Page 1 of 11 View this email in your browser Preparation for the 2020 Asian Credit Union Forum Starts As soon as the 2019 Forum was completed, ACCU management started the planning for the 2020 forum set to happen in Nepal on September 20 to 27, 2020. ACCU Chief Executive Officer and Chief Technical Officer met with the Chairmen, CEOs and senior management of the hosts: Nepal Federation of Savings and Credit Cooperative Unions (NEFSCUN) and National Cooperative Bank Ltd. (NCBL) on November 30 to December 5 to scout for appropriate venue. Considering the capacity of the venues, the forum for 2020 can accept maximum 400 international attendees. Prospective venue was shortlisted. It is anticipated that the selection of the venue can be finalized by January 2020. Nepal, dubbed as “Roof of the World” has altitudinal range that goes from as low as 59 meters up to 8,848 meters. Since Nepal holds a major part of the Himalayas, it’s no wonder that 8 out of 10 of the world’s highest mountains are in Nepal.
Page 2 of 11 Coop Led Payment System Discussion Anew The workshop on national clearing house organized by the National Cooperative Bank Ltd. on December 2 led to the conclusion on the need for a payment platform owned and operated by the cooperative sector. ACCU shared the experience of Kaya Payment platform piloted in the Philippines which can be used as a model in creating the payment system in Nepal. Attended by Board and CEOs of large SACCOS and National Clearing House of Nepal, NCBL in collaboration with NEFSCUN were tasked to take necessary action to realize the vision of digitization of cooperatives.
Page 3 of 11 NEFSCUN Partners with District Unions to Support Integration of SACCOS Movement In a workshop held on December 3, NEFSCUN called upon the chairs and General Managers of District Unions to come up with win-win solution in the delivery of services to SACCOS. Facilitated by ACCU, both parties agreed that the impact of their existence is helping members, especially the disadvantaged, to uplift their socioeconomic wellbeing. Thus, NEFSCUN takes leadership to transform the movement in an integrated operation for efficiency and effectiveness. The workshop emphasized that NEFSCUN and DUs have only one focus which is the integration of the SACCOS network. Thus, the business of the DUs is to ensure an increased level of integration based on the four elements: pooling of resources, standardization, contractual solidarity and structure of governance. The workshop concluded with a list of compliance required from District Unions.
Page 4 of 11 Regulation on Stabilization Fund Seen as a Significant Means to Protect the SACCOS in Nepal On December 4, facilitated the workshop on Stabilization Fund attended by the members of the SF Committee appointed in pursuant to the guidelines issued by the government. The
Page 5 of 11 sharing of the concepts and operations of SF made the committee aware on the gaps in the law and guidelines recently promulgated for Nepal’s financial cooperatives. However, the committee considered the creation of the law and guidelines as big step by the government to protect the financial cooperatives. The one-year planning-phase project has established a foundation for an interoperable, open-loop, low-cost, real-time payment platform for World Council of Credit Unions' (WOCCU) network of credit unions across Asia. WOCCU is partnering on the project with the Association of Asian Confederation of Credit Unions (ACCU), Credit Union Central of Indonesia (CUCO), National Confederation of Cooperatives (NATCCO) and Philippines Federation of Credit Cooperatives (PFCCO). “The goal is to use this live demonstration event as a bridge to the next phase of this project—where we plan to pave the way for the global digitization of credit unions, starting with an interoperable digital payment system for Asia,” said Megan O’Donnell, WOCCU Vice President of Financial Inclusion. Page 10 of 11 Together with NATCCO CEO, CEO Leni San Roque presented the credit union advantage for the economic development of people, especially the disadvantaged, in a conference organized by the Commission of Indigenous People of Taiwan on December 15 to 17 in Taoyuan, Taiwan. The credit union is a model that indigenous people around the world can consider adopting for their economic development. The cooperative values of self-help, self- responsibility, democracy, equality, equity and solidarity reinforce the uniqueness of credit unions. In the tradition of their founders, cooperative members believe in the ethical values of honesty, openness, social responsibility and caring for others. These values resonate to the values of indigenous communities need to be preserved and protected. Taiwan’s indigenous people are members to at least 120 credit unions in Taiwan.
