review the reference pages for the List of Electors and List of Entries at the back of your guidebook. 5. Review Get ready to serve electors on the first day of voting in your guidebook: • Review steps 1 to 3 • Complete step 4 using the sample ballots from the back of this workbook • Review step 5 • Complete step 6 and 7 using the relevant documents from the back of this workbook. Use the correct documents for the type of poll you want to practice • Review steps 8 to 14 ordinary polls ANSWER: 3. The polling division number is also 201. Polling divisions are the same at advance and
SERVING ELECTORS The DRO serves each elector in four stages: 1. Determine the elector’s situation 2. Fill out forms and certificates 3. Record on the list 4. Voting The first three stages involve different steps depending on the elector’s situation. The last stage – Voting – is almost the same for all electors. At the polling station, very few electors need any forms or certificates filled in stage 2, because the most common situations – registration and vouching - are completed at the registration desk. ACTIVITY Match the step to the stage: Step Stage Check that your initials are on Determine the elector’s A the back of the ballot 1 situation B Complete a Qualification Form 2 Fill out forms and certificates Cross out the elector’s name 3 Record on the list C on the list 4 Voting Check that the elector’s ID is D acceptable D.1 C.3 B.2 ANSWERS: A.4
SERVING ELECTORS: STAGE 1 For this activity you’ll need the Have your ID ready to vote sheet and the list of electors from the back of this workbook. You’ll also refer to the elector IDs on page 29 to 42. Electors must be at least 18 years old on election day and they must be a Canadian citizen. However, they don’t have to prove those things when they vote. In Stage 1, the DRO determines the elector’s situation with regard to 5 issues. 1. Has the elector proved their name and address? Electors prove their name and address by using one of the three options shown on the Have your ID Ready to Vote sheet. ACTIVITY Use the sheet to find out whether each of these electors has proved their name and address : a. Jaqueline Boisvert (p. 29): b. Gladys Adams (p. 31): c. Marie-Josée Brian (p. 39): d. Laura Allard (p. 41): Empty your wallet. How many pieces of acceptable ID do you have. • Using option 1? • Using option 2? Remember - they must appear on the list of acceptable ID on the Have your ID Ready to Vote sheet. of ID with name is needed ANSWERS: A. Option 1 B. Option 2 C. Option 3 Vouching D. ID is not acceptable. A second piece
2. Is the elector at the correct polling station? An elector must vote at the voting desk assigned to the polling division they live in. The DRO confirms the elector is at the right voting desk by finding them on their list or – if the elector brings a certificate by confirming the polling division on the certificate belongs to their polling station. The DRO can also use the poll key to double check. ACTIVITY Find out whether each of these electors is at the correct polling station: a. Jaqueline Boisvert (p. 29) b. Denis Caron (p. 33) c. Laura Allard (p. 41) NOTE: The Transfer Certificate is not common. In certain circumstances it allows an elector to vote at a different polling station. NOTES AND QUESTIONS: division 202, should vote at polling station 202 ANSWERS: A. Yes, Elector is on list B. Yes. Certificate shows 201 C. No – elector lives in polling
3. Is the elector registered? Electors who are on the List of Electors are already registered. Electors who are not on the list can register at the poll using a Registration Certificate, assuming they are at the right polling station and have acceptable ID. ACTIVITY Find out whether each of these electors is registered: a. Jaqueline Boisvert (p. 29): b. Denis Caron (p. 33): NOTE: The Transfer Certificate is not common. In certain circumstances it allows an elector to vote at a different polling station. 4. Has the elector already requested a ballot? If an elector has already requested a ballot, their name will be crossed out on the list of electors. If they say it must be a mistake, they also need to complete a Voting Status Certificate. ACTIVITY Find out whether each of these electors may already have requested a ballot: a. Jaqueline Boisvert (p. 29): b. Derek Belmont (p. 35): says it must be a mistake, he would need a Voting Status Certificate. 4A. No, Her name is not crossed off the list 4B. Yes, His name is crossed off the list with code S. If he ANSWERS: 3A. Yes, Elector is on list 3B. Yes, Registration certificate is complete and signed
5. Does the name and address on the List match the name and address on the ID? The DRO compares the name and address on the ID with that on the list or on the certificate. If they don’t match, there are several possibilities depending on what does not match. The flowchart will guide you to the correct procedure. ACTIVITY Compare the name and address of the following electors. If they don’t match, use the flowchart to find out what to do: a. Jaqueline Boisvert (p. 29) b. Denis Caron (p. 33) c. Francine Benett (p. 37) All these possibilities are built into the Stage 1 flowchart in the guidebook so that at the end of Stage 1 the DRO knows the elector’s situation. Though there are many possibilities, most electors are in Jaqueline’s or Denis’ situation, and the DRO is quickly satisfied with all of these issues at the end of Stage 1. NOTES AND QUESTIONS: wrongly on the List. Correction Form is needed ANSWERS: 5A. ID matches List of Electors 5B. Yes, ID matches certificate 5C. No, Name is spelled
SERVING ELECTORS: STAGE 2 In Stage 2, any extra forms and certificates that were identified in Stage 1 are completed. For most electors at the polling station there is nothing to be done in Stage 2 because the common procedures were already completed by the registration officer. If a procedure is needed, see the back of the guidebook for more information and examples of the relevant documents. ACTIVITY 1. Review the Stage 2 Flowchart in the guidebook 2. Find the example of the Voting Status Certificate at the back of the guidebook and review the procedure NOTES AND QUESTIONS:
SERVING ELECTORS: STAGE 3 In Stage 3 the DRO records that the elector has requested a ballot. If the elector was on the list, the DRO draws a line through their name. The line means they have requested a ballot. If the elector was not on the List, the DRO adds their name and address to the List of Entries. That means they have requested a ballot. The DRO also records the type of certificate used. In both cases the DRO also records any declarations made before a ballot could be issued. ACTIVITY 1. Review the Stage 3 flowchart in the guidebook 2. Review the example List of Electors and List of Entries in the guidebooks to see where and how information is recorded.
SERVING ELECTORS: STAGE 4 In Stage 4 the elector votes. The procedure is almost the same for everyone. Review the Stage 4 flowchart in the guidebook and find the specific instructions for each of the procedures below. The DRO • Issues a ballot • Tells the elector what to do • Completes one or two records while the elector is voting • Checks the returned ballot and give it to the elector to put in the ballot box • Records that the elector has voted

PRACTICE SERVING ELECTORS In this section you will serve several electors. Turn to the Stage 1 flowchart in your guidebook. Carry out every step as if you were actually serving the elector, and keep the proper records. Imagine that the elector does everything you ask them to do! You will need all the documents you removed from the back of this workbook. Before you start, arrange those documents using the picture in the What should be on my desk to serve electors? section of your guidebook. You have met many of these electors before. For each one, the documents they bring are shown on the first page. Some of them also have additional information which may be useful at some point in the procedure. Use your guidebook to decide what to do. When you have finished serving each elector, turn the page. The correct steps are described in detail.

COMPARING RECORDS AND BALLOTS. Regularly throughout the day it is important to make sure that you are keeping the proper record of voting. You do this by comparing how many people you have recorded as voted with how many ballots you have used. The procedure is slightly different between advance polls and ordinary polls, so make sure you use the correct one. Read the following section in your guidebook and make a note of any questions you have about the procedure: • How do I compare my records and ballots during the day? NOTES AND QUESTIONS
AFTER VOTING HOURS At the end of voting hours, the doors are closed. Electors in the line at the time can still vote. After the last elector has voted, the materials at the voting desk have to be organized in certain ways. Review the After voting hours section in your guidebook Each day of the election has a ‘closing code’. It’s a good idea for CPSs and DROs to check that they all agree which closing code should be used that day, using the table in each guidebook. With the closing code in mind, the DRO follows all of the steps which apply to that closing code. Use the After Voting Hours section in the guidebook to match the statements below 1. This step is the first step at all A. 16 (Closing code A) types of poll 2. On the Saturday of advance B. 6 (Closing code D) polls, the procedure has this many steps C. 45 COUNTING The procedures for counting the ballots are in the second guidebook, Deputy Returning Officer Guidebook – Counting the Ballots and Returning Materials EC 50305. Review the following sections in your guidebook, and make a note of any questions you have for the training officer: Preparing to count Counting the ballots Problems during the count Recording and reporting results Organizing materials
