Along with other agencies and organizations throughout the State, we continue to work remotely in the challenging environment resulting from this COVID declared emergency. For example, we identified there was a delay in receipt of criminal records checks (CRCs) for certain applicants; staff worked with BCI and balanced with at our request, BCI is now overnighting batches of CRCs to the Board on a daily basis. Another example was that we learned that certain applicants were entering different completing processes information in the Pearson Vue system than what they provided on their Board application, necessary for public and this causes delays in issuing authorizations to test. This is a Pearson Vue protection to guard against false applications. The discrepancy could have been a name or address protection difference or even a typographical error. We worked with Pearson Vue and have notified applicants of this issue. In response to COVID-19 pressures on the health care system, in March 2020, the Ohio legislature authorized new HB 197 temporary licenses that do not require passing the NCLEX prior to initial licensing. This was intended to add nurses to the workforce quickly and provide more nursing care in the field. The new HB 197 temporary licenses have significantly increased the licensure workload - as of mid-December, the Board received over 16,000 applications, a 35% increase over 2019, while we work short-staffed and remotely. These temporary licenses result in more applications to review, manual processes, and less time to complete licensing functions and issue other types of licenses. Unlike initial licenses that are issued through automated processes using a Pearson Vue interface, HB 197 temporary licenses require additional steps. Further, the Board must respond separately to employers who require Board confirmation when the HB 197 licensees pass the NCLEX. While many individual inquiries require follow-up that adds time, we have other instances of applicants making unusual demands. For example, four minutes after submitting an application, an applicant emailed me asking when his license would be issued. Increased use of technology heightens expectations for licensing to be immediate, but this expectation must be balanced with completing processes necessary for public protection. Nevertheless, receiving questions and feedback from licensees and applicants has enabled staff to better identify issues resulting in system changes to address outlier cases, and to implement changes that should assist other applicants and decrease questions and call volume. 6 MOMENTUM
