Costa Blanca Bike Race Regulations 1. THE COMPETITION Costa Blanca Bike Race is a mountain bike competition belonging to the UCI S2 staged category (XCS) composed of 4 marathon stages (XCM), which can be played individual and parejas and by pairs formed to by 2 members, according to the established categories. The competition takes place from Thursday, April 15 to April 18, 2021 in the best environment of the Costa Blanca, Alicante (Valencian Community). The competition complies with the technical and sports regulations of the ICU (International Cycling Union), for the elite categories Women's and Men's ICU Elite. This competition has the distribution of the following points in UCI S2 category according to UCI 2020 regulations.. 2. Inscriptions 2.1. Any person wishing to participate in this competition must complete their registration through the official website: www.costablancabikerace.net. For registration to be valid, it is mandatory to fill in all the data requested on the form and pay the registration fees and those services that are contracted in parallel. 2.2. Registration fees are per person, for the 2020 edition are: PRICE per person INDIVIDUAL PLACES / LIMIT DATE 200,00 € 100 places or until 31 October 2020. * 260.00 € Until November 30, 2020. 315.00 € Until the end of registrations. (*) Places are limited to the quota described in each price range, once covered even if the deadline has not been reached the price leg will change. 2.3. Couple registrations must be made by teams consisting of two members. 2.4. The registration period starts on 14 September 20 20and ends on 11 April 2021 or after the places have been exhausted. 2.5. Participants must hold a licence for competitive cycling, issued by a national cycling federation approved by the ICU. 2.6. Cycling or other sports licenses are not accepted. 2.7. Those runners who are not in possession of a license for competitive cycling will have to process a license approved by the Royal Spanish Cycling Federation (RFEC). 2.8. Participants wishing to participate in elite women's or men's ICU status must be in possession of an annual license for elite racing cycling. They compete for UCI points and cash prizes, but must also strictly comply with UCI regulations. 2.9. Registration entails the following rights: • Right to participate in the competition. • Competitionbib. • Welcome bag. • Electronic device for time control (Chips). • Final and intermediate supplies (liquids and solids) of each stage. • Basic technical service (box tools) en route. • Other extra services contracted at a set cost. 3
• Basic medical service during the competition. • Pick-up service for arrivals en route. • Technical Breifing of each stage. 2.10. All registrations may be returned in full for 15 days from the date of registration, by the same means that the payment of the registration was managed, in accordance with the provisions of the Law of Retail Of Spain. The return within 15 days díascarries with it a return charge of 2 euros. Without insurance, returns will not be accepted outside this period. For returns outside this period, cancellation insurance is established with a price of 20 euros per person, under this condition the corresponding amount will be refunded according to the following legs: Period % Return Until October 15, octubre 2020 100% Until November 30, 2020 75% Until December 31, 2020 50% Until January 25, 2021 25% After January 25, 2021,no refunds will be made under any circumstances, even if it is in possession of the cancellation insurance. TRANSFER OF REGISTRATIONS Registration transfers to others are allowed up to one week before until January 25, 2021. The change of ownership fee is 50 euros per participant. Participants with cancellation insurance have free change of ownership, cancellation insurance is not usable after a change of ownership has been made. No refunds will be made for cancellation, alteration in all or part of the event. Due to weather or any other reason that prevents the test from being developed safely, the organization may reduce the necessary segments by which it is formed in order to develop the event on the day initially set. The reduction of segments, the reduction of the circuit, cancellation of some stage or any other alteration in the sporting event will not entail the organizer to the return neither partial nor complete of the price of the registration. 2.12. In the event of any kind of disqualification or abandonment of the competition, the registration fee will not be refunded in whole or in part. 4
Cancellation policy as a result of COVID-19: • It is important to note that the COVID-19 pandemic and the response of government and health authorities are constantly changing and developing. Therefore, please note that the criteria contained in this document are therefore subject to change depending on the evolution of the situation. Participants 3.1. All runners must be of legal age on the days of the competition. 3.2. The categories covered by runners are: • Categories. 1. Female elite. 2. Female master's degree. 3. Elite male. 4. Master 30 male. 5. Master 40 male. 6. Master 50 male. 7. Master 60 male. 8. Female couples. 9. Male couples. 10. Mixed couples. 11. E-bike. 1. Female Elite:A woman 18 years of age orolder. Debe own an UCI Elite license approved for competition,strictly comply with all UCI 5
regulations, will compete for UCI points and cash prizes in the general classification and by stage. 2. Femalemaster's degree : A woman 30 years of age or older. You must hold an approved Master's license for competitive cycling. Those with Elite licenses will not be able to compete in this category. 3. Male Elite: A man 18 years of age or older.. Debe own an UCI Elite license approved for competition,strictly comply with all UCI regulations, will compete for UCI points and cash prizes in the general classification and by stage. 4. Master 30 male. A man between the ages of 30 and 39. You must hold an approved Master's license for competitive cycling. Those with Elite licenses will not be able to compete in this category. 5. Master 40. A man between the ages of 40 and 49. You must hold an approved Master's license for competitive cycling. Those with Elite licenses will not be able to compete in this category. 6. Master 50. A man between the ages of 50 and 59. You must hold an approved Master's license for competitive cycling. Those with Elite licenses will not be able to compete in this category. 7. Master 60. A man who must be 60 years of age or older on December 31 of the year in which the competition is held. You must hold an approved Master's license for competitive cycling. Those with Elite licenses will not be able to compete in this category. 8. Female couples. Two women of legal age. Without distinction of its natural category. They won't get UCI prizes or cash prizes. 9. Male couples. Two older men. Without distinction of its natural category. They won't get UCI prizes or cash prizes. 10. Mixed Couples. An older woman and man. They will not earn UCI points or cash prizes. 11. E-Bike. Unique category to qualify for general stage classification. 3.3. Restrictions to participation. If participation is reduced to a certain number due to any administrative issue due to the current pandemic situation or any other situation that forces us to reduce the estimated participation, the places will be filled according to this priority. 1. Master Bikers (individual and couples). 2. International bikers (individual and couples). 3. Elite bikers. 4. Bikers Non-federated (individual and couples). 3.4. Master-licensed runners will not be able to compete in the UCI Elite category. 3.5. IMPORTANT: In accordance with the regulations of the Royal Spanish Cycling Federation (RFEC), foreign participants who hold a cycling license not processed by the RFEC must have a written authorization from their national federation certifying that their insurance is valid in Spain. This document must be presented to the Commissioners in order to remove the bib number. 6
4. NERVE ZONE 4.1 The event will have a nerve zone located in the Hotel Cap Negret where the teams will stay during the days of competition and that will become the central axis of competition. 4.2 The nerve area has facilities adapted to the needs of runners: gym, swimming pool, physiotherapy area, bike laundry etc. 4.3 The stages shall run within a maximum radius of 50 km from the nerve zone. 5. SECRETARIAT / DELIVERY OF DORSALES 5.1. Administrative checks and collection of the broker's stock exchange take place on Wednesday, april 14, 2021 from 10:00 am to 14.00.00 pm and from 16:00 pm to 21:00 pm in the Nerve Zone of HOTEL CAP NEGRET. 5.2. The bib numbers are assigned according to each category in order of registration and the latest update of the current UCI ranking. 5.3. In the secretariat an identification bracelet is given to each participant, which must be carried with them throughout the competition. This bracelet grants access to runner-enabled areas and is also useful as a safety measure. 5.4. An electronic time control device is provided to the secretariat and must be carried with all participants during the competition (Dorsal bike).). . 6. Briefing 6.1. A daily team meeting or briefing will be held to which all participants are welcome. Review the stage to be played and report possible unforeseen changes in the development of the competition. It is only mandatory to attend the first, prior to the start of the competition. 6.2. Any changes are published on the bulletin board located in the nerve center of the test, being the responsibility of the participants to be aware of them. The website will also have a virtual bulletin board to be able to check last minute information. 7. DEVELOPMENT OF THE COMPETITION 7.1. The competition is contested in accordance with the general UCI regulations and the specific UCI regulations for Mountain Bike. 7
7.2. Once the stage is complete, it is published on the official website and on the bulletin board, the stage classification, the general classification and the list of participants authorized to take the exit. 7.3. The output of all stages, except chrono-climbing, are in platoon. The time- climbing output is performed in reverse order to the general classification. Each team takes the exit with a difference of thirty (30)seconds, or what is set at the moment by the UCI commissioners.. 7.4. The departure grid opens twenty (20) minutes before departure time. For the time-climbing stage, each team must be prepared to take the exit at this time. 7.5. The organization will enable 4 output grids based on the provisional general classification of the stage. These grills correspond to: 1- UCI Elite Runners 2- Master 30 and Master Females. 3- Master 40 and master 50. 4- Master 60 and male, female and mixed couples.. 7.6. Five (5) minutes before departure time, no participant is allowed access to the exit grid, and must be placed on the back of the corresponding departure group. 7.7. No team may take the exit once the official departure has been made, unless a Commissioner consents to it. Computers that take the output after that time will be considered DNS (Did Not Start). 7.8. Each step control, intersection control, supply point, departure, and arrival has a maximum pass time, at which point the service is closed. Participants must roll within this time interval so as not to be disqualified. The time to reach these points is announced on the rutometer of the competition. 7.9. Completing the tour with means other than the individual physical effort of the participant and his own bicycle implies disqualification from the team. Team members can push or pull each other, as long as there is no physical/mechanical device connecting them or their bikes. 7.10. Any unlawful assistance implies disqualification from the participant.. 7.11. Participants who are no longer officially qualified can continue to participate in the test recreationally as long as they do not influence the development of the competition. Not complying with this rule means expelling the test, without the possibility of continuing on it. 8
8. Travels 8.1. The competition is played in four 4 stages whose venues and stages are: • 15 april 2021 - Stage 1 • 16 april 2021 - Stage 2 • 17 april 2021 - Stage 3 • 18 april 2021 - Stage 4 8.2. The route is duly marked with signs, especially at dangerous points, such as junctions, road intersections or streets. 8.3. The route is open to traffic but properly controlled. Runners should follow the directions ofthe traffic authorities and drive with caution. On Spanish public roads, cyclists must remain on the shoulder of the right lane. On tracks, it is advisable to drive on the right side. 8.4. The route includes demanding climbs and technical descent sections. It is the participant's responsibility to decide if they can overcome it on the bike. The organization is not responsible for accidents related to each participant's skill or fitness level. 8.5. Two types of controls are established during the route: step control (CP) and intersection control (CI). 8.6. At the step controls, a Commissioner writes down the participant's number and time. 8.7 Skipping a step control involves disqualification. 8.8. Not following the signs of an intersection check implies disqualification. 8.9. Abandoning the route marked by the organization implies disqualification. 9. NEUTRALIZED OUTPUTS 9.1. For safety reasons the output can be neutralized. In this case the tour manager leads the participants in an official test vehicle. The moment the eco- curd directorbegins the stage, participants must start competing. 9.2. When the official vehicle of the competition reaches the end of the neutralized section, it departs to one side and indicates the end of the neutralized section. 9.3. During neutralization it is forbidden to advance to the official racing vehicle of the Tour director. 10. NEUTRALIZED ARRIVALS 10.1. For safety reasons, the finish line can be advanced before reaching a stretch ofasphalt. 9
11. RUTÓMETRO 11.1. For each stage a rutometer is published detailing the distance, altitude, type of road, pass controls, intersections, supply/assistance points and closing time of each of the services. 11.2. The rutometer also indicates whether the departure or arrival is neutralized, the distance of the neutralized section and the time allowed between the arrival and the equipment parking, if the stage has a neutralized arrival. 11.3. This rutometer is purely informative and is not necessary to perform each stage. 12. WARNING AND TECHNICAL ASSISTANCE 12.1. Supplies and technical assistance areas are marked along the route and at the end of each stage. These points have everything you need to meet the feeding and hydration needs of runners during the test. 12.2. Supplies coincide with equipment support areas. 12.3. The organization shall make available to participants a basic mechanical service located at various points throughout the stage and duly designated. 13. Signage 13.1. The route is marked with arrows and beacons. GPS is recommended 13.2. Every ten kilometers the remaining distance to the target is indicated, just as the last 5 kms are indicated. 14. NON-PRACTICABLE SECTIONS 14.1. Commissioners, Tour Director and Competition Director, may decide that a section of the route is impractical and impossible to cross, being able to divert the route through the points provided for by the organization. 14.2. If this is not possible, the point where the last time control is taken as the arrival time. 15. OUT OF CONTROL 15.1. Depending on the characteristics of the stage, the out-of-control will be established and communicated by the organization the day before the stage during the holding of the briefing. Any runner or team that has not crossed the finish line at that time may be evacuated by the organization or continue the stage under its responsibility. 10
15.2. Any runner or team that is out of control may continue the competition without entering the standings or qualifying for prizes. 16. Abandonment 16.1. The abandonment of one or both team members should be communicated as soon as possible to the organization. 16.2. The organization shall determine intermediate points where participants may communicate the abandonment, as well as be informed of a telephone number where they can notify it. 16.3. Not notifying an abandonment means expulsion from the competition of the team concerned. 16.4. In the event of an accident or emergency, and safeguarding the safety of the participants, the organization has the right to withdraw a participant from the competition. 16.5. In the event that any of the runners members of a team leaves, the teammate may continue the competition. The latter will not qualify for the general classification, but can be considered a finisher. 17. Classifications 17.1. The classifications of each stage are carried out according to the time spent to complete eachstage, for those competing individually or for those competing for pairs the sum of times spent by the members of the couple + penalties,ifapplicable. 17.2. The sum of the time of the disputed stages, plus the accumulated time penalties, establish the general classification of each participant or couple.. 17.3. The following classifications are established. • Individual. oMale Elite oWomen's Elite oMaster 30 oMaster 40 oMaster 50 oMaster 60 oMaster's Degree oE-bikes. • Couples. o Male couples. o Female couples. o Mixed couples. 11
17.4. A female and male UCI Elite ranking will be published separately to award these participants UCI points and cash prizes. 17.5. All participants will carry the electronic device to record their times and be able to track them. Commissioners must approve these times in order for the results to be considered valid and official. 18. Awards 18.1. Each stage has an award ceremony for each category. 18.2. Only stage-winning participants in their category and leaders in their category are immediately called to the podium after crossing the finish line. participantes 18.3. At the final awards ceremony, the first three participants in each category of the general classification are immediately called to the podium, once they have all crossed the finish line. 18.4. Only UCI points are awarded to the Elite UCI men's and women's categories,according to table. Only the Men's and Women's Elite-ICU categories will be eligible for the general classification cash prizes.. 18.6. Cash prizes are only awarded at the end of the last stage, according to this table. Participants who obtain cash prizes must complete and submit through the website the prize application form, award registration required by the organization before Sunday, February 24, 2021 at 20:00. If this is not the case, the organization understands that the participant waives the corresponding cash prize. 19. THE BICYCLE 19.1. Bicycles must comply with UCI regulations, both in technical characteristics and safety. 19.2. Participants are allowed to change their bikes from stage to stage but cannot be completely replaced or changed during a stage. 19.3. Tandem bikes are not allowed. E-Bike. E-bikes allowed may not exceed a maximum of 250 watts of motor power. E-bikes allowed may not exceed the speed limitation of 25km / h. E-bike bicycles have to undergo a battery inspection and sealing at the beginning of each stage. E-bike bicycles have to pass the seal check at the end of the stage. The regulations that regulate the characteristics of e-bike bicycles are based on the following points. § Batteries cannot be recharged during the stages. § Batteries cannot be replaced during the stages. § E-bikes cannot be substituted during the stages for another E-bike or another standard bicycle. § The battery may not exceed 500Wh. 20. EQUIPMENT 20.1. It is mandatory to compete with the plate and bib delivered by the organization. The plate should be placed on the front of the bike. The bib should 13
be placed on the back. Both must be clearly visible and neither can be modified. The electronic time control device also cannot be modified and must be placed where indicated by the organization. 20.2. The leading teams in the general classification of their category must wear the leader's jersey, delivered by the organization. The leader's jersey has a blank space on the front and back to place team/participant advertising. 20.3. Participants wishing to record the leader's jersey with their corresponding advertising must submit their digitized logos in advance to the organization. 20.4. For security reasons it is recommended to bring a mobile phone. 20.5. It is also recommended (but not mandatory) for team members to maintain uniformity in their clothing during all stages. 20.6. At certain stages it may be necessary to wear warm clothing (rain, sleeves, legs, etc.). The organization does not provide these garments to participants. 20.7. The organization is not responsible for any lost or forgotten items along the route or during the course of any participant's test. 20.8. The organization is not responsible for any breakdown or repair of the bicycle that may occur during the course of the test. 20.9 The organization will put basic mechanical points. 21. SPORT AND ENVIRONMENT 21.1. Our sport, the mountain bike, is a competition and leisure activity that takes place in nature, and its impact on this environment is a responsibility for all participants and organizers of sports events. Participants are asked not to throw trash along the route, to be respectful of the environment (do not roll off the roads, do not take shortcuts that damage vegetation, etc.), be careful with animals, do not leave behind any spare parts, etc. 21.2. Commissioners may disqualify any equipment that does not respect the environment or the private properties that are being traversed during the test, expelling them from the test without the possibility of continuing in the test. 22. Paddock 22.1. Teams must reserve the space in advance through the paddock registration form that can be made from the https://costablancabikerace.net The organization offers the possibility to provide the teams to request in advance a tent of these measures, tents of 6 m x 3 m and tents of 3 m x 3 m. No participant or team assistant may camp or spend the night in the paddock, unless authorized by the organization. 22.3. The organization provides water and electricity to equipment located in the paddock, which are authorised and accredited.. 23. OTHER CONSIDERATIONS 23.1. Any participant may be subjected to official anti-doping control in accordance with UCI regulations. 23.2. All participants must be respectful of the other participants, Commissioners, members of the organization, the media and the public. Aggression, disrespect or other unrequited attitudes may be punishable by immediate expulsion from the competition. 23.3. The roads through which the competition takes place are assigned solely and exclusively for the days of the competition, so it is not allowed to disclose the GPS tracks of the route. 23.4. Commissioners may disqualify any team that does not respect these considerations by expelling them from the test without the possibility of continuing on it. 23.5. Following the registration procedure within the official page of the competition,the runner will find a box THATMUST SELECT entitled DISCLAIMER 15
AND PROTECTION OF PERSONAL DATA, ACCEPTING the clauses that appear on it. Reading is recommended. By registering in the "COSTABLANCA BIKE RACE" participants consent to the am sonido-energym itself orthrough third parties, automatically and for sports, promotional or commercial purposes only, their personal data. In accordance with the established organic law 15/1999, of December 13, on the Protection of Personal Data, the participant has the right to access these files in order to rectify or cancel in whole or in part their contents. To do so, it must be requested in writing from the registered office of La am sonido-energym, located for notification purposes in Cl Ciudad Real 16 block 3 Bajo C, 03005 Alicante. Also and in accordance with sporting interests, promotion, distribution and exploitation of the race "Costablanca Bike Race",for everyone (reproduction of photographs of thetest, publication of qualifying lists, etc.) through any device (Internet, advertising, etc.) and without time limit, the enrollees expressly assign to the organization the right to reproduce the name and surnames, the site obtained in the general classification and the participant's own, the category, the sports brand made and its image. 24. Claims 24.1. Complaints must be formally addressed to and processed by Commissioners in accordance with ICU rules. ENROLLING IN COSTA BLANCA BIKE RACE IMPLIES ACCEPTING AND COMPLYING WITH THIS REGULATION AS WELL AS IMPLIES ACCEPTING THE DATA PROTECTION LAW AND CANCELLATION POLICY. REGISTRATION CONDITIONS Costa Blanca Bike Race is a mountain biking test open to any professional or amateur cyclist. It is a test that is within the UCI (Union Cycling International) calendar. To participate it is essential to be in possession of a license in force and validated by the ICU. Most licenses are valid, but in case of doubt it is advised to be reviewed in your territorial or national federation. CBBR mixes the professional atmosphere with the amateur, with in large part amateur cyclists intending to enjoy and compete in a unique race, while professionals compete against these cyclists and themselves to achieve UCI points. CBBR mixes the atmosphere of competition and amateur, so they do so in a special, different test, where you can meet and compete against idols or cyclists who are in the top positions of the UCI Rankings IMPORTANT: In accordance with the regulations of the Royal Spanish Cycling Federation (RFEC), foreign participants who hold a cycling license not processed by the RFEC must have a written authorization from their national federation certifying that their insurance is valid in Spain. Cycling licenses or those for other sports are not valid. In case of not owning a racing cycling license, a temporary and specific license for the test may be processed through the organization, which will not allow to obtain UCI points or cash prizes.
