REPORT OF THE FIFTY-FIFTH SESSION OF THE IPCC Electronic Session, 14 to 25 February 2022 1. OPENING OF THE SESSION The Chair of the IPCC, Mr Hoesung Lee, called the Fifty-fifth Session of the IPCC (IPCC-55) to order at 10:00 (CET) on Monday 14 February 2022. He welcomed the participants and paid tribute to the work of the IPCC authors who have continued to work despite the difficult circumstances attributed to COVID-19, recognized the leadership and vision of the Working Group II Co-Chairs, Vice Chairs and Technical Support Unit, as well as the IPCC Secretariat and the Task Team led by the three IPCC Vice-Chairs to oversee the coordination of some preparatory steps for the IPCC Sessions, and highlighted that the Working Group II report would focus on solutions while integrating the natural, social and economic sciences and will serve as a valuable resource to policymakers. The Chair invited the Secretary of the IPCC, Mr Abdalah Mokssit, to moderate the opening session. Mr Mokssit welcomed the participants to the virtual approval session of IPCC. He thanked the host of the session, the Government of Germany and the Government of Norway for the support provided and moderated the opening statements from the World Meteorological Organization (WMO), the United Nations Environment Programme (UNEP) and the German Federal Ministry of Education and Research. Mr Petteri Taalas, Secretary-General of the World Meteorological Organization, Ms Inger Andersen, Executive Director of United Nations Environment Programme and Ms Bettina Stark-Watzinger, Minister of the Federal Ministry of Education and Research of Germany addressed the Panel. The United Nations Framework Convention on Climate Change (UNFCCC) submitted a written statement on behalf of Ms Patricia Espinosa, Executive Secretary of UNFCCC. Mr Taalas drew attention to the impacts of climate change, particularly on: the economy, food security, infrastructure and the biosphere and health(especially mental health) while calling for caution on how the findings of the Working Group II report are communicated, so as not to instill fear in the minds of the youth but rather to galvanize policymakers into taking climate action. Ms Andersen appreciated that the Working Group II report, in addition to focusing on impacts, adaptation and vulnerability also focuses on social justice and indigenous knowledge and highlighted the importance of the report to strengthening international efforts for climate action, nature and a planet void of pollution. Ms Stark-Watzinger recalled the crucial role that the IPCC Sixth Assessment Report (AR6) will play at COP-27 by informing the first global stocktake which will enable the international community to review their collective progress towards achieving the Paris Agreement goals, commended the trust placed in the IPCC reports as evidenced by governments providing their political support to the voice of climate science. She also highlighted that knowledge gaps identified in certain areas required more and in-depth research and called on other governments to support climate research beyond their borders. In her written statement, Ms Espinosa highlighted that the Working Group II report also identifies future challenges and opportunities while emphasizing that it would also provide scientific information to inform the global stocktake and the global goal on adaptation. After a short pause, the provisional agenda of the session as contained in document IPCC-LV/Doc.1 and IPCC-LV/Doc. 1, Add. 1 was adopted. 1
2. APPROVAL OF THE DRAFT REPORT OF THE FIFTY-FOURTH SESSION OF THE IPCC and FIFTY FOURTH (BIS) SESSION OF THE IPCC The draft reports of the Fifty-fourth Session of the IPCC and the Fifty-fourth (bis) Session of the IPCC as contained in documents IPCC-LV/Doc. 2 and IPCC-LV/Doc. 3 were presented and approved without changes. The Chair suspended the Fifty-fifth Session of the IPCC and handed over to the Co-Chairs of Working Group II for the Twelfth Session of Working Group II (WGII-12) to conduct their work. 3. ACCEPTANCE OF THE ACTIONS TAKEN AT THE TWELFTH SESSION OF WORKING GROUP II Working Group II Co-Chairs Debra Roberts and Hans-Otto Pörtner, led the consideration and approval of the Summary for Policymakers (SPM) of the Working Group II Report which took place from 14-27 February 2022 at the WGII-12. This included consideration of the subsections of the SPM by the Panel in plenary sessions with delegates commenting on them and the respective Headline Statements following the presentation of the draft SPM made by the Co-Chairs at the opening of this session. Meetings between authors took place to discuss on how to address delegates’ comments. Contact group sessions and huddles when needed were subsequently held to discuss the subsections ahead of the plenary session where they were taken up for approval. The IPCC Chair, Mr Hoesung Lee reconvened the IPCC-55. He informed the Panel that the WGII-12 approved the Summary for Policymakers of the Working Group II Contribution to the AR6 and accepted the underlying Scientific Technical Assessment. Citing Section 4.4. of Appendix A to the Principles Governing IPCC Work, Mr Lee invited the Panel to accept the actions taken at the WGII- 12 taking into consideration the relevant documents that were posted on the PaperSmart portal, which included the latest version of the SPM and the document that presented the changes made to the underlying Scientific Technical Assessment to ensure consistency with the approved SPM. The Panel accepted the actions taken at the WGII-12. Argentina, Australia, Belgium, Canada, Chile, Finland, France, Germany, India, Indonesia, Ireland, Jamaica, Luxembourg, Netherlands, New Zealand, Norway, Republic of Korea, Republic of Tanzania, Russian Federation, Saudi Arabia, South Africa, Spain, St Kitts and Navis, Singapore, Sweden, Switzerland, Trinidad and Tobago, Ukraine, United Kingdom, United States of America, European Union, Inuit Circumpolar Council (ICC), Climate Action Network International and Friends World Committee for Consultation (FWCC) made remarks after the acceptance of the actions taken at the WGII-12. In their final statements delegates thanked the governments of Germany and South Africa for supporting the work of the Working Group II Co-Chairs and the Technical Support Units (TSUs), and the former for hosting the WGII-12 and IPCC-55. Special thanks were expressed to the governments of Germany, Norway and New Zealand for supporting the establishment of the South African Working Group II TSU. Delegates also thanked and congratulated the IPCC Chair, Working Group II Co-Chairs and Bureau members, the Working Group II TSU, authors, IPCC Secretariat, Working Groups I and III, graphic designers and everyone who contributed to the work of Working Group II AR6 throughout the assessment process, and to the success of the WGII-12. The spirit of compromise, cooperation and goodwill in finding solutions, which was demonstrated by delegates during the WGII-12 was gratefully acknowledged. Belgium raised a concern about a paragraph of the SPM (see Annex 2) indicating that they would be seeking to address this concern through the IPCC Error Protocol and requested that their statement on this matter is attached to the report of the IPCC-55 and WGII-12. The representative of Ukraine described the difficult situation their country was facing and thanked the IPCC Secretariat and the Working Group II TSU for regularly providing relevant information of the 2
WGII-12 Session through the PaperSmart portal. The representative of the Russian Federation expressed sympathy to the Ukrainian Delegation for continuing the work in the session in these difficult moments. Many delegates expressed their solidarity with Ukraine and its people. Delegates mentioned issues such as the length and content of the SPM, proposals for topics and special reports that could warrant more attention in AR7, the need for sharing the findings of the report with policy makers and climate negotiators, the challenges for developing countries to participate, the need to ensure more equitable allocation of time for interventions and the need to continue encouraging more literature from and establishing TSUs in the Global South, and the possibility of enhancing the participation of Observer Organizations with some noting the participation of Inuit Circumpolar Council (ICC), the first Indigenous Peoples Organization to hold Observer Status with the IPCC. India noted in their statement several incorrect, wrongly analyzed points in the underlying report with reference to India as indicated in the letter dated 25 February 2022 to this effect to the Chair of IPCC and continues to await appropriate rectifications and amendments to the points raised by it and would wish this to be recorded in the proceedings of this session. Mr Abdalah Mokssit, Secretary of the IPCC thanked the IPCC Chair, Working Group II Co-Chairs and the entire IPCC leadership for the key role they continue to play, the governments which supported the Working Group II TSU, and Germany and Norway for providing financial support towards hosting the WGII-12 and IPCC-55. He also thanked his team in the IPCC Secretariat for the hard work put in the preparation of the session, and thanked the Working Group II TSU, WMO, and all the Interpreters. He further mentioned that the IPCC currently has 175 Observer Organizations that are given equal access to IPCC Sessions. The IPCC Secretariat is committed to excellence in its work and building on the lessons to improve the processes. In this regard, a survey was launched to solicit delegates’ views. 4. ANY OTHER BUSINESS There were no requests for agenda items to be discussed under Any Other Business. 5. PLACE AND DATE FOR THE 56TH PLENARY SESSION OF THE IPCC The Chair of the IPCC invited the Secretary of the IPCC to introduce this agenda item. Mr Abdalah Mokssit informed the Panel that according to the updated Strategic Planning Schedule, the 56th Session of the IPCC (IPCC-56) and the 14th Session of Working Group III (WGIII-14) will be held from 21st March to 1st April 2022, hosted by the United Kingdom. The Session will focus on the approval of the Working Group III contribution to the AR6. Furthermore, he mentioned that: after several consultations it was decided that the IPCC-56 should be held in virtual mode; an invitation letter was sent to IPCC Focal Points; requests for travel support from developing countries and countries with an economy in transition meant to circumvent difficulties related to connectivity will be considered; the IPCC Executive Committee established a Task Team led by the three IPCC Vice- Chairs to oversee the coordination of some preparatory steps for the IPCC Sessions; an Explanatory Note and draft schedule similar to what was prepared for the IPCC-55 and WGII-12 Session will be available for the IPCC-56 and WGIII-14 Session; delegates were invited to participate in two Pre- briefing Sessions which will be held in preparation of the IPCC-56 and WGIII-14 Session. The representative of the United Kingdom reiterated their offer to host the IPCC-56, which will be held virtually. Switzerland expressed their hope to welcome the IPCC delegates to Geneva for the approval of the AR6 Synthesis Report around September 2022. Belgium, Republic of Tanzania, Russian Federation and Saudi Arabia took the floor. 3
Delegates suggested that the schedule for the IPCC-56 and WGIII-14 Session should be shared with delegates as soon as possible to enable them to plan for their participation; Some noted the difficulties with the virtual settings. In this regard, efforts should be made to organize physical meetings in view of the improving epidemiological situation related to the COVID-19 pandemic. The IPCC Chair reiterated that given the time constrains and current COVID-19 situation the IPCC-56 and WGIII-14 Session would be held in virtual mode and hosted by the United Kingdom. 6. CLOSING OF THE SESSION The IPCC Chair in his closing remarks thanked the Working Group II Lead Authors, Contributing Authors and Chapter Scientists who prepared the WGII AR6, and also the authors who participated in the WGII-12 Session, the government of Germany for supporting the IPCC in many aspects and hosting the IPCC-55/WGII-12 Session, the governments from Norway and New Zealand for the support they provided to the Working Group II Co-Chairs and their TSU, the Working Group II Co- Chairs, the IPCC Vice-Chairs who facilitated huddles and leading a Task Team which prepared for the Session, the IPCC Secretariat and the Working Group II TSU for facilitating an inclusive process, WMO and UNEP for their support, IPCC member governments for their exceptional commitment and cooperation throughout the Session, delegates who facilitated Contact Groups and the Interpreters. He also mentioned that: despite the difficulties due to the COVID-19 pandemic and other related challenges, the Working Group II authors under the leadership and support of the Working Group II Co- Chairs and TSU produced an outstanding report; although the IPCC-55 and WGII-12 Session took longer than originally scheduled, it was commendable that delegates successfully approved the AR6 Working Group II SPM; and, the IPCC-55 and WGII-12 Session recorded the highest number of registered delegates. The Session was officially closed at 09:51 UTC on Sunday 27 February 2022. 4
