There were a tremendous amount of projects, programs and new initiatives to celebrate last year in our community. These goals include strengthening the financial position of the City, enchancing the quality of life for residents and stakeholders, improving public safety and providing additional economic opportunities throughout the community. From new playgrounds and helping residents fix up their homes, to tackling the opioid crisis and breaking ground on new developments, last year brought improvements you were able to participate in or watch take shape every day throughout our city. And the rest of central Ohio is just starting to wake up and realize what we have known for a number of years now, that there are endless opportunities for everyone being created here in Whitehall. The City of Whitehall continued its strides as a community of opportunity in 2018. Opportunities for new recreational offerings are at an all-time high. Starting on page 24, you will find a calendar of City and community events around Whitehall. We accomplish this mission by maintaining a culture of excellent policing based in a community-oriented, mission-driven form of service. The community is a key ingredient in the ability of the police department to be successful. The implementation of the Safer Whitehall initiative has led to extraordinary results. Since the implementation of the Safer Whitehall Initiative, robberies are down 42%, burglaries are down 39% and violent crime is down 30%. The narcotics detectives, because of tips from the public and support from our new canine unit and street patrol officers, seized nearly 73,000 grams of illegal drugs and 162 guns. They served 125 search warrants resulting in 171 arrests and over $600,000 in cash assets as a result of drug trafficking. The cash seized as a result of these arrests was put back into the fight against drug trafficking. For every dollar used in this effort, the narcotics unit seized $82 dollars’ worth of illegal narcotics, or nearly three million dollars. Our road patrol officers continued to be diligent when responding to calls with an average of less than five minutes to arrive on scene from the time the dispatcher takes the report. They took 32,314 calls for service in 2018, which is a 7% reduction when compared to 2017. In 2018, we completed our development of the new Crime Analyst Unit (CAU), which is responsible for determining and monitoring criminal activity in the City of Whitehall, aiding in the investigative process, and increasing apprehension of offenders. In 2019, the Whitehall Division of Police will look to further the reduction in crime by taking a more proactive approach to domestic violence, human trafficking, identity fraud and crimes against children. We are going to assign a detective to our cold cases on a full-time basis, and because of the improvements in DNA testing, we are reviewing unsolved rape cases from the past 20 years. Get to know your “GEO” Officer The Whitehall Division of Police has divided the community into eight geographical or “geo” areas. At least one officer per shift is assigned to each of these Geo Areas as a method to assist in addressing and resolving residents’ safety concerns that are quality-of-life issues. Neighborhood disputes, physical safety and neighborhood traffic or parking concerns are examples of issues that can be addressed by the officers assigned to your Geo Area. Residents are encouraged to contact their Geo Officers for non-emergencies and neighborhood concerns. Your Geo Officer is also your resource for organizing block watches, community meetings or facilitating a community education program or presentation. Emergency Calls via Text Messaging Franklin County has rolled out #TextTo911. Calling is the best way to reach 911 but you should text if you are deaf, hard of hearing or have a speech disability; in a situation where it is not safe to call 911, or having a medical problem and cannot speak on the phone. Text-to-911 service is subject to cell signal availability and not every text sent will be received – another reason why those attempting to contact 911 should call when they can and text when they cannot. In the event a text does not go through, the person attempting to use Text-to-911 will receive an automated bounce-back message indicating the text’s failure to be delivered. File Police Reports Online Residents are able to file police reports online for misdemeanor crimes committed in Whitehall. In addition to making in-person reports at the police department, tips and reports can be filed using the self- service kiosk in the lobby of the police department or by selecting “File a Report” on the City’s website at www. whitehall-oh.us. Options under “File a Report” include assault, harassing phone calls, lost property, theft, court orders/ custody violations, hit and run incidents, private property or minor accidents, student reports, criminal damaging, identity theft, narcotics tips and private property registration. All student reports are given to the School Resource Officers. There are some limitations to using the self-reporting system. If you know who the suspect is; if you have evidence that needs to be collected; if the incident involves a firearm, license plate, prescription medication, hazardous material, check or credit card, you will not be able to file your report online. Additionally, if you are reporting a theft of more than $3,000, it qualifies as a felony and cannot be reported online. Eighty percent of the responses were for Emergency Medical natures. The other 20 percent were mixed fire and public service natures. Service Department Trash Collection/Curbside Recycling Local Waste Services collects trash and recycling for the City of Whitehall every Wednesday. Containers shall not be placed at the curb or street in front of your property prior to sundown the day before collection. Empty trash cans, yard waste containers and recycling bins shall be brought in by sundown on the day of collection.
