©This document may be copied for internal use only Scholarships and Bursaries Rationale: GEMS schools offer a range of academic and other scholarships in order to encourage and provide for pupils who are more able/gifted and talented. The school is sympathetic to parents experiencing financial hardship and actively explore ways of giving support including bursaries. Members of staff who support the school by sending their own children to the school may receive a fee reduction in the form of a ‘gift’. GEMS point of reference: Chief Education Officer Aims To award academic and other scholarships to pupils of ability. To explore ways of supporting parents experiencing financial hardship. To acknowledge support from staff who send their children to the school in which they are employed. Fee Concessions for Pupils of Staff Fee concessions in the form of a ‘gift’ must be arranged in liaison with the Director of Schools. Fee concessions apply to the core fees. Before and after school clubs and holiday clubs are charged at the full rate. Multiple discounts over 50% may not be given e.g. staff discount plus sibling discounts. Double staff discount if both parents are working at the school may not be given. Honorary Scholarships may be awarded to children of staff if they are receiving a staff discount. This enables staff children to have the honour of being a scholar even though they are not able to receive a multiple financial award. Consideration will be given to the number of spaces available. If the number of spaces is 10% or less, fee concessions may not be available for the children of staff. Such agreements will be included as a confidential clause within the Terms and Conditions of admission. Fee concessions will be adjusted on a pro-rata basis for part-time staff provided they work a minimum of 0.5. Non-Teaching Staff 30% of fees for the first two children. 15% for all others. Fee concessions will be adjusted on a pro-rata basis for part-time staff provided they work a minimum of 0.5. Advance Payment A discount of 2% for is given for fees paid one year in advance. Fees paid by corporate bodies must be negotiated in liaison with the Director of Schools. Bursaries An application form (Annex 1) must be completed by parents and submitted to the principal. The principal must submit the application to the CEO and Director of Schools. The Director of schools is responsible for informing the principal of the decision with regard to the bursary application. The principal then informs the parents and the FA. The finance officer must keep a record of all discounts as this information is used for budget planning and calculating the Full Time Equivalent of pupils (FTE). In liaison with the Director of Schools, the school may consider allowing parents to phase the payment of fees if they are experiencing short-term difficulties. This agreement should be for a set period with a review date. Alternative means of obtaining funding e.g. Charitable Trusts should be explored before considering offering an internal bursary. (Refer to Educational Grants Directory ISBN 1 903991 26 9). Such sources of funding generally provide up to 25% of the fees. A financial amount for scholarships and bursaries must be approved by the Director of Schools/UK CEO within the school budget. Bursaries of up to 50% may be awarded. Proposed bursaries must be given on a weekly basis to the Director of Schools for approval by the CEO. Such awards may be means tested and require the parent(s) to complete an application form (Annex 1) and to produce written evidence of income. SOM: Scholarships and Bursaries. January 2012 3
©This document may be copied for internal use only Sibling discounts may be given in recognition of loyalty shown by families to the school. They are not added on to other discounts e.g. staff, scholarships or bursaries. These will apply where there are two or more children in a family. In this instance, 10% will be awarded for the second child and 15% for the third, 20% for the fourth child and so on whilst there are at least two pupils actually attending the school. No discounts be that scholarship or in the form of a bursary can exceed the maximum of 50%. Individual schools may find in specific circumstances that a variation to the above policy is justified e.g. corporate concessions. Such instances are dealt with on a case by case basis in consultation with the Director of Schools and the CEO. Scholarships A financial amount for scholarships and bursaries must be approved by the Director of Schools/UK CEO within the school budget. Scholarships up to 50% may be awarded. Assessments for scholarships may be conducted at any time throughout the year. Applicants may enter for a scholarship no more than twice in any one year. Appropriate staff e.g. head of department, must be involved in setting the examination papers and determining the selection criteria and in the selection process. A record of each pupil’s performance and the reasons why a scholarship has or has not been offered must be kept. ©This document may be copied for internal use only Sports and Dance Scholarships A sports award is offered on the basis of exceptional all round sporting ability which usually includes representation at county level or above. Applicants will be invited for a practical assessment and interview with the Head of PE. Additional reports from team coaches are also taken into consideration. Dance applicants will be interviewed and asked to demonstrate excellence in their preferred area of dance. Candidates are required to prepare a dance to perform to the assessor. Candidates must bring a portfolio of their dance experience and achievements and be prepared to discuss this during an interview. Music Scholarships Music scholarships at scholarship levels 1 and 2 include funding for one instrument. They are awarded on the basis of audition and interview. Candidates usually offer two instruments; 7+ entrants at least one at Grade 2; 10+ entrants Grade 3; 13+ entrants Grade 5 or higher. Applicants are required to prepare two contrasting pieces; one on their main instrument and one on their second instrument. Ability to sing will be taken into consideration. Applicants should prepare one song for the audition. Students should also bring a portfolio of achievements and a letter of reference from their current Head of Music and instrumental teacher. Applicants will also be given some aural and sight reading tests. Students who play to a grade 6,7 or 8 must provide their own accompanists. Art and Design Scholarships Candidates are required to bring a portfolio of their work produced at school and outside of school. They will be expected to discuss their work using appropriate terminology; demonstrating enthusiasm and passion for their subject and areas for further development. Art applicants are required to produce a timed still life drawing and to complete a written paper. Drama Scholarships All applicants will be interviewed and asked to demonstrate excellence in either dramatic performance or technical skills. Candidates are expected to demonstrate a strong appreciation of theatre outside of the school context. Performance: Candidates are required to perform a solo piece of their choosing off by heart. ©This document may be copied for internal use only Each candidate will be presented with an unseen piece of text and asked to give a ‘read’ performance. There will also be an improvisation assessment within a group. Candidates will be asked about performances they have given and their aspirations. Technical: Candidates will be interviewed and required to provide evidence of work they have completed for a production in any area of technical theatre. Evidence should include notes, diagrams and audio visual recordings. Candidates will be expected to demonstrate commitment to working backstage and being part of a team. Offer Letters Following the selection process the principal sends a letter to each candidate either offering a scholarship or explaining that the candidate has not met the criteria on this occasion. Unsuccessful applicants should be offered the opportunity of a full fee paying place if there are vacancies within the school. Letters offering scholarships must state: the value of the scholarship; the period for which the scholarship applies or will be reviewed; in what ways the scholar is expected to make a contribution; Circumstances where the scholarship may be withdrawn. Parents are required to confirm acceptance of the scholarship in writing within one month. External candidates are also required to register with the school at the same. Scholars are monitored and reviewed by the head of subject for which the scholarship has been awarded and the principal. This process involves discussion with the pupil and assessment of his or her attainment and progress in the area in which the scholarship has been awarded. The pupil must continue to show the potential and commitment seen at the time of the award in order to retain it. ©This document may be copied for internal use only NOTES FOR GUIDANCE FOR COMPLETION OF BURSARY APPLICATION FORM Before completing the form, please read these notes carefully, and contact the Bursar or Financial Administrator if further information or advice is required. These notes refer to the corresponding paragraph on the form. The school reserves the right to seek any further documentary evidence in support of the income, asset and expenditure figures submitted, and to make enquiries which it deems necessary. All financial values should be shown in Sterling. References the Inland Revenue should include the relevant national Taxation Authority. 2. Persons with Parental Responsibility These are defined as: the natural father and mother of the child where they live together (whether or not they are married to each other) and the child normally resides with them both in the same household; or the parent of the child with whom the child normally resides and the partner (if any) of that parent where the partner normally resides with that parent and the child in the same household; or the child’s guardian appointed in accordance with section 5 of the Children Act 1989 (or any earlier enactment) and the partner (if any) of that guardian where the partner normally resides with that guardian and the child in the same household; or the person with whom the child resides in accordance with either: i. A subsisting residence order made under section 8 of the Children Act 1989; or ii. Any subsisting court order (other than a residence order) which specifies who is to have actual custody or care and control of the child; or Where a pupil either had no parents as defined above or the school is satisfied that no such parents can be found and he is either looked after by a local authority or provided with accommodation within the meaning of section 105(1) of the Children Act 1989, the pupil shall be treated as one whose parents have no income for the purposes of the scheme; or where none of the above applies, the parent is the person with whom the pupil normally resides in accordance with any informal care or fostering arrangement and that person’s partner (if any) where the partner normally resides with that person and the pupil in the same household. if parents are separated or divorced before or while their child attends the school, both the birth mother and father will be required to complete and sign the application form. ANNUAL INCOME a) Show here the gross annual amount of salaries and wages, including any earnings from profit related pay and part time employment. Include any sum received as a bonus, commission, statutory sick pay or statutory maternity pay giving the Gross amounts (before the deduction of any tax, NI, Pension etc.) for the current or latest financial year. Also include taxable benefits in kind as agreed with the Inland Revenue (free or subsidised housing, meals, petrol, cars etc.) Show the amount agreed for taxable purposes. b) Profits from a business – show the amount of Gross income as agreed by the Inland Revenue or relevant tax authority for the year in question. Only deductions for Capital Allowances, Stock and Losses are allowable. Copies of the latest set of accounts should be included. d) All other investment income should be shown Gross of tax e.g. income from National Savings Bank deposits, dividends, annuities etc. If tax was deducted at source parents should add in the amount of tax paid or tax credit notified. Building Society interest must be disclosed Gross. e) All income received from property investment should be declared Gross of tax. f) All social security benefits received should be declared and the type of benefit specified. g) Court Orders, Legal Separation Agreements and Voluntary Arrangements for School Fees – Where a parent is required by a Court Order, or a legal binding separation agreement (e.g. Deed of Separation) to pay part of the School fees then only the part of the fees not covered by the Court Order/ Agreement will be used to calculate any grant to be awarded. This is irrespective of whether or not the order or agreement is being complied with. Where the whole amount of the fees are required to be paid by virtue of a Court Order or separation agreement, applicants are not eligible for a grant. You should indicate how many years are payable and any annual variations. All receipts relating to maintenance payments, separation allowances and sums in respect of Child Support maintenance must be declared. A copy of the Court Order/Separation Agreement must accompany this application. i) Include free benefits in kind as agreed by the Inland Revenue i.e. not subject to any tax such as representative occupation of house, free meals. j) Include here income from letting or subletting of property at the amount of the Net profit agreed with the Inland Revenue. ANNUAL OUTGOINGS a) Show Income Tax from employment and tax on unearned income, e.g. interest from bank or building society accounts, separately c) Show annual superannuation contributions and (if applicable) payments to other pension schemes. e) Only include this if repayment is by means of a full Endowment Policy l) Show any maintenance payable for children from previous marriages. o) Include bank overdraft and other loan charges incurred during the year (specifying the purpose of the loan). p) Show membership fees for professional bodies if they are needed in order to carry out employment. 6. CAPITAL ASSETS In addition to taking account of all relevant sources of income, the school takes account of the following assets: a) The capital sum of any monies on deposit with any bank, deposit taker or building society. Investments in stocks and shares, valued as near as possible to the date of submitting the application form. b) The current market value of your principal residence, this may be estimated by parents. f) If you run your own business or are partners in a business then you should show the net worth of the business. Shares in a company not listed on a stock exchange should be valued at the relevant proportion of the net value of the company. g) In the case of second homes and/or other properties, these should also be included at their estimated current market value; no allowance will be made for any outstanding mortgage. 7. ©This document may be copied for internal use only 9. ALL DEPENDENT CHILDREN Use the first column for the child for whom you are now applying at his/her current school rate. Enter in the other columns any other of your children who are unmarried and at a school, university or other educational institution which attracts fees and grants e) The figures to be inserted here refer to the current academic year. g) (iii) Members of HM Forces and Diplomatic service should include the amount of any Education Allowances which they receive. Parents in other occupations should include any similar sum. g) (iv) Insurance Policies for School Fees – If any insurance policy for the payment of school fees exists, then the amount declared is the amount receivable under the policy for the academic year for which the application is being made. If the insurance policy covers the full cost of the fees, then the pupil is not eligible for a grant. The types of policy concerned are those which stipulate that the company shall pay the school fees, in whole or in part, to the school in respect of the pupil. g) (v) Where a trust deed has been drawn up in favour of the child for whom you are applying, details of the annual amount available and the date of commencement of payment under the deed shall be given. Where financial assistance is available from grandparents, step parents or other relatives give details of the annual amount available, and the date of cessation (if applicable) of this assistance. h) Where the child has any unearned income e.g. interest from National Savings, bank or building society deposits, or receives share dividends, you should enter the sources of income and the gross amount received before the deduction of any tax. Do not include income from part time employment or student grants. You should enter the capital value of any beneficiary or other trust set up for each child. 10.
