MESSAGE FROM THE MAYOR

On behalf of myself, Council and staff, I
am pleased to share the 2023 Spring &
Summer Program Brochure. The City of
Charlottetown is committed to delivering
quality programs and services across
many areas. The 2023 Spring and
Summer Program Brochure is a valuable
tool to learn more about the exceptional
recreation and leisure activities that our
Parks and Recreation Department offers to
our community.

Our new Strategic Plan 2022 to 2026 - a
community for everyone, makes it clear
that our purpose as a municipality is to
deliver community-focused programs and
services that matter most to our residents.

It is widely recognized that being active
has many benefits. Participating in
recreational activities helps strengthen families, build healthy communities, elevate
quality of life, reduce social isolation, improve physical and mental well-being and
inspire community leaders.

Our Parks and Recreation Department strives to develop dynamic, inclusive, and
engaging programs that appeal to various ages, abilities, and interests. We hope
this guide inspires you to participate in community activities, make the most of our
wonderful City, or challenge yourself to learn a new skill.

MESSAGE FROM THE PARKS, RECREATION
AND LEISURE ACTIVITIES COMMITTEE
                  The Parks, Recreation and Leisure Activities Committee is pleased
                  to present the 2023 Spring and Summer Program Brochure.

                  The vision for the City is to create a community for everyone while
                  embracing the future and respecting the past. Our committee
                  of Council advises and makes recommendations on parks and
                  recreation services to ensure they are safe, accessible, diverse,
                  and high-quality recreation opportunities. Being active has many
                  benefits, from a personal, social, environmental, and economic
                  point of view.

 Mitchell Tweel   The Parks and Recreation Department consists of a management
                  team that oversees direct delivery programs, facility operations
                  and park management of over 400 acres of parkland and
                  greenspace and over 60 parks with playgrounds.

                  The goal of this brochure is to act as a resource, for those who
                  live, work, and visit Charlottetown, on the numerous recreation
                  and leisure activity possibilities offered in our vibrant City. Within
                  this brochure we hope you find an activity or event, whether as a
                  participant or volunteer, that is of interest to you and that will help
                  you achieve a happier and healthier life.

                  The Committee would like to recognize our dedicated
 Justin Muttart   departmental staff and the many volunteers for their continued
                  hard work to offer the many programs and activities available in
                  our City. Volunteers are the backbone of many of the programs
                  offered in this brochure. If you have a desire to volunteer, please
                  reach out directly to the group listed in this brochure.

                  In response to an ever changing and more active City, your
                  feedback for new or improved services is greatly appreciated by
                  department staff and our Committee of Council.

The Parks and Recreation Department for the City of Charlottetown will strive to
enhance the quality of life for the people who live and work within our municipal-
ity, as well as for those who visit. We will encourage and provide the leadership
for the development of safe, accessible, diverse and high quality recreational
opportunities. The Parks and Recreation Department will utilize the four benefit
areas of parks and recreation as the frame work from which to evaluate its pro-
grams, services and facilities which include the personal, social, economic and
environmental benefits of participation.

VOLUNTEERS
Forbie Kennedy Volunteer of the Year Award – This award, named in honor of
a longtime sports volunteer in Charlottetown, is a way to recognize the significant
contributions that a volunteer in Charlotteown has made in sports and recreation to
help make their community better. Nomination forms will be available in April and the
annual award winner will be presented at the Citizen Recognition Awards during the
Natal Day Celebrations in August.

Volunteer Interest – Volunteers are required to deliver many of the recreation/sport-
based programs offered in our community (i.e., minor sports, special events, and
many other programs). If you are interested in being a volunteer, please contact the
appropriate organization.

CHARLOTTETOWN FAMILY VIOLENCE PREVENTION
The City of Charlottetown is committed to preventing Family Violence.

What is meant by family violence? It is any violence by one family member against
another. Family violence includes, but is not limited to:
- violence by one partner against another
- violence by a parent against a child
- violence by a child against a parent
- violence between brother and sisters

Family violence is an abuse of power within relationships of family, trust or
dependency. It always involves someone using their power over another person in a
way that is hurtful. There are different types of violence - physical, emotional, financial,
or verbal abuse. If you need to talk with someone, call Anderson House @
902-892-0960, 24 hours a day - 7 days a week.

HOURS OF OPERATION
Charlottetown Parks and Recreation Department Hours of Operation
October 11, 2022 – May 22, 2023 / Monday – Friday 8:00 a.m. – 4:30 p.m.
May 23, 2023 – October 9, 2023 / Monday – Friday 8:00 a.m. – 4:00 p.m.

DIRECT DELIVERY PROGRAMS
Direct Delivery Programs are those that are operated and offered directly by the City of
Charlottetown Parks and Recreation Department.

Note: The direct delivery program fees listed in this brochure are subject to Council
approval (effective April 1, 2023).

PROGRAM REGISTRATIONS (Direct Delivery Programs)
Two convenient options:
ONLINE: Register online via the City of Charlottetown’s website:
www.charlottetown.ca. Once you have entered the main home page go directly
to RECREATION & LEISURE and then ONLINE PROGRAM REGISTRATION. If you
have not created an account on the UNIVERUS REC Software (previously BookKing)
you will be required to do so. PLEASE READ ALL STEPS ON CREATING AN
ACCOUNT CAREFULLY!

IN PERSON: In person registrations will be accepted at the Parks and Recreation
Department Administration Office (1st floor City Hall) during regular hours of operation.

Payment may be made by Cash, Cheque, Visa, MasterCard, or Debit - Please make
all cheques payable to the City of Charlottetown.

NOTE:
Registration dates for summer programs:
East Royalty and West Royalty Summer Day Camps – May 2 (Online ONLY) at 9:00 a.m.
Intro to Sports / Youth Tennis Programs – May 3 (Online and at City Hall) at 9:00 a.m.

PROGRAM REFUNDS (Direct Delivery Programs)
Program refunds will not be issued once a program begins. Requests for a refund (with
the exception of the Summer Day Camps, see notes below) must be received a minimum
of two (2) business days prior to the start of the program. A $5.00 administration fee will
be held for each registration that is refunded, not including the Summer Days Camps.

*For participants requesting to cancel any registered weeks of summer day camps
the $25 non-refundable deposit can be used as a credit for the remaining balance of
summer day camp registration or for any other City of Charlottetown direct-delivery
programming if requested before May 31. After May 31, the $25 registration deposit
paid for each week a child is registered in a summer day camp is no longer eligible to
be used as a credit for a City of Charlottetown direct-delivery programming.

NOTE: Due to high demand of this program there will be NO refunds issued for
Outdoor Adventure Camp registrations.

PROGRAM STAFF (Direct Delivery Programs)
Charlottetown Parks and Recreation Department program staff receive extensive training
in such areas as program delivery, organizational and leadership skills, active and leisure
game implementation, child and group management, and other areas that are relevant
to program operation, including Emergency First Aid and CPR certification.

FACILITY SCHEDULES
Various city owned and/or operated recreational facility schedules can be viewed via
the City of Charlottetown website: www.charlottetown.ca. Once you have entered the
main home page, go directly to RECREATION & LEISURE then to Facilities.

SPORT FIELD USERS PERMISSION
Organizations and the general public are asked to refrain from using City operated
sport fields unless permission has been obtained from the Charlottetown Parks and
Recreation Department. Unauthorized use, especially during the early spring and late
fall months when wet conditions prevail, will cause severe damage to natural grass
sport fields. Your cooperation is very much appreciated. To obtain permission to
use a sport field, please contact the Program Coordinator at 902-629-4028 or email
cdrummond@charlottetown.ca.

All requests for the use of the Artificial Turf Field and Alumni Canada Games
Place must be made through the University of Prince Edward Island. For more
information and to book this facility, please contact 902-566-0305.

SMOKE FREE PLACES BYLAW
The City of Charlottetown is pleased to provide a smoke and tobacco free
environment at City owned and operated indoor and outdoor sport and recreation
facilities/properties. The City Council has adopted a Smoke Free Places Bylaw (#
2018-01) prohibiting smoking and the use of tobacco related products at City owned
and operated indoor and outdoor sport and recreation facilities/properties, which
went into effect March 12, 2018. The City believes that through public awareness
and education, we can encourage the public to respect the health of everyone and
create a healthier environment at sport and recreation facilities/properties.

PET OWNERS
We all appreciate clean walkways, park facilities and open spaces. Please be a
responsible pet owner; help keep our facilities clean. “Stoop and Scoop”.

CONCUSSION PREVENTION AND MANAGEMNT IN ACTIVITIES AND SPORT
The City of Charlottetown Parks and Recreation Department in partnership with the
Brain Injury Association of Prince Edward Island would like to encourage everyone
to follow the rules of the game when participating in sport and recreation activities.
Properly use and maintain sports equipment, such as helmets and pads. Practice
good sportsmanship.

CHANCES FAMILY CENTRE
Park Day (by the Victoria Park pool), Charlottetown
Thursdays from 10:00 a.m. – 1:00 p.m.
July 6, 2023 - August 31, 2023

A free program for parents and caregivers with children from birth to six years. Join
us for some fun activities, art & sensory experiences, snacks and more! Park Day is
weather permitting.

Pre-registration is recommended. To register or for more information about the
programs and services offered through CHANCES Family Centre, please check our

CREATIVE KIDS CLUB
Preschool classes for kids who want to explore dance, drama, art and music! Dance
Stars Academy now has several class options for our youngest stars on the rise!
Come dance, draw, paint, explore and be creative! Six week sessions.

INTRO TO SPORTS PROGRAM
The Charlottetown Parks and Recreation Department will once again be offering their
Intro to Sports Program to children between the ages of 18 months – 7 years old. This
is an inclusive program that gives children an opportunity to try a sport or practice
a sport they enjoy. Participation in this program will give children of all abilities the
opportunity to try and experience a variety of sports and help develop their skills.

Please note that there is limited space in the program.

Dates: Programs will start on Tuesday July 4, and end on Saturday, August 26, 2023.
*Note there will be no program on Mon. August 7 (Natal Day)
Registrations will be accepted starting May 3 at 9:00 a.m.

CONNECT WITH NATURE
Victoria Park Ballfield Clubhouse – June and July
Visit one of Charlottetown’s natural gems for outdoor, environmental experiences
for all ages. Self-led activities with rotating themes for youth and families as well as
guided programs for groups of 10 – 25 people.

VICTORIA PARK SELF-GUIDED NATIVE PLANT WALK
Visit the arboretum in Victoria Park and take a self-guided walk to learn about native
trees, shrubs and wildflowers. In spring, signs are put up to identify plants and a

SOCCER PROGRAMS

WILD CHILD FOREST SCHOOL RECREATION PROGRAM
The Wild Child program is an all-weather outdoor program designed to connect kids
to the natural world through child-directed play for ages 3 to 13. At Wild Child, kids
explore the woods, jump in puddles, cook in solar ovens, learn to use tools and tie
knots, hang in hammocks, build forts, and PLAY! Offering weekly morning, afterschool
and Saturday programs in the spring, fall and winter, and day camps during the
summer. Bursaries available.

POTTERY IN THE PARK
PEI Potters Studio
Victoria Park (small white house next to tennis courts)

Children’s Class (Ages 9 – 14)
A class for children aged 9 – 14 will be held on Saturday mornings from 10 a.m. to 12 p.m.
for 10 weeks from April 15 to June 17. While creative exploration with clay is stressed,
beginners will learn the basics of clay preparation, a variety of hand-building techniques,
glazing and decorating and an introduction to wheel throwing. The class is taught by
an experienced pottery teacher and is designed to be fun as well as educational. The
class is small in size (maximum of 8) and relaxed and informal in style. Students will get a
thorough introduction to the art of pottery making and have fun while creating their own
pieces from start to finish. Registration fee is $210 (including clay).

BASEBALL / SOFTBALL

CHARLOTTETOWN AREA MINOR BASEBALL ASSOCIATION (CABA)
This summer CABA is offering a minor baseball program for all youth residing within
the boundaries established by Baseball PEI. The CABA offers programs for players
based on their age at the end of December.

		           No refund after June 13, 2023

SHERWOOD PARKDALE MINOR BASEBALL ASSOCIATION (SPMBA)
The SPMBA offers a baseball program for children ages 5 – 18 years (Rally Cap to
Midget). Programs start in May/June depending on the age level.

The West Royalty Softball Association offers a softball program for girls in the Greater
Charlottetown and surrounding area. This program offers a fun sport experience with
quality skill development and an opportunity to foster new friendships.

Girls born between 2004 – 2017 (6 – 19 years old)
Levels: U9, U11, U13, U15, U17 and U19

All registration information will be posted online at www.westroyaltysoftball.com or
follow us on Facebook. On-Line Registration will be open March 1 – April 30.
Late fees will apply after April 30 if space remains.

“Come Try Softball” sessions are planned. This is an introduction to softball geared
towards new players aged 12 and under. Free of Charge and equipment will be
supplied if necessary!

Canes Camps is a licensed summer camp offering fun and engaging weekly themed
camps for children entering grades K – 6 along with a young leaders program for

This is the twentieth summer for the Charlottetown Parks and Recreation Department
to be offering Outdoor Adventure Camps for youth ages 11 – 15 years old.

There will be a number of different one-day camps offered during July and August,
offering activities such as: Paintball, Kayaking, Deep Sea Fishing, Tree-go and
other activities. Camp dates and details will be available late May.

Welcome to UPEI Panther Academy! Our programs are designed for children ages

CHARLOTTETOWN PRIVATEERS FOOTBALL
The Privateers Football Club fields numerous teams playing both flag and tackle
football in age-specific divisions. All teams are based out of the Greater Charlottetown
Area and play teams across PEI. Last year we had over 100 youth participate in our
combined programs.

Football is unique as it allows players of all shapes, sizes, and abilities to participate
in a team sport. Each of our teams have a knowledgeable and caring coaching staff

Registration fees include health insurance coverage and the necessary
equipment except for a pair of cleats and a mouth guard.

games. Money raised within each chapter stays within the community and goes directly
to help kids participate in sport, dance or other organized physical activities. Jumpstart
funding helps families that need a financial hand with registration, equipment and/or
transportation costs. Since 2005, more than 1 million kids between the ages of 4 and
18 have been helped by Jumpstart and that number grows every day.

CHARLOTTETOWN LIBRARY LEARNING CENTRE
We are pleased to announce we will be hosting the National launch for the TD Summer
Reading Club on Saturday, June 24! Does your child like cool stuff, amazing facts and
mysterious fiction? What makes them curious and creative? Have fun collaborating and
creating new things with others by joining us for our TD Summer Reading Club programs
throughout July and August celebrating this year’s theme: “Cabinet of Curiosity”.

We’ll have programming for all ages each week! Wiggle, Giggle, Read for 0 – 12 months,
Toddler Time for 1 – 3 year olds, and Puppet Plays & Storytime for 3 – 5 year olds. Big
kids can join us throughout the week for programs inspired by the TD Summer Reading
Club theme “Cabinet of Curiosity.” There is no cost to participate in any of our programs,
but keep an eye out, as some programs require registration ahead of time.

We did not forget about our teens! We’ll have weekly activities for ages 13 – 18 all
summer long. We’ll be running our Teen Summer Reading Challenge, which is a great
way to possibly win a totally awesome prize.

Over the age of 18? Don’t worry – we’ll have lots to offer the grownups, too! We’ll be
running a Summer Reading Challenge – participants will be entered to win a prize!

MUSIC LESSONS
GUITAR, BASS AND UKULELE LESSONS WITH JEFF MORRIS
Teaching a variety of styles, beginner through advanced, all ages welcome. Jeff is a
Grant MacEwan University Music Graduate in Jazz Studies (Guitar Performance) with
over 20 years of professional teaching experience. Instruction in guitar, bass, ukulele,
music theory, songwriting and ear training available. Individual and group lessons are
offered; including vocal and instrument accompaniment instruction. Jeff has extensive
performing and recording experience, having released three albums and numerous
radio singles, while sharing Canadian stages with artists such as Bryan Adams, Steve
Earle, Tom Cochrane, and The Tragically Hip.

ROWING

ROWING PEI
Rowing PEI welcomes beginner and experienced rowers ages 14 and up. We offer
Intro to Rowing as well as a summer-long program of rows on the Charlottetown
Harbour. Rowing is low-impact and exercises all the major muscle groups as well
as giving you a great cardio workout. No experience with water sports is needed
and it is a super substitute for exercise after being in the gym all winter. You can
row for a workout with beautiful scenery but there is also the opportunity for all ages

to compete. Our coastal boats are made especially for the wind and waves on the
Harbour. We row out of the Charlottetown Yacht Club from May to October. Send us

CHARLOTTETOWN YACHT CLUB JUNIOR SAILING
Summer Sailing Lessons at Charlottetown Yacht Club: The mission of the
Charlottetown Yacht Club Junior Sailing program is to provide a safe, fun and
empowering learning environment designed to develop the skills required for sailing;
to promote personal growth and independence within the sport, to achieve proficient
levels in boat handling and maintenance, and to develop decision making skills, while
encouraging sportsmanship, leadership and team work. Our program is designed for
students between the ages of 5 – 17 to introduce the sport and art of sailing. During
the program, beginner students will learn basic sailing techniques from Canadian
Yachting Association Certified Instructors. More advanced students will learn about
sailboat racing, and have the opportunity to participate in local regattas. Our ultimate
goal is that each student will become active participants in the sport, and learn valuable
lessons in self-confidence, teamwork, and respect for nature and fellow man.

SHERWOOD PARKDALE RANGERS SOCCER CLUB
Sherwood-Parkdale Rangers Soccer Club offers recreational and competitive
programs for all ages. Mini program (U5-U9) begins in June.

Youth program (U11-U18) begins in May. Practice and game times and locations will
be determined by individual teams. Tryouts will be available for those interested in
Premier teams for U13 and up.

SPRSC will once again be offering our popular summer soccer camps. These camps
will be half days and open to players aged 8-14 from any soccer club. Specific dates
to be announced.
