ROWING CANADA AVIRON – 2021 Senior National Team PART 1: SELECTION OVERVIEW National Team Objective: Rowing Canada aims to select athletes and crews to represent Canada with the ability to achieve an ‘A’ Final (top 6) performance at their designated Championships with a primary focus on Olympic & Paralympic boat classes. PURPOSE This document establishes the process and criteria to be used to select the 2021 Senior (Sr) National Training Squad and nominate the 2021 Senior National Team. Invitation to the 2021 Sr National Training Squad is a necessary precondition for nomination to the 2021 Sr National Team. GOAL The goal of the 2021 Sr National Team is to identify and develop a group of athletes with the potential to compete at the 2021 Olympic and Paralympic Games in Tokyo, Japan, and the 2024 Olympic and Paralympic Games, in Paris France. As the 2020 Olympic and Paralympic Games have been postponed to the summer of 2021 it is imperative that RCA’s High Performance program takes every advantage to develop athletes over a full 4 year quadrennial leading up Paris 2024, while still properly preparing for Tokyo 2021. OVERVIEW This Selection Guidelines document was drafted and prepared by RCA and came into effect immediately upon publication on the RCA website on September 18, 2020. RCA may also communicate and distribute this Selection Guidelines to relevant athletes through other channels available to the athletes. RCA reserves the right to amend this document for changes imposed by parties external to RCA or for changes that become necessary due to typographical error or a lack of clarity in a definition or wording. Any changes made by RCA are deemed to come into effect immediately upon publication on the RCA website. Additional publication of the amended Selection Guidelines will be made by whatever means and wherever the original Selection Guidelines was published. OVERVIEW AND SCOPE These Selection Guidelines are not to be mistaken with those for the 2020 Olympic and Paralympic Games (now the 2021 Olympic and Paralympic Games). However, in accordance with the Selection Flowchart (attached as Section 6) members of the 2021 Sr National Team may have up to two (2) opportunities to be considered for entry to the 2021 Olympic and Paralympic Teams. This Selection Guidelines document will be used to select athletes to the 2021 Sr National Team with the goal of competing at one or multiple of the following events in 2021: 2021 World Cup 1 April 30 – May 2, Zagreb Croatia 2021 Final Paralympic Qualification Regatta May 7-9, Gavirate, ITA 2021 Final Olympic Qualification Regatta May 16-18, Lucerne Switzerland 2021 World Cup 2 May 21-23, Lucerne Switzerland 2021 World Cup 3 June 4-6, Sabaudia, ITA 2021 Henley Royal Regatta - UK June 29- July 4, Henley UK 2021 World Rowing Championships October 17-24 , Shanghai China Additional events may be added once the 2021 regatta season has been finalized. Final decision on which events are attended will be reviewed on a case by case assessment of demonstrated potential to perform. August 2020 3
ROWING CANADA AVIRON – 2021 Senior National Team PART 2: SELECTION REQUIREMENTS All athletes wishing to be considered for selection must satisfy all of the following requirements: 1. GENERAL ELIGIBILITY REQUIREMENTS All athletes and coaches selected to RCA National Teams must be registered and be in good standing with the Canadian Association of Amateur Oarsmen (CARA), which operates under the name Rowing Canada Aviron (RCA). Athletes must hold a valid Canadian passport or be eligible to row for Canada. Athletes must follow all relevant FISA, FISU and IOC (or PASO) rules regarding eligibility. For clarity, to be in good standing with the CARA, an athlete must be a registered participant with a member of the CARA and: a. their registration dues and any debts to CARA are not overdue; b. they are not subject to a disciplinary investigation or action by the Corporation; and, c. They have fulfilled all terms and conditions of any disciplinary action to the satisfaction of the Board of Directors. 2. AGE AND OTHER ADDITIONAL ELIGIBILITY REQUIREMENTS Age eligibility: Although there is no set age requirement for the 2021 Training Squad and 2021 Sr National Team, RCA is targeting athletes born in 1994 or later. Athletes born prior to 1994 will still be considered for this program if their performance demonstrates they have to potential to achieve international success in 2024. Other: Must have a Canadian passport valid until March 2022 3. ATHLETE TRACKING AND MONITORING (RADAR) Athletes must comply with the minimum monitoring requirements. Monitoring documents can be found on the RCA website resource page. https://rowingcanada.org/resources/ 4. ATHLETE EXPRESSION OF INTEREST Athletes are required to complete the “Athlete Expression of Interest” form at the following LINK 5. 2021 ATHLETE AGREEMENTS All athletes that are invited to be part of the 2021 Training Squad and 2021 Sr National Team will be emailed details on completing the 2021 Athlete Agreement. Agreements must be completed prior to an athlete’s engagement in the program * Late receipt may jeopardize participation and selection – extraordinary circumstances will be reviewed by RCA’s High-Performance Director on a case by case basis 6. SELECTION CRITERIA The objective of the 2021 Sr National Team Selection Guideline is to select crews (which shall include coxswains and single scullers) that have potential to achieve RCA’s National Team Objective of achieving an ‘A’ Final position (top 6) at designated international competitions. ROWING CANADA AVIRON – 2021 Senior National Team Athletes will be invited to the 2021 Training Squad and 2021 National Team using the process outlined in Part 3 herein, and in accordance with certain criteria outlined below. Athletes may be selected to a team in accordance with the athlete’s performance and achievement with respect to the following criteria (“Performance Criteria”): 1. Performance results including but not limited to: - All performance results at events outlined in the relevant section of Part 3. - Time trials of various distances, including but not limited to 2000M, - Small and/or large boat seat racing matrices (ie: seat racing all athletes on a given side against each other) and/or targeted seat racing (ie: select head to head races with direct swaps of relevant athletes), - Designated ergometer assessments, - Racing results, including but not limited to, results achieved at international rowing regattas, - Ongoing ergometer testing as per 2020/2021 RCA Athlete Monitoring Program including RADAR, and - Performance at Regional Qualification events and other Selection Events athletes have been invited to attend. In addition, RCA, within its reasonable exercise of discretion, may consider the following other factors during the team selection processes (“Other Criteria”): 1. Factors relevant to crew combination, namely crew compatibility (ie: how individuals perform as a team), coachability, and technical compatibility; 2. Commitment to the program; 3. Assessment of competitive readiness (ie: fitness relative to previous assessments and to peers); 4. Ability to meet and maintain bodyweight targets (for lightweights and coxswains only); and 5. Additional factors relevant to achieving RCA team objectives including but not limited to potential development of the athlete or coach for subsequent National Teams and ultimately Senior Team selection. If an athlete has any questions with respect to the above Selection Criteria and/or Other Criteria, they may contact the High Performance Director, NextGen Program Lead or the identified designate to obtain clarification. From time to time as required, supplemental program specific information may be posted on the Rowing Canada Aviron website at: https://rowingcanada.org/resources/ and circulated through other communication channels utilized but RCA. For Coxswains to be considered for selection, the following will also be considered, in addition to the above Selection Criteria and Other Factors: 1. Athlete and coach assessment of the coxswain’s ability; 2. Compatibility with other athletes in the selected crew and coaches; 3. Demonstrated ability to meet weight guidelines (as per FISA Rule 27); and 4. Racing experience and results. See Part 3 Section 3 for Coxswain application and selection process. 6.1 PARTICIPATION OF 2020 OLYMPIC SELECTION CAMP ATHLETES AT INTERNATIONAL COMPETITIONS Athletes who are part of the 2020 Olympic Selection Camp (and who are not a part of the 2021 Sr National Training Squad) may be selected to participate at 2021 international competitions. These selections will be made through a selection process that is separate from the selection process outlined in Section 6 of this document. August 2020 5
ROWING CANADA AVIRON – 2021 Senior National Team 7. SELECTION AUTHORITY The final authority for selection rests with the RCA High Performance Director (“HPD”). This authority is based upon the nominations made by individuals noted in the chart below and all other criteria within this document. Athletes may be considered for late invitation to various selection activities (depending on schooling commitments, or other special circumstances, etc.). The High Performance Director and NextGen Program Lead may also choose to invite athletes based on ‘Special Circumstances’ outlined below. The High Performance Director will consult the relevant National Head Coach, NextGen Program Lead and may delegate his or her authority for selection to another individual(s) as indicated below. Delegated responsibility for selecting Boats and Athletes to represent RCA is noted in the chart below. FINAL NOMINATION DATES The final Nomination date for crews for various events is as shown in the following table. Athletes and potential alternates for those crews, will be named on these dates. After these dates, there will be no further crews selected, except as allowed by certain ‘Special Circumstances’ as noted below. However, placement of athletes in specific crews may be changed up to the date of competition, based upon the appropriate assessment of the crew's competitiveness and subsequent approval by the High Performance Director or NextGen Program Lead. AUTHORITY TO MAKE CHANGES TO THE COMPOSITION OF CREWS - ONCE THE TEAM IS SELECTED Selection to the 2021 National Team as part of a crew (or an alternate) does not guarantee an athlete a place in a specific crew for the regatta. For crews selected to the above events, the composition of crews shall remain the discretion of the RCA High Performance Director and Head Program Coach. The configuration of crews may be changed based on a crew’s competitiveness and such changes will follow the appropriate competition regulations. August 2020 6
ROWING CANADA AVIRON – 2021 Senior National Team 10. ON-SITE DECISION-MAKING AUTHORITY During the training and competition period at an ‘away’ venue all final decision-making authority will reside with the Team Leader. The responsibilities of the team leader will first and foremost be creating and supporting an environment that supports performance excellence at their event, in addition to: • Leading all matters related to crisis management, emergency preparedness and response, • Manages team member human resources, roles and responsibilities, accreditations and conduct issues on behalf of RCA, • Acts as spokesperson for the team and RCA on-site pertaining to any issues on entries, FISA/PASO regulations and organizing committee communication, and • Responsible for ensuring the team and members comply with RCA/FISA/PASO regulations and agreements signed by team and members. 11. SPECIAL CIRCUMSTANCES If because of injury, illness, or extenuating circumstance an athlete is unable to meet any of the criteria set out in this document, an athlete may still be considered for selection to a National Team. Athletes must advise the RCA High Performance Director in writing of any injury, illness, or personal extenuating circumstance as soon as possible. In the case of illness or injury, a medical certificate signed by the athlete’s doctor must be submitted to RCA’s Chief Medical Officer. In the event an athlete who has been selected in National Team becomes injured or ill, and in the opinion of the High Performance Director and/or NextGen Program Lead (with advice of the Chief Medical Officer where relevant), is not deemed fit to compete, then the athlete may be replaced with another athlete. The choice of replacement athlete is at the sole discretion of the High Performance Director, in consultation of the relevant coach. In all cases, permission to be exempted from any requirement contained within this document must be obtained in writing from the High Performance Director. Failure to properly report injury, illness, and/or other personal extenuating circumstances prior to the selection processes of each event may result in the athlete being de-selected and financially responsible for all the athlete’s costs associated with the event. 12. REMOVAL FROM A TEAM ONCE SELECTED The High Performance Director and/or NextGen Program Lead (or their designate team lead) may, at any time, and at their discretion, disqualify an athlete from being considered for nomination to the 2021 Sr National Team based on terms and conditions outlined in the RCA Athlete Agreement. RCA will advise the affected athlete, in writing, of the decision. Any such removals are subject to the approval of the High Performance Director. Reasons for dismissal include, but are not limited to: • Inability to maintain high training standards, • Failure to participate In the mandatory training camps organized by RCA prior to the event, • Inability to meet performance expectations in competition, • Inability to perform due to injury, illness or for other medical reasons as determined by RCA’s Chief Medical Officer, or • Violation of terms and conditions as set out in the RCA Athlete Agreement. APPEAL PROCESS Decisions made pursuant to these Selection Guidelines document may be appealed in accordance with the RCA Appeal Policy located on the RCA website: If both parties are in agreement, or if timing restrictions require it, the RCA Appeal Guidelines can be bypassed and the matter may be brought immediately before the Sport Dispute Resolution Centre of Canada (SDRCC), who will then manage the appeals process. 14. RELOCATION Athletes selected onto a team may be required to relocate to a designated training location. August 2020 8
ROWING CANADA AVIRON – 2021 Senior National Team PART 3: SELECTION PROCEDURE This part outlines the process and activities that rowers and coxswains must complete to be eligible for invitation to the 2021 Sr National Training Squad and the 2021 Sr National Team. All athletes must complete all activities stipulated herein (except for activities marked ‘participation encouraged’) unless there are Special Circumstances that prevent this, in which case RCA is to be notified of the reason as soon as possible, and in accordance with the Guidelines noted in this document. ROWING CANADA AVIRON – 2021 Senior National Team Section 1: Invitation to 2021 Training Squad Invitation to the 2021 Training Squad is a necessary precondition for being selected for the 2021 Sr National Team. The 2021 Training Squad will commence training on January 1, 2021, but may commence earlier depending on athlete and training center availability. There are 4 ways to be invited to the 2021 Sr National Training Squad, they are as follows: 1. Athletes Previously Invited to the 2020 Olympic Camp who were Deselected after March 23rd, 2020 2. Achieve the 2k or 6k “2021 Sr National Training Squad Erg Invitation Target” Between January 27th and November 31st, 2020. 3. Performance against “2021 SR National Training Squad Erg Invitation Target” submitted through Fall 2020 RADAR submission. 4. Performance against “2021 SR National Training Squad Erg Invitation Target” submitted through Spring RADAR submission – January 26 to March 31, 2021. And; Water Performance at 2021 regional Small boat selection events • BC – May 15-16, Burnaby Lake BC • ON – May 22-23, Location TBA NOTES: RADAR results must be submitted to RCA’s Athlete Monitoring Platform (https://rowingcanada.kinduct.com) , or through the RADAR erg submission form (LINK), to be considered for invitation Once an athlete has achieved one of the invitation requirements they will be contacted directly to establish an individualized plan specific to intake and training location. An updated invitation list will be posted monthly on the RCA website. Upon invitation, athletes are required to submit their daily training load and Hooper Mackinnon to RCA’s Athlete Monitoring Platform. ROWING CANADA AVIRON – 2021 Senior National Team Section 2: Selection to 2021 Sr National Team Being selected to the 2021 Sr National Training Squad does not guarantee athletes will travel and compete for Canada. It rather creates a pool of athletes that will be used to select the 2021 Sr National Team. Selection for the 2021 Sr National Team will have two selection periods as follows: Selection Period #1: Selection of athletes and crews to race at events from May 15th through to July 15th, 2020. Date Overview Process Details Ongoing up to Assessment of athletes and possible boats to Team training March 5th , 2021 select March 6th - 14th , Seat Racing and Selection Determine Crews and boats to time trial 2021 Matrices Nominate Crews and boats to compete March 27th, 2021 Time trial 2000m Race internationally Selection Period #2: Selection of athletes and crews to race at the 2021 World Rowing Championships. Pending budgeting availability, RCA may decide to send crews to attend the 2021 World Rowing Championships at its sole discretion. If this is the case the following process will be implemented. RCA’s High Performance Director, in consultation with senior coaching staff and program leads, will review the results of Canadian boats which raced internationally in 2021 to determine the following; • Boats that will remain intact from previous selection and will have the opportunity to trial for the 2021 World Rowing Championships • Boats from previous events that will be opened up for further selection • Opportunities for additional boats to be selected. ROWING CANADA AVIRON – 2021 Senior National Team Selection Period #3: This selection process will only be used In the case that and athlete, or athletes, which raced at the 2020 Olympic or Paralympic Games wish to race at the 2021 World Rowing Championships. In this situation the following outlines the process wich will be used. ROWING CANADA AVIRON – 2021 Senior National Team Section 3: Selection to 2020 Olympic Team There are only two (2) methods through which a 2021 Sr National Training Squad member could potentially be selected to the Olympics: 1. Olympic Selection Camp – In accordance with the Performance Criteria and Other Criteria, the NTC Crew / Program coach has the discretion to nominate a high-performing athlete with supporting performance data to the High Performance Director for consideration of an invitation into the 2020 Olympic Selection Camp. Said athlete will then have an opportunity to participate in 2020 Olympic Selection Camp and have an opportunity to be nominated to the 2020 Olympic Team, along with all other members of the 2020 Olympic Selection Camp. 2. If a 2021 Senior National Team Squad crew finishes in the top 2 of non-qualified nations at the 2021 World Cups, RCA will nominate that crew to compete at the Final Olympic Qualification Regatta. Upon successfully achieving qualification at the Final Olympic Qualification Regatta, those athletes will be added to RCA’s 2020 Olympic Team. Note regarding Final Paralympic Qualification Regattas: Crews selected to the 2021 Sr National Team to compete at the 2021 World Cup 1 that finish within the Top 2 of non-qualified nations, will be nominated to compete at the Final Paralympic Qualification Regatta. If no World Cup Regatta, offering appropriate PARA events, is scheduled prior to the Final Paralympic Qualification Regatta, athletes will be required to achieve water speeds in Canada which demonstrate potential performance in order to be nominated to the Paralympic last chance qualification event. ROWING CANADA AVIRON – 2021 Senior National Team Section 4: Coxswain Specific Overview: Coxswain selection is by definition a subjective undertaking. Ultimately, the selected coxswain should be able to make the boat go faster over an extended period of time leading up to a competition. Assessment of coxswain readiness should be based upon evaluation of compiled submissions and reviewed by the applicable Program Lead or Lead Coach. Eligible NextGen Coxswains interested in invitation to a 2021 selection event are required to submit an application.
