SAFE NOTICE SAFE Notice 2020 Number: 2-4604 AMENDMENT 2 Goobang Junction Basic Block Working and Commissioning To be read in conjunction with Safe Notice 2-4371 Extension 3 and Train Alteration Advice 1048-2019 and TAA 1100 - 2020 General Commencing 0600 hours Friday 11th September 2020 until 1800 hours Sunday 20th September 2020 or until works are completed, as part of the Inland Rail upgrading and commissioning works, to facilitate rail traffic movements Basic Block Working will be introduced within Goobang Junction Yard Limits as detailed in this SAFE Notice and in accordance with Network Rule ANSY 512. The commissioning works will involve the testing of level crossings, signals, points and track circuits. For the duration of the commissioning works Goobang Junction will be locally controlled by a Competent Rail Safety Worker (Officer In Charge / Signaller) to facilitate and manage rail traffic movements and Work on Track Authorities and methods. Goobang Junction Yard limits on the Narromine Main Line will be extended from GJ 144 at 449.164km to GJ 154 at 451.927km. An Infrastructure Booking Advice must be compiled as per the ARTC Network Rule ANWT 312 and Procedure ANPR 704 book out all affected infrastructure for the duration of the works. Safeworking Arrangements To undertake rail traffic movements all signals within the Goobang Junction Yard Limits will be booked out of use, and Basic Block Working will be introduced with the use of STOP Signs/Red Lights and Handsignallers in attendance. Whilst Basic Block Working is in operation, Rail Traffic Crews are to disregard all signal aspects within the block working limits. All work on track authorities will be issued by the Officer in Charge (OIC) Goobang Junction after being authorised by the NCCS TOCO Network Controller. OPE-FM-001 Version Number: 1.1 Page 1 of 12
SAFE NOTICE The OIC Goobang Junction will be responsible for CAN warning rail traffic of the following conditions; • Blaxland Road Level Crossing 447.136km is booked out with Handsignallers in attendance; and • Of a temporary speed restriction of maximum 25km/h for all Rail Traffic through Goobang Junction basic block working limits. It will not be permissible to apply for any work on track methods using eTAP for Goobang Junction for the duration of the commissioning. SAFE NOTICE Up direction through rail traffic movements must be CAN warned by the Network Controller at NCCS prior to departure from Gunningbland, SCT and Parkes North West Link. The CAN warning must contain the following information: • Basic Block Working is in operation within the Goobang Junction Yard Limits and commences at Signal number GJ150, • A STOP Sign/Red light is located at GJ150 signal and must only be passed on the authority of the OIC at Goobang Junction. Down direction rail traffic Down direction through rail traffic movements must be CAN warned by the Network Controller at NCCS prior to departure from Forbes. The CAN warning must contain the following information: • Basic Block Working is in operation within the Goobang Junction Yard Limits and commences at Signal number GJ123 • A STOP Sign/Red light is located at GJ123 signal and must only be passed on the authority of the OIC at Goobang Junction. Down direction rail traffic exiting John Holland Rail (Parkes) All rail traffic movements entering the Goobang Junction from Parkes must be CAN warned by Network Controller at John Holland Rail (CRN) prior to departure from Parkes. The CAN warning must contain the following information: • Basic Block Working is in operation within the Goobang Junction Yard Limits and commences at Signal number GJ127 on the Main line and GJ 120 on East Fork • A STOP Sign/Red light is located at GJ127 on the Main Line and GJ120 signal on the East Fork and must only be passed on the authority of the OIC at Goobang Junction. Safeworking Arrangements for through Rail Traffic Movements The OIC at Goobang Junction must ensure • the route is correctly set and the points have been clipped and SL locked for the intended movement prior to authorising rail traffic to pass the STOP signs/red lights. • All points and groundframes must only be operated on the authority of the OIC at Goobang Junction. • The OIC must ensure that the block is clear prior to authorising a rail traffic movement to enter the block. • Rail Traffic Crews are CAN warned that all rail traffic movements within the OPE-FM-001 Version Number: 1.1 Page 3 of 12
SAFE NOTICE Goobang Junction Yard Limits are restricted to a maximum track speed of 25km/h. All safety critical safeworking communications MUST be repeated back and understood before being acted upon. Emergency operation of the level crossing equipment Emergency switches are provided to isolate the warning equipment in the event of a failure. The “Emergency Switch Boxes” are located on the Level crossing Equipment Hut and are opened by the emergency keys obtained from the ARTC Provisioning Centre at Parkes. The Level Crossing warning equipment must be operated in accordance with ARTC Network Rule ANGE 218 “Type F Level Crossing Management”, ARTC Procedures ANPR 715 “Protecting Type F level crossing and ANPR 717 Using Emergency Roadside Warning Equipment. Manual operation of level crossing warning equipment Manual operation switches are provided on the outside of the Level Crossing Equipment Hut. The manual operation switch is unlocked by SL key and provided for use by Competent Rail Safety Worker in accordance with ARTC Network Rule OPE-FM-001 Version Number: 1.1 Page 4 of 12

Testing of level crossing warning equipment The level crossing will be remotely monitored from the Network Control Centre South by 4Site (Cerberus) Alarm Monitoring System. Failure of the Cerberus monitoring equipment In the event of a failure of the Cerberus monitoring equipment a daily test must be implemented by the Signal Electrician Parkes in accordance with ARTC Rule 218 “Type F Level Crossing Management”. Test switch boxes are located on the outside of the Level Crossing Equipment Hut and are opened by the test key obtained from the ARTC Provisioning Centre Parkes. SAFE Notices must be issued to all affected Competent Workers. Competent Workers who receive a SAFE Notice must follow the requirements in the SAFE Notice.
