Preamble The residential sectors work tirelessly to provide quality care to vulnerable Nova Scotians. Despite working diligently to be as effective and efficient as possible for many years, these sectors, faced with more recent budget pressures, have been searching for possible further cost saving opportunities. The Long-Term Care Strategic Financial Planning Working Group, established under the auspices of Health Association Nova Scotia (HANS) and reporting to the Department of Health and Wellness (DHW), was created to promote an understanding of fiscal challenges, share collective concerns, and create and present solutions, as applicable, to the DHW, the Nova Scotia Health Authority (NSHA), and long-term care sector organizations on issues related to fiscal matters. The current resource came from several months of conversation and information collection, and serves to present high potential areas for savings in your organizations. While it was created with long-term care in mind, we suspect its contents are applicable to other sectors as well. We recognize that you may already capitalize on some of the opportunities outlined in this document, as indeed, they were identified by members of the sector, for the sector. However, to ensure that where practices are working there is the opportunity for spread, and to provide a more comprehensive review of potential opportunities, this resource can hopefully provide additional information and/or be a reminder of what is available. This document is for you to peruse, and if a section resonates with you, you are encouraged to contact the indicated lead to learn more and implement as you see fit. If you know of an opportunity that is not listed in this resource, you are welcome to contact us to help spread the word through future updated versions. MASH Agreements The “MASH sector” collectively refers to organizations that are fundamentally financed by provincial government revenue. Specifically, it refers to municipalities, academic institutions, school boards, and hospitals, although similar organizations are included. Under MASH agreements, these sectors are eligible to participate in provincial standing offers. Relevant contracts, highlighted by our group as potentially pertinent to health or service related sectors, are summarized in the appendix to this document (pg. 12). These include agreements related to goods and services, and training and development opportunities. Some examples that have already been capitalized on by members to significant savings include insurance through Marsh (pg. 14), and cell phones through Bell (pg. 16). To learn more about an agreement, you are encouraged to connect with the indicated contact, who will guide you further. Donated and Discounted Technologies Through TechSoup Canada (a program of the Centre for Social Innovation), non-profits can be connected to donated and discounted technologies. Examples include low-fee access to software such as Microsoft Office, Adobe products, Quickbooks, SharePoint, and antivirus packages, in addition to programs related to project management, email management, human resources, fundraising management, video conferencing, and cloud-based data infrastructure. There are also opportunities to capitalize on discounted refurbished computers as well as learning programs (e.g. board governance, mission-based management, & strategic planning) To date, TechSoup Canada has gained over 31,000 members and has helped the Canadian non- profit sector save over $303 million on technology investments. Finding Grant Opportunities Knowing what grant funding is available can be a difficult job. Grant Advance is a service that connects not-for-profit organizations and their funding priorities to applicable grant opportunities. It also provides a platform to quickly and easily track projects and apply for new funding prospects. You can find an overview demo of Grant Access here (https://www.grantadvance.com/features). If you would like to talk to an operator who is using the system, you may contact: Patricia Bland CEO, Riverview Home Corporation Patricia.Bland@riverviewhome.ca Group Purchasing Organizations Group Purchasing Organizations (GPOs) are entities that negotiate purchasing contracts and leverage purchasing power for its members. They are typically of greater benefit to smaller organizations who would not ordinarily have a strong buying position. GPOs coordinate purchasing in a variety of fields, including materials management, nutrition and food services, support services, energy management, and capital equipment. The benefits of GPO membership are reduced prices of goods, services, and shipping, dividend payouts / rebates, industry support, and lessened administrative burden. Potential drawbacks, depending on the GPO’s requirements and structure, are fee and payout schedules, order minimums, and restrictions on which vendors can be used. Organizations considering GPO membership are encouraged to examine how fee structures are arranged and the requirements for compliance with membership, with particular attention to the degree of purchasing autonomy you will have (e.g., some contracts require purchasing minimums), as well as any exit clauses. AN EXAMPLE – COMPLETE PURCHASING SERVICES Complete Purchasing Services (CPS) offers a variety of cost centre saving opportunities including: Office supplies Waste reduction and collection contracts Utility reviews, with possible refunds as far back as 2011 Lighting and retrofitting incentive programs, audits, and “best value” ordering Paint and labour discounts Learning portals 5

Energy Efficiency Support Efficiency Nova Scotia (ENS) is Canada’s first energy efficiency utility. The organization has helped 278,000 participants complete energy efficiency projects, saving $150 million annually. ENS can support providers with immediate or indirect cost savings in a variety of ways: • Product selection: ENS can help you choose energy efficient equipment that will help reduce expenses. • Rebates: ENS offers a variety of rebates on items such as lighting, laundry equipment, kitchen equipment, heating and more. • Financing: Financing could be available to your organization at low or no interest. • Scoping studies: ENS can help you find a trusted third-party engineering firm to give you a high-level assessment of your current efficiency levels, and can pay approximately half the assessment cost on your behalf (some conditions apply). Increasing Safety & Reducing Workers Compensation Claims SUPPORTS AVALIABLE FROM THE WORKERS’ COMPENSATION BOARD While safety is predominantly an internal effort, the Workers Compensation Board is available to offer safety leadership support. As part of its mandate to help prevent workplace injury and champion a timely return to safe and healthy work, the WCB has consultants to provide assistance in helping prevent injuries, improve safety management systems, and enhance stay- at-work / return-to-work programs. They can also deliver coaching to senior leaders, Joint Occupational Health and Safety Committees, return-to-work coordinators, etc., as well as offer awareness sessions for staff. The Annapolis County Municipal Housing Corporation, with the support of the WCB, put significant effort into their safety programming with an enormous positive effect, cumulating in a 90% reduction in WCB rates in their Adult Residential Center, and a 50% reduction in their long-term care home. AWARE-NS works with stakeholders and partners to promote and improve safety in Health and Community Services workplaces through a variety of program and services. An array of OHS tools and resources are available online, and through classroom sessions at key locations are offered around the province. Topics include: • Safety Management System (SMS) o AWARE-NS has developed a Safety Management System (SMS) of 13 elements, complete with program content, tools, templates and forms. A Safety Management System (SMS) ensures the health and safety of employees. The SMS helps organizations proactively identify and control hazards. A workplace safety culture cannot be achieved without an effective SMS. • Safe Handling and Mobility 7

Depending on individual needs, path can provide support and resources as well as funding for services and treatments that may be needed to get well. Some of the 8
program supports path provides funding for may include: physiotherapy sessions, massage therapy, counselling, functional assessments, job site analysis, work conditioning programs, nutrition consults, gym memberships, etc. Furthermore, if an illness or injury requires a lengthy absence from work, with the need to transition to Long Term Disability, path can still provide support. The path consultant will help ensure appropriate treatment and medical appointments are in place, assist in the LTD application process and provide support in navigating through what can be, for most, a very difficult time. Since its inception, the program has proven successful in transitioning employees back to good health and gainful employment; helping employees to transition to LTD if needed; or helping to reduce the LTD duration period through early involvement. In the pursuit of any shared opportunity, organizations are encouraged to engage legal counsel to ensure implications are identified and mitigated. SHARING PEOPLE Sharing FTE positions (e.g. physio, occupational therapy, director of care, social workers, etc.) is often touted as a possible cost-saving measure. In doing so, some barriers can be encountered, including determining how to manage different pension plans, and how to determine who legally “owns” a position. Despite obstacles, organizations can successfully share positions, often by one party employing the position and contracting it out to partner organizations. 9

SHARED FINANCIAL SERVICES Health Association Nova Scotia launched a new financial services program in February 2017, in response to a request from a group of long term care members who were seeking a collective platform for this corporate function. The transactional accounting service is designed to free up organizational resources and time while still allowing for the continued financial management, reporting, and oversight by the organization’s senior financial management team. Health Association’s solution uses “cloud-based” software and provides accounts payable, accounts receivable (including resident/client billing), payroll and reporting services.
