Action 4.3: what is about? 4.3 Elaboration of scenarios for response exercises Duration May 2013 – September 2013 Description This activity intends to produce two scenarios for international exercises in Southern Adriatic & Northern Adriatic containing site description and incident facts, and proposing safety and security measures, clean-up methods at sea and on land, communication methods, tasks for the respective participants and the necessary containment and clean-up equipment. Exercises consider meteo and climatic conditions that may affect the oil dynamic (direction, speed, impact) nearby the coasts in case of spill. At this regard, the scenarios are enhanced by the data of one coastal radars in the highly trafficked commercial pole of the Dalmatian archipelagos of Split with coverage of 5000 Km2 each is foreseen LB B1 B2 B3 B4 B5 B6 B7 B8 B9 B10 B11 B12 outputs Apul PGZ Zadar Split Istarsk Emilia Marche CNR OGS IOF Split MPWT NIB IMB Albania Piran Monten Elaboration 1 scenario 1 (North Adriatic) Elaboration 1 scenario 2 (South Adriatic) Set-up of 1 HF 1 meteo-radar
Action 4.3 boosts action 4.4 «implementation of the exercises» 4.4 Implementation of the crossborder exercises Duration October 2013 – January 2015 Description Organization of intervention exercises (targets: open sea intervention & beach decontaminations; scope: sea disasters simulations, ship collision with consequent burning and oil spillage) for the “in field” testing of operative procedures, protocols of intervention, effectiveness of risk management chains, as well as the training of the staff employed in the civil protection mechanisms (tackled in WP5). 2 joint exercises (attended by Civil Protections, Coastal Guards, etc…) are scheduled in the Northern & Southern Part of Adriatic (partners to be split in 2 groups). This action schedules 1 day rendez-vous preparation and 1 day exercises, with sea disaster simulation at convergence of means of interventions from different Adriatic regions LB B1 B2 B3 B4 B5 B6 B7 B8 B9 B10 B11 B12 outputs Apul PGZ Zadar Split Istarsk Emilia Marche CNR OGS IOF MPWT NIB IMB Split Albania Piran Monten Excercise 1 x 1 x x x (North coord Adriatic) Exercise 2 1 x x x (South coord Adriatic)

1.OBJECTIVES a) Test the organization system and the capacity of the territory competent offices to manage the protection system of the sea from pollution of oil, hazardous or noxious substances; b) Test any emergency plan on the risk pollution of the sea in order to improve or acquire appropriate Planning Tools; c) Test the organization and the ability of regions bordering the Adriatic sea to coordinate and implement its own procedures and methods in order to pursue a common line in the management of emergencies at sea and cooperate in overcoming the emergency; d) Test the equipment, the vehicles efficiency, the technology to cope the emergency; e) Test the training of the staff employed in the real emergency.
2. SITE OF THE EXERCISES (WHERE!!)- OPTIONS a) Offshore (international water); b) From 1 to 2 km near the coast; c) Within 50 meters from the coastline; d) On land but with the involvement of marine waters and the coast; The location of the exercises depends on the own partners’ jurisdiction in case of hazards. Do you have jurisdiction on open sea? Do you have jurisdiction on coastal areas?
3. EXERCISE OBJECT: SCENARIOS - OPTIONS a) Sea disaster and consequent oil-spill (dispersion of fuel and load) b) Accident aboard a single vessel, fire, sinking risk, and consequent pollution of the sea c) Error during entry or exit from harbour d) Silting up or stranding due to the weather conditions e) Damage to the engines, inability to drive; f) Human error g) Accident on platforms of oil/gas offshore; h) other proposals ?…. The typology of the exercises depends on the own partners’ jurisdiction in case of hazards. Over which type of hazards do you have jurisdiction?
First crucial decision to be taken by the SC The location of the exercises The typology of the exercises depends depends on the own partners’ on the own partners’ jurisdiction in jurisdiction in case of hazards. case of hazards. Do you have jurisdiction on Over which type of hazards do you open sea? have jurisdiction? Do you have jurisdiction on coastal areas? 2 cross border exercises on open sea or more local / interregional exercises on coasts based on a common CB approach?
4.TYPOLOGY OF THE EXERCISES : REAL OR FOR COMMAND /HEADQUARTERS Real command /headquarters • Real use of resources (staff and equipment) •Physical location of the event and the real presence on the exercise site • Execution time depend on the • Limited use of resources (staff and development of exercise equipment) only with the involvement of •Refunds for participants the coordination centers • Unexpected events and situations of real • Real presence on the exercise site it’s emergency not required • Other •Execution time depend on the scheduled time in the document • No Refunds for participants •Other
