PRADHAN MANTRI GRAMIN DIGITAL
SAKSHARTA ABHIYAAN (PMGDISHA)
Pradhan Mantri Gramin Digital Saksharta Abhiyaan (PMGDISHA) has been initiated in line with the announcement made
by Hon’ble Finance Minister during the union budget 2016-17 to provide digital literacy specifically in rural areas. PMGDISHA
was approved by the government in February 2017. PMGDISHA would cover 6 crore persons, one member from every eligible
household across all Gram Panchyats in States/UTs, and make them digitally literate.The objective of the scheme is to
empower the citizens in rural areas by training them to operate computer or digital access devices (like tablets, smart phones
etc.), send and receive e-mails, browse Internet, access Government services, search for information, etc. and hence enable
them to use the Information Technology to actively participate in the process of nation building.

The Scheme aims to bridge the digital divide, specifically targeting the rural population including the marginalised sections of
society like Scheduled Castes (SC) / Scheduled Tribes (ST), Minorities, Below Poverty Line (BPL), women and differently-abled
persons

IMPLEMENTING AGENCY
The scheme will be implemented by CSC e-Governance Services India Limited, a Special Purpose Vehicle (SPV) incorporated
under the Companies Act 1956, (herein after referred to as ‘CSC-SPV’) with active collaboration of all the State Governments
and UT Administrations.

DURATION
The Scheme duration would be till 31st March, 2019.

TARGET BENEFICIARIES
One person from every eligible rural household would be trained in Digital Literacy relevant to their needs across all States/
UTs. The target group would be in the age group of 14-60 years. In order to provide better representation to socially and
economically marginalized communities, due preference would be given to SC, ST, BPL, Minorities, women and differently-
abled persons. Priority would be given to non-smartphone users, Antyodaya households, college drop-outs, participants of
the adult literacy mission etc.

COVERAGE OF SCHEME
The scheme is applicable only for rural areas of the country. To ensure even geographical coverage across the country, a Gram
Panchayat centric approach would be adopted with targets being assigned and monitored for each of the 2.50 lakh Gram
Panchayats.

IMPLEMENTATION FRAMEWORK
MeitY would provide suitable policy support and would monitor the progress of the scheme at the Central level. The CSC-SPV
will work in active collaboration with the State Government/UT Administration for smooth implementation of the Scheme in
their respective State/UT. District e-Governance Society (DeGS) under the District Magistrate/ District Collector would play a
key role towards the last mile implementation and monitoring of PMGDISHA Scheme.

The implementation of the Scheme at the ground level would be done through the involvement of Training partners/Centres
including CSCs duly affiliated with the CSC-SPV.

The Scheme will be implemented by using the affiliated Training Partners/Training Centres as was done in NDLM/DISHA
schemes. Efforts would be made to increase the number of training partners to around 2500 and the Training Centres (including
CSCs) to about 2.5 Lakhs spread across the country.

ROLE OF A TRAINING PARTNER
•   A training partner shall be responsible to own or set up the Training Centres in the identified Districts/Blocks/ Gram
    Panchayats that would impart digital literacy training to the candidates.
•   A training partner shall be responsible for ensuring that the training centres adhere to the scheme requirements.
•   A training partner shall be accountable for monitoring the overall working of the centres under its purview.
•   A training partner shall be liable for accurate and timely reporting of the aforementioned work ascribed in respect of its
    Centres
•   Detailed Norms for the Training Partners shall be as per Standard Operating Procedure (SOP) published by CSC-SPV.

The Training Partners shall set up the Training Centres in the selected Gram Panchayats with the appropriate manpower and
requisite infrastructure. They are required to meet the following criteria:

ROLE OF TRAINING CENTRES
•       Enrolling the candidates for the course
•       Imparting appropriate training to candidates
•       Marking the attendance and conducting continuous assessment using the Online Monitoring Application- cum-Learning
        Management System
•       Keeping a record of all candidates enrolled in the course, certifying their attendance and ensuring that the candidates
        appear for the online examination.
•       Training centre shall provide support and assistance for at least two years after the training is over.
•       Ensuring achievement of learning outcomes for each candidate.

DIGITAL LITERACY TRAINING CONTENT
The course ‘Appreciation of Digital Literacy’ has been developed with the aim of making a person IT literate, whereby he can
operate a computer/ digital access devices (like smart phone, tablets, etc.), send and receive emails and search Internet for
information.

The curriculum was developed in 2014 in consultation with various agencies like UNESCO, NASSCOM, Intel,IGNOU, NIELIT,
National Institute of Open Schooling (NIOS),Indian Institute of Mass Communication (IIMC), IT for Change, Open Knowledge
Network India, and Digital Empowerment Foundation.

As the thrust of the government is on promoting cashless transactions through mobile phones , the course content would
also have emphasis on digital payment system like digital wallets, mobile banking , UPI, USSD and AEPS, POS etc. Top citizen
centric services are also included in the curriculum namely : District Services- Caste, Resident,Income certificate, UIDAI/
Services, Banking, Pan card, IRCTC- Railway,Insurance,Telephone/data card Recharge, Aadhaar/Election printing, Electricity
bill payment and, Passport.

CSR INITIATIVE
The effort to spread digital Literacy in the country, CSC-SPV has proposed collaboration with many institutes/ universities
wherein an institution will adopt a village /panchayat in the vicinity and work jointly with CSC-SPV to make it 100% digitally
literate. A letter has been sent to 47 Central and 365 State universities across India. Around 21 universities have shown
interest in the initiative

National Law University, Odisha and CCS HAU, Hisar have started their work of spreading digital literacy within their vicinity. So far
around 450 candidates have been registered by the universities under the scheme.

CSR PARTNERS
                                      INDUSLND BANK
                                CSC-SPV and IndusInd Bank (IIB) have agreed to collaborate and implement the
PMGDISHA in rural areas. To begin with 3 Lakh persons over next two years till 31-03-2019 will be trained by the partner.

IndusInd Bank, which commenced operations in 1994, caters to the needs of both consumer and corporate customers. Its
technology platform supports multi-channel delivery capabilities. The Bank is a leading provider of commercial, transactional
and electronic banking products and services and caters to the needs of both consumer and corporate customers. Today, the
bank is one of India’s leading private sector banks.

According to the collaboration IIB will be responsible for the following:

•    Promote and market PMGDISHA at various forums.
•    Consolidate the training efforts towards achieving the objective of training one person in every eligible household.
•    Align the training content of IIB with that of PMGDISHA curriculum framework as prescribed by CSC-SPV
•    Mobilize the financial resources and volunteers from IIB.
•    Set-up use of CSC-SPV PMGDISHA training centres.

•         Monitor and ensure quality delivery of training.
•         Create innovative marketing campaigns and assist the promotion of PMGDISHA in various media

IndusInd is registered in six states namely Gujarat, Haryana, Kerala, Madhya Pradesh, Punjab and Rajasthan. So far, 2040
Training centers are working under IndusInd and a total of 3,01,986 candidates have been registered under the PMGDISHA
scheme. Below graph represents the number of registered, trained and certified candidates by IndusInd partners:

PAYPAL
                                 Like IndusInd Bank, CSC SPV has also signed MOU with PayPal and mutually agreed to train
                                 6700 persons across the states of Tamil Nadu, Karnataka and Uttar Pradesh over next one year
                                 till 31-08-2018.
PayPal is providing digital literacy training in three states namely Karnataka, Uttar Pradesh and Tamil Nadu. So far, 120 Training
centers are working under PayPal and a total of 9,551 candidates have been registered under the scheme. Below graph

                                   MOU has been signed between CSCSPV and McAfee. McAfee has agreed to provide digital
                                   literacy training to 7000 candidates across five states namely Andhra Pradesh, Karnataka,
                                   Kerala, Tamil Nadu and Telangana.

McAfee registered in four states namely Andhra Pradesh, Karnataka, Tamil Nadu and Telangana. So far, 48 Training centers
are working under McAfee and a total of 5,476 candidates have been registered under the PMGDISHA scheme. Below graph

REGISTRATION STATUS
Registration and Training of eligible beneficiaries has been started. So far 12,343,083 beneficiaries have been registered
under the project and out of which 12,321,098 beneficiaries have completed training from the States/UTs of Andhra Pradesh,
Arunachal Pradesh, Assam, Bihar, Chhattisgarh, Goa, Gujarat, Haryana, Himachal Pradesh, Jammu & Kashmir, Jharkhand,
Karnataka, Kerala, Madhya Pradesh, Maharashtra, Manipur, Meghalaya, Mizoram, Nagaland, Odisha, Puducherry, Punjab,

GENDER-WISE DISTRIBUTION OF CERTIFIED CANDIDATES
The gender wise distribution among the certified candidates under PMGDISHA shows that 1,51,620 Females and 1,27,321Males
certified in March . According to the pie-chart given below, 57% are Females and 43% are Males.

COMMUNITY-WISE DISTRIBUTIONS OF CERTIFIED CANDIDATES
Of the total Certified beneficiaries in March, OBC category comprise the highest numbers (1,19,074) followed by General
category (80,994), SC (53,256) and ST (25,617). As per the pie-chart given below, 43% of certified beneficiaries are OBC 40%
General, 19% SC and only 6% are ST.

                                                                Hon’ble Minister for Electronics and IT Shri Ravi Shankar
                                                                Prasad said 100 BPOs will be opened at Common Service
                                                                Centres (CSCs) in Bihar as part of the government’s efforts to
                                                                empower women and people belonging to Scheduled caste
                                                                and Scheduled Tribe. “We have started programmes to open
                                                                BPO centres. We will be opening smaller BPO centres of 5-10
                                                                seats for SC and ST in villages,” the minister for Electronics, IT
                                                                and Law and Justice, told reporters.

                                                                Minister was addressing a function on The Vision and Mission
                                                                of Dr B R Ambedkar organised by the Electronics and IT
                                                                ministry on the occasion of Ambedkar’s birth anniversary. The
                                                                minister also addressed CSC Village Level Entrepreneurs on
                                                                the occasion.

BPO centres have already come up in Patna and Muzaffarpur, while such centres would soon be opened in smaller cities
like Samastipur, Dewaria, Ghazipur etc, he said. He also said the government is taking steps to empower the SCs and STs
with technology and a special digital literacy drive on a “mission mode” will be launched soon. Besides, the best performing
Village Level Entrepreneur, run by SC and ST, will be rewarded Rs 1 lakh cash prize, Minister said. Emphasising on the need
for increasing digital literacy in the country, the minister said the central government has set a target of making 6 crore
people digitally literate under PM Digital Saksharta Abhiyan (PMGDISHA). Of the government’s target of making 6 crore people
digitally literate, Minister said 1.12 crore people have got digital training which included 23 lakh SC and 1.5 lakh ST. He said
8.02 lakh people have been digitally trained in Bihar that includes 2 lakh people belonging to SC and ST.

Exhorting the CSCs to help in making people digitally literate, he said that the NDA government has saved Rs 83,000 crore
through Direct Benefit Transfer scheme by removing middlemen. “This happened because the government opened 31 crore
Jandhan accounts and integrated them with Aadhaar,” he said. Drawing an analogy between the present NDA government led
by Narendra Modi and the Rajiv Gandhi government in the 1980s, he said “Rajiv Gandhi used to say that merely 15 out of 100
paise would reach the beneficiary, but today, when the government sends Rs 1,000 to the beneficiary, then all of it reaches his/
her accounts...This is the difference between Narendra Modi government and Rajiv Gandhi government.”

DDC POONCH, J&K, TO REGISTER ONE PERSON PER FAMILY FOR
DIGITAL LITERACY

To ensure effective implementation of Pradhan Mantri Gramin Digital Saksharta Abhiyan (PMGDISHA) in the district, the
District Development Commissioner , Mohammad Aijaz Asad chaired a meeting of officers from ICDS, Rural Development and
Education departments, here in Jammu. PMGDISHA, a project launched under the Skill India scheme, is an initiative that aims
to impart digital literacy to rural citizens across the country and puts an end to digital divide by educating the poor on digital
skills. A total of 6 Crore rural citizens between age group 14-60 years are to be trained under the mission by 2019.

Referring to the encapsulated potentials the mission has in opening up new job opportunities for the unemployed by upgrading
their skills to make them fit for jobs in digital world, the DDC directed the concerned to reach out to every family in the district
through VLWs, Anganwari Helpers/Workers and ASHAs by holding special Gram Sabhas at Panchayat level for registering one
person per family between 14-60 years of age to be imparted digital literacy.

He directed Education and Rural Development Department to identify and register the rural citizens who lack in digital knowhow.
Specifically designed formats were also distributed among the officers to start the process of registration. The meeting was
attended by PO ICDS, ACD Mukhtar Ahmad Shiekh, Chief Education Officer Mushtaq Ahmad and District Panchayat Office.

DIGITIZATION KEY TO CORRUPTION-FREE DELIVERY OF SERVICES: J&K IT
MINISTER ANSARI
Digitisation plays a key role in ensuring corruption-free and
speedy delivery of services to the people, Jammu and Kashmir
Minister for Information Technology Imran Raza Ansari said.
“The growth of the country can only be increased by moving
towards digitisation,” the minister said, adding that the digital
penetration in the country is around 75-80 percent but there
is a need to bring rural areas at par with the cities in terms of
digitisation for the overall growth of the country.

The minister was addressing a gathering of village level
entrepreneurs (VLEs) and digitally literate candidates from
various districts during the Pradhan Mantri Gramin Digital
Saksharta Abhiyan (PMGDISHA) celebrations at Panchayat
Bhawan here in Jammu.

Terming VLEs in the state as ‘change agents’ of Digital India, the minister said these rural entrepreneurs have the power to
revolutionise India by empowering rural citizens and providing them job opportunities. He said Prime Minister Narendra Modi
is working with a vision to elevate the rural population and ensure that over a billion people become digitally literate by 2020.
PMGDISHA has brought a revolution in the country and everybody associated with this programme is learning and earning, he
added. He further said that ensuring the presence of women at the forefront of Digital India would result in new social order
where they would play the role of change agents in building a society free of any discrimination.

Digitally empowered communities can bring a paradigm shift in encouraging and empowering rural India, he stressed.
Meanwhile, the minister gave five PMGDISHA certificates and 10 mobile phones to deserving beneficiaries. A MoU of
PMGDISHA was also signed between CSC and Jammu and Kashmir e-Governance Agency (JAKEGA) on the occasion. The
minister asked the VLEs to deliver all services to the citizens through CSC so that their turnover can be enhanced significantly.

PAWAN KUMAR HOSTS SPECIAL CLASSES FOR SCHOOL STUDENTS IN J&K

VLE Pawan Kumar hosted special classes under PMGDISHA at New Light Higher Secondary School in Jammu and Kashmir.
Along with District Consultant Mohit Sharma, Pawan explained the digital literacy programme taught on different modules
covered under the scheme. He has been carrying out CSC services in Mananu Gram Panchayat. According to Pawan, digital
literacy can give confidence to the person to pursue their dreams cutting across the social boundaries. The knowledge will
help them to overcome the basic challenges in earning their livelihood.

Pawan says Digital literacy is not just about learning to use a computer or accessing the internet; it can help to bring about
several behavioural and social changes. The digital revolution in India can help women to break the patriarchy culture in the
society. As many as 50 participants including Sarpanch of Halqa Mananu attended the workshop.

Mobilising more than 200 people from Birajpur panchayat
in Dhanbad district, VLE Kumar Chhatrapati voluntarily
organised Swachhta drive. The team collectively cleaned the
public places and installed dustbins.

                                                                 VLE Rajesh Kumar hosted a day-long workshop at Bhandaridih
                                                                 Panchayat in the district. VLE Hasnain Ansari organised a
                                                                 PMGDISHA workshop Chaitadih village and made villagers
                                                                 aware of the scheme. He also organised similar workshops at
                                                                 the schools located in the precinct.

                                                                    literacy took place, most of the villagers were unaware about

                                                                    as an opportunity to step forward for a social cause. He started
                                                                    a CSC and introduced PMGDISHA scheme to the villagers. He
                                                                    also attracted registration after letting them know that the
                                                                    training is totally free for the villagers.

Hon’ble Chief Minister of Jharkhand Shri Raghubar Das
declared Ranchi as the IT district of the year during IT Conclave
organised by the state government. CSC’s contribution in the
digital literacy movement at the grassroot level and rural BPO
played a pivotal role in nailing the award. The CSC team and
VLEs jointly collected the award from the CM.

                                                                   PMGDISHA TRAINING PROGRAMME

For VLE Manjunath Dodamani, his soul aim is to ‘make world
a better place to live’. With CSC providing an opportunity to do
something for the needy and also for the rural population with
a unique yet simple program called PMGDISHA opened up a
whole new horizon for people like Mr. Dodamani who wanted
to do something for the rural crowd.
                                                                   VLE Nagaraj Majjigudda from Shishuvinahala organised
                                                                   PMGDISHA training programme. He has completed the
                                                                   target of 250 candidates. The VLE visited the houses in the
                                                                   panchayat and met housewives and women labourers. After
                                                                   completing the course, these women have started making
                                                                   digital transactions using BHIM app. Other training modules
                                                                   are also implemented in their day-to-day lives.

PMGDISHA is a unique platform which has helped people
like Mr. Dodamani to realize his dream of service backed
by monetary rewards as well. He registered as a VLE, and
decided to venture into PMGDISHA and started a centre
in rural location. He mobilized people in the rural areas in
temples and mandi’s and shabha bhavans, educated them
about cashless transactions and also importance of digital
literacy to one person for every house.

He also motivated them to encourage their children to know
about computer and digital devices. This effort resulted

East Kallada panchayat president inaugurated a new
PMGDISHA training centre during an event in Kollam district.

the training purposes.

Alleviating the social issues of illiteracy, a group of VLEs from
Odisha are tirelessly working to make the state complete
digitally literate. Amir Bisoyi from Jhilimili village has been
training the villagers on digital devices and internet. He has
been training skills with the help of Youtube videos.

                                                                    A seminar-cum-training session was organized at CSC center
                                                                    of VLE Mr Gagan, District Fazilka, Abohar. Rural Women’s and
                                                                    Girls were imparted with digital literacy training and briefed on
                                                                    various CSC services. The objective was to bring these women
                                                                    together in a forum where they could be awaked about their
                                                                    rights.
