INVITATION FOR BIDS The City of Rock Island requests that contractors interested submit a cost schedule for the removal of 62 trees including stump grinding and restoration, a cost to clear cut 10 city owned lots and an hourly rate for any additional trimming/removal work. All trees are in city right-of-way, parks, and city owned parcels. Sealed bids will be accepted by the City of Rock Island at the Public Works Department (1309 Mill Street, Rock Island, IL) until 11:00 a.m. on Friday, April 16, 2021 for the following project: Tree Trimming and Removal Contract - 2021 A Mandatory pre-opening informational meeting will be held at 9:00 am on Thursday April 1, 2021 in the Public Works Conference Room (1309 Mill Street, Rock Island, IL 61201). Submission of the bid shall be construed as evidence of understanding of the issues and resolutions determined at the pre-opening informational meeting, and not later claims for labor or equipment required or for difficulties encountered will NOT be approved. A digital copy of the specifications may be obtained from the Office of the Municipal Services Supervisor, Public Works Facility, 1309 Mill Street, Rock Island, Illinois 61201, Telephone: (309) 732-2200. They may also be downloaded from the City's website at: https://rigov.org/bids.aspx A hard copy set of the plans and specifications can be obtained at the above address for a non-refundable fee of $35.00. The Contractor shall be responsible for complying with all local, state, and federal regulations pertaining to this project. Insurance The Contractor shall obtain and keep in force the insurance coverage specified in Article 107.27 of the Standard Specifications. (attached at end of document) Insurance coverage shall name the City of Rock Island, its officers and employees as additional insured with respect to the liability coverage. Certified copies of the original policies, or certificate(s) of insurance, by the insurer(s) issuing the policies and endorsements shall be submitted to the City prior to the beginning of the work. No additional compensation shall be measured or paid for the insurance described. All costs for insurance specified in Article 107.27 shall be included in the contract and not measured or paid separately. Qualifications: Minimum/Mandatory Qualifications of the Contractor The Contractor shall complete the attached Statement of Qualifications Form. Contractors shall address each of the requirements below. 1. The successful bidder shall be licensed for tree trimming and removal by the City of Rock Island prior to the commencement of work. 2. All contractors shall have at least one (1) International Society of Arboriculture (ISA) Certified Arborist employed at the time of the RFP opening and for the duration of the contract period
3. All Contractors shall have an adequate staffing capacity in order to remain on schedule and to successfully perform the duties as described in the Scope of Work section of this contract. 4. All Contractors shall possess equipment levels adequate to remain on schedule and to perform the duties described in the Scope of Work section of this contract. 5. All Contractors shall possess or have the capability to obtain, should a piece of equipment go out of service, the necessary equipment to perform all duties.
SCOPE OF WORK Safety Standards: All equipment to be used and all work to be performed must be in full compliance with the most current revision of the American National Standards Institute Standard Z-133.1 (Safety Requirements for Pruning, Trimming, Repairing, Maintaining, and Removing Trees and for Cutting Brush). Blocking public streets shall not be permitted unless prior approval has been granted by the Public Works Director of a designated representative. The Contractor shall provide adequate barricades, flagmen, signs, and/or warning devices during the performance of the Contract to protect motorists and pedestrians. The Contractor shall follow standards outlined in the IDOT Manual Uniform Traffic Control Devices and "Street and Utility Repairs Work Area Protection Guide", available from Rock Island Public Works. Questions of sufficiency shall be resolved to the satisfaction of the Public Works Director or a designated representative. Tree removal shall consist of cutting down each identified tree in a safe manner so as not to unnecessarily endanger life or property. All trees designated for removal shall be removed in accordance with common standards of good practice. Methods used shall be subject to the approval of the Public Works Director or a designated representative. The Contractor shall refrain from the practice of falling entire trees. All trees shall be "limbed" out prior to the final cutting of the trunk. Sidewalks, curbs, streets, manhole covers and meter pits shall always be protected from the impact of falling wood. If trees extend through power and/or telephone or cable television wires, it shall be the responsibility of the Contractor to notify the appropriate utility company and make all necessary arrangements to protect said facilities from damage. All billable utility costs are the responsibility of the Contractor. No free felling of heavy limbs shall be allowed. All limbs and branches larger than 5 inches in diameter that may cause damage to other trees or surrounding public or private property shall be lowered by ropes or crane. Any practice determined by the City to be obviously hazardous shall be immediately discontinued by the Contractor upon receipt of either written and/or verbal notice from the Public Works Director or his designated representative to discontinue such practice. Removal of Trees: The Contractor shall remove all trees designated for removal by the City of Rock Island as identified in the list provided with these specifications, to a point six inches (6") or less above the adjacent ground level. In addition, the City reserves the right to substitute City trees identified in the Tree Removal List with other City trees not listed in the original list. The trees to be removed
will be plainly marked by the City with an "R" painted on the street side of the tree trunk. If trees are on the list but not plainly marked or plainly marked but not on the list, the Contractor shall clarify with the Municipal Services Supervisor whether or not a tree should be removed before proceeding. All tree removals must be completed by August 31, 2021. All stump grinding and restoration must be completed by September 30, 2021. All planting will be completed between March 20 through April 30 or September 1, through November 15, or until soil temperatures fall below 50 degrees F. All trimming shall be completed by December 31, 2020. No trimming of Oaks will be allowed prior to the first frost. Special consideration will be given to timelines for Oaks. The Contractor will perform all work between the hours of 7 a.m. and dusk, Monday through Saturday unless authorized by the Public Works Director or his representative to do otherwise. Municipal Services Supervisor – Luke VanLandegen 309-732-2261 Disposal of Tree Limbs and Tree Trunks: The Contractor shall remove all tree limbs and tree trunks from the site and dispose of these limbs and trunks in accordance with applicable ordinances and regulations of their respectable state or municipal jurisdiction. Limbs and trunks temporarily placed in the right-of-way areas shall be placed in such a manner as to eliminate any obstruction to motor vehicles and pedestrians. Brush and limbs overhanging curb or pavement shall not be acceptable and under no circumstances shall these materials be allowed to lay on the parkway overnight. Site Clean-Up: The Contractor shall clean up the site and remove and dispose of all debris at the end of each day's operation. Site clean-up shall include removal of sawdust, small twigs, chips, leaves, trunk, and limbs from the street, curb, parkway, sidewalk, private lawns, and driveways. Protection of Property: The Contractor shall take all necessary precautions to eliminate damage to adjacent trees and shrubs, lawns, curbs, walks, or other real or personal property. The Contractor shall be responsible for repairing or replacing any property damaged as the result of the Contractor's operations at Contractor's sole expense. Should the damage not be rectified within the time agreed upon, or to the satisfaction of the City Public Works Director or his representative, the City reserves the right to repair or replace that which was damaged, and assess the Contractor such costs as may be reasonable and related to damage caused by the Contractor, or deduct these costs from any payment due the Contractor. Protection of Overhead Utilities: Tree removal operations may be conducted in areas where overhead electric, telephone, and cable television facilities exist. The Contractor shall protect all utilities from damage from said tree removal operations, shall immediately contact the appropriate utility if damage should
occur, and shall be solely responsible for satisfying all claims for damage arising out of Contractor’s performance of this Contract. The Contractor shall be solely responsible for making arrangements with the utility for removal of all limbs and branches that may conflict with or create a hazard due to proximity to overhead utilities. If the Contractor has properly contacted the utility in sufficient time to arrange for the required work by the utility, delays encountered by the Contractor in waiting for the utility to complete its work shall not be the responsibility of the Contractor. Reporting: The Contractor shall keep daily records of work completed. The records shall be turned into the Public Works Department upon request. Tree Stump Removal The Contractor shall be responsible for contacting the appropriate utility for location of any underground utilities which are in the work area and which could be damaged by Contractor's operation The Contractor shall remove all tree stumps and buttress roots designated by the City Public Works Director or his representative to a point eight inches (8") below the adjacent ground level. Additionally, the Contractor shall remove sufficient subsurface roots associated with removed stumps as may be necessary to eliminate "humps" in the lawn area adjacent to the stump. Disposal of Stump Grindings and Debris: Within 24 hours after grinding (removal) of a tree stump and buttress roots, the Contractor shall remove the stump grindings and associated debris from the site. Removal of all grinding debris generated by work described in this contract shall be the responsibility of the Contractor. Stumps, grindings, and debris shall be placed away from the curb and gutter, street, sidewalk, and private property immediately after removal to eliminate hazards to the motoring public and pedestrians and to eliminate damage to private property. Once stump grindings have been removed from the stump hole, this hole must be backfilled the same day. Under no circumstances should holes or depressions from stump grinding be left unfilled overnight. Backfilling: All areas where stumps have been removed shall be backfilled slightly above the level of the adjoining grade with pulverized black dirt (top soil), free of rock and other debris and properly compacted so as to ensure a minimum amount of settlement of the backfill material. Any areas where holes or depressions are created, or existing lawn is damaged during removal or stump grinding, shall be backfilled to match existing grade. Contractor shall not use grindings (chips) and debris as backfill material.
Seeding: All adjacent disturbed areas and areas where backfill material was installed shall be seeded. The seed shall be of lawn mixture composed of fifty percent (50%) Kentucky Bluegrass, fifty percent (50%) Perennial Ryegrass. A 10-10-10 Fertilizer shall be applied as well. Planting Preparation: The contractor shall identify any underground impediments prior to beginning planting by contacting JULIE. Contractor shall make certain that trees are properly maintained and watered. The Public Works Director or his designated agent shall have the right to refuse any plant following inspection. Planting sites shall be designated by a representative of Rock Island Public Works. Planting operations shall stop when soil is frozen or when topsoil is muddy. Tree Planting Balled and Bur lapped: If not readily apparent, locate root collar by removing twine, burlap, and excess soil. Dig tree hole at least two times wider than the root ball, with sides sloped to an unexcavated or firm base. Dig hole to a depth so the located root collar, at the first order lateral root, will be at finished grade. Lifting only from the bottom of the root ball, position tree on firm pad so that it is straight and top of root collar is level with the surrounding soil. Remove all twine from the root ball. If present, remove and discard at least the top one half of the wire basket. Burlap shall be removed from the top to a point halfway down the root ball and discarded. Ideally, all burlap and wire basket should be removed from the root ball. With clean, sharp pruning tools, prune off any secondary/adventitious, girdling, and potential girdling roots. Backfill planting hole with existing unamended soil, and thoroughly water. Mulch the entire planting surface with composted bark applied no less than two inches (2") deep and no more than four inches (4”) deep, leaving three inches (3”) adjacent to the tree trunk free of mulch.
Tree Planting Containerized or Grow Bags: If not readily apparent, locate root collar by removing excess soil. Dig tree hole at least two times wider than the root ball with sloping sides. Dig hole to a depth so the located root collar, at the first order lateral root, will be at finished grade. Create a firm soil mound at the bottom of the planting hole. Remove tree from container or grow bag and select from option a or b a. Completely tease apart root system, repositioning any girdling or potentially girdling roots. Spread roots over soil mound so that root collar is at finished grade and the tree is straight. b. With a sharp saw, shave off the entire outer 1 inch (1”) of the root ball. Place in planting hole so that root collar is at finished grade and the tree is straight. With clean, sharp pruning tools, prune off any secondary/adventitious, girdling, and potential girdling roots. Backfill planting hole with existing unamended soil and thoroughly water. Mulch the entire planting surface with composted bark applied no less than two inches (2") deep and no more than four inches (4”) deep, leaving three inches (3”) adjacent to the tree trunk free of mulch. Tree Planting Bare Root Trees: Dig tree hole at least two times wider than the root ball with sloping sides. Planting and Care After the soil around the root ball has been tamped into place, all excess soil shall be removed. Tree shall be immediately watered after planting with a slow, saturating watering equal to 5 gallons per caliper inch plus 5 gallons. The entire planting surface shall be mulched with hardwood bark mulch applied no less than two inches (2") deep and no more than 4 inches (4") deep, leaving three inches (3”) adjacent to the tree trunk free of mulch. Damaged or broken branches shall be pruned off by the contractor per latest revision of ANSI A300 Pruning Standards. Staking is only to be done if determined by the Public Works Director or his representative and may be requested any time during the guarantee period after installation. Staking shall be done per attached detail. Contractor shall repair any damage to surrounding area, including seeding of grass areas. All tags, tree wrap, etc. shall be removed from the trees. Guarantee: The Public Works Director or his representative shall have the right to final inspection of the plantings. All trees subject to this contract shall be guaranteed for two years from the date of installation. Trees will be replaced once and replacements will not be guaranteed.

The Contractor shall obtain and thereafter keep in force the following insurance coverage provided by insurance companies acceptable to the Department and authorized to transact business under the laws of the State of Illinois. The insurance companies providing coverage shall be rated in the Best’s Key Rating Guide. The Department will accept companies with a rating not lower than B+ provided the financial size category is VII or larger. Companies rated A- or better shall have a financial size category of not less than VI. Coverage limits shall be written at not less than the minimum specified in this Article. Higher minimum limits and additional coverage may be specified by a special provision elsewhere in the contract. Whether stated in this Article or elsewhere, the Department does not warrant the adequacy of the types of insurance coverage or the limits of liability specified. (a) Workers Compensation and Employers Liability. (1) Workers compensation shall be provided according to the provisions of the Illinois Worker’s Compensation Act, as amended. Notwithstanding the rating and financial size categories stated in this Article, coverage may be provided by a group self-insurer authorized in Section 4(a) of the Act and approved pursuant to the rules of the Illinois Department of Insurance Legal Regulations and Responsibility To Public 38 (2) Employers Liability. a. Each Accident $500,000 b. Disease-policy limit $500,000 c. Disease-each employee $500,000 (b) Commercial General Liability. Required liability insurance coverage shall be written in the occurrence form and shall provide coverage for operations of the Contractor; operations of subcontractors (contingent or protective liability); completed operations; broad form property damage and hazards of explosion, collapse and underground; and contractual liability. The general aggregate limit shall be endorsed on a per project basis. (1) General Aggregate Limit $2,000,000 (2) Products-Completed Operations Aggregate Limit $2,000,000 (3) Each Occurrence Limit $1,000,000 The coverage shall provide by an endorsement in the appropriate manner and form, the Department, its officers, and employees shall be named as additional insureds with respect to the policies and any umbrella excess liability coverage for occurrences arising in whole or in part out of the work and operations performed. protective liability policy in lieu of the Department, it’s officers, and employees being insureds on the Contractor’s policies. (c) Commercial Automobile Liability. The policy shall cover owned, non-owned, and hired vehicles. Bodily Injury & Property Damage Liability Limit Each Occurrence $1,000,000 (d) Umbrella Liability. Any policy shall provide excess limits over and above the other insurance limits stated in this Article. The Contractor may purchase insurance for the full limits required or by a combination of primary policies for lesser limits and remaining limits provided by the umbrella policy. All insurance shall remain in force during the period covering occurrences happening on or after the effective date and remain in effect during performance of the work and at all times thereafter when the Contractor may be correcting, removing, or replacing defective work until notification of the date of final inspection. Termination or refusal to renew shall not be made without 30 days prior written notice to the Department by the insurer and the policies shall be endorsed so as to remove any language restricting or limiting liability concerning this obligation. Certified copies of the original policies or certificate(s) of insurance by the insurer(s) issuing the policies and endorsements setting forth the coverage, limits, and endorsements shall be filed with the Department before the Department will Legal Regulations and Responsibility To Public Art. 107.29 39 execute the contract. A certificate of insurance shall include a statement “the coverage and limits conform to the minimums required by Article 107.27 of the Standard Specifications for Road and Bridge Construction“. Any exception or deviation shall be brought to the attention of the Department for a ruling of acceptability. In no event shall any failure of the Department to receive policies or certificates or to demand receipt be construed as a waiver of the Contractor’s obligation to obtain and keep in force the required insurance. All costs for insurance as specified herein will be considered as included in the cost of the contract. The Contractor shall, at his/her expense and risk of delay, cease operations if the insurance required is terminated or reduced below the required amounts of coverage. Coverage in the minimum amounts set forth herein shall not be construed to relieve the Contractor from his/her obligation to indemnify in excess of the coverage according to the contract.
