     The former Ridgeway Crystal beach High School site is presently designated “Institutional” in the Township of Fort Erie Official Plan and zoned
     “Institutional” in the Township’s Zoning By-law. The current policy framework applicable to the site does not permit residential uses. In order to
     achieve a residential and mixed-use development, an Official Plan Amendment and a Zoning By-law Amendment would be required. However,
