The Ministry of Forestry and Water Affairs,
formerly structured as the Ministry of
Environment and Forestry, was established on
June 4, 2011, with a vision to be a respectable
and leading institution ensuring the right to live
in an healthy environment where fundamental
requirements of existing and next generations are
considered; life quality is enhanced and natural
resources are managed reasonably.
Working to fulfill its responsibilities from water
to forestry, along with the nature protection,
meteorology, erosion and desertification control;
our Ministry conducts its activities with an
approach giving priority to the satisfaction of the
people and organisations it serves, makes every

1ESTABLISHMENT OF THE MINISTRY
The Ministry of Forestry and Water Affairs, previously structured as
the Ministry of Environment and Forestry, was established through the
Decree law No: 645 on the Organization and Duties of the Ministry of
Forestry and Water Affairs, which was published on Official Gazette
with date July 4, 2011 and number 27 984.
Duties of the Ministry of Forestry and Water Affairs
include:
• To establish policies with regard to protecting, improving,
managing, rehabilitating and maintaining the forestry, combating
desertification and erosion, reforestation and range rehabilitation
with regard to forestry,
• To develop policies for protection of nature, to determine protected
areas; to protect, manage, improve, operate national parks, natural
parks, natural monuments, protected wildlife reserves, wetlands; to
preserve biological diversity as well as game and wildlife,
• To create policies for protecting and utilizing water resources in a
sustainable way; to coordinate national water management,
• To determine policies and strategies for the purposes of monitoring
meteorological events and taking essential measures within this
regard,
• To conduct the preparations at the national level for monitoring
and contributing to the international affairs within the scope of the
Ministry in cooperation and collaboration with the relevant bodies.

9AFFILIATED ORGANISATIONS OF THE MINISTRY
GENERAL DIRECTORATE OF The General Directorate of State Hydraulic
Works, which is a public corporation, was
STATE HYRAULIC WORKS established in 1954 under the terms of Law
No: 6200 with the objective of developing
the country’s surface and underground water
resources.
The General Directorate of State Hydraulic
Works (DSI) is the main investing body
responsible for the development and
management of Turkey’s water resources.
It is active in the fields of supply of water
for agriculture, energy, services (supply of
drinking water), as well as in matters relating
to the environment and flood control.

for four major tasks:

GENERAL Duties of General Directorate of Forestry
General Directorate of Forestry is an institution affiliated to the Ministry of

protect them against any illegal interventions, natural disasters and fires;
to combat invasive pests,
• To carry out and develop forestry quarantine services; to increase forest
area and services provided from forests; to restore and rehabilitate forests
and to ensure silvicultural maintenance and regeneration of forests,

regarding its work field.
13AFFILIATED ORGANISATIONS OF THE MINISTRY
GENERAL DIRECTORATE The General Directorate of Meteorology was
founded under the terms of Law No: 27 on 10
OF METEOROLOGY February 1937. The central departments of
the General Directorate and its 15 Regional
Directorates, together with a network of
observation stations located in different parts
of the country and which are attached to the
Regional Directorates, are responsible for
provision of meteorological services.
14The duties of the General Directorate are as follows:
• To prepare and provide meteorological information and
weather forecasts,
• To provide meteorological support for all types of
military manoeuvres and actions on land, at sea and in the
air,
• Evaluating observations collected by means of
meteorological radars, etc. to make day-to-day and long-
term weather forecasts,
• To make weather forecasts by evaluating pictures
obtained from satellites,
• To keep abreast of the standards of the International
Civil Aviation Organisation (ICAO) and the World
Meteorological Organisation (WMO), ensuring that
meteorological stations are informed and that the
standards are implemented,
• To make synoptic studies of disasters leading to major
loss of life and property,
• To prepare and make weather forecasts for use in the
affected areas in fighting adverse agricultural conditions
and forest fires,
• To provide the necessary meteorological services for
national and international sports organisations,
• To provide meteorological information support for
Turkish and foreign aeroplanes and other aircraft using
Turkish airspace.
