USDA Accredited Veterinarians
Accreditation is state-specific
Government approval of private veterinarians to perform official regulatory
functions
Accreditation Categories:
Category I Animals: All animals, except food and fiber species, horses, birds,
farm-raised aquatic animals, all other livestock species, and zoo animals that can
transmit exotic animal diseases to livestock
Category II Animals: All animals, including Category I animalsResponsibilities of an Accredited
Veterinarian
BEFORE issuing a health certificate, it is their responsibility to ensure:
Correct health certificate is being used
Requirements of the destination country have been met
Health certificate will be valid at the time the animal(s) is scheduled to travel
All required information has been completed fully and accurately
Do NOT assume the owner/exporter has obtained all of the necessary
documentation or information
Confirm by using the resources you have available to you
This can be time consuming in some instances, but it is part of their duty as an
accredited veterinarian and YOU, as an LVT, can be very helpful in this process.
Failure to perform accredited veterinarian duties when issuing a health

Finding and Completing the Correct
Health Certificate

Make sure to use the correct health certificate! **Country requirements change frequently;
ALWAYS check prior to completing a health certificate**
Fill out health certificate completely and accurately
Include certification statements (if applicable)
Include laboratory testing results, treatments and vaccinations (if applicable)
Do not over certify!
Accredited veterinarian should personally sign and date the document in the correct ink color

Official animal ID/description
Required tests/vaccinations/treatments
Certification statements
Printed name, signature of issuing accredited veterinarian and date of issuance
Supporting Documentation
Rabies certificate and/or additional vaccine records (when required)
Pertinent laboratory testing results (e.g. rabies titer, cattle TB testing, EIA test
report) (when required)

Health certificate validity is determined by the destination country
For the majority of health certificates, the period of validity is based on
when the accredited veterinarian issues the health certificate, not when
APHIS endorses it.

9 CFR 161.4 Standards for Accredited Veterinarian Duties
(b) An accredited veterinarian shall not issue, or allow to be used, any
certificate, form, record or report, until, and unless, it has been accurately and
fully completed, clearly identifying the animals to which it applies, and showing
the dates and results of any inspection, test, vaccination, or treatment the
accredited veterinarian has conducted, except as provided in paragraph (c) of
this section, and the dates of issuance and expiration of the document....
(h) An accredited veterinarian shall keep himself or herself currently informed on
Federal and State regulations that are provided to him or her by the
Veterinarian-In-Charge, or by a State official through the Veterinarian-in-Charge,

Certification System)
Allows for health certificate issuance and submission by accredited
veterinarian to be done electronically.
In order to submit health certificates electronically through VEHCS, you will
need to obtain a government eAuthorization account.
Most common health certificates submitted:
Canada: Adult poultry, Cattle, Day Old Chicks, Hatching Eggs, Horses, Swine,
Equine Semen, Aquatic Animals
Guatemala: Day Old Chicks, Hatching Eggs
