Entso-e system Key Drivers for Transmission Investments and TYNDP Terna is involved as a member of ENTSO-E, being the body of transmission system operators of electricity at European level. ENTSO-E's mission: to guarantee Security and Adequacy, improve Market competition and promote Sustainability Main European transmission projects are included in the TYNDP TYNDP was approved after six weeks of public consultation from 1 March till 11 April 2010
Entso-e system Key Drivers for Transmission Investments and TYNDP European transmission investments driven by Security of Supply, Renewable Energy Sources, Market Integration TYNDP covers about 23-28 bn€ of about n. 500 transmission projects in next 5 years over 10 % in charge of Terna over 42.000 km in next 10 years; the main technology remains 400 kV HVAC OHL, other technical solutions are being implemented in specific situations (HVDC links, subsea cables, etc.)

Balkan Area has a significant unused energy potential with particular regard to hydro power resources as well as renewable sources, lignite and carbon mines
TERNA DEVELOPMENT STRATEGIES IN THE BALKANS Development activities in Balkans include: the construction of new electricity interconnections with Balkan area the development of new transmission infrastructures within Balkan area in order to improve local electricity grids and strengthen exchange corridors with Italy the implementation of technical assistance programs for local authorities and stakeholders participation in public bodies, supporting the creation of a Regional electricity market and its integration into the European electricity market

SUBMARINE INTERCONNECTIONS WITH BALKANS Contributing to the diversification of sources and energy supply areas and of reducing the electricity prices Increasing the safety levels of the interconnected electricity system. New submarine interconnection Italy - Montenegro 1000 MW “electricity bridge” with Balkans length of 415 km between Villanova (Abruzzo) and Tivat/Kotor (Montenegro), 760 million euros of investments. On November 2010 intergovernmental agreement Italy (Terna) – Montenegro (CGES) Permitting procedures completed on Italian side Going to be concluded also on Montenegrin side Further initiatives for interconnections with the Balkans Italy – Slovenia INTERCONNECTOR (private funding project according to 99/2009 Law) Under evaluation new interconnections with Croatia and Albania
BALKAN TRANSMISSION SYSTEM INFRASTRUCTURING 400 kV Montenegrin backbones with Serbia/Bosnia Montenergo is of primary importance for transmission infrastructuring of Balkan area thanks to: • its geographical location • the availability of a transmission grid in good condition and well connected with the future generation hubs of the area – Bosnia-Herzegovina, Serbia, Kosovo, Albania, and (via Serbia) Bulgaria and Romania These features together with its unused energy potential and a significant energy surplus at lower costs available in the mid-to-long term, make it ideal for the role of an electricity-trading platform between Italy and Southeastern Europe.

BALKAN TRANSMISSION SYSTEM INFRASTRUCTURING 400 kV Tirana – Elbasan - construction activities Terna, in association with SAE Power Lines, worked on developing the 400 kV Tirana-Elbasan overhead line nearly 50 kilometers long. TERNA activities were completed in december 2010. The remaining 20%, concerning 110 and 220 kV connections, will be completed by the end of 2011. Interest in international bids for the construction of further grid infrastructures in the area.
TRANSMISSION SYSTEM REGULATION IN BALKAN AREA Technical assistance contracts Terna is present in the Balkan area with 2 job orders for technical assistance: • In Serbia, for the energy regulatory authority AERS, with an 18-month contract in partnership with the Spanish consultant Mercados and the Dutch consultant Kema, financed by the European Commission • In Kosovo, for the TSO, KOSTT, focused on the operation of the electricity system and aspects of the international regulation of the electricity market, with a 24-month contract – recently extended for 22 more months – in partnership with the Scottish company IPA, financed by the European Commission. In 2009 Terna successfully concluded its provision of technical assistance to the Ukrainian Ministry of Energy, as well as to the Albanian distribution company (KESH) and the Albanian TSO (OST) and in 2010 to the Turkish TSO (TEIAS).
