Coordinator Message May 2021 - PLEASE READ CAREFULLY To: Section V Boys Tennis Coaches From: Rick Steiner, Section V Boys Tennis Coordinator, cell (585) 269-8613 Email: rsteiner124@gmail.com Re: Upcoming Season I have been busy with your league, and sectional chairs getting things organized for the upcoming season. Special thanks to these people for their help in getting this Handbook revised. IMPORTANT information can be found here, be sure to read it over carefully!! Any comments, additions, or suggestions are greatly appreciated. Contact us!!! I would like to highlight a few important changes, points of emphasis, and news for the upcoming season. 1. A Section V Scholarship, $250, will be given to a graduating senior. Applications can be found on sectionv.org under FORMS. Application deadline is June 18, 2021. A committee of Kathy Hoyt, Tom Schmandt and Rick Steiner will select the winner. 2. Team Sectionals—There is a list of set dates for play. If a match is rained out, the next scheduled date is the make up date. Our greatest problem during Team Sectionals is getting match scores. Please, please be sure to call or text your Sectional Coordinator RIGHT AFTER THE MATCH WITH THE FINAL SCORE. This helps us to set the matches for the next day. Thanks in advance for doing this!! Please read this section carefully. Due to the pandemic Section V has different rules for 2021 than in the past. 3. Welcome to Lindsay Crawford (World of Inquiry School) as your new RCAC League Chair! 4. We will again be using the tennis data base developed by Rick Schneider. All WINNING coaches for dual matches are expected to report their scores using the data base. COACHES—be sure you have updated all your CONTACT INFORMATION. League Chairs will be using the data base instead of developing a League Directory so your up to date information is very important. You should delete graduates and add new players to your roster. We have added a column for t- shirt size which will be used at team sectional time. The public can review match results by going to http://rwschneider.com/NYSHSTennis.php It is a general expectation that coaches will keep their data base up to date. Be sure you have logged all your matches on or before the cut-off date for matches for Team Sectionals. Your league chairs are depending on you!! 5. The Universal Tennis Rating system (UTR) has proven to be an accurate measure of player vs. player ability. Some players in Section V have already registered with and have a UTR score. Your tennis committee will begin using this information during Sectionals as one contribution to seeding, if that information is available to us. In an effort to promote Section V Boys Tennis the tennis committee is recommending that coaches encourage players to register with the UTR. Scores from your players’ team matches, recorded in the data base, are being pushed in to the UTR. Registering players provides them access to college coaches. Many college coaches, at all 3
levels, are currently using the UTR as a major recruiting tool. It is anticipated that UTR for your players will be requested when submitting a roster in 2022 for the Team States Championships. 6. When you see them, be sure to thank the people whose names appear throughout this handbook. It cannot be stated enough times the valuable contributions that these members of your tennis committee make for all the Section V tennis playing schools and their student/athletes. Their service is invaluable to Section V Tennis!!! 7. Sportsmanship is a high priority. Our sport has aligned itself with other sports that should a disqualification occur a player will be suspended for the following match, whether this occurs in tournament or dual match competition. COACHES, please emphasize to your players that this issue is still very much a priority to all of us and that the expectation of proper behavior will be enforced at both regular season matches and during Sectional competition. The USTA Publication on The Official Rules of Tennis includes THE CODE, a guidebook for unofficiated matches. Obtain a copy from the USTA. If you have never read this document do so!!! It discusses the essence of our great game with an emphasis on ETHICS. COACHES… please review the Point Penalty System with your players! Publicity Standards Schedules The official website for Section V Athletics - www.sectionv.org - will always have the latest and most up to date schedules. Each athletic administration office will update their schedules within the rSchoolToday platform and that schedule automatically synchronizes to the Section V website. The home team school is typically responsible for any changes to their schedule. Please contact your athletic director’s office with any questions about schedules. During sectionals schedule data input will be done by: Team Sports: Higher seeded team. Individual Sports: Each school is responsible for inputting their own (leave opponent as various schools). For regionals and beyond it is up to each school to input their own schedule. Rosters All roster submissions can be handled within the rSchoolToday platform. Athletic directors and coaches will have access and can update their school rosters. If your team is a merger of another or many schools not within your own school district, then each school athletic director can update and input their student roster submission from their specific school to form a complete roster. All changes and updates should be taken up with your coach and/or athletic department. What is reflected on the Section V website is from the data they have inputted and can control. Please note that vendor rSchoolToday Activity Scheduler follows Ed Law 2d and FERPA laws regarding student data. Only data that schools should be inputting online for rosters: • First Name • Last Name • Roster # (if jerseys provided) • Position (if applicable to activity) • Grade Level Anything additional would be specific for a sport or school decision on things like height or weight. Please consult with your athletic director and sport coordinator. 8
Results All results or scores should be reported immediately following the game by the winning team on the rSchoolToday platform. Coaches will be provided necessary access to do this from their athletic directors. Section V only needs the result of the contest. Any additional reporting of results can be done once rSchoolToday results have been inputted, which should only take a few seconds from Activity Scheduler rSchoolToday Mobile App. Brackets All team brackets for sectionals will be inputted on MaxPreps platform and sport coordinators will be provided necessary access to update and make changes to each bracket. These will be available as soon as that sport announces their sectional brackets. All brackets will then be available on the Section V website as changes are made. Social Media Please follow the Social Media Policy and all of the official Section V Social Media Accounts that should be utilized to highlight things going on in your specific sport. Another resource is the School-Run Social Media Accounts directory, which is updated as schools provide details. Media All members of the media can provide their information using this form and Section V will add their information to an online directory for all sports to utilize. Section V encourages all coaches and athletic directors to use this directory to highlight their student athletes. All of our media do a fantastic job of covering high school sports and we must all do our part to help them get the information they need in a timely fashion. Sport-Specific Publicity Information WINNING COACHES HAVE IMPORTANT RESPONSIBILITIES a. IMMEDIATELY REPORT THE SCORE using the data base AND the D&C at 585-258-2400 x1 AND your sectional chair. b. CALL or TEXT the Sectional chair for your class right after your match. c. The sooner scores are reported, the sooner the Tennis Committee can complete their work for that night. Please help by reporting your scores right after your match is completed!! 9

Each Class A school is eligible to send a maximum of 2 singles players and 2 doubles teams. INDIVIDUAL SECTIONAL TOURNAMENT RULES 1. Individual Representation Rule: To be eligible for Individual Sectionals an individual must have represented their school in six (6) school scheduled contests which occurred on six (6) different dates during the season prior to the date of the Individual Sectionals. Playing in an exhibition match counts towards the required six (6) contests. 2. Players are not allowed to play both singles and doubles. 3. Commitment to Play Rule: Players who elect to play in the Individual Sectionals must agree to satisfactorily complete that event. 4. DEFAULTS The goal is to avoid forfeits… communication is the key. To avoid conflicts, arrive approximately 30 minutes prior to scheduled start times. For problems in transit notify the tournament director by phone. Schools are expected to make a good faith effort to schedule bus times accordingly. Once play starts, and matches are assigned, a 10 minute, default rule is in effect. 12
SEEDING THE DRAW 1. When submitting entries, coaches should provide any information about their players relevant to seeding. To be considered for seeding the tournament director will take into consideration but not be limited to: important matches versus possible opponents, past and current year’s records, ETA, UTR, club matches, record in past sectional tournaments, and the coaches seeding information. 2. Placement in to the draw—If possible, players from the same team or who have played each other recently will not be placed in the same quarter of the draw. PLAY/REST BREAKS/COACHING/INJURY 1. SCORING 10 game pro sets with regular scoring (7-point tiebreak at 9-all). Starting at the quarterfinals play will be 2 out of 3 sets REGULAR SCORING (7-point tiebreak at 6-all). Playback matches will begin at the quarterfinals. The COMAN tiebreak is used for all doubles play. 2. CONTINUOUS PLAY When changing ends, a maximum of 90 seconds shall be allowed. However, after the first game of each set and during a tiebreak, play shall be continuous and the players shall change ends without a rest period or coaching. At the conclusion of the first set, there shall be a set break of a maximum of two minutes, players ARE NOT allowed to leave the court. A maximum of five minutes, rest/coaching break is allowed prior to the third set. 3. MINIMUM TIMES ALLOWED BETWEEN MATCHES (players may choose to play before that time) a. after a 10 game pro set 20 minutes b. after a 2 out of 3 set match 30 minutes 4. BALLS Each school will provide one (1) can of USTA balls for EACH entrant they have in the tournament. These shall be turned in upon arrival the first day of the tournament. 5. COACHING DURING MATCHES Only during change of sides, except during the first changeover of each set and any tiebreaks. Talk cannot delay the match; 90 seconds when changing sides, two minutes between sets. Players must stay on the court; coach is not allowed on the court. 6. INJURIES If a trainer is present a player will have a total of 10 minutes from the arrival of the trainer to resume play. If only a coach is present, the player will receive 15 total minutes of injury time. A player may not receive treatment for the same injury twice without withdrawing. 7. BOTH players/teams must report scores to the Tournament Director immediately following the match. 13
GOOD ETIQUETTE 1. TOURNAMENT RULES COMMITTEE The tournament director will select a committee of 2 to 3 coaches to help enforce the rules and to take care of any unforeseen situations. 2. All play will be by the USTA CODE OF CONDUCT – Specifically, loud, abusive or profane language, racquet throwing, hitting balls indiscriminately, or having a cell phone on are prohibited. There will be no warning! Coaches should be the main drivers of enforcing these rules and should give penalties when they need to be assessed. 1st Offense: Loss of Point 2nd Offense: Loss of Game 3rd Offense: Disqualification Any player who receives a 3rd offense from the Code of Conduct or is disqualified from a match for a flagrant, unsportsmanlike display of conduct will receive a one match suspension. This suspension could occur during a tournament or a dual match and carries over from a tournament to a dual match or vice versa. This would closely follow many other Section V sports policies for disqualification. 3. PROPER TENNIS ATTIRE IS REQUIRED Players must wear the following to participate: SHIRTS—Tennis or athletic type with the name of the school that the player is representing, or a team shirt that is approved by the school, must be worn. SHORTS—Athletic or tennis type shorts should be worn. No cut-off or boxer type shorts will be allowed to be worn during play. In case of warm weather, a player may change their shirt and in case of cold weather, a player may wear warm-ups. JEWELRY—Per NYSPHSAA Jewelry Rule -- no jewelry, which includes visible body piercing objects, shall be worn in any sport. Any piece of jewelry that is visible at the start or during a contest is a violation. Religious medals must be taped to the body and under the uniform. Medical medals must be taped to the body so they are visible. Soft, pliable barrettes are permissible, body gems are not. 14
Section V Individual Sectional Tournaments Classes B, C, and D ENTRY DEADLINE WEDNESDAY, MAY 26 The Class B, C, D Individual Sectional Tournaments are 16 draws for both singles and doubles. Each Class B, C, D school is eligible to send a maximum of 2 singles players and 2 doubles teams. These singles players and doubles teams must play through league qualifier tournaments to reach these Sectionals. CLASS B, C and D Individual Sectional Tournaments are each a draw of 16 players/doubles teams. 2. A Universal Qualifier Date is listed under Important Dates. League schedulers should observe this date. 3. Entrants to Individual Sectionals are determined by League Qualifier Tournaments. Leagues will qualify a certain number of qualifying players/teams based on the number of schools in that league, as determined by the Tennis Committee, after the classifications have been determined. In some cases, where leagues are combined, the league chair with the largest number of schools will typically organize the qualifier, at a site/time determined by that league chair. Depending on the number of qualifiers needed, league chairs will set up a procedure to determine which players will represent their league. For example, if two players/doubles teams are needed, then the two finalists might represent their league. If a third player is needed, have a playoff for the two losers of the semifinals for the third spot. Back draw matches are also a possibility. League chairs should determine how this will be done prior to the qualifying tournament. It is suggested that players from the same team should be put in to opposite sides of the draw. 16
4. No league with a single team/qualifier entrant will automatically be admitted to the Individual Sectional Tournament, they must combine with another league to determine qualifiers. For 2021, due to the pandemic, this rule will not apply. 5. Each Class B, C, D school is eligible to send a maximum of 2 singles players and 2 doubles teams to their qualifying tournaments. 6. League chairs need to provide an alternate or two in both singles and doubles in case an opening in the sectional draw occurs. CLASS B, C, D INDIVIDUAL SECTIONAL TOURNAMENT RULES 1. To be considered for seeding the tournament director will take into consideration but not be limited to: important matches versus possible opponents, past and current year’s records, ETA, UTR, club matches, record in past sectional tournaments, and the coaches seeding information. A template of the draw is available on the Section V Boys Tennis Website. 2. Any league that will NOT be sending representatives to the Individual Sectional Tournament should notify the tournament director well in advance so a substitute(s) may be found. 3. EXTENUATING CIRCUMSTANCES: If a coach has a player or doubles team but, due to circumstances beyond their control, they were not able to qualify through their league, they may request to the Section V Coordinator to have that player or team qualify for the tournament. A Sectional Tennis Committee consisting of the Section V Coordinator and the Class A, B, C and D tournament directors will make a decision on whether to allow an entry due to extenuating circumstances. The request to the Section V Coordinator must be made by the league chair one week prior to the start of the tournament. If the request is accepted by the committee, the player (or doubles team) will be placed in to the draw for the tournament. 4. All matches will be 10 game pro sets (no Ad scoring—7 point tiebreak will be played at 9 games all). Semi-finals and finals will be 2 out of 3 sets (no Ad scoring—7 point tiebreak at 6 games all). 17

PROPER TENNIS ATTIRE IS REQUIRED Players must wear the following to participate: SHIRTS—Tennis or athletic type with the name of the school that the player is representing, or a team shirt that is approved by the school, must be worn. SHORTS—Athletic or tennis type shorts should be worn. No cut-off or boxer type shorts will be allowed to be worn during play. In case of warm weather, a player may change their shirt and in case of cold weather, a player may wear warm-ups. JEWELRY -- Per NYSPHSAA Jewelry Rule -- no jewelry, which includes visible body piercing objects, shall be worn in any sport. Any piece of jewelry that is visible at the start or during a contest is a violation. Religious medals must be taped to the body and under the uniform. Medical medals must be taped to the body so they are visible. Soft, pliable barrettes are permissible, body gems are not. 19
Section V Team Sectional Tournament TOURNAMENT DIRECTORS Class A1, A2—Ralph Damerell Class C1, C2—Mike Marriam, Kevin Delehanty Class B1, B2—Tane Robinson Class D1, D2— Chris Peets DATES JUNE 4 - Last day that matches count. Coaches make sure their data base information is correct. JUNE 5 - Seeding Meeting—3:00pm—Place TBA JUNE 8 - Round 1 All matches begin at 4:00pm unless both schools agree to start earlier. JUNE 9 - Quarterfinals JUNE 10 - Semifinals JUNE 11 - Finals WILL BE HELD AT THE HIGHER SEEDED TEAM for 2021 Rain Dates: June 12, 13, 14, 15 IN CASE OF RAIN: The host school AD will make contact with the visiting school AD to reschedule the match. For 2021 there will be NO NEUTRAL SITES. All matches will be played at the higher seeded team. All rain dates will be the next date as scheduled above (a rain out on June 8 will be played June 9, etc.). For 2021 there will be no postponements other than weather. The tournament director(s) and Section V Coordinator must approve other reasons. The tournament will be played to its completion. 1. ENTRIES: Coaches must make sure their data base information (matches played, contact info) is correct by FRIDAY, JUNE 4. 2. INDIVIDUAL REPRESENTATION RULE: To be eligible for Team Sectionals an individual must have represented their school in six (6) school scheduled contests which occurred on six (6) different dates during the season prior to the date of their first Team Sectional Contest. Playing in an exhibition match counts toward the required six (6) contests. 3. DRAW: A seeding meeting will be held prior to the first day of the Team Sectional Tournament. League chairs or a league representative should be present at this meeting and be able to verify the records of all teams in their league. The placement of the seeds will be by winning percentage using a regular tournament format for placement of seeds. Tie-breaking procedures are listed below. The higher seeded team will be the home team thru the finals for 2021. No neutral sites in 2021. No team will play 3 consecutive days of away matches unless they choose to do so. A template of the Team Sectional Draw sheets may be found on the Section V Boys Tennis website. Once the draw becomes official the Section V Coordinator will send out the official brackets to the league chairs. League chairs will then forward the draws to coaches in their league. 20

Team Sectional Seeding Tie-breaker Procedures 2 teams No head to head results -- Coin toss determines higher seed Head to head result during regular season -- Winner of head to head receives higher seed 3 or more teams No head to head results -- Teams are drawn at random to determine seeds Head to head result(s) during season a. The teams form a circle (Team A beat Team B who beat Team C who beat Team A) - seeds determined by random draw b. One team beat all the others (Team A beat both teams B and C) - that team takes highest seed then follow usual tie-breaker for the others c. One team beat another but no results for the entire group (Team A beat Team B but neither team faced Team C) - random draw with the exception that if Team B is drawn then Team A immediately gets that seed spot followed by Team B taking the next highest seed. a. Example 1: Team A beat Team B with no head to head with Team C or Team D. Team C is drawn first and gets the top seed. Team B is drawn next. Team A gets the 2nd seed. Team B gets the 3rd seed. Team D gets the 4th seed. b. Example 2: Team A beat Team B, Team C beat Team D, no head to head with Team E. Team A is drawn first and gets the 1st seed. Team D is drawn next. Team C gets the 2nd seed. Team D gets the 3rd seed. Team E is drawn next and gets the 4th seed. Team B gets the 5th seed. 5. PLAY: CLASS A1, A2 (4 singles, 3 doubles) CLASS B2, C1, C2, D1, D2 (3 singles, 2 doubles) CLASS B1 ONLY - For this Class a team may either play 7 or 5 points. All teams in this class must notify their intent to their league chairs prior to the seeding meeting. No teams will be forced to play 7 points. This will be reviewed by the seeding committee at the seeding meeting. 6. SCORING: Regular scoring, best 2 out of 3 sets, 7 point tiebreak when the set score is 6-all. COMAN tiebreak for doubles. Tennis balls provided by the HOME TEAM (HIGHER SEED). 7. ORDER OF PLAY if not 5 courts. 4 courts—1st singles is last 3 courts—1st doubles then 1st singles is last Line ups must follow ethical rules, no stacking is allowed, follow an order of play based on ability in both singles and doubles. The Tennis Committee highly recommends that coaches keep accurate records (challenge matches, team matches, etc.) that determine their line-ups. Protests should follow the form set in the Section V Constitution. 8. WINNING COACHES HAVE IMPORTANT RESPONSIBILITIES d. IMMEDIATELY REPORT THE SCORE using the data base AND the D&C at 585-258-2400 x1 AND your sectional chair. e. CALL or TEXT the Sectional chair for your class right after your match. f. The sooner scores are reported, the sooner the Tennis Committee can complete their work for that night. Please help by reporting your scores right after your match is completed!! 21
9. THE NEXT ROUND: Use the data base or call your Sectional chair to find out who and where you play next. As soon as possible—either that night or early the next day—make contact with your opponent. Whether it is coach to coach or AD to AD make sure you COMMUNICATE with your opponent so that both teams are “on the same page” with regards to start time and site. Typically, once all the matches are played for that day, the Section V coordinator will forward updated draw sheets to league chairs who will then forward the draws to their coaches. 10.
