Saturday June 22nd 2019 SUPPLEMENTARY REGULATIONS: PART ONE 1. JURISDICTION This event is a National status Rally, promoted by the South Canterbury Car Club and will take place on 22nd June 2019 in the South Canterbury, Waimate and MacKenzie Country Districts. The Rally will be held under these Supplementary Regulations, the MotorSport NZ National Sporting Code and its Appendices and Schedules particularly Appendix Three, Schedule R being the Standing Regulations for all Rallies and Appendix Two, Schedule A – Driver Safety and Vehicle Requirements. The Rally of South Canterbury is the 4th round of The Brian Green Property Group New Zealand Rally Championship and the 4th round of the Mainland Rally Series. This event is a round of the New Zealand Rally Championship all competitors that have entered any of the NZRC classes in this event must comply with the NZRC Portfolio and its regulations. 2. THE EVENT 4.1 Venue: The Rally starts in Timaru and finishes at Levels Raceway. The service park will be based in Fairlie. 4.2 Length: The Rally comprises of approximately 200km of special stages and approximately 220km of touring. 4.3 First Car Starts: From Timaru at 6:30am on Saturday 22nd June 2019 4.4 First Car Finishes: At Levels Raceway at 3:30pm 4.5 Ceremonial Start: This will take place in Timaru Friday 21st June 2019. Time and Venue to be advised in the acceptance of entry 5. ENTRIES 5.1 Opening and Closing: These open with the publication of these regulations and close at 5.00pm on Friday 7th June 2019 Entries post marked after the normal closing date but received prior to the close of Documentation will be subject to the late fee.
5.2 Entry Acceptance: Entries shall be made on the correct form and to be deemed valid must be complete in all details and accompanied by the appropriate fees. Acceptance will be at the organising committee’s discretion. Organisers reserve the right to refuse any entry in accordance with the prescribed provisions of the National Sporting Code. 5.3 Fees: (1) Competing vehicle: Entry Fee for competitors registered in the NZRC (category 1) (excludes stage notes, recce and ‘Rallysafe’ Fee) $1250-00 Entry Fee for competitors registered in the NZRC (category 2,3 & 4) (excludes stage notes, recce and ‘Rallysafe’ Fee) $1200-00 Entry Fee for competitors registered in the NZRC Category 5 (excludes stage notes, recce and ‘Rallysafe’ Fee) $850-00 All other Competitors (excludes stage notes, recce and ‘Rallysafe’ Fee) Class A $555-00 Class B $605-00 All other Classes $795-00 Late Entry Fee (additional) $150-00 Reconnaissance $50-00 Rally Safe Fee (compulsory) $120-00 Any competitor who withdraws from the event later than 7th June but prior to 5pm 14th June 2019 will forfeit 25% of their entry fee. Any competitor who withdraws from the event later than 5pm 14th June 2019, but prior to the commencement of documentation, will forfeit 50% of their entry fee. Any competitor who withdraws after the start of documentation will forfeit 100% of their entry fee. (2) Service Crew: One service crew vehicle free, additional service crew vehicles $25.00 per vehicle Payments can be made by cheque or direct credit to the following account South Canterbury Car Club Inc Westpac Bank 03-0887-0175935-00 Use “Rally” and “ #1 Driver Name” as reference when making an Internet banking payment Remittance advice must be attached to entry form if paying by internet banking. 5.4 Number of Starters: The organisers reserve the right to abandon the event if less than 65 entries are received at normal closing date. The maximum number of starters will be 120. Any additional entries received will be placed on the reserve list in order of receipt.
5.5 Acceptance of Entry: These will be notified by e-mail no later than Friday 14th June 2019 together with any additions to the ASR’s and the seeded list of entries. Priority entry will be given to those competitors who are registered for the Brian Green Property Group NZ Rally Championship. 5.6 Competitor Requirements: (1) Knowledge and Understandings: In signing the entry forms competitors (Entrant and Drivers) are deemed to fully understand the MotorSport NZ National Sporting Code and its relevant Appendices and Schedules. Particularly, (a) The National Sporting Code articles pertaining to protests and competitors obligations, and (b) Appendix Three Schedule R articles pertaining to Stage notes, Pace notes and Reconnaissance. (2) Licence Requirements: (a) New Zealand Competitors: Both the # 1 and # 2 drivers shall hold a National Rally (R1 / R2) Licence Grade or higher MotorSport NZ issued Competition Licence. If the Entrant is other than a driver, an Entrants licence in the name of the Entrant is required. (b) Australian Competitors: Shall hold either an FIA International Rally Licence and an International Visa OR Trans- Tasman Visa and a current international medical certificate, OR A National Grade Rally Licence and a Trans-Tasman Visa issued by CAMS 6. ELIGIBLE VEHICLES 6.1 Compliance: All vehicles shall comply with Appendix Two Schedule A and Appendix Three Schedule R of the current MotorSport Manual unless stated otherwise in these supplementary regulations. Note: Vehicles registered for road use in countries other than New Zealand shall comply with Motorsport Manual Sch A article 1.2(3) Reference www.motorsport.org.nz/resources/motorsport-manual 6.2 Classes NZRC Classes • Category 1 NZ Rally Championship 4WD cars complying with FIA R5, R4 kit, S2000, MotorSport NZ AP4, CAMS AP4 or MotorSport NZ Manual Appendix Two, Schedule A. • Category 2: NZ Rally Championship 2WD for FIA Group N 2WD, R1, R2, R3 and FWD 2WD vehicles • Category 3: Open Class 2WD Championship • Category 4: Historic Challenge Trophy • Category 5: Rally Challenge Trophy, Class 5A, 5B and 5C • Refer to Article 4.3 of the New Zealand Rally Championship Portfolio. 7. DOCUMENTATION, BRIEFINGS AND SCRUTINEERING AUDIT (1) Documentation: Competitors must present themselves at documentation for the checking of licences and documents, issuing of competition numbers and applicable advertising material at the documentation at the following venues Thursday 20th June 2019: Levels Raceway, Falveys Rd, Timaru. GPS Lat: -44.296573 Long: 171.201942 between the hours of 9.00am and 4:00pm Comfort Hotel Benvenue 16/22 Evans St, Timaru GPS Lat: -44.388698 Long: 171.244338 between the hours of 6:30pm and 8:30pm Friday 21st June 2019: Levels Raceway, Falveys Rd, Timaru. GPS Lat: -44.296573 Long: 171.201942 between the hours of 9.00am and 2.00pm Cars will not be cleared to compete until all of these numbers and advertising requirements are firmly affixed in the appropriate places on the vehicle. The organisers may require advertising spaces A1,A2 & A3 for Championship and event sponsor’s decals.(Manual # 36, Addenda to Schedule R) (2) New Competitors Briefing: Any driver(s) who have not previously competed in three or more rallies must attend the special briefing. The time and venue for this briefing will be announced on the Acceptance of Entry, Supplementary Regulations Part 2 (3) Scrutineering: This will be available at Levels Raceway, Falveys Rd Timaru on Friday 21st June 2019 between the hours of 9.00am and 2:00pm Audit Scrutineering and for those cars with forced induction engines, restrictor inspection, will be available in various locations during the week prior to the event, contact details of appointed scrutineers will be advised with the acceptance of entry (4) MSNZ Pre-event Technical Inspection: This will be available at Levels Raceway, Falveys Rd Timaru on Friday 21st June 2019 between the hours of 9.00am and 2:00pm 8. OFFICIALS IDENTIFICATION Officials of the event will be identified as detailed below. OFFICIAL BULLETINS Official Bulletins may be issued in accordance with the provisions of the National Sporting Code. 10. 11. RESULTS Provisional results will be posted on the Official Notice Board located at the Levels Raceway at 5.30pm on Saturday 22nd June 2019 12. STAGE NOTES The use of Stage Notes is permitted provided that they are original copies as created for this event and supplied by the Motorsport NZ authorised provider, Neil Allport Motorsport. Notes shall be ordered directly from the supplier using the order form on their website www.namsport.co.nz These notes must be ordered no later than Friday 7th June 2019 Information: The stage note system uses an automated computer program to generate a description of the special stage road using sensors fitted to a vehicle driven through each stage. Such notes describe the route in more detail than the Road Book and can be used without reconnaissance. The purchase and use of the state notes is a direct contract between the competitor and Neil Allport Motorsport with the organiser’s involvement being limited to authorising the use and facilitating the preparation and distribution on behalf of Neil Allport Motorsport. There is no obligation on any competitor to purchase these stage notes 13. RECONNAISSANCE An opportunity exists for those competitors who purchase the approved stage notes to take part in a convoy reconnaissance; this opportunity is NOT available to those who do not purchase stage notes. Reconnaissance • Schedule: There are two options available, ▪ Option One, full event on Friday 21st June ▪ Option Two, Half route Thursday 20th June afternoon and half route Friday 21st June morning ▪ Full details of the times and locations will be advised with acceptance of entry ▪ Please advise at time of entry your preferred intention 14. SERVICING (1) All servicing will be restricted to the Service area located in Fairlie. As this is a public area servicing is to be conducted on groundsheets and left in a tidy condition. Service Park information will be distributed with the acceptance of entry. Supplementary refuel points have been provided for. (2) Competitors are reminded to ensure that they are familiar with and abide by the MotorSport NZ Code of Practice – Fuel Handling. This can be found on the MotorSport NZ website – www.motorsport.org.nz 15. WITHDRAWAL FROM AND REJOINING THE EVENT • Temporary or Permanent Withdrawal: Where a competitor decides to withdraw from the event the competitor must remain on the rally route until advising the sweeper car of their withdrawal. A completed notification of withdrawal form must be handed into the appropriate rally official for urgent transmission to Rally HQ confirming the withdrawal. Failure to carry out this procedure will incur a penalty.
• No competitor will be permitted to restart the rally once they have handed in a “Final Withdrawal” form. • If a competitor believes that they may be able to restart the rally after an incident they should complete a “Temporary Withdrawal” form • If a competitor then wishes to re-join the event they must do so at a Time Control prior to the start of a special stage and at a point which will not cause any delay to the event. They cannot rejoin at a starting position higher than that at which they had been running prior to the Temporary withdrawal. They must hand in a “Rejoining” Form to the stage control officer • The organisers may require cars that have suffered accident damage to be checked and cleared by the Chief Scrutineer or his appointed assistant before re-joining. 17. POWER STAGE The "Power Stage" will be SS6 Rapuwai If for any reason this stage is interrupted or cancelled the "Power Stage" will then be SS10 Mt Gay. 18. SUPER SPECIAL STAGE This will be SS12 and conducted on Levels Raceway 19. OFFICIAL PRIZE GIVING AND AWARDS • The awards evening will be held at the Caroline Bay Hall in Timaru. RALLYSAFE The Rally will be using ‘Rallysafe’ technology on this event. This will be compulsory for all competitors THE UNITS WILL BE ISSUED AT DOCUMENTATION AND YOU MUST ENSURE THAT YOU HAVE THE CORRECT UNIT IDENTIFIED FOR YOUR CAR. 22. SPECIAL STAGE DESCRIPTIONS General Information: Public roads are all well formed and hard based with a light metal covering. Forestry roads are well maintained and formed arterial roads from the days of the NZ Forest Service that have a light metal covering and are in everyday use. SPECIAL STAGE DESCRIPTIONS SS1 Parkers Bush: This is the reverse direction of the stage that in 2006 Stig Blomqvist described as the best forest stage he had ever driven. Starts on public roads through a valley before a long uphill climb to the forest where the well constructed and maintained arterial through road is utilised for the remainder of the stage. With harvesting undertaken a few years ago there are now some magic views to be seen from the tops. SS2 Backline Rd (short): This stage is a shortened version of the traditional stage, the first 20km is unchanged however a tight steep uphill section with a couple of cattle stops adds to an interesting finish. Fast and flowing this stage is a delight to drive. SS3 Pareora Gorge: This stage is unchanged from 2018, starts on an old hill climb venue, has a short fast open section before continuing onto more narrow roads as it crosses into another valley and the well photographed ford. The exit can be slippy if frozen. Good flowing roads continue to the finish. Popular with the public so expect plenty of spectators. SS4 Rutherford Rd: A popular stage from years past this stage is fast and flowing on smooth gravel roads with a very short section of tarmac. Gravel carried onto this can make the corner very exciting for some. Stage finishes on the final section of the Rollersby Valley stage from 2018. SS5 Middle Valley: Unchanged form 2018 this is a fast flowing stage down a valley that tightens as it goes. A short section alongside a forestry area can become very slippery if wet or frozen. SS6 Rapuwai: Another version of a stage on the public roads of the Kakahu and Waitohi districts, well formed lightly metaled road along valley, ridges and over rolling countryside with just enough crests to make it interesting. Well shaded spots can still be frozen during the late afternoon. SS7 Waitohi: More of the same, this stage is the reverse direction of Fletcher Rd from 2018. SS8 Kakahu Forest: A new stage for this year, starts on the northern side of the forest and uses the main arterial roads to cross over the hill to the southern side. Quite steep and technical in places. SS9 Spur Rd: This stage will be run in the reverse direction to the stage of the same name in 2018. Fast and flowing it crossed the ridgeline between the MacKenzie Country and the Opihi Valley. A patch of uphill traction seal assists a steep climb and the shady iced up area that was the 2018 start is now the finish so it could be slippy downhill in the well shaded spots. SS10 Mt Gay: A reverse direction of Andrews Playground of 2018 the stage starts with a long uphill climb along a ridge before a steep descent with narrow gateways and hairpins to join a short section of tarmac and then fast flowing roads across the top of the hillside before a steep narrow descent to the finish. Often described as one of the best stages in NZ it is very popular with spectators and photographers. SS11 Limestone Valley Rd: A reverse direction of the Sutherlands stage of 2018, starts downhill through a fast flowing valley and a short climb over a ridgeline and a short section of tarmac. Stage then climbs an old hill climb venue before traveling a ridgeline with numerous crests. Very popular with spectators. SS12 Levels Raceway: Being the final stage of the day and run on gravel tyres Levels is sure a fun place to end a rally
