R Quality Standard Category 1: English to French Translation Services Definitions for purposes of the Quality Standard When used in the Quality Standard, the following words or terms have the following meanings: Ontario Government Terminology Government Translation Service (GTS) approved Official Government Names and Preferred Program-Related Terms. Official Government Names GTS-approved designations, including short forms and acronyms, for any Ontario government entity included in but not limited to one of the following categories: - names of ministries and their organizational units (divisions, branches, sections, services, units); - names of governmental bodies (agencies, boards, commissions, councils, committees, task forces, working groups, panels and other entities affiliated with the Ontario government) and their organizational units; - names of government programs (plans, projects, strategies, initiatives, policies, funds, grants, taxes); - names of Ontario First Nations; - titles of agreements and conventions; - position titles (including police ranks); - logos, contests and campaign names; - names of awards and distinctions; - names of fellowships and scholarships; - names of specialized services (hotlines, helpdesks, police squads); - names of information technology systems and applications (computer systems and networks, telecommunications networks, applications, databases, Internet sites, IT tools and online tools); - names of conservation authorities; - names of provincial roads; - names of government buildings; - names of events (commemorative, conferences, exhibits); - names of government administrative regions; - names of government tourist attractions. Preferred Program-Related Term A term designating any activity, business or other concept either arising from an Ontario government ministry or agency and preferred by that ministry or agency, or used across all ministries (OPS-wide). Here are some examples: anonymous HIV testing site/centre de dépistage anonyme du VIH; Cabinet committee/comité du Conseil des ministres; purchasing card/carte d’achat; service level agreement/entente de niveau de service. Preferred Usage Guidelines For English to French Translation Services, the set of guidelines provided to the Supplier within this Contract (see # 4 below) or any documents arising from this Contract that identify reference material to be consulted for questions and issues of French usage (including gender usage [“féminisation”] and postal addressing guidelines), grammar and style and that, as a means of ensuring consistency of translated documents, specify the order in which these manuals are to be consulted. Technical Terminology The terms designating specialized concepts in a field of knowledge and that are not specific to an Ontario government ministry or agency (e.g., American larch/mélèze laricin; smart meter/compteur intelligent; integrated services digital network/réseau numérique à intégration de services; patient lift/lève-personne). QUALITY STANDARD FOR DELIVERABLES Deliverables must be usable as delivered. Translations are for immediate use and should not require revision or editing. Each Deliverable must be produced to the satisfaction of GTS and/or the ministry translator and/or Client. The Quality Standard set out here shall serve as the reference for all supplier evaluations performed in accordance with Article 3.02 (d) of the Master Agreement. Under the Quality Standard, each Deliverable shall meet the following criteria: 1. Deadlines must be met. See Article 3.01 (c) of the Master Agreement. 2. The message must be accurately rendered. Questions or concerns must be cleared with the contact person identified in the Instructions to Supplier before the translation is delivered. Translator’s notes, if needed, must be sent in a separate document (see # 9 below for further details). 3. The message must be rendered using correct grammar and correct/ consistent spelling, as well as appropriate style. The message must be clearly expressed in a style consistent with the text’s end-use and target audience. For issues relating to French spelling reforms (see “Les Rectifications de l’orthographe” at www.academie-francaise.fr/sites/academie- francaise.fr/files/rectifications_1990.pdf), the following guide is to be consulted: Guide de rédaction et de communication du gouvernement de l’Ontario. (Government Translation Service – Ontario, available on ONTERM at www.ontario.ca/terminology). spelling rules is allowed as long as the same word is spelled consistently throughout the same document according to either the old or new spelling rules. 4. The following GTS Preferred Usage Guidelines must be complied with: (a) For questions concerning French usage, the following manuals are to be consulted in the order in which they appear below: Guide de rédaction et de communication du gouvernement de l'Ontario. (Government Translation Service – Ontario, available at www.ontario.ca/terminology). Le français au bureau. (Office québécois de la langue française) The Ontario government guide is to be consulted first; the Quebec government guide is to be used to supplement the Ontario government guide. In the event of a discrepancy between the two guides, the rules set out in the Ontario government guide shall take precedence. For areas not covered by the Ontario guide, the Quebec government guide is to be followed. (b) For issues relating to gender usage (“féminisation”), the following guide is to be consulted: La féminisation au gouvernement de l’Ontario. (Government Translation Service – Ontario) (c) For questions relating to postal addresses, the section on addressing mail in the Guide de rédaction et de communication du gouvernement de l'Ontario is to be consulted. The Supplier shall be required to comply with specific instructions on style, spelling and usage (including gender usage) when provided by GTS and/or the Client. 5. The message must be rendered using accurate terminology. Suppliers are expected to do research to ensure they are familiar with the terminology and concepts specific to the Ontario government, and are required to use current Official Government Names and Preferred Program-Related Terms, as well as accurate Technical Terminology. (a) Official Government Names in French (including short forms and acronyms) are to be obtained solely from the ONTERM Internet site (www.ontario.ca/terminology), or, if the site is inaccessible, from the GTS Terminology Unit. Suppliers are to submit Official Government Names with no French equivalent to the GTS Terminology Unit to obtain an equivalent. When GTS offices are closed (on evenings, weekends or statutory holidays) and suppliers must return a translation assignment to the Requester before they can receive a response, suppliers must nevertheless submit new Official Government Quality Standard – English to French Translation Services p. 3
Names with their proposed unofficial (i.e. in lower case) French equivalents to the GTS Terminology Unit for official approval. Note 1: TERMIUM (the federal terminology database), INFO-GO (the Ontario Services and Offices Directory website), Ontario ministry websites, translation memories, previous translations and any other reference documents do not constitute an official Ontario government source and, as such, shall not be accepted as a valid source for any Ontario Official Government Names. Note 2: Suppliers are not to accept or receive remuneration for terminology work, unless this work is assigned to them by GTS. Terminology work involves providing French equivalents for Official Government Names, standard signage, business cards and organizational charts, as well as French equivalents or definitions for lexicons and glossaries (including embedded glossaries). Whenever there is a terminology component to a translation assignment, this terminology component should be directed to the GTS Terminology Unit. (b) Relevant legislation and ministry or agency lexicons are to be consulted for Preferred Program-Related Terms in French. If the appropriate French terms are not found in the relevant legislation or lexicon, non-Ontario government terminology databases (Le Grand dictionnaire terminologique,TERMIUM, etc.) and Ontario ministry or agency websites can be consulted. Suppliers are to use their own judgment in choosing terms found in these sources as the information is not always reliable. If there is any doubt as to the appropriate term to be used, suppliers should consult the GTS Terminology Unit. In the event of a discrepancy, the decision of the GTS Terminology Unit shall govern. (c) For translations of legally binding documents, suppliers are expected to use the terminology or quotations cited in the most up-to-date authorized version of legislation found in the e-Laws database (www.e-laws.gov.on.ca). Suppliers shall also contact the GTS Terminology Unit to verify Official Government Names they have obtained from the ONTERM site wherever their use may have any legal implications. (d) Suppliers are responsible for researching and using the appropriate Technical Terminology. (e) A list of terminology research aids and resources with complete bibliographic references, the Terminology Kit, will be sent to suppliers at the start of the Contract. 6. Reference documents must be used with caution. Previous translations, government websites and any other reference documents can be consulted. However, since these sources may not always be reliable, suppliers are to use their own judgment when consulting them. 7. Names and addresses of web pages must be accurate in the target language. Suppliers are expected to provide accurate names and addresses of web pages and websites in the target language, including hyperlinks, unless specifically instructed by the Requester to leave this information as is. 8. The following guidelines must be followed for the translation of acronyms. When an acronym appears in a source document, suppliers are expected to use the following convention in the target language, regardless of the convention used in the source document: the full name should be used the first time, followed by the acronym between parentheses; the acronym may be used in subsequent occurrences, as appropriate. 9. Deliverables must be submitted as finished ready-to-use documents. Translation files are not to include translator’s notes, questions, highlights or multiple choices. If a translated text needs to be returned to the Requester before all outstanding issues have been resolved, translator’s notes must be sent in a separate document. 10. Deliverables must be submitted by the Supplier in the software and format agreed upon by the Supplier and the Requester, with all the word processing features used correctly as required. Specific instructions given by the Requester, including formatting instructions, must be complied with by the Supplier. When there are no instructions, the deliverables are to be submitted using the same software and formatting as the source document. Quality Standard – English to French Translation Services p. 5
