Introduction

Whitbread are pleased to be bringing forward a planning application to develop a new
Premier Inn hotel in the heart of Tolworth. This is a fantastic opportunity to add 118
excellently located hotel bedrooms in a well connected area of Greater London.

This document contains some key considerations in respect of the proposed hotel, namely:

Employment

Premier Inn is a Whitbread owned brand. Whitbread is a well-established and highly
reputable FTSE 100 company. It has circa 650 hotels across the UK and circa 45,000
employees. With hotels in all of the UKs major towns and cities, Whitbread makes strong
commitments to developing staff and offering the potential for careers rather than short
term employment.

Whitbread will employ 50% of new employees for the hotel from the “NEETs” sector of the
community (‘Not in Education, Employment or Training’), thereby giving jobs and career
opportunities to those that need them most. A mentored and structured training
programme is offered to those in employment to ensure real career development
opportunities.

In addition to Whitbread’s new employee policies, each hotel has at least one apprentice
undertaking a structured programme at all times. This is set up to ensure that the
apprenticeship is of the highest quality and delivers real benefits to the apprentice. Hotel
management are responsible for the apprentices directly, with the programme structured
to ensure that they have sufficient time to manage the apprentice’s progress and
experience alongside their own role. This direct access to management is a real strength
of the programme and ensures that talent can be spotted and a path to progress provided
within Whitbread when opportunities arise.

Additional Economic Benefits

As well as providing direct benefits to the hotel’s local area, such as local employment
opportunities, hotels and visitor accommodation help support the local retail and service
economy and drive new footfall into their surrounding areas.

Premier Inn, Tolworth will bring a large number of visitors to the local area. We
anticipate that this could be circa 54,000 people over the course of a year (Rooms *
Occupancy % * 1.6 guests per room – our London average * 365 days).

While Premier Inn hotels provide a food and beverage offer, we do find that guests look
locally for other restaurants and cafes in the area for evening meals and at other times of
the day. In addition, there are other facilities required by hotel guests over and above
the night’s accommodation and breakfast, the demand for which will be satisfied in the
local area, thereby supporting local retail units and other businesses.

The food and beverage areas will be available to non hotel residents, providing an
additional offer for the local area which will also be supported by Wi-Fi and provide and a
cafe style facility during the day.

These areas and facilities will also be a benefit to local businesses as they grow and
develop, enabling them space to work and meet within the area.

Hotel Management Overview

Premier Inn is a Whitbread owned brand. Whitbread is a well-established and highly
reputable FTSE 100 company with over 650 hotels and 59,000 bedrooms across the UK. We
have hotels in all of the UKs major towns and cities and as such have a wealth of
experience and well rehearsed procedures and practices in place for most operating
eventualities. We are therefore able to be very confident in our predictions of operational
requirements and potential issues.

Whitbread will be the freehold owner of the hotel and our strategy is to retain freehold
properties on a long term basis. As such we have a significant interest in developing good
relations with those surrounding the proposed development and ensuring that those
relations continue once the hotel is open and trading through effective management
processes and liaison with the businesses and residents in the local area.

Whitbread have a number of hotels in town and City centre locations and as such is used
to having commercial and residential neighbours.

A 24 hour manned reception is operated in all of our hotels and this site will benefit from
the same. This ensures that there is always a member of staff on site to manage access to
the hotel, and through the CCTV surveillance which is provided in every Whitbread hotel,
monitor the hotel and its direct environs.

Over and above the points discussed here, there will also be consideration given to the
items below, to ensure that we play a positive part in the local area –

   -   Servicing – to ensure that the strategy works for the hotel and the surrounding
       area. We also continually assess the servicing needs of our hotels to ensure that
       we are delivering in line with their needs and in an efficient manner to the benefit
       of the local road network, the environment and our business needs.

   -   Refuse Collection – in line with the servicing item above, this will be managed to
       ensure that the hotel and surrounding areas are not impacted by the needs of the
       hotel operation.

   -   Opening Hours – the hotel will be a 24 hour operation with staff on site at all times.

   -   External Spaces – managing the proposed landscaping and relationship with the
       surrounding public areas will be key to ensuring the benefit to the local community
       and urban fabric which we aspire to. As such it will be an important consideration
       for us as the owner of the hotel.

   -   Strategy for Ongoing Local Community Liaison – as discussed previously in this
       letter, we are aware that for the hotel to operate effectively and to deliver the
       maximum possible benefits to the local area there should be ongoing liaison with
       local residents and commercial operations.

   We will need to look at these items in detail as part of the day to day operation of the
   hotel, however at the current time these are appropriate starting points to
   demonstrate our thought process and long term commitment to making a positive
   contribution to the local area.

The Good Night Guarantee

The Good Night Guarantee is a key pillar of the Premier Inn offer. Under this guarantee
Whitbread will refund the full cost of any guest’s overnight stay which has been
legitimately disturbed.

This disturbance might be from, for example; external noise, noise from other guests in a
corridor or the next room, deliveries or servicing. We therefore take a very keen interest
in the sound insulation of our rooms, but we also go to considerable lengths to reduce the
likelihood of disturbance from any other external source through the aforementioned
management processes that are put in place on site, both inside and outside the hotel.

Our Good Night Guarantee poses the risk of a significant financial penalty, meaning that
we have a real interest in ensuring that our operation doesn’t impact on our guests. This
has the knock on effect of ensuring we are motivated to deliver an operation that has a
limited impact on our neighbours and the surrounding area.
