Request for Qualifications for Professional Engineering Services ARPA Funded Park Improvement Projects Gaston County, North Carolina JANUARY 12, 2022 1
I. INTRODUCTION / BACKGROUND Gaston County has been awarded $43,612,126 in Coronavirus State and Local Fiscal Recovery Funds (Recovery Funding), as part of the American Rescue Plan Act (ARPA). This infusion of federal resources is intended to help turn the tide on the pandemic, address its economic fallout, and lay the foundation for a strong and equitable recovery. Gaston County is committed to investing these funds in projects that: • Align to county strategic plan and community priorities • Support equitable outcomes for most impacted populations • Leverage and align with other governmental funding sources • Make best use of this one-time infusion of resources • Have a lasting impact Gaston County is soliciting Qualification Statements from interested firms to provide professional engineering services related to survey, preparing construction design documents and specifications, and permitting for the following various ARPA Funded Park Projects: • Cherryville Elementary School Community Athletic Field; • Poston Park Soccer Fields Improvements; If feasible, to ensure M/WBE opportunity, Gaston County may select up to two (2) firms to provide the required Professional Services. Project assignments to successful firms will be at the sole discretion of the County. II. PROPOSED SCOPES OF WORK The selected Engineer(s) will be required to provide a full range of design services for a Design- Bid-Build project delivery, that may include, but are not limited to the following for each project: Cherryville Elementary School Community Athletic Field: Design an athletic field and reconfiguration of existing parking lot on the school property. Project may include, but is not limited to: Survey, soil and erosion control plan, grading, storm water management design, striping of track and parking lot, utility plan, permitting, landscape plan, lighting study, cost estimates, and documentation as required for projects with federal funding. A schedule will be required to show minimum disruption of school activities. Poston Park Soccer Fields Improvements: Conversion of existing natural surface soccer fields to artificial field surface, including survey of existing conditions and evaluation of any existing fencing or lighting, grading and storm water management, permitting, field markings, cost estimates. Presentation to Gaston County Park and Recreation and meeting with staff may be required. A schedule to address construction and coordination with scheduled events. 2
The selected firm will be required to participate in a collaborative process and to work with the County and its overall Project team. The Engineer may also be asked to prepare further drawings, renderings, and other presentation materials for presentation of the Project to other entities. Federal funding will be used for this project and the Engineer, by submitting a qualifications statement, acknowledges federal funds are involved and engineer shall comply with all applicable federal laws, regulations, executive orders, and terms and conditions of the funding award (funding is contingent upon compliance). Any contract that includes federal funds will include or incorporate by reference the provisions required under 2 C.F.R § 200.326 and as provided for under 2 C.F.R. Part 200, Appendix II. III. GENERAL SUBMITTAL REQUIREMENTS AND INFORMATION The County invites all interested and qualified firms to submit qualifications statements in accordance with the following requirements. Responses should be prepared simply and economically, providing a straightforward and concise description of the Responder’s experience and qualifications related to proposed scope of services. At a minimum, the following information should be included in the response to this RFQ: • Letter of Introduction Provide a letter of introduction and identify any ideas, thoughts or concepts that differentiate your firm from the competition. Please make sure there is a contact name, phone number and email address for correspondence regarding this submittal. • Relevant Experience and Capabilities: Identify a project manager and licensed key personnel on your proposed team who will be DIRECTLY responsible for the project, as described in this RFQ, along with summaries of relevant experience, education, tenure with your firm, or relationship with your firm, and the location of the office from which the project manager will work. • Summary of no more than 3 similar projects highlighting the team’s experience and qualifications relative to expansion of municipal water systems and projects that were federally funded. The summary should include: Descriptions of similar projects undertaken by the firm; Original budget and schedule for the referenced projects, and final completion dates and billing for the referenced projects; References from previous municipal clients with contact information; Experience with necessary permitting; Experience with necessary reporting associated with federal funding; 3
Any relative information involving incidental components of these types of projects (methods of survey, turf knowledge, construction inspections, logistics coordinating community events with construction etc.); Experience with local municipal projects that involved Federal Uniform Guidance bidding procedures: M/WBE Participation in similar projects. • Management Plan: Describe your proposed approach to these projects if collaboration with other County Departments and other municipalities will need to occur. • BYRD ANTI-LOBBYING AMENDMENT COMPLIANCE AND CERTIFICATION Complete the attached form and submit with Statement of Qualifications. This page will NOT count toward the total 15-page limit. IV. EVALUATION CRITERIA The County is requesting the services of an experienced, and qualified engineering firm with applicable experience to design to the specific needs of the County. Proposal packages will be evaluated based on the firm’s overall ability to meet the requirements in this RFQ; however, a Responder’s relevant background and experience (both the firm itself and the key personnel assigned to the Project) will be a major factor of consideration in the County’s selection process. 1. Firm’s Experience 30% = Firm's experience, knowledge, familiarity and past performance with municipal water system design and federally funded projects. 2. Project Team Experience 40% = Experience of the proposed team to perform the type of municipal work required. 3. Project Understanding 30% = Firm's understanding of the specific projects and their responsibility in delivering services advertised for the project Any questions should be directed to Cary Rodriguez of Gaston County Public Works, at: Cary.Rodriguez@gastongov.com V. The County reserves the right to cancel this RFQ for any reason without any liability or to waive any irregularities at their discretion. Please note that the overall Statement of Qualifications / Proposal should be limited to a maximum of 15 pages, one sided, including the cover and back pages. • Deadline for questions Any questions shall be submitted by 5:00p.m. FRIDAY February 4, 2022 via email to: Cary.Rodriguez@gastongov.com • Selections February, 2022 • Scoping Meetings March 2022 • County Commission Consideration of Award April 26, 2022 VI. ADDITIONAL INFORMATION • Public Records: Upon receipt by the County, all proposal packages are considered a public record except for material that qualifies as “Trade Secret” information under North Carolina General Statute 66-152. • Clarification of Submittal: The City reserves the right to obtain clarification of any point in a firm’s proposal or to obtain additional information. • Conditions and Reservations: The County reserves the right to reject any and all responses to the RFQ, or to accept any RFQ response deemed to be in the best interest of the County. A response to this RFQ should not be construed as a contract, nor indicate a commitment of any kind by the County. The response does not commit the County to pay for costs incurred in the submission of a response to this RFQ or for any cost incurred prior to the execution of a final contract. • Minority & Women Owned Business Enterprise Participation: Pursuant to 2 C.F.R. 200.321 Gaston County recognizes its obligation under law to promote opportunities for maximum feasible participation of certified minority and women owned business enterprises and the employment of minority group members and women in the performance of the work described. Gaston County encourages M/WBE participation. 5
BYRD ANTI-LOBBYING AMENDMENT COMPLIANCE AND CERTIFICATION (Grant Funds) (To be submitted with each bid or offer exceeding $100,000) For all orders above the limit prescribed in 2 C.F.R, Appendix II to Part 200, Contract Provisions for Non- Federal Entity Contracts under Federal Awards (currently $100,000), the Offeror must complete and sign the following: The following certification and disclosure regarding payments to influence certain federal transactions are made per the provisions contained in OMB Circular A-110 and 31 U.S.C. 1352, the “Byrd Anti-Lobbying Amendment.” The offeror, by signing its offer, hereby certifies to the best of his or her knowledge and belief that: No Federal appropriated funds have been paid or will be paid to any person for influencing or attempting to influence an officer or employee of any agency, a Member of Congress, an officer or employee of Congress, or an employee of a Member of Congress on his or her behalf in connection with the awarding of any Federal contract, the making of any Federal grant, the making of any Federal loan, the entering into of any cooperative agreement, and the extension, continuation, renewal, amendment or modification of any Federal contract, grant, loan, or cooperative agreement; If any funds other than Federal appropriated funds (including profit or fee received under a covered Federal transaction) have been paid, or will be paid, to any person for influencing or attempting to influence an officer or employee of any agency, a Member of Congress, an officer or employee of Congress, or an employee of a Member of Congress on his or her behalf in connection with this solicitation, the offeror shall complete and submit, with its offer, OMB standard form LLL, Disclosure of Lobbying Activities, to the Contracting Officer; and He or she will include the language of this certification in all subcontract awards at any tier and require that all recipients of subcontract awards in excess of $100,000 shall certify and disclose accordingly. This certification is a material representation of fact upon which reliance is placed when this transaction was made or entered into. Submission of this certification and disclosure is a prerequisite for making or entering into this contract imposed by section 1352, title 31, United States Code. Any person making an expenditure prohibited under this provision or who fails to file or amend the disclosure form to be filed or amended by this provision, shall be subject to a civil penalty of not less than $10,000, and not more than $100,000, for each such failure.
