Agenda
The Philipp Schwartz and Inspireurope Stakeholder Forum 2022 is convened jointly by the Philipp Schwartz
Initiative of the Alexander von Humboldt Foundation and the Inspireurope Project, a consortium of ten
partner organisations across Europe that are committed to the protection and support of researchers at
risk. Funded under the European Commission’s Marie Skłodowska-Curie Actions and led by Scholars at
Risk Europe at Maynooth University, Ireland, Inspireurope anchors the work already underway on a nation-
al level in different European countries and lays the groundwork on a European level for durable support
structures.
The 2022 Stakeholder Forum will reflect on the situation and the work of displaced scholars who have
found placements in other countries. It will discuss the state of academic freedom in specific regions. It will
also present mutual learning opportunities for at-risk scholars, academic mentors, and higher education
administrators working to support at-risk academics and to strengthen academic freedom. In collaboration
with Academics in Solidarity, a mentoring programme hosted at Freie Universität Berlin, a particular focus
will be placed on offering information and coaching sessions for at-risk scholars who are working towards
long-term professional perspectives.
Participants will include Philipp Schwartz fellows, at-risk scholars supported by other organizations, aca-
demic mentors, university administrators, national, European, and international partner organisations, as
well as other attendees from academia, politics, civil society.
The conference is a hybrid event, which will take part in Berlin as well as online. All programme events are
scheduled using Central European Summer Time (CEST). Up to 250 participants are expected to participate
in this hybrid event, and the conference language will be English. Please note that on-site participation in
this event is by invitation only and requires advance registration. The online programme can be followed

The Philipp Schwartz Initiative
Under the Philipp Schwartz Initiative, the Alexander von Humboldt Foundation has been granting funding to universities and research insti-
tutions in Germany to host threatened researchers for a period of two years since 2016. The host institutions receive funding that completely
covers the costs of a research fellowship or an employment contract. Sponsorship can be extended by one year under a co-financing model.
In addition, the host institution is granted an allowance of € 20,000 per individual sponsored. This financial support is complemented by the
provision of a platform to connect host institutions, researchers at risk and other organisations active in this field. Its highlight is the annual
Philipp Schwartz Forum. So far, 328 researchers from 24 countries have been sponsored under the Philipp Schwartz Initiative.

Who was Philipp Schwartz?
The pathologist Philipp Schwartz (*19 / 07 / 1894) became a professor of pathology at Goethe University Frankfurt in 1927. Being from a Jewish
family, he was summarily dismissed from the university in 1933 when the National Socialists seized power. He fled to Switzerland where he
founded the “Notgemeinschaft deutscher Wissenschaftler im Ausland” (Emergency Society of German Scholars Abroad) in the same year. Its
aim was to find employment abroad for persecuted academics. The organisation interceded on behalf of several hundred refugee researchers.
Most of them went to Turkey, where Kemal Atatürk was in the process of reforming the higher education system based on the Western Europe-
an model. Schwartz personally negotiated with representatives of the Turkish government and immediately managed to secure places there for
30 researchers who had been dismissed from posts in Germany. The Emergency Society also cooperated with the Academic Assistance Council,
the predecessor of the Council for At-Risk Academics. In 1934, Schwartz himself accepted a chair at the newly established Istanbul University,
becoming director of the Institute of Pathology. After the Second World War, his desired return to Frankfurt University as a professor was de-
nied him. He emigrated to the United States in the early 1950s and continued to work as a pathologist at Warren State Hospital in Pennsylvania,
where he headed a geriatric research institute from 1967 onwards. Schwartz died in the United States in 1977.

The Alexander von Humboldt Foundation promotes academic cooperation between excellent scientists and scholars from abroad and from
Germany. As an intermediary organisation for German foreign cultural and educational policy the Foundation promotes international cultural
dialogue and academic exchange.

Inspireurope is a 10-partner project funded under the European Commission’s Marie Skłodowska-Curie Actions and coordinated by Scholars at
Risk Europe at Maynooth University, Ireland. Inspireurope facilitates transnational cooperation across Europe to support researchers at risk. As
pressures on academic freedom are growing around the world, so too are pressures on individual researchers. Inspireurope partners join forces
across Europe to respond. Inspireurope’s activities include: Policy recommendations to strengthen European support for researchers at risk;
Exchange and mutual learning between key actors in research and innovation in Europe; Training and guidance for researchers at risk; Train-
ing and guidance for employers; and growing the network of actors supporting researchers at risk, especially in Central, Eastern & Southern
Europe and in the non-academic sector.

Academics in Solidarity
For the coaching sessions in Track 1 on Wednesday, the Philipp Schwartz Initiative is proud to partner with “Academics in Solidarity” (AiS),
drawing on their immense experience as a peer-mentoring program that connects exiled researchers and established scholars in Germany,
Lebanon and Jordan. It seeks to create a network of solidarity, strengthen the value of cross-cultural research cooperation and open up new
perspectives within the academic environment of the host country. AiS offers support to displaced and endangered scholars through mentor-
ing, academic counselling, systematic network building, and funding of small research endeavors. It further benefits mentors by offering them
special training as well as administrative and technical support both prior to and throughout the mentoring process. The project is hosted by
Freie Universität Berlin and funded by the Federal Ministry of Education and Research (BMBF).

Kindly note that the Forum will be open to attendees from various backgrounds, including individual members of the press, and that attendees
will be able to see names and institutional affiliations of other attendees. The organizers invite you to choose a pseudonym to protect your
identity if necessary. All participants will be verified by the organisers or their cooperation partners. However, parts of the Forum will also be
streamed for public access: These publicly accessible parts are clearly marked in the programme. Organizers may document parts of the event
via video or screenshots for public relations purposes. In addition, the conference organisers will contract a photographer to document the
event. Most meeting rooms and lecture halls will feature designated areas where filming and photography is prohibited, but not all photogra-
phy or filming may be preventable. Photographs and recordings may be published by the Alexander von Humboldt Foundation or the joint
convenors for the purpose of information and public relations work. They will not be used for commercial purposes.
