• In August 2018, the County filed a lawsuit against pharmaceutical manufacturers to recoup taxpayer money spent on fighting the epidemic. • There were 301 deaths due to overdoses in St. Charles County from 2013-2017.
• The opioid epidemic costs taxpayers through increases in: • Jail population and related costs. • Opioid-related crime. o Patrolling and overtime. • NARCAN® funding. • 911 calls. • Number of cases in the Prosecuting Attorney’s office.
• The St. Charles County Police Department (SCCPD) earned the prestigious Advanced Law Enforcement Accreditation from the Commission on Accreditation for Law Enforcement Agencies (CALEA®). • SCCPD is the eighth law enforcement agency in the St. Louis area and 13th in the state to receive this accreditation.
• To attain accreditation, the SCCPD complied with 484 CALEA® standards that focus on policies, procedures, operations, management and support services. o On-site visits and public hearings also were conducted. • Accreditation awarded for four years with off-site file reviews.
• Technology helps the County serve more people per year with General Fund dollars. • In 2018, the County: o Updated 911 technology. o Opened a new County data center in the Emergency Operations Center (at left). o Updated aerial imaging to ensure the most accurate property assessments. o Launched an electronic medical records system for Public Health and Corrections.
New Emergency Operations Center (EOC) • Located adjacent to the County Police Department. • Home to Emergency Communications, Emergency Management, and the Information Systems Data Center. • Provides critical services and enables a better response to emergencies. o Hardened facility can withstand an EF4 tornado. • Building is 30,000 sq. ft; paid for by the County’s Capital Improvement Sales Tax.
New Emergency Operations Center (EOC) Riverside Landing • Located in northern St. Charles. • Opened in August 2018. • Features free access to the Mississippi River.
New Emergency Operations Center (EOC) The Park at New Melle Lakes • Opened in September 2018. • Features: o An 18-hole championship disc golf course (at left). o Five lakes for catch-and- release fishing. o Areas for canoeing, kayaking, hiking, biking and picnicking.

New Emergency Operations Center (EOC) Veterans Tribute Park • Located in Weldon Spring. • Opened in October 2018. • Features include: • An inclusive playground. • Trails. • Lakes. • Dog park…and more! • In first 10 weeks, nearly 130,000 people visited!
U.S. 61 Improvements Project • New bridge (above) improves safety at Route P and Peine Road. • $15 million project funded in equal shares by St. Charles County, Wentzville and MoDOT. New Emergency Operations Center (EOC)
Route 364 Lane Additions in Mid Rivers Mall Drive Area • Alleviates traffic congestion. • This $1.2 million project funded by MoDOT (50 percent), St. Charles County (40 percent) and the City of St. Peters (10 percent). New Emergency Operations Center (EOC)
Route N Environmental Study • Funded by St. Charles County; addresses needs, issues, alternatives on 8-mile stretch of the roadway. • Started in August 2018; complete in early 2020. New Emergency Operations Center (EOC)
Gateway Green Light (GGL) • GGL is a cooperative traffic control initiative between St. Charles County, municipalities and MoDOT. o Continued to successfully coordinate and synchronize 300+ traffic signals and devices to improve traffic in 2018. o Operators monitor traffic, identify problems, and implement changes to improve traffic flow. New Emergency Operations Center (EOC) Department of Emergency Communications • Received a Medical Accredited Center of Excellence (ACE) accreditation for EMS dispatching by the International Academies of Emergency Dispatch (IAED). • Emergency Communications is one of five dispatching centers in the state with this international accreditation.
New Emergency Operations Center (EOC) Department of Public Health • For the ninth consecutive year, the county ranked at the top of Missouri’s Healthiest Counties in a report by the Robert Wood Johnson Foundation and the University of Wisconsin Population Health Institute. • OUR CITIZENS help make this possible!
New Emergency Operations Center (EOC) St. Charles County Road Board • Received the Excellence in Community Development Award from Progress 64 West.
New Financials Emergency Operations Center (EOC) • To maintain healthy reserves, the 2019 budget remains conservative. • Increases in General Fund revenues are not keeping pace with increases in operating costs. • Sales tax up by only 1.84 percent over 2017. • The General Fund Property Tax remains at zero.
New Financials Emergency Operations Center (EOC) • There is little growth in state gas tax. • The average County employee salary increase was 3 percent in 2018 and 1 percent in 2017. • Growth in Road & Bridge and Dispatch property taxes is controlled by statute.

New Emergency Operations Center (EOC) Keeping I-70 Moving in Wentzville • Working with local mayors to push MoDOT to upgrade I-70. • Area near the Norfolk Southern Railroad overpass at I-70 in Wentzville (pictured at left) has the longest backup of traffic in the entire St. Louis Metropolitan Region due to regular weekday congestion.
New Looking Ahead Emergency Operations Center (EOC) Construction of Route 364 and Gutermuth Interchange in 2020 • Expected to reduce congestion at Route 364/Mid Rivers and Route 364/Highway K. • $9 million project includes funding from the following: • $4.5 million from County’s Transportation Sales Tax. • $1.5 million from federal gas tax. • $3 million from MoDOT.
New Looking Ahead Emergency Operations Center (EOC) New Ramps Near Heritage Crossing on Route 364 • $2.8 million funding approved by East-West Gateway. • 50 percent federal, 50 percent County from the Transportation Sales Tax. • Ramps will alleviate headaches caused by traffic congestion; construction expected to begin in early 2021.
New Emergency Operations Center (EOC) Muegge to Route 94 Direct Access • Funding partnership between St. Charles County, City of St. Charles, and MoDOT. • Plans include a Diverging Diamond Interchange with no traffic signals; construction anticipated in 2021.
New Looking Ahead Emergency Operations Center (EOC) Corrections Study • Study underway to examine population trends and determine feasibility of a reorganization and renovation to the County jail (at left). o Study expected to be complete by the end of 2019. • The current jail is 30 years old; more than 200,000 inmates have gone through system.
New Looking Ahead Emergency Operations Center (EOC) Corrections Study • The average daily population has increased from 370 to upwards of 450. o The average stay is 56 days; holding cells in municipal facilities have an average stay of 48-72 hours. • Jail spends $110 per day, per inmate (not including food and medical). • County attempts to recoup $30-$85/day only when inmates are sentenced.
