Individually, these indicators paint a positive picture of the current economic environment. Together, however, they present a challenge as business and industry seek to grow the workforce from a limited supply of available workers. The issue has already been identified by North Carolina businesses; in a recent survey, 50% of employers report current hiring difficulties. The challenge will become more serious moving forward. At least 389,000 new jobs are expected to be added to North Carolina’s economy by 2026. This is in addition to job openings from regular labor market turnover. Compounding this challenge, it is projected that by 2030 67% of jobs will require a post-secondary degree or credential. On its current trajectory, post-secondary educational attainment will only reach 54%. As such, increasing the number of people in the workforce, especially for jobs requiring a post-secondary degree or credential, is necessary for North Carolina’s economic vitality. Golden LEAF’s strategy Golden LEAF Opportunities for Work (GLOW) is a workforce development initiative intended to provide funding to address the urgent workforce issues facing North Carolina. Because North Carolina is experiencing full employment, it is necessary to assist individuals with significant barriers to employment to participate in the state’s workforce. GLOW is intended to accomplish the following in North Carolina: 1. Close the skills gap by targeting working age adults who are pursuing work but who face significant barriers to employment, are underemployed, or are experiencing long-term unemployment. 2. Provide opportunity for working age adults to obtain post-secondary credentials. 3. Increase the skilled workforce. 4. Increase the labor participation rate. 5. Prepare working age adults for employment in high demand fields in their community or region. Competitive proposals will demonstrate that the proposed project: 1. Will be part of a creative and comprehensive approach for re-engaging individuals into the workforce by leveraging existing federal, state, and local workforce development resources and by encouraging collaboration among multiple organizations and across sectors. 2. Will identify and assist populations experiencing significant barriers to employment, long-term unemployment and/or underemployment in North Carolina’s tobacco-dependent, economically distressed and/or rural communities that are not adequately served by existing workforce education and development strategies. 3. Will lead to the placement or advancement of participants in permanent, full-time jobs that provide a living wage or wages that meet or exceed the county average. 4. Will clearly address the recruitment, assessment, training, and job placement needs of participants. 5. Will have a strategy to sustain the program after Golden LEAF grant funding ends and will be replicable or scalable. 2020 GOLDEN LEAF GLOW INITIATIVE PAGE 1

Individual projects may receive grants of up to $500,000. We expect grant amounts in this program to range between $250,000 and $500,000. Golden LEAF anticipates awarding grants for this program in June 2020. Grant terms should be no longer than 36 months. Golden LEAF funds may be used for programmatic/training costs, student supportive services, outreach, and other direct costs essential for program success. Grant funds may not be used for acquisition of interests in real property or for grant administration. Applicants must be a governmental entity or a 501(c)(3) tax-exempt organization with at least three years of successful experience providing workforce development services. The goals of the program, therefore, are to increase the number of individuals with skills and qualifications aligned with current and future needs of North Carolina businesses and to prepare participants with the technical and other skills necessary to enter work. From Golden LEAF’s priority outcomes, select the outcomes that you will use to gauge the success of your proposed project. You must be able to track and report on every outcome that you select below throughout the life of the grant and, potentially, for a period after the end of the grant term. You will also be expected to track demographic information relevant to your project, for example the number of people served that are underemployed, long-term unemployed, and/or experiencing other barriers to employment that your project is intended to address. Increase the number of working age adults obtaining a certificate, diploma or degree. Increase the number of working age adults obtaining at least one industry/third-party credential certification, license, or other credential in the area of training supported by the project. Increase the number of working age adults participating in work-based learning (apprenticeship, internship and/or externship). Applications must be submitted by noon, March 6, 2020. Create/obtain and upload the required attachments as described in the checklist below. Attachments must comply with the guidelines provided and must accompany the application form for the application to be considered complete and eligible for review. Document formatting guidelines: Use a font no smaller than 11 points. Use only black as the font color—no colored text. Documents should be single-spaced with 1” margins. Format to standard, letter-sized paper (8.5” x 11”). Project Description (Maximum length: 2 pages) Describe the proposed project, the workforce issues the project will target, and how the project will meet the outcomes identified in the “Expected Project Outcomes” section. The description must clearly and specifically address: a. What strategy and actions the applicant organization will use to accomplish the outcomes. b. How this project fits within a comprehensive approach to workforce development designed to create a skilled and educated workforce. Identify other organizations and businesses that will support the project and describe in detail their roles and the resources they will offer to make the project successful. Collaborators might include, for example, businesses, educational, economic development, and workforce development, and community organizations. Collaborators must submit letters of support and commitment specifically identifying their role in the project. See required attachments, below, for more detail. c. How this program will complement and/or leverage existing workforce development resources such as WIOA. d. The population(s) the project will target. This initiative is especially interested in: a. Disconnected youth ages 18-24 b. Long-term unemployed adult workers c. Underemployed adult workers e. The key identified barriers to educational attainment and/or employment for the identified population and how the project will address them. f. The service area of the project, i.e. in which community, municipality, county, and/or region the applicant will focus its work. Golden LEAF prioritizes projects in rural, economically distressed, and tobacco dependent communities. g. Planned outreach to engage the target population(s). h. How the project will assess a person’s readiness to participate in the project and likelihood of ability to obtain a post-secondary credential and/or employment. Describe the results of that prior work, including quantitative information regarding the numbers served and outcomes achieved, and any lessons learned that inform the plan for the proposed project. Target Job Market (Maximum length: 1 page) In no more than one page, identify the jobs for which the proposed project will train participants and the major employers in the applicant’s service area that have those jobs available. Specifically address: a. The job type(s), e.g. welder, CNA, etc., and how many positions these employers expect to fill over the next three to five years. b. Alignment between the services the project will provide and the skills and qualifications needed for these jobs. c. To the extent not addressed in response to Question 1, above, the engagement of these major employers in the design and implementation of the proposed project. Measuring Success (Maximum length: 1 page) Describe how success of the proposed project will be measured. Specifically address the numbers of people the proposed project plans to serve, the number earning credentials, the kinds of credentials to be earned, and the number expected to be employed after completion of the program. Please also provide a target date for achieving these outcomes. Be certain that there is a system in place to gather the data that will be reported. The date by which the final outcomes are expected to be achieved may extend beyond the end date of the proposed project, but the grantee will be expected to report on those outcomes even after the grant term has ended. Sustainability, Scalability, Replicability (Maximum length: 1 page) Describe how the applicant will sustain the project after the end of the grant term and how the project can be replicated and/or scaled. Project Collaborators Letters of support and commitment from those organizations and businesses that have agreed to collaborate with the applicant organization to implement the project. The letters should describe in detail the role of the collaborating organization and any resources, monetary or in-kind, that it will commit to the project. Please note that Golden LEAF staff may contact the letter writers during review of the application to discuss their commitment and the application. (The applicant may also include general letters of support, but these do not replace the detailed letters regarding collaborating organizations.) Agreement and Certification Document should be signed and dated by two authorized officials of the applicant organization. Evidence of Tax-Exempt Status For 501(c)(3) organizations – A copy of the current IRS exemption determination letter. For governmental entities – A description of governmental status. Budgets The organization’s budget for the current year The organization’s budget for the period covered by the grant request, if available. If not available, provide a letter so stating. Financial Statements – Audited, if available To include Balance Sheet, Statement of Financial Position and Statement of Cash Flows Most recent fiscal year-end financial statements [501(c)(3) and government entities] Most recent management letter and/or reports on internal controls [501(c)(3) and government entities] Prior two years of fiscal year-end financial statements [501(c)(3) organizations] Grant Application Review and Notification Complete applications will be reviewed by Golden LEAF staff and by the Golden LEAF Board of Directors. The Board will decide whether or not to fund the proposal, request more information about the proposal, or take some other action. Communications regarding the application and the Board’s determination will be sent to the contact person on the application form. The Public Records Act Information submitted to Golden LEAF is subject to the North Carolina Public Records Act and thus subject to inspection by the public.
